The Planning Department has reviewed and approved your request for temporL signs to promote
the La Quinta Arts Festival in La Quinta. The approval is subject to the followin6. Conditions:
1. The applicant is responsible for proper sign maintenance and compliance with other
general sign standards as set forth in .the City's sign code, as well as procuring any
required building permit.
2. Installation, design, maintenance and removal of the signs shall conform to the
standards set forth in Section 9.160:070 of the Sign Code, and the conditions listed in
this letter.
3. The applicant is allowed a maximum of thirty.(30) off-site, temporary directional signs.
Locations of the signs shall be consistent with the proposed locations applied for in Sign'
Application 2008-1234.
4. The applicant is allowed a maximum of fifty (50) temporary signs. Locations of the signs
shall be consistent with the proposed locations applied for in Sign Application 2008-
1234.
5. All signs are, required to conform to L.Q.M.0 Section 9.160.060. A deposit shall be
placed on the signs. Contact the Code Compliance Division regarding the procedure for
assigning approval stickers to the sign faces.
6. The applicant shall obtain an encroachment permit from the Public Works Department
for any off-site directional signs placed in City right-of-ways that are proposed with this
application. Signs in City right-of-ways shall not interfere with the visibility of traffic control
-signs, and shall not be placed within 100 feet of any intersection.
7. All signs shall be placed a minimum of, 5 feet inside the property or 5 fee_ t from any curb
line, depending on location of the sign.
8. The 20' x 5' banner identification sign located at the main entrance to the Festival is
approved as proposed. The applicant shall submit two wet -signed copies of engineering
calculations (70mph; Exp. C) to the Building & Safety Department prior to installation.
9. The sign approval period shall run from the date of this letter, concurrent with the
approval for TUP 2008-783. Signs shall be placed no sooner than. March 11, 2008, and
shall be removed within three (3) days at -the conclusion of the event.

The Planning Department has approved your request to hold the 26th Annual La Quinta Arts
Festival at the La Quinta Civic Center Campus, from March 13 — 16, 2008 pursuant to
LQMC Section 9.100.140 (Temporary Outdoor Events).
This approval authorizes you to conduct the event pursuant to the application on file as TUP 1
2008-783, and in compliance with all Conditions of this letter. However, please be aware
that this approval only constitutes an allowance to conduct this event. You must obtain any
permits as may be required below in order to physically yet up the event. Of course, any
requirements listed herein, which you may have already complied with to date, will be
considered moot. The sign permit approval is also incorporated as part of these Conditions.
This approval is granted based on the following Findings:
A. The public roadways surrounding the event areas are capable of handling the
anticipated traffic volumes generated from this event. No significant effects are
anticipated which would be detrimental to the health`, safety and public welfare of
the community, with implementation of the proposed traffic control plan and
required Conditions of approval.
B. This event is categorically exempt from environmental review under, the
California Environmental'Quality Act (CEQA). under CEQA Guidelines, Section
15304(e).
C. Temporary facilities such as parking, concessions, restrooms, security, lighting,
fire and medical services, seating, lighting, etc., will be provided and/or required
to accommodate volunteers, employees, .and.event guests. F

D. The required Conditions will•ensure that residents'within the surrounding area will
not be adversely affected by this event.
E. Temporarysigns directing patrons to, the event will be displayed along various
public streets in the City. The signs will be placed so that they do not interfere
with traffic safety signs or other traffic safety facilities (i.e. signals, warning signs,
etc.). Sign removal will occur after the event in order to return to.the typical traffic.

This approval is subject to the following Conditions:
1. By holding this outdoor event, the' applicant agrees to indemnify, defend and hold
harmless -the City of La Quinta in the event of any legal clai � or litigation arising
out of the City's approval of this event. The City of La Quint Ahall have the right
to select its defense counsel at its sole discretion.
2. The applicant shall comply with all provisions of the La Quinta-Municipal Code
(LQ MC), except where these Conditions call out specific exceptions.
3. Permits for any temporary structures (e.g. tents exceeding 200 square feet
and/or canopies exceeding 400 square feet); stages or open flame devices shall
be obtained prior to their installation. Prior to the event set-up, please contact the
La Quinta Building and Safety Department and Riverside County Fire Safety at
863-8886, Planning.and Engineering, for any additional requirements of the Fire
Marshal, Fire lanes shall be established -and/or maintained during.the event.
4. La Quinta Arts Foundation shall . contract with: the Riverside ,County Fire
Department for provision. of services necessary to` insure public safety, as
determined by their agency through such contractual arrangements. All such
contractual arrangements shallinclude coverage for all City properties' used in
conjunction with this event. For any additional requirements, please contact
Riverside County Fire Safety at 863-8886, Planning and Engineering. The City
shall. have no responsibility, financial or otherwise, in establishment or
implementation of such. contractual obligations:
5. The La Quinta Arts Foundation shall contract with the Riverside County Sheriff's
Department for traffic. and crowd control, and internal/external • security in
conjunction with private security, for public safety, as determined by their agency
through contractual arrangements. All such contractual' arrangements shall
include traffic control and security, coverage for all City properties used 'in
conjunction with this event.- For any additional requirements, please contact Sgt.

