A summary of our findings is presented below. ■ Lot 6, this lot was vacant and contained some low lying vegetation. ■ Lot,7 is a vacant temporary parking lot with large developed trees and other plant. ■. Lot 19 is a vacant lot with some desert vegetation. • Concentrated storm runoff channels (with depths around 6 inches) were found on the vacant lots. • Compaction testing was performed on Lot 6, 7, and 19 to verify in-place densities due to the time elapsed since grading of the site. Testing was performed in general accordance with ASTM D 6938-10 Nuclear Density Test Procedure. The estimated locations of the tests are presented on the attached Test Location Map with their results being summarized on the attached Test Results `sheet. Test . results indicate that the minimum of 90% relative compaction was obtained at the locations. The maximum density and optimum moisture was determined in the laboratory in accordance with ASTM D 1557-12. • The site is in an area currently defined by Reference Nos. 4 through 8 for active subsidence. Based on Southern California Earthquake Center and Tokimatsu and Seed methodology (1987); the estimated total combined induced settlement (ground deformation) at boring location B-5 was about 0.6 inches. Due to the similar site soil and calculated settlement potential, dry seismic settlement is expected to occur on an areal basis. Differential seismic settlement is estimated to be approximately''/: of total induced settlement or 0.3 inches. • Based upon our review of the referenced report, it is our opinion that the conclusions and recommendations provided in Reference No. 2 and 3 remain applicable to the proposed project, with the exception of Sections 3.4.2, 3.4.3 and Appendix B Section entitled "2003 International Building Code (IBC) Seismic Parameters" of the report which are no longer - applicable and are superseded below. Additionally, supplemental recommendations are provided. , Secondary Hazards Subsidence Discussion (Revise Reference 2 Section 3.4.2) The United States Geological Survey [USGS] in conjunction with the Coachella Valley Water District [CVWb] has been performing periodic monitoring.of the Coachella Valley with respect to the potential for aerial subsidence since 1996. The initial report concerned monitoring conducted between 1996 and 1998 was published in 2001 (Reference 4). That report indicated that subsidence exceeded the measuring error of +/- 40 millimeters at only half of the 14 measuring locations, indicating that ."small amounts of land subsidence occurred at these monuments between 1996 and 1998" (Reference 2, p. 1). The amount of subsidence ranged up to about %-foot in three areas of Palm Desert, Indian Wells, and La Quinta.. In'2002, the USGS issued a follow-up to the 2001 report with data through 2000 (Reference 5). This report indicated that up to c14(Wt 1 -foot of subsidence had occ rred in the southern Coachella Valley between 2000 and 2005 ea d subsidence rates of 0.01 to 0.02 feet per month in portions of Palm Desert, Indian Wells and La Quinta. Subsidence rates increased 2 to 4 times in these areas as compared to the 3.996 to 2000 time period. In October, 2010, the. USGS presented a paper at a symposium in Mexico providing an update to the Coachella. Valley monitoring program (Reference 7). The 2010 report did not include the same GPS -based measurements as the prior reports, but did provide InSAR data of the tract area. The • InSAR data is more. qualitative than quantitative, so the absolute amount of subsidence cannot be derived from the information, but it suggests that the areas of EARTH SYSTEMS SOUTHWEST October 2, 2014 - 3 - File No.: 09370-05 Doc. No.: 14-09-732 subsidence in the Palm Desert, Indian Wells and La Quinta areas are getting larger and more pronounced. As development encroaches on water well pumping areas, and pumping generally continues unabated with little groundwater recharge, there is current uncertainty regarding .the magnitude of subsidence that may occur within the immediate area. As the degree of' continued pumping, pumping patterns, and their combined effect, on the overlying soils is unknown, we believe it would be prudent for future homes. to utilize a stiffened foundation to reduce the potential for distress due to differentialsettlement until the risk from areal subsidence -is. more fully understood. Dry Seismic Settlement (Revise Reference 2 Section 3.4.2) The amount of dry seismic settlement is dependent on relative density of the soil, ground motion, and earthquake 'duration. In accordance with current CGS policy (Earth Systems discussion with Jennifer,Thornburg, CGS, May 2014), we used a site peak ground acceleration of (2/3)PGAM (equals 0.413g) and an 'earthquake magnitude. of 8.2. Based upon methods presented by Tokimatsu and Seed (1987), the potential for seismically induced dry settlement of non-remediated soils above the groundwater table for the full soil column height (50 feet) was calculated in our deepest boring at the site and estimated to be 0.6 inches in Boring B-5.. Shallower borings. B-1 and B-11 both had estimated dry settlements of 0.3 inches. Based on these three borings, the estimated differential settlement is approximately 0.3 inches. Due to the general uniformity of the soils encountered, seismic settlement is expected to occur on an areal basis. Site Acceleration and Seismic Coefficients (Revise Reference 2 Section 3.4.3) This site is subject to'strong ground shaking due to potential fault movements along regional faults including the San Andreas and San Jacinto faults. Engineered design and earthquake - resistant construction increase safety and allow development of seismic areas. The minimum seismic design should, comply with the 2013 edition of the California Building Code [CBC] and ASCE 7-10 (with July 2013 errata) using the seismic coefficients given in the table below. ' 0.618g The intent of the CBC lateral force requirements are to provide a structural design that will resist collapse to provide reasonable life safety from a major earthquake, but may experience some structural and nonstructural damage: A'fundamental tenet of seismic design is that inelastic yielding is allowed to