COMMUNITY SERVICES AGENDA 2 JANUARY 14, 2013 PRESENTATION I MEETING DATE: January 14, 2013 ITEM TITLE: Presentation by the Coachella Valley Rescue Mission BACKGROUND AND OVERVIEW: AGENDA CATEGORY: BUSINESS SESSION: CONSENT CALENDAR: STUDY SESSION: PUBLIC HEARING: As part of the Annual Work Plan, representatives from local agencies have been asked to present information regarding valley -wide services and services specifically in La Quinta. Ms. Darla Burkett, Executive Director of the Coachella Valley Rescue Mission (CVRM), has been invited to attend the meeting to provide the Commission with information and answer questions. The CVRM offers food, shelter and resources for people in need in the Coachella Valley. The City has provided funding for its capital improvement campaign and through the Community Services Grant Program to support the organization. Respectfully Submitted, Ao-�D6 Edie Hylton' Community ervices Director 3 AGENDA CATEGORY: BUSINESS SESSION: 1 COMMISSION MEETING DATE: January 14, 2013 CONSENT CALENDAR: ITEM TITLE: Bronze Sculpture at Caleo Bay Alzheimer's STUDY SESSION: Special Care Center PUBLIC HEARING: RECOMMENDED ACTION: Recommend the purchase of a bronze sculpture at Caleo Bay Alzheimer Special Care Center for $20,000 using APP funds. FISCAL IMPACT: Total cost for the project is $24,300. Dependent upon the Community Services Commission's direction, a recommendation to approve Art in Public Places (APP) funding of $20,000 will be forwarded to the City Council. Funding for this project is available in the Art Purchase Account No. 270-0000- 451.74-80. The developer, JEA Development, has paid $17,834.41 into the APP fund and will pay the remaining cost of $4,300. BACKGROUND/ANALYSIS: On December 27, 2012, the Community Services Director received a request from JEA Development for a bronze sculpture to be designed and installed northwest of the entrance to the new facility (Attachment 1). The sculpture is easily accessed by anyone walking from Washington Street or Caleo Bay Drive using public sidewalks or by driving to the building location (Attachment 2). The sculpture will be designed and installed by artist, Mark Lundeen (Attachment 3)• The sculpture is titled "Double Dipper" and is a life size sculpture of a grandfather and grandchild on a stone bench (Attachment 4). The sculpture will be installed into the approved landscape plan and will be up lit. The maintenance requirements for this art work are similar to other bronze sculptures in the City and require periodic checking and cleaning. A Maintenance Agreement between the City and the Developer will be in place once the art work is completed. Senior Leisure Classes/Proorams: No MS Word Class; No ACBL bridge group. 22 Parks Activities Updates For November 2012 City staff is continuing to work with residents to develop a community garden program in La Quinta. One option is to work with the schools. This month, staff met with staff members at Franklin Elementary School to discuss the possibility of having a community garden at the school for use by both students and residents. The City and Desert Sands Unified School District are considering a joint use garden facility. On November 9, 2012, a high wind event resulted in several trees being damaged or destroyed throughout the parks. Fortunately, there were no injuries from the damage. The landscape contractor worked through the weekend removing and trimming trees based on their potential for safety and restricting access within the facilities. Each year, the parks budget sets asides funds to replace trees that are damaged throughout the fiscal year. The contractor for the 9/11 Memorial located at the Civic Center Campus has completed his portion of the project. The remaining landscape improvements will be finalized and installed in December. It could not be determined if the damage to the shade structure was a result of vandalism or a high wind event. Therefore, the manufacturer was not able to replace the canopy under warranty. The shade structures are rated for up to 80 mile per hour winds. Six Tipuana trees have been planted around the City Hall building. These trees were planted to replace the Palo Verde trees that were damaged during the November 9, 2012 high wind event.