otherwise, in establishment, or implementation of such contractual obligations.
Security personnel shall be easily identifiable to the public by the provision of
uniformed personnel. All designated private security personnel must be licensed
by the State of California and possess a valid Private Security license.
Notice shall be giJen to existing property owners and residerits surrounding the,
event areas prior to the event, informing them of the provisions, restrictions and
event conditions that will affect area traffic patterns and other routine daily
operations in the area. A 24-hour emergency contact phone number shall .be
provided to all persons receiving this notice, in case problems arise that need
prompt attention.
Applicant shall provide to the City 20 copies of a contact �erson. information
sheet, listing all I designated event liaisons and their coiXact information.
Specifically,; event imanagement staff shall be identified; with their respective 24-
hour contact phone numbers. This list shall be submitted the City's Planning
Department, for di s'tribution, no later than March 7, 2008
Applicant shall obtain all City and County approvals as necessary, for all event -
related facilities located outside La Quinta's jurisdictional boundaries.
Certain areas providing access to the event area are public and, as such, general
public access mayf not be denied or restricted in any manner that extends beyond
the limits of;this event as approved.
Obtain a building permit for temporary electric service and any other required
items (e.g. bleacher, portable generators, etc.). Contact the Building and Safety
Department at 760-'777-7012 for permit requirements.
Portable generators shall be shielded to prevent accidental contact with guests.
Extension cords shall be ground -secured to prevent tripping. Any lighting shall be.
directed away from surrounding roadways and surrounding residential properties..
No spot or searchlights are permitted.

13: An adequate number of portable rest room facilities shall be provided, to
accommodate participants and guests. ADA -compliant portable restroorns shall
be provided as required by the Building and Safety Department.
14. All temporary.electlrical wiring to any.concession/vendor spaces shall be secured
to prevent physical hazards to the public and participants. Wiring/cords shall not
be subjected to environmental or physical damage. Portable generators, if used,

shall be shielded to prevent accidental contact with guests. Extension cords shall
be secured to the g'round to prevent tripping.
15. The applicant shall continue their perimeter fencing on the Library -side of w
ry (west)
the Festival, subject to the following requirements:
a. The Library courtyard. gate and the door near, the mechanical room shall -
remain unlocked through the duration of the Festival
b.. The fence shall be placed at least 10' from the location of the roof overhang.
16.' No on -street parking outside 'the approved event area may be utilized for valet
parking, services. All on -street parking areas not otherwise stricted' under the
traffic control plan a's.approved shall remain available for I ubliduse. -
17.. Roadways/traffic aisles to structures and activities in and around 'the event will be
maintained accessible to emergency vehicles at all times. Parking" monitors shall
wear light-colored .clothing and reflective vests as needed. Flash lights shall be
used after dusk. Parking monitors shall be posted at the north and south, City Hall
parking lots, to enforce the provisions of the traffic control plan. Provide barricade
protection -at the north dead-end of Calle Kalima to, prevent short -cutting by
residents and access by non-residents.
18. The�applicant shall reserve the, north parking area ofthe Library for librarypatron
parking on Thursday and Friday, as stated. in and consistentwith the proposed
Traffic & Parking Control Plan. A monitor shall be provided during event. hours to
coordinate pedestrian and vehicular traffic into the site from the north entry
driveway.
19. The applicant shall reserve one-half. of the City Hall• north parking lot and
driveway area for (City Hall -related business parking on Thursday and Friday,
subject to the following requirements:
a.. A monitor shall; be provided during event hours to•coordinate pedestrian and
vehicular trafficiinto the site from the north entry driveway.
b. The monitor shall be stationed at the Calle Tampico driveway in order to limit
the number of Festival vendor vehicles, ensure that City Hall -related
customers have access to the. parking lot at all times, and enforce the "Fire
Lane" no parking within the entire north,and south parking lots.
c. No vehicle in the north .parking lot shall park or stand o_ n Calle Tampico within

20. The south parking lot at City Hall shall not be used for event parking on the
Thursday and Friday before the event. Loading and unloading of art work, by
participating venddirs,. may occur in the south parking lot only. on March- 11-122
2008,. and March. 116-17, 2008. Parking within the south parking lot shall be
reserved for Saturday and Sunday of the event.

