TEMPORARY USE PERMIT 2007-693, SIGN APPLICATION 2007-1092
Dear Ms. Salamone:
The Community Development; Department has approved your request to hold the 25tH
Annual La Quinta Arts Festival !at the La Quinta Civic Center Campus, from March 15 — 18,
2007 pursuant to LQMC Section 9.100.140 (Temporary Outdoor Events).
This approval authorizes you to conduct the event pursuant to the application on file as TUP
2007-693, and in compliance with all Conditions of this letter. However, please be aware
that this approval only constitutes an allowance to conduct this event. You must obtain any
permits as may be required below in order to physically set up the event. Of course, any
requirements listed herein, which you may have already complied with to date, will be
considered moot. The sign permit approval is also incorporated as part of these Conditions.
This approval is granted based on the following Findings:
A. The public roadways surrounding the event areas are capable of handling the
anticipated traffic. volumesgenerated from this event. No significant effects are
anticipated which would be detrimental to the health, safety and public welfare of
the community, with implementation of the proposed traffic control plan and
required Conditions of approval.
B. This event is' categorically exempt from environmental review under the
California Environmental Quality Act (CEQA), under CEQA Guidelines, Section
15304(e). "

C. Temporary. facilities.'such as parking, concessions, restrooms, security, lighting,
fire and medical services, seating, lighting, etc., will be provided and/or required
to accommodate volunteers, employees, and event guests.

D. The required Conditions will ensure that residents within the surrounding area will

not be adversely affected by this event.
E. Temporary signs directing patrons to the event will be displayed along various
public streets in the City. The signs will be placed so that they. do not interfere
with traffic safety signs or other traffic safety facilities (i.e. signals, warning signs,
etc.). Sign removal will occur after the event in order. to return to the typical traffic
condition.
This approval is subject to the following Conditions:
By holding this outdoor event, the applicant agrees to indemnify,, defend and hold
harmless the City of La Quinta in the event of any legal claim or litigation arising
out of the City's approval of this event. The City of La Quinta shall have the right
to select its defense counsel at its sole discretion.
2. The applicant shall comply with all provisions of the La Quinta Municipal Code
(LQMC), except where these Conditions call out specific exceptions.
3. Permits for any temporary structures .(e.g. tents exceeding 200 square feet
and/or canopies exceeding 400 square feet), stages or open flame. devices shall
be obtained prior to their installation. Prior to the event set-up., please contact the
La Quinta Building and Safety Department and Riverside County Fire Safety at
863-8886, Planning and Engineering, for any additional requirements of the Fire
Marshal. Fire lanes shall be established and/or maintained during the event.
4. La Quinta Arts Foundation shall contract with the Riverside County Fire
Department for provision. of services necessary to insure public safety, as
determined by their agency through such contractual arrangements. All such
contractual arrangements shall include coverage for all City properties used in
conjunction with this event. For any additional requirements, please contact
Riverside County Fire Safety at'863-8886, Planning and Engineering. The City.
shall have no responsibility, financial or otherwise, in establishment or
implementation of such_ contractual obligations.
5. The La Quinta Arts Foundation shall contract with the Riverside County Sheriffs
Department for traffic and crowd_ control, and internal/external security in
conjunction with private security .for public safety, as determined by their agency
through contractual arrangements. All such contractual arrangements shall
include traffic control and security coverage for all City properties used in
conjunction with this event. For any additional requirements, please contact Sgt.
John Shields at 760-863-8802. The City shall have no responsibility, financial or
otherwise, in establishment or implementation .of such contractual obligations.

