Agency will be held on January 15, 2013 commencing with closed session at 3:00 p.m.
and open session at 4:00 p.m. in the City Council Chambers, 78-495 Calle Tampico, La
Quinta, CA 92253.

1, Susan Maysels, Agency Secretary of the City as Successor Agency to the La Quinta

Public Notices
The La Quinta City Council Chamber is handicapped accessible. If special
equipment is needed for the hearing impaired, please call the City Clerk's Office at
777-7103, twenty-four (24) hours in advance of the meeting and accommodations
will be made.

If background material is to be presented to the Successor Agency during a
meeting, please be advised that eight (8) copies of all documents, exhibits, etc.,
must be supplied to the City Clerk for distribution. It is requested that this take
place prior to the beginning of the meeting.
Any writings or documents provided to a majority of the Successor Agency
regarding any item on this agenda will be made available for public inspection at

ACTION:
Approve a Professional Services Agreement with the Tall Man Group for Real
Estate Analysis and Affordable Housing Consulting Services and authorize the
Executive Director to execute the agreement.
EXECUTIVE SUMMARY:
To fill the need for specialized real estate analysis services, the City issued a
Request for Qualifications in August 2012. Upcoming projects that may require
these services include the disposition and development of SilverRock Resort, the
Village, and the Highway 111 commercial properties, and the disposition of the
Housing Authority properties.
The Request for Qualifications was circulated to ten firms and the following firms
responded: Gafcon, Keyser Marston Associates, Tall Man Group and Tierra West
Advisors. The Consultant Selection Committee, consisting of Les Johnson,
Planning Director and Debbie Powell, Economic Development/Housing Manager,
interviewed these firms, and selected The Tall Man Group to provide the services
the Successor Agency may need. This staff report focuses on the Successor
Agency -related services and funding.
FISCAL IMPACT:
The Professional Services Agreement spans multiple fiscal years, through June 30,
2014. However, the contract amount covers only the remainder of Fiscal Year
2012/2013, and totals $55,140. The funding breakdown is as follows:
General Fund $25,875
Housing Authority $24,250
Successor Agency Administrative Budget $ 5,015
Total $55,140
The Successor Agency portion ($5,015) is contained within the Successor Agency
Administrative budget; therefore, an appropriation is not needed.
If additional services are required in Fiscal Year 2013/2014, the contract sum will
be determined in conjunction with Successor Agency administrative budgeting
process. (AB 26/AB 1484 provides an administrative allowance every six months
equal to 3% of the Recognized Obligation Payment Schedule amount). The
consultant and staff will submit a work program and draft budget to the Executive
Director for consideration and incorporation into the semi-annual Successor Agency
Administrative Budget, which will then be considered by the Successor Agency,
Oversight Board, and Department of Finance.
BACKGROUND/ANALYSIS:
As redevelopment wind -down activities continue, there is a need for consultant
assistance. These services include, but are not limited to: assistance with
Department of Finance -required reports and audits, and property disposition
activities. AB 1484, Section 34177.3 (b) states that "Successor Agencies may
create enforceable obligations to conduct the work of winding down the
redevelopment agency, including hiring staff, acquiring necessary professional
administrative services and legal counsel, and procuring insurance."
Because of their relevant experience, including previous experience with La Quinta
redevelopment projects and properties, the Consultant Selection Committee
selected Tall Man Group to provide services related to redevelopment wind -down
activities.
ALTERNATIVES:
The only alternative to the recommended action is to not retain The Tall Man Group
for these services at this time. Staff does.not recommend this alternative given the
need to initiate the next phase of the redevelopment dissolution activities.

By adoption of Resolution No. 2012-002, the City of La Quinta has affirmatively elected to be
the Successor Agency of the La Quinta Redevelopment Agency. Pursuant to Health and
Safety Code Section 34177(a), the Successor Agency of the La Quinta Redevelopment
Agency shall continue to make payments required pursuant to an adopted enforceable
obligations payment schedule. The payments above are required pursuant to the enforceable
obligations payments schedule adopted by the La Quinta Redevelopment Agency on January
17,2012.
Pursuant to Health and Safety Code Section 34173(e), the liability of the Successor Agency of
the La Quinta Redevelopment Agency, when acting pursuant to the powers granted under
ABX126, are limited to the extent of the total sum of property tax revenues it receives pursuant
to part 1.85 of ABX126 (e.g., Health and Safety Code Sections 34170 — 34190) and the value
of assets transferred to it as Successor Agency for the dissolved La Quinta Redevelopment
Agency.
