Brian Burr Case No. PSS015656 REPORT OF SPECIAL INSPECTION (760) i 7 7 -000 FAX (760) 777-7101 Introduction At the request of Mr. Brian Burr, an inspection at his residence at 54-640 Avenida Velasco, La Quinta CA 92253, was performed by Richard (Kirk) Kirkland, Senior Building Inspector and Greg Butler, Building & Safety Manager. The property location is otherwise known as Lots 16, 17 & 18, Santa Carmelita at Vale La Quinta, Unit 28, as shown in. Map Book 19, Page 59 of Maps, Records of Riverside County, California, or by Assessor's Parcel Number 774-284-027. Background Mr. Burr purchased Building Permit #0.111-165 on November 21, 2001, requesting and receiving an inspection on the morning of Wednesday, November 28, 2001. The purpose of.the permit, as stated on the permit at issuance, was, "Special Inspection for roof structure constructed without permit. (Note: This is at homeowner request)." Mr. Burr reported 'MENEM made certain improvements at his home and was concerne about the quality of workmanship and was having difficulty in getting the work completed. A search of the City of La Quinta building permit computer database (dating back to September 1995), as well as paper archives (dating to and before the City's incorporation in 1982) revealed that, with the exception of the current Special Inspection permit, no building permits have been issued at Mr. Burr's address since February 26, 1990.11 In light of the fact the no plans nor engineered design by a licensed architect or engineer were submitted to the Building Department for review, the construction materials and methods were assessed based upon the provisions of Chapter 23, Division IV (Conventional Light -Frame Construction) of the California Building Code (CBC). This portion of the CBC offers an option for prescriptive compliance with the minimum provisions of the Code without requiring an engineered design by a licensed professional. Inspection At the time of inspection, Mr. Burr invited Mr. Kirkland and Mr. Butler to observe both the interior and exterior of his home. The following items and/or deficiencies were observed: 1) Roof framing was observed, consisting of 2;'x4" rafters at 24" on center, spanning approximately 6-0", with a pitch of approximately 4 units vertical in 12 units horizontal (4:12) supporting roof sheathing (±'/z" plywood) and concrete roof tile. a) The CBC makes no provision under these conditions for a rafter member less than 2"x6" in size. b) It was not,possible to observe the manufacturer's stamp.on the plywood sheathing to determine if the thickness, grade, and panel span rating used was in compliance with the Code requirements. c) It was not possible to observe the size or spacing of the nails used to .fasten the plywood to the rafters for compliance with the Code requirements. d) It was not possible to observe whether any asphalt impregnated felt building paper was installed beneath the valley flashing as required by CBC Chapter 15. e) It was not possible to observe whether any asphalt impregnated felt building paper was installed as an underlayment for the concrete roof tile as required by CBC Table 15-D-1. f) It was not, possible to observe whether the concrete roof the is approved for use under the current Building Code or was installed in compliance with any conditions of such approval (no product documentation was available on site): g) Because of a collapse of the ceiling finish in a bedroom beneath the area of this new roof, it was observed that the 2"x4" rafters bore on 1 "x4" members at the lower end. CBC Section 2320.12.3 requires that all valleys be framed with a valley rafter "not less than 2 -inch nominal thickness and not less in depth than the cut end of the rafter." 2) At the rear of the structure, a gable end attic vent was observed. a) CBC Section 1505.3 requires cross ventilation for enclosed attic spaces. No second vent to provide for the cross ventilation was observed. 3) At the rear of the structure, the exterior plaster application was observed. Some of the plaster crumbled and fell from the wall when rubbed with gentle pressure using the palm of the hand. Mesh fabric joint tape was visible through the finish in some areas. a) It was not,possible to observe whether Code required metal lath and backing were applied as support for the plaster. b) If applied, it was not possible to observe the size and spacing of nails or staples fastening the lath to the wall framing for compliance with the Code requirements. c) It was not possible to determine the composition, thickness, or number of coats used in the application of the plaster for compliance with the Code requirements. Conclusion In the normal course of acquiring a building permit prior to the commencement any construction or improvement, as required by CBC Section 106. 1, all of the deficiencies listed above. would have been addressed by requiring corrections to the plans during plan check or to the structure during construction. After approving corrected plans, inspections during constructionwould have verified that construction was proceeding according to the approved plans.