adapt to the seismic demand on the structure. In other words, damage is allowed. The CBC lateral force requirements should be considered a minimum design. The owner and the designer may evaluate the level of risk and performance that is acceptable. Performance based criteria could be set in the design. The design engineer should exercise special care so that all components of the design are fully met with attention to providing a continuous load path. An adequate quality assurance and control program is urged during project construction to verify that the design plans and good construction practices are followed. This is especially important for sites lying close to major seismic sources. Peak horizontal ground accelerations are estimated to approximately 0.7g (PGAM). Vertical accelerations are typically 1/3 to 2/3 of the horizontal acceleration, but can equal or exceed horizontal accelerations depending upon underlying geologic conditions and basin effects. Site Drainaee and Maintenance (add section to Reference No. 2) Positive drainage in native soils should be maintained away from the structures (5% for 5 feet minimum) to prevent ponding and subsequent saturation of the foundation soils. Gutters and downspouts in conjunction .with a 1 to 2% paved or hardscape grade should be considered as a means to convey water away from foundations if increased fall is not provided. Drainage should be maintained for paved areas. Water should not pond on or near paved areas or foundations. The following recommendations are provided in regard to site drainage and structure performance: • In no instance should water be allowed to flow or pond against structures, slabs or foundations or flow over unprotected slope faces. Adequate provisions should be employed to control and limit moisture changes in the subgrade beneath foundations or structures to reduce the potential for soil saturation. Landscape borders should not act as traps for water within landscape areas. Potential sources of water such as piping, drains, broken sprinklers, etc, should be frequently examined. for leakage or plugging. Any such leakage or plugging should be immediately repaired. • It is highly recommended that landscape irrigation or other sources of water be collected and conducted to an approved drainage device. Landscaping and drainage grades should be. lowered and. sloped such that water drains to appropriate collection and disposal areas. All runoff water should be controlled, collected, and. drained into proper drain outlets. Control methods may include curbing, ribbon gutters, 'V' ditches, yard drains or other suitable containment and redirection devices. No.: 14-09-732 • Maintenance of drainage systems and infiltration structures can be the most critical element in determining the success of a design. They must be, protected and maintained from sediment -laden water both during and after construction to prevent clogging of the surficial soils any filter medium. Gradine. Slabs and Foundations. and Footine Desitin Grading (Section 5.1 of Reference 2. modifv to include The lots are in a graded condition; however on Lot 7, if the existing trees are to be removed, the entire root ball should be removed and the excavation should be backfilled per the soils report. Due to surficial disturbance, the Lots should be scarified and recompacted to at least 90% relative compaction for a depth of at least 12 inches below the existing. ground surface after removing debris and vegetation. All grading including footing excavations and backfill should be tested to confirm 90% relative compaction. Proper geotech.nical observation and testing during construction is imperative to allow the geotechnical engineer the opportunity to verify assumptions made during the design process, to verify that our geotechnical recommendations have been properly interpreted and implemented during construction, and is required by the 2013 California Building Code. Observation of fill placement by the Geotechnical Engineer of Record should be in conformance with Section 17 of the 2013 California Building Code. California Building Code requires full time observation by the geotechnical consultant during site grading (fill placement). Therefore, we recommend that Earth Systemsbe retained during the construction of the proposed improvements to provide testing 'and observe compliance with the design concepts and geotechnical recommendations, and to allow design changes in the event that subsurface conditions or methods; of construction differ from those assumed while completing our previous study. Slabs and Foundations (Modify section 5.4 and 5.5 of Reference 2) As discussed earlier, the mechanism of subsidence is deep seated and not readily addressed through soil improvement techniques (i.e. increased grading or compaction). Although the current and future magnitudes are unknown and related to many variables such as amount of groundwater overdraft, homogeneous soil composition, buried subsurface natural structures, etc., it is our experience that one method to reduce the potential damage from differential settlement is to utilize a stiffened foundation and slab. Stiffened foundations typically consist of a post -tensioned slab with integral footings and/or grade beam footings with a waffle slab and stiffened shear walls. Due to the fact that the subsidence area appears to be getting larger and more pronounced, it is our opinion that these Lots should consider the use of these types of measures to reduce the potential for future home distress, given the current knowledge that subsidence is occurring in the site area. A review of the USGS data indicates that the Desert -Cove (Tract Map 31310) project site is very close to a site of active regional subsidence, La Quinta (Area 3) zone. While the reported areal EARTH SYSTEMS SOUTHWEST October 2, 2014 - 6 - File No.: 09370-05 Doc. No.: 14-09-732 subsidence is inferred to be approximately 70 to 80 mm, the site is at the margin of ,the subsidence area, which can .result in an area of greater tensional stress and possible surface manifestation of earth fissures. It is our opinion, and that of the City of La Quinta, that while predicting the location