21. If any ground excavations' are required, please. contact Underground. Service
Alert (USA) at 1-800-227-2600 or 1-800-422-4133. This service is free of charge
provided USA is given two days notice prior to commencement of work.

22. The applicant shall obtain encroachment permit(s) as maybe r .quired for:
a. The off-site directional signs placed in the City's right-of-way, that are allowed
and as conditioned with this permit; as part•of the approved' traffic control
plan; and Sign Application 2008-1234,
b. The grading of the off-site unpaved parking lot(s), and
c. Any traffic controls placed within the City's right-of=way. Traffic control plans
shall be submitted along with the permit application for City approval.
Please contact MIs. Amy Yu at (760) 777-7047 for encroachment permit
requirements. All required measures shall be implemented by the applicant at'no
cost to the City of La Quinta.
23. The Traffic Control !Plan shall be revised to reflect the following requirements:
a. Add No Parking Signs on Type I Barricades on. Calle Tampico from the City
Parking lot to Washington Street.
b. Add signage on Type I Barricades on Avenida La Fonda to restrict parking on
the South Side ito allow for mail delivery and access to residential driveways.
Additionally, attendant parking shall not . block the intersections 'that will
restrict emergency access to Calle Guatemala, Calle Hueneme,,Calle Iloilo,
and Calle. Jacumba.
~c. Reduce information on Changeable Message Sign °C" and add additional
Changeable Message. Sign further south on Washington- Street to advise
motorist of av4ailable parking lot options. (revise accordingly based on
availability). Changeable Message Signs . shall not conflict with other

d. Merging taper on Calle Tampico eastbound shall be .320 feet.
The Traffic Control Plan shall be approved by the Public Works Department prior
to issuance of any applicable., encroachment permit.

applicant at no cost to the City of La Quinta:
24. The applicant shall be required to provide afire lane of at least 20 feet in width
for emergency vehicle access on Avenida La Fonda and all other City streets, or
as required by the 'Fire Marshal (refer to Condition 4), and pos� No Parking signs
to keep designated fire lanes- clear during. event hours. Poating of; advance
notification signs of said restriction at least 48 hours prior -to the event is required .
by the City Engineer.
25. The applicant shall place Traffic Advisory Signs to inform Cove Residents of
anticipated Traffic Delays near the. Civic Center and to use alternate routes.
Placement shall be for southbound Washington Street traffic in advance of `
Avenue 50 and for northbound Eisenhower Drive in advance of Calle Tampico, In
general, the traffic control plan appears ,complete, except as noted, but additional
. signs .may be required after issuance' of this Temporary Use Permit if deemed '
necessary by the City Engineer. The signs shall be in place at least 48 hours in
advance of the event.
26:. The applicant shall remove all non -applicable traffic -control devices on Calle
Tampico, and Avenida La Fonda during non event .hours. Barricades to Calle.
Guatemala, Calle Hueneme, Calle-Iloilo, Calle Jacumba ..and Calle Cadiz may
remain during non-event hours but. must have adequate reflectoriiation' and
Visibility.
27. The applicant shall provide access for the residents along Avenida Nuestra, Calle
Guatemala., Calle Hueneme, Calle Iloilo, Calle Jacumba and Calle Kalima within
the event area, their guest, mail carriers, and companies delivering to them, from
Desert Club Drive via Calle Fortuna and Calle Cadiz and Avenida Nuestra and
notification per Note 12 pf the approved Traffic Control Plan and as determined
by the City'of La Quinta. Additionally, the. applicant shall provide a simplified
traffic control plan to residents showing the access routes and restrictions to be
in force during the event..

Approval of signs 1for this event are" limited to those applied for'and approved
under Sign Application 2008-1234, and as set forth in the approved traffic control
plan. Additional signs may be permitted within the limits of Section 9.100.140.H.
Signs in City street right-of-ways shall conform to the following:
a. Signs for traffic control shall be mounted on barricades or shall be mounted
on post no larger than 2" x 2" as shown on .the approved traffic control plan,
b. Signs shall note interfere with the visibility of any ,other effective .traffic control
signs, and ( .
c. Signs shall 'notThe placed closer than 100 -feet from. intersections.

Temporary trash receptacles shall be provided in and around the event areas. All
even t. areas shall be left free of debris at the end of each day's activities, and
after the event concludes.
The applicant shall conform to the City of La Quinta Large Venue and Event
Waste_ ManagementPlan for, waste and .recycling coordination. Burrtec Waste
and Recycling Services can be contact at (760) 340-2113.
The applicant shall provide parking placards to all City of La Quinta employees.
In addition, all Senior Center employees shall be given wristbands.

35.. The proposed Artist Awards Ceremony at the Civic Center Campus is approved,
subject to the following requirements:
a The ceremony (shall take place only on Thursday, March 13, 2008 from
5:30pm to 7:00m.
