Each document described in Sections 1403(a)2 and 1403(a)3 shall be signed by the person responsible for its preparation. The signer shall be licensed or registered to practice by the State of California or eligible under the Business and Professions Code to sign such docu— ments. (Applicable to 1st k 2nd generation standards.) The builder shall provide the building owner, manager, and the original occupants a list of the heating, cooling, water heating, and lighting systems and features, 'materials, components, and mechanical devices, conservation or solar devices installed in the building, and instruct— ions on how to use them efficiently. The builder shall rovide maintenance information to the building owner, manager, cnd original occupantts) for all features, materials, components, and manufactured devices that require routine maintenance for efficient operation. Required routine maintenance actions shall be clearly stated and incorporated on a readily accessible label. The label may ,be limited to identifying, the manual for that particular model or device. If any characteristic of the building, materials, components, or manufactured device is changed , the change shall be indicated on amended plans and specifications and shall be submitted to the enforcement agency. Before the enforcement agency determines whether the building may be occupied, the person with overall responsibility for construction or the person or 'persons responsible for the in— stallation of regulated manufactured devices shall post, adjacent to the building permit(s) issued for the building, installation certificates for manufactured devices regulated by the appliance standards. These certificates shall: 1. identify the appliance or device; 2. include a statement and signature; 3. state the building permit number. MANDATORY MEASUR-E5-. BOX 1443 PALM SPRINGS, CA 92263 (619) 324.1731 2.2 LIGHTING SYSTEM MEASURES 2.2.1 Switching & Circuiting Measures Section 2-5319 (a)(b)(c)(d)(e)(r)(g)(h)(i) Controls for lighting within the building envelope shall meet each of the following requirements. (a) Each area enclosed by ceiling height partitions shall hove independent control of the lighting within that area. (b) Each area enclosed by ceiling -height partitions shall hove at least one readily accessible manually operated switching device to control lighting within the area. For lighting controls, "readily accessible" means located ;so that aperson using the device con see the controlled lights or the area being lit. Switching devices in addition to, but not instead of,, the required readily, accessible manually operated switching devices shall also be permitted. (c) The general lighting of any enclosed area 100 sq. ft. or larger in which the connected lighting load exceeds 1.0 watt per square foot for the area as a whole, shall be controlled so that the load for the lights may be reduced by one—half while maintaining a reasonable uniform level of illuminance through— out the area. A reasonable uniform level of illuminoce may be maintained by controlling all lamps or luminaires with dimmers; by dual switching of alternate rows of luminaires, alternate luminaire or after — note lamps; by switching the middle lamps of three lamp luminaires independently, of the outer lamps; or by switching each luminaire or each lamp. (d) In ail areas where effective use may be made of natural light, fighting circuiting shall be arranged so that units, in oil portions' of the area where natural light is available at the some time, ore switched independently of the remainder of the area. (e)-If daylighting or lumen maintenance controls ore installed to comply with section 2-5341(b) or section 2-5342(d), they shall have minimum specifications and be installed in accordance with the following: 1. Daylighting controls shall be capable of reducing the general lighting of the controlled ,area by at feast one—half while maintaining a uniform level of illuminance throughout the area. - 2. If the control is a dimmer, the control shall have the capability, as certified by the manufacturer, of providing electrical outputs to the lamp for flicker -free operation throughout the dimming range and without causing premature lamp failure. 3. The controls shall incorporate time delay circuits to prevent undesirable cycling of light level changes. 4. If the 'control uses step switching with separate "on" and "off" settings for the steps, adjustment` shall allow sufficient separation of "on" and "off" points to prevent cycling. 5. Each photocell sensor shall be a light diffusing type and shall not hove a mechanical slide cover or other device that would permit easy unauthorized disabling of the control. 6. The mcnufacturer shall provide step—by—step instructions for installation and start-ue colibretior to design footcandle levels. 7. Dcylighting controls shall also incorporate either - (A) programmable timing controls capable of separate schedules for weekdays and weekends as well as temporary override and automatic retum. The temporary override need not be wired in series with other switching; OR (5) occupancy sensing devices to automatically turn off all daylit controlled non—ernergency lighting in the absence of occupants. These devices shall meet specifications stated in Section 2-5319, Exception IL S. The installer of controls shall do all of the following: (A locate the photocell sensor in accordance with the designer's or manufacturer's ,instructions. (B� provide the building owner or occupant certification that the initial calibration of the controls was done according to the designers or manufacturers instruction, (C) install the daylighting controls so bs to control only luminaires within the daylit area(s). (f) If occupancy —sensing devices ore installed to comply with Section 2-5341(b) or 2-5342(d), they shall have .he specifications of Sections 2-5319(e)2 and 2-5319(e)3. (g) If daylighting controls, lumen maintenance controls, or occupant —sensing devices are installed to comply with Section 2-5341(b) or 2-5342(d), they shall visibly or audibly worn the occupants or building operators when they have failed or malfunctioned.
