The Planning Department has reviewed the building plans for Fresh and Easy on
Jefferson Street at Fred Waring Drive and finds the following requirements:
1. The roof tile has been changed from that approved by the City, Council.
Change tile to that approved under SDP 2008-898. Specify :and use
approved tile. *REFER TO SHEET A2, KEYNOTE 14
2. The site plans on Sheets T and SPB are wrong. Provide current site plan.
*REFER TO SHEETS T AND SPB, UPDATED TO CURRENT SITE PLAN
3. The final irrigation and planting plans are required to be approved by the
Architecture and Landscaping Review Committee and Planning Director
before issuance of the first building permit. Since it is not part of the overall
site landscaping plans it must be submitted separately for approval. Please
submit Final Landscaping Plan (FLP) application, fee and six sets of final
plans to Planning Department for processing. CVWD and' Riverside
Agricultural Commissioner -approvals are required before submission 'to
Planning Department .*FINAL LANDSCAPE PLANS HAVE BEEN SUBMITTED. DRAWING
ARE UNDER CVWD AND RIVERSIDE AGRICULTURAL REVIEW.

The plans are now approved subject to the conditions listed below and the attached compliance sheet.
1) Sneeze guards shall be evaluated onsite.
2) The interior of cabinets and the tasting station shall be light in color. The walls at the tasting station
shall be light in color.
3) The floor sinks at the retail area must be at least'/2 exposed with a minimum 1" high metal water —tight
berm around the back half of the floor sink.
4) The trash enclosure must have smooth walls that are sealed with a minimum one part epoxy and must
have sealed floors that are a minimum one part epoxy.
5) The wash room; rubber cove is not permitted with sheet vinyl flooring. Continue sheet vinyl as the cove
base having 3/8" radius cove base. (A-5 #109). FRP must extend 4' from top of cove base behind all sinks
in wash room. The wall and ceiling texture must be smoothed.
6) Janitorial area; rubber cove base is not permitted with sealed concretefloor (A-5 #110). This type of
floor requires a sanitary cove base (slim foot with 3/8" radius cove). Exposed masonry is not permitted as a
wall finish. The wall must be water resistant 8' high above the cove base.
7) Page Al. 1 a in the equipment schedule indicates a Sodir convection oven (p0.7), this not allowed. This
oven requires an installation of an exhaust hood.
8) Air curtain must be an approved type, having a velocity of 1600fpm measured 3' above the floor.
Comply with attached compliance guide for food establishments.
CONSTRUCTION INSPECTIONS: Contact the Plan Checker for a Preliminary Inspection when construction is
approximately 80% complete, with plumbing, rough ventilation, and rough equipment installed. Request for
inspection should be made at least five (5) working days in advance.
A FINAL INSPECTION MUST be made upon completion of ALL work including finished details. APPROVAL to
operate shall not be granted, or remodeled areas approved to operate, until the facility has passed the FINAL
INSPECTION, and "APPLICATION TO OPERATE" has been completed and PERMIT FEES have been paid.
Request for inspection should be made at least five (5) working days in advance.

All work done at the above indicated site must conform to the latest set of Department of
Environmental Health approved plans, the requirements indicated on the plan correction
sheet and this compliance guide.
. 1. FLOORS
A. Continuous flooring material shall extend up all walls, partitions, toe kicks
or cabinetry a minimum of 4 inches, forming a minimum 3/8inch radius
integral sanitary cove.
B. Waitress stations, bussing stations, food and .beverage serving areas shall have.
a continuous, integral coved floor throughout the area and extend a minimum
of 36 inches beyond the equipment in all directions.
'.C. Non-skid flooring shall be limited to' traffic