of surface ground' ruptures as a result of fissuring is difficult to impossible, the potential hazards from fissuring and continued subsidence should be reduced. While, to date, no evidence of fissuring has been noted on the project site, the potential of damage from fissuring exists and has been documented in this portion of the Coachella Valley. With respect to homes currently in design, it is our opinion that the recommendations provided in the project soils reports (References 2 and 3 above), as supplemented and superseded _ below; remain applicable provided the following recommendations are incorporated into the design and construction. We recommend foundation design consist of stiffened shallow footings incorporated with a post tensioned slab and/or waffle slab with grade beams which are designed to accommodate a differential, settlement of at least 2 inches over a horizontal distance of 40 feet (angular distortion on the order of 1:240). Differential movement resulting from aerial subsidence is not expected to result in a complete unsupported loss of subgrade support, but, rather a tilting of the structure. The .differential settlement presented above is based upon current conditions and observations. Groundwater overdraft is occurring in the Coachella Valley on a regional level and must be addressed ultimately on a regional level through decreased pumping and increased recharge. It is important to stress that increased pumping and continued groundwater overdraft may lead to increased subsidence related settlement which may exceed the estimated design settlement values presented above. Footing Design (Modify Reference 2 Sections 5.1 and 5.4 to include) In our professional opinion, structure foundations should be founded on a structural mat that is a flat -plate or waffled slab and uses either conventionally- reinforced. or post -tensioned tendons, designed to accommodate the estimated differential settlement of 2 inches in a 40 - foot span (1:240 distortion ratio). Foundations should be bearing on a zone of properly prepared and compacted soils placed as recommended. Foundation design of widths, depths, and reinforcing steel are the responsibility of the Structural Engineer, considering.the structural loading and the geotechnical parameters given in this report. A minimum footing depth (below lowest adjacent grade within 3 feet) of 12 inches for single story, and 18 inches for two to three stories should be maintained.. Bearing values provided in the referenced project soils report remain valid. A representative of ESSW should observe foundation excavations before placement of reinforcing steel or concrete. The summarized field and laboratory tests were performed in accordance with engineering principles generally accepted at this time and location. No opinion is expressed as to the uniformity of the material or compaction. 'No guaranty or warranty of the contractor's work is made or implied. The test locations are approximate and were determined by pacing and sighting from prominent field features. In our work, we have relied on topographic and surveying information provided by others. With any manufactured product, there are statistical variations in its uniformity and in the accuracy of tests used to measure its quality. As compared with other manufactured products, field construction usually presents large statistical variations in its uniformity and in the accuracy of test results used to measure its quality. Thus, even with very careful observation and testing, it cannot be said that all parts of the product comply with the job requirements, and the degree of certainty is greater with, full-time observation and testing than it is With - testing only. Therefore, our opinion based on testing the work means that there is only a statistically -based probability that the densities obtained comply with the job requirements. Conclusions contained in this letter are based on our previously documented field observations and subsurface explorations, laboratory tests, and our present knowledge of the proposed construction. Variations in soil or groundwater conditions could exist between and beyond the exploration points. The nature and extent of these variations may not become evident until construction. Variations in soil or groundwater may require additional studies, consultation, and possible revisions to our recommendations. If during construction, soil conditions are encountered which differ from those described, we should be notified immediately in order that a review may be made and any supplemental recommendations provided. If. the scope of the proposed construction changes from that described in this report, the. conclusions and recommendations contained in this report are not considered valid unless the changes are reviewed, and the conclusions of this report are modified or approved in writing by Earth Systems. Additionally, this letter should be included with the project geotechnical (soils) report and specification documents. Proper geotechnical observation and testing during construction is imperative to allow the geotechnical engineer the opportunity to verify assumptions made during the design process and to verify that our geotechnical recommendations have been properly interpreted and implemented during construction and is required by the 2013 California Building Code. California Building Code requires . full time observation by the geotechnical consultant during site grading (fill placement). Therefore, we recommend that Earth Systems be retained during the construction of the proposed improvements to observe compliance with the design concepts and geotechnical recommendations, and to allow design changes in the event that subsurface conditions or methods of construction differ from those assumed .while completing this investigation. If we are not accorded the privilege of performing this review, we can assumeeno responsibility for misinterpretation of our recommendations. The above services can be provided in accordance with our current Fee Schedule. The geotechnical engineering firm. providing tests and observations shall assume the responsibility of Geotechnical Engineer of Record.