6. Security personnel shall be easily identifiable to the public by the provision of
uniformed personnel. All designated private security personnel must be licensed
by the State of California and possess a valid Private Security license.
7. Notice shall be given to existing property owners and residents surrounding the
event areas prior to the event, informing them of the provisions, restrictions and
event conditions that will affect area traffic patterns and other routine daily
operations. in the area. A 24-hour emergency contact phone number shall be
provided to all persons receiving this. notice, in case problems arise that need
prompt attention.
8. Applicant shall provide to the City 20 copies of a contact person information
sheet, listing all designated event liaisons and their contact information.,
Specifically, event management staff shall be identified, with their respective 24-.
hour contact phone numbers.
9. Applicant shall obtain all City and County approvals as necessary, for all event -
related facilities located outside La Quinta's jurisdictional boundaries.
10. Certain areas providing access to the event area are public and; as such, general
public access may not be denied or restricted in any manner that extends' beyond
the limits of this event as approved.
11. Obtain a building permit for temporary electric service and any other required
items (e.g. bleacher, portable generators, etc.). Contact the Building and Safety
Department at 760-777-7012 for permit requirements.
12. Portable generators shall be. shielded to prevent accidental contact with guests.
Extension cords shall be ground -secured to prevent tripping. Any lighting shall be
directed away from surrounding residential properties. No spot or searchlights
are permitted. r
13. An adequate number of portable rest room facilities shall be` provided, to,,
accommodate participants and guests. ADA -compliant' portable restrooms shall
be provided as required by the Building and Safety Department.
14. All temporary electrical wiring to any concession/vendor spaces shall be secured
to prevent physical hazards to the public and participants. Wiring/cords shall not
be subjected to environmental or physical damage. Portable generators, if used,
shall be.shielded to prevent -accidental contact with guests. Extension cords shall
be secured to the ground to prevent'tripping.

15. The applicant shall continue their perimeter fencing on the Library -side (west) of
the Festival, subject to the following requirements
a. The Library courtyard gate and the door near the mechanical room shall.
remain unlocked through the duration of the Festival"
b. The fence shall be placed at least 10' from the location of the roof overhang.
16. No on-streetparking outside the approved event area -may be utilized for valet
parking services. All on -street parking areas not otherwise restricted under the
traffic control plan as approved shall remain available for public.use.
_ - 17.. Roadways/traffic aisles to structures and activities in and around the event will be
maintained accessible to emergency vehicles at all times. Parking monitors shall
wear light-colored clothing .and reflective vests as needed. Flash lights shall be.
used after dusk. Parking monitors shall be posted at.the north and south City Hall
parking lots, to enforce the provisions of the traffic control plan. Provide barricade
protection at the. north dead-end of Calle Kalima to, prevent short -cutting by
residents and; access by non-residents.
18. The applicant shall reserve the north parking area of the Library for library patron
parking on Thursday and Friday, as stated in and consistent with the proposed
Traffic & Parking Control Plan. A monitor shall be provided during event hours to
coordinate pedestrian and vehicular traffic into the site from the north entry
driveway. .
19. The applicant shall reserve one-half of the -City Hall north parking and driveway
area for City Hall -related business parking on Thursday and Friday, subject.to the .
following requirements:
a. A monitor'shall be provided during event hours to coordinate pedestrian and
vehicular traffic into the site from the north entry driveway.
b. The monitor shall be stationed at the Calle Tampico driveway in order to limit
the number of Festival vendor vehicles, ensure that City Hall -related
customers have access to the parking lot at all times, and enforce the "Fire'
Lane" no parking.within the entire north and south parking lots.
c. No vehicle in the north parking lot shall park or stand on Calle Tampico within
150 feet in each direction of the driveway.

20. The south parking lot at City Hall shall not be used for event parking or loading
and unloading on the Thursday and Friday before the event. Parking within the
south parking lot shall be reserved .for Saturday and Sunday of the event.
21. If any ground _excavations are required, please contact Underground Service
Alert (USA) at 1-800-227-2600 or 1-800-422-4.133. This service is free of charge
provided USA is given two days notice prior to commencement of work. .
22. The applicant shall obtain encroachment permit(s) as may be required for:
a. The off-site directional signs placed in the City's rig ht-of-way*that are allowed
and as conditioned with this permit, as part of the approved traffic control plan
and Sign Application 2007-1092.
b. Any grading associated with the use of al!. -off-site unpaved parking areas.
Please contact Mr. Daniel Valenzuela at 760-777-7047 .for encroachment
permit requirements. All required measures shall be implemented by, the
applicant -at no cost to the City of La Quinta.-
23.
uinta:23. The Traffic Control Plan has been approved, subject to the following
requirements:
a. The temporary crosswalk with temporary Stop Signs ,and Advance Warning
signs on Calle Tampico at Seasons Way shall be for Saturday and Sunday
event hours only.
b. Revise "ROAD CLOSED" signs to "ROAD CLOSED TO THRU TRAFFIC"
signs.
c. Provide an attendant at Calle Cadiz road closure during event hours to allow
resident access only.
Please contact Mr. Daniel Valenzuela at 760-777-7047 to finalize your traffic
control plan requirements. All required traffic control ,measures shall be
implemented by the applicant at no cost to the City of La Quinta.
+ 24. The applicant shall be required to provide a fire lane of at least 20 feet in width
for emergency vehicle access on Avenida La Fonda and all other City streets, or
as required by the Fire Marshal (refer to Condition 4), and post No Parking signs
to keep designated fire lanes clear during event hours. Posting of advance
notification signs of said restriction at least 48 hours prior to the event is required
by the City Engineer..

