CALL TO ORDER
A regular meeting of the La Quinta Community Services Commission was called to
order at 5:30 p.m. by Chairperson Fitzpatrick.
PRESENT: Commissioners Blakeley, Engel, Fitzpatrick, Lawrence, and
Leidner.

Motion - It was moved by Commissioners Leidner/Lawrence to confirm the agenda
as submitted. Motion passed unanimously.

RECOMMENDED ACTION:
Recommend a Community Garden at Benjamin Franklin Elementary School to the City
Council.
EXECUTIVE SUMMARY:
The City and the Desert Sands Unified School District (DSUSD) can develop a
Community Garden Program at Benjamin Franklin Elementary School through a Joint
Use Agreement.
FISCAL IMPACT:
Quimby funding could be used to purchase planting containers and install irrigation
connections for watering. Burrtec will supply the compost at no charge. The
anticipated cost is approximately $2,000. The plants will be maintained by the
students, teachers, and community members. The students will solicit contributions
from parents, community members, and local businesses (especially hardware stores)
to provide needed materials such as plants and hand tools.
BACKGROUND/ANALYSIS:
La Quinta resident Linda Gunnett contacted the City with a request for a Community
Garden Program for Cove Residents that will also integrate local youth. The cities of
Palm Desert, Indian Wells, and Indio currently have community garden programs for
their residents.
Staff met Linda Gunnett and Jeff Smith (also a Cove resident) regarding the creation of .
a Community Garden. The intent of the meeting was to discuss providing this type of
amenity to residents with little ongoing operating costs to the City.

While researching potential sites, Benjamin Franklin Elementary School teacher Patrice
Healy expressed interest in developing a Garden Program at the school. Staff met with
Patrice and Kelly May (Principal) at the site to discuss ways the City and DSUSD could
work together and develop a program that was mutually beneficial.
To develop the community garden at Benjamin Franklin Elementary School, the City
would invest up to $2,000 to purchase individual garden containers and necessary
irrigation improvements to supply water to the containers at the site. In return, the
District will be responsible for the water costs, plants, and all other materials including
maintenance costs that are not provided by volunteers, as part of the continuing
operation of the site.
The facility will only be open during the schools hours of operation. Any resident
interested in working with the children and garden during school hours will need to
provide a background check per School District policy.
A Joint Use Agreement has been drafted by City staff and is being reviewed by the
District. Pending the Community Services Commission recommendation of the
Community Garden at Benjamin Franklin Elementary School, the final version of the
Joint Use Agreement will be presented to City Council for their approval.

Parks Activities Updates
For October 2012
Plant identification signs were installed in the Fred Wolff Nature Preserve. La
Quinta resident, Nathan Van Buskirk, installed the signs as a service project
for his Eagle Scout Award, with the assistance of his fellow Scouts. The
plant identification signs provide information about plants that are native to
the Coachella Valley. The signs can be seen while walking along the Bear
Creek Trail as well as the natural trail along Avenida Montezuma within the
Nature Preserve. The plant sign project is a component of the Fred Wolff
Nature Preserve Master Plan.
Staff has met with La Quinta Cove residents, Linda Gunnett and Jeff Smith,
regarding the creation of a Community Gardens. The intent is to provide this
type of amenity to residents with little to no cost to the City. The cities of
Palm Desert, Indian Wells, and Indio have similar programs. Staff has
researched other programs and is working with Cove Residents to develop a
plan that will be presented to the Community Services Commission as well
as the City Council.
Over -seeding was completed at Fritz Burns Park, the Civic Center Campus,
and the picnic area at La Quinta Park. The remaining parks were not over -
seeded as a cost savings measure. Eisenhower Park, Velasco Park, and
Pioneer Dog Park were over -seeded because of donations through the Adopt -
A -Park Program.
The Veterans, Sports, and Artist Acknowledgement art pieces at the Civic
Center Campus were painted and as part of the annual art maintenance. The
Veterans Acknowledgement needed to have new patina on the bronze due to
graffiti and graffiti remover
A new grind rail has been installed at the Fritz Burns Skate Park. The original
rail had been vandalized and eventually stolen from the facility. The new rail
is set in poured concrete instead of being bolted to the surface. This will
make the new rail more difficult to remove or vandalize.

The format is different this year. Commissions will not meet individually with the
Council.
A special meeting will be held in the Council Chambers on Tuesday, January 22,
2013 between � the City Council and all City Boards/Commissions/Committee
Members. All board/commission members will be seated in the audience and be
briefed on the iCity's financial situation, strategic plans, and goals. Appointed
commissioners will be given an opportunity to ask questions and offer suggestions.
The joint session will begin at 5pm.
