2012 10 16 HA MinutesLA QUINTA HOUSING AUTHORITY MINUTES REGULAR MEETING TUESDAY, OCTOBER 16, 2012 A regular meeting of the La Quinta Housing Authority was called to order at the hour of 8:31 p.m. by Chairperson Evans. PRESENT: Authority Members Adolph, Franklin, Henderson, Osborne, Chair Evans ABSENT: None VERBAL ANNOUNCEMENT - AS 23 was read by the Authority Secretary PUBLIC COMMENT CONFIRMATION OF AGENDA - Confirmed APPROVAL OF MINUTES MOTION - A motion was made by Authority Members Franklin /Henderson to approve the minutes of September 18, 2012 as submitted. Motion passed unanimously. CONSENT CALENDAR 1. APPROVAL OF DEMAND REGISTER DATED OCTOBER 16, 2012 2. APPROVAL FOR A REQUEST FOR QUALIFICATIONS FOR HOUSING COMPLIANCE SERVICES AND AUTHORIZE STAFF TO CIRCULATE THE REQUEST FOR QUALIFICATIONS 3. RECEIVE AND FILE TREASURER'S REPORT DATED AUGUST 31, 2012 4. RECEIVE AND FILE REVENUE AND EXPENDITURE REPORT DATED AUGUST 31, 2012 AND INVESTMENT SUMMARY REPORT FOR THE QUARTER ENDING SEPTEMBER 30, 2012 MOTION - A motion was made by Authority Members Henderson /Franklin to approve the Consent Calendar as recommended. Motion passed unanimously. BUSINESS SESSION 1. CONSIDERATION OF LA MANAGEMENT SERVICES QUINTA RENTAL PROGRAM PROPERTY HOUSING AUTHORITY MINUTES 1 OCTOBER 16, 2012 Economic Development /Housing Manager Powell presented the staff report. Authority Members Osborne and Evans suggested that staff negotiate lower prices if possible. La Quinta Palms Realty has a record of performance and knows the city. Authority Member Henderson stated that management of these properties is a very difficult job, and the city has never received any complaints, which is a priority to her. A successful working contractor is valuable, so she will support staff's recommendation. Authority Member Franklin said that their fee is very reasonable for the service provided. MOTION - A motion was made by Authority Members Henderson /Osborne to authorize staff to negotiate a two -year contract extension with La Quinta Palms Realty for rental program property management services. Motion passed unanimously. CHAIR AND BOARD MEMBERS' ITEMS Authority Member Adolph reported that a house on Avenida La Fonda was vandalized. As Mayor, he intends to send the homeowners, who are in British Columbia, a letter to apologize and explain that this is an unusual incident in this city. Police Sergeant Pickowitz briefed the Housing Authority on the Sheriff department's response. Authority Member Franklin thanked the Public Works Director and staff for the extremely fast response. PUBLIC HEARINGS - NONE ADJOURNMENT There being no further business, it was moved by Authority Members Franklin /Henderson to adjourn at 8:44 p.m. Motion passed unanimously.
