The Coachella Valley Water District (CVWD) is in receipt of your letter dated
November 29, 2011 requesting a noninterference letter for the above referenced property.
A copy of said letter is enclosed for your reference.
CVWD has an existing 8-inch domestic water pipeline and associated services (facilitites)
within Avenida El Nido as depicted on CVWD Drawing No. 19698. Said facilities are within
a CVWD easement obtained by Grant of Easement/Pipeline recorded December 17, 2004 as
Document No. 2004-1002998, Official Records of the Riverside County Recorder. A copy
of said drawing and easement are enclosed for your reference.
Please be advised that while CVWD does not object, the proposed lot line adjustment cannot
interfere with the operation and maintenance of CVWD facilities and/or easement,
particularly the existing water service and meter. Buildings and other permanent structures
cannot be constructed on said easement.
This letter should not be construed as subordination of CVWD's rights, title and interest in
and to said easement, nor should this letter be construed as a waiver of any of the provisions
contained in said easement.
In the event that the subject property requires relocation of facilities, which facilities exist by
right of easement or otherwise, the owner/developer will be requested to bear the cost of such
relocation and provide CVWD with suitable right-of-way. Such costs and additional
right-of-way are required prior to the performance of the relocation.

In April 2010 Mr. John Kramer submitted to the Architectural Committee for the La
Quinta Golf Estates Community Association preliminary plans for modifications and
updating to his home at 48-900 Avenida El Nido. Then, in March 2011 he submitted a
revised set of plans. In both cases the plans were thoroughly reviewed by the committee
for suitability and approved.
When he took them to the Planning Department at the City Hall he was told that he
would have to have a variance since the front setback was not in compliance with city
code due to a proposed addition to the front of the house of approximately 12 feet. His
plans were again reviewed by the committee. Since there is a twenty seven feet setback
from the new addition to the curbing at the side of the road, the committee feels that there
is a sufficient setback.
The committee, acting on behalf of the Association, respectfully request that the variance
be granted to Mr. Kramer.

We are the bordering neighbor to the North of Jack Kramer's property. We are delighted
that he has taken on a fantastic project to beautify his home.
Without a doubt Jack's remodel will increase the value to his property and thus provide a

years of experience in the real estate business. I live and work almost exclusively in the La
Quinta Country Club neighborhood and to see the older homes being remodeled and

We are neighbors across the street from the Kramer property and are in full support of their proposed
remodel. Many homes inside La Quinta Country Club that have house setbacks from both the curb and
property line that are less than the proposed remodel. On our block the home at 48-825 Avenida
Anselmo, is less than 20 feet from the curb and lessthan 10 feet from the property line. There are many
more.
To deny the Kramer family a building permit would be a travesty. It would be discriminating as the same
rights have been given to many home owners inside our Country Club. As a neighbor, we welcome a
major upgrade of this 41 year old home. It will improve property values as well add many jobs that are
needed.

Dear La Quints Planning & Building Department,
We are neighbors directly adjoining the Kramer property and are in full support of
their proposed remodel. Our 4 homes were built in 1970 around a tennis court and
swimming pool. John Kramer's parents and three tennis playing friends conceived
the plan for the property and built it It is a great asset to the community. All the
homes have been upgraded over the years except the Kramer home. When John's
father died, John decided to buy the home from the estate's charitable trust, and
decided to upgrade it He has spent over two years planning the project asking
advice from neighbors, and getting the OK of the Community Architectural
Committee. We were shocked when he told us the city planning department told
him he couldn't proceed on the basis of what appears to us to be a technicality, given
the multiple instances where the rule has not been followed in the area, and the
absence of any practical harm.
We think the project will add real value to the surrounding community, and very
importantly will add construction employment in a continuing weak economy. We
would hate to see John Kramer leave the community to move to one of the many
available opportunities that would not represent so much hassle.
We sincerely request that you do whatever is needed to allow John to proceed with
his project this summer.

Regarding: John Kramer Remodel
To Whom it May Concern,
I live across the street from the Kramer home and support their remodel
for the following reasons:
1) There are numerous other homes inside La Quinta CC that have
smaller setbacks than the Kramer remodel, including one only a
house away at the corner of Avenida El Nido and Avenida Anselmo.
The Kramers are not asking for anything that many other
homeowners already have.
2) 1 have seen their master bath and agree that it is totally inadequate
for a remodeled year round residence. They can only expand it by
going out several feet.
3) La Quinta Golf Estates is a gated and closed community, and issues
like this only affect them. If the La Quinta Golf Estates HOA is happy
and approve the plans, and the surrounding neighbors are happy
with the plans, I personally don't see what the problem is.