25. The applicant shall place Traffic Advisory Signs to`inform Cove Residents of
anticipated Traffic Delays near the Civic Center and to use alternate routes.
Placement shall be for southbound Washington Street traffic in advance of
Avenue 50 and for northbound Eisenhower Drive in advance of Calle Tampico. In
general, the traffic control plan appears complete, except as noted, but additional
signs may be required ' after issuance of this Temporary Use Permit if deemed
necessary by the City Engineer. The signs shall be in place at least 48 hours,in
advance of the event.
26. The applicant shall remove all non -applicable traffic control devices on Calle
Tampico, and Avenida La Fonda during non event hours. Barricades to Calle
Guatamala, Calle Hueneme, Calle Iloilo, Calle Jacumba and Calle Cadiz may
remain during non-event hours but must have` adequate reflectorization . and ,
visibility.
27. All. vendors, shall obtain a City Business. License. The serving of food and
alcoholic 'beverages during the event shall be subject to the rules and
requirement's of the Riverside County Health Department and State of California
Alcoholic Beverage Control, respectively. The applicant shall provide the City
with proof of ABC approval prior to the event.
28. Applicant shall reimburse the City for costs of providing employee services and
remedial repairs toCity properties that are directly associated with this event:
The City.shall.dete mine these costs in accordance with established City policies,
and will submit an invoice for all event -related. costs within 30 days, and the La
Quinta Arts; Foundation shall reimburse the City for :all costs within 60 days of
receipt of said invoice.
29. Approval of signs for this event are limited to those applied for and approved
under Sign Application 2007-1092, and as set forth. in the approved traffic control
plan..Additional signs may be permitted within the limits of Section 9.100.140.H.
Signs in City street right-of-ways shall conform to the following:
a. Signs for traffic control. shall 'be mounted 'on barricades as shown. on, the
approved traffic control plan
b. Signs shall not interfere with.the visibility. of. any other effective traffic control
signs, and
c. Signs shall not be placed closer than 100 feet from intersections_

30. Temporary trash receptacles shall be provided in and around the event areas. All.
event areas shall be left free of debris at the end ofeach day's activities, and
after the event concludes.
31. The applicant shall conform to the City of La Quinta Large Venue and Event'
Waste Management Plan for waste.and recycling coordination (copy attached).
Burrtec Waste and Recycling Services can be contact at 760-340-2113.
32. ,The applicant y shall provide parking placards to all City of La Quinta employees.,
In addition, all Senior Center employees shall be given wristbands.
33. The proposed Artist Awards Ceremony at the Civic Center Campus is approved,
.subject to the following requirements:
a. The ceremony shall take place only on Thursday, March 15 from 5:30pm to
TOOpm.
b. Security personnel must be in attendance at all times during the ceremony.
34. Applicant shall comply with the Conditions for Sign Application 2007-1092,
attached hereto as Exhibit 1.
The City may elect to add Conditions to this application request to mitigate any problems
that arise not previously addressed herein.
Staff recommends that the applicant contact Mr. David Israelsky with Summit Team,
responsible for the management of La Quinta Village Shopping Center, and inform him of
this event and its provisions. Mr. Israelsky can be reached at 714-241-1550, extension 233.
This decision may be appealed to the Planning Commission, provided the written appeal
and filing fee of $175.00 are submitted to this Department within 15 calendar days. Please
contact this office should'you wish to file an appeal, and -we will assist you in that regard.
