Hello Ms. Maysels,
Thank you for your reply and the attached RDA agenda for May 17, 2011. Though I had already reviewed this and other
related public records, it was generous of you to locate and send it. That said; please accept my_ assurance that I would
not have troubled your office, as it may seem, for those records accessible on the City's Web Site.
It is instead because I had reviewed available records and was quite surprised to see that city records consistently
accorded a status of permanent, legal, rental Occupancy to the units on 78181 Avenida LaFonda, that had instead, been
granted 90 day temporary certificates of Occupancy on March 8'h, 2011.
I had searched for any document that would account for this change in status, as applied by and in city records. I
found none. Nor had I been apprised of any such change in status. So I allowed for the possibility that I may not have
recognized such a document and that your expertise would if it existed- hence my written confirmation in request to you:
"I am looking for records of when or if my impending 90 day temp Occupancy status was annulled, and a
status of permanent occupancy was granted."
Thank you for providing this precise confirmation:
"Regarding the Certificate of Occupancy requested, there is no such document. A CofO was never issued,
therefore it does not exist. A 90 -Day Temporary C of O was issued March 8, 2011... "etc.
-I could not agree more with your reply: since it was never issued, of course it does not exist.
This is as obvious to me, as clearly, it is to you. However, this simple fact is not so understood by other entities to which
it SHOULD be obvious.
This status is either ignored or incorrectly represented in the many city documents that qualify my un'it,Unit 4, as
having a Certificate of Occupancy, and "legal for rental". Under this (incorrect) assertion, not only are the
involuntary and egregious conditions of trustee tenancy under Thomas Casey and "management" Sergio Caliz
of IPS still ignored, but so too the conditions related to my intended vacate, a consequence of Mr. Casey and
Sergio Caliz ignoring compliance to conditions of the Temp C/O, and further of CA State habitability laws.
The latter was to the degree where health and safety were severely compromised, far beyond the minor
infractions focused upon in my short tenancy under Mr. Michael Fischer.
Because the habitability status is incorrectly presented in City Council / RDA records, as well as in the Relocation
Plan, and because it was presented by entities (outside city) to indicate that I had no compelling involuntary reason to
give up and vacate, (before I was informed by RSG of the city's intent to purchase the property) I had to question if the
status I had been living under, had been changed unbeknownst to me. If such record existed, you/your office would
recognize it where I may not have, hence my request.
That you confirm the absence of any such records or any such change of the City's applied status of Occupancy to
my unit, or of the contingencies of that status, is important and appreciated, as is your feedback on the other conflicting
dates or issues presented.

Dear Ms. Laureys,
Records regarding real estate negotiations are not public information. The only public document available for release is
the attached RDA agenda for May 17, 2011 which lists the subjects discussed during Closed Session and the property
you are researching is one of those subjects. The title notes the property APN and names the negotiator for the
property. This is the first date this item was on any Council agenda for discussion or consideration.
Regarding the Certificate of Occupancy requested, there is no such document. A CofO was never
issued, therefore it doe's not exist. A 90 -Day Temporary C of 0 was issued March 8, 2011, but since
you referenced it, I gather you .already have a copy of that.
There are no other documents in City files that respond to your request.

The attached city record will show a 90 day temporary Cert of Occupancy issued 3-8-2011 as owner rectified
some violations in my unit. Certificate of Occupancy was viable for ninety days with understanding that
violations making building
"Unfit for human occupancy would be rectified within that 90 days.
Work requested or mandated by code or CA law was not done on the building or property by any entities in
that time.
However recent documents reflect my unit and unit 3 as having been granted certificates of occupancy.
I am looking for records of when or if my impending 90 day temp Occupancy status was annulled, and a status
of permanent occupancy was granted.
