,The La Quinta Housing Element is a state - mandated general plan
element that establishes the City's vision for addressing existing
and future housing needs, the 2014 -2021 Housing Element
Update has been prepared to identify and address La Quinte's
housing needs through the planning period of 2014 to 2021. As
required by state law, the Housing Element describes community
1 mographics, housing characteristics, the residential development
Peter of vacant and underutilized sites, and potential constrains
to housing. The Housing Element is not a development plan and it is
not an entitlement. Rather, it is a policy document that encourages
the rehabilitation, preservation, and construction of housing in
compliance with provisions of state housing law.
The La Quinta Community Development Department has prepared
Environmental Assessment 2013 -631 forthe proposed Draft Housing
Element Update ,. as required by the California Environmental
Quality Act of 1970 (CEQA), as amended. A Notice of Intent was
filed and the separately noticed CEQA public review period runs
from October 11 2013 through November 5, 2013. Based upon
the associated Initial Study, the proposed Housing Element will not
have a significant adverse effect on the environment; therefore, a
Negative Declaration has been prepared. The La Quinta Planning
Commission recommended certification of a Negative Declaration,
along with approval of the 2014 -2021 Housing Element, to the City
,Council during their regular public hearing held on October 22, 2013.