Dear City of La Quinta:
Re: Proposed remodel and addition of John Kramer residence at 48900 Avenida El Nido.
We have reviewed the plans and agree that the proposed changes would improve our gated community.
1. Therefore, we would like to express our support of the plans as drawn and suggest that the City
of La Quinta approve the proposed addition.
2. We also agree with the point made in LQ Golf Estates HOA letter from Peter Murphy & James
Woods to the city's planning director that the 60' right away on El Nido listed on the plans filed
in the 1950s does not reflect the current modified traffic flow due to the numerous changes
made over the years by gating a community not planned as a gated community etc
So we would request that the plans on file with the city be adjusted to allow future requests
from homeowners on El Nido for additions to be allowed without this type of extra effort. It
would make sense that the right away width be adjusted and setback requirements to be
adjusted to be the same as other similar gated communities.

In April 2010 W. John Kramer submitted to the Architectural Committee for the La
Quinta Golf Estates Community Association preliminary plans for modifications and
updating to his home at 48-900 Avenida El Nido. Then, in March 2011 he submitted a
revised set of plans. In both cases the plans were thoroughly reviewed by the committee
for suitability and approved.
When he took them to the Planning Department at the City Hall he was told that he
would have to have a variance since the front setback was not in compliance with city
code due to a proposed addition to the front of the house of approximately 12 feet. His
plans were again reviewed by the committee. Since there is a twenty seven feet setback
from the new addition to the curbing at the side of the road, the committee feels that there
is a sufficient setback.
The committee, acting on behalf of the Association, respectfully request that the variance
be granted to W. Kramer.

We are the bordering neighbor to the North of Jack Kramer's property. We are delighted
that he has taken on a fantastic project to beautify his home.
Without a doubt Jack's remodel will increase the value to his property and thus provide a
synergistic effect on the neighboring property values. I make this statement backed by 26
years of experience in the real estate business. I live and work almost exclusively in the La
Quinta Country Club neighborhood and to see the older homes being remodeled and
brought up to today's standards for both efficiency and beauty serves to improve our

he should be allowed to move forward. There is precedent in the immediate area to support

We are neighbors across the street from the Kramer property and are in full support of their proposed
remodel. Many homes inside La Quinta Country Club that have house setbacks from both the curb and
property line that are less than the proposed remodel. On our block the home at 48-825 Avenida
Anselmo, is less than 20 feet from the curb and less than 10 feet from the property line. There are many
more.
To deny the Kramer family a building permit would be a travesty. it would be discriminating as the same
rights have been given to many home owners inside our Country Club. As a neighbor, we welcome a
major upgrade of this 41 year old home. It will improve property values as well add many jobs that are
needed.

Dear La Quinta Planning & Building Department,
We are neighbors directly adjoining the Kramer property and are in full support of
their proposed remodel. Our 4 homes were built in 1970 around a tennis court and
swimming pool. John Kramer's parents and three tennis playing friends conceived
the plan for the property and built % It is a great asset to the community. All the
homes have been upgraded over the years except the Kramer home. When John's
father died, John decided to buy the home from the estate's charitable trust, and
decided to upgrade it He has spent over two years planning the project, asldng
advice from neighbors, and getting the OK of the Community Architectural
Committee. We were shocked when he told us the city planning department told
him he couldn't proceed on the basis of what appears to us to be a technicality, given
the multiple instances where the rule has not been followed in the area, and the
absence of any practical harm.
We think the project will add real value to the surrounding community, and very
importantly will add constriction employment in a continuing weak economy. We
would hate to see John Kramer leave the community to move to one of the many
available opportunities that would not represent so much hassle.
We sincerely request that you do whatever is needed to allow John to proceed with
his project this summer.

Regarding: John Kramer Remodel
To Whom it May Concern,
I live across the street from the Kramer home and support their remodel
for the following reasons:
1) There are numerous other homes inside La Quinta CC that have
smaller setbacks than the Kramer remodel, including one only a
house away at the corner of Avenida El Nido and Avenida Anselmo.
The Kramers are not asking for anything that many other
homeowners already have.
2) 1 have seen their master bath and agree that it is totally inadequate
for a remodeled year round residence. They can only expand it by
going out several feet.
3) La Quinta Golf Estates is a gated and closed community, and issues
like this only affect them. If the La Quinta Golf Estates HOA is happy
and approve the plans, and the surrounding neighbors are happy

Dear City of La Quinta:
Re: Proposed remodel and addition of John Kramer residence at 48900 Avenida El Nido.
We have reviewed the plans and agree that the proposed changes would improve our gated community.
1. Therefore, we would like to express our support of the plans as drawn and suggest that the City
of La Quinta approve the proposed addition.
2. We also agree with the point made in LQ Golf Estates HOA letter from Peter Murphy & James
Woods to the city's planning director that the 60' right away on El Nido listed on the plans filed
in the 1950s does not reflect the current modified traffic flow due to the numerous changes
made over the years by gating a community not planned as a gated community etc
So we would request that the plans on file with the city be adjusted to allow future requests
from homeowners on El Nido for additions to be allowed without this type of extra effort. It
would make sense that the right away width be adjusted and setback requirements to be
adjusted to be the same as other similar gated communities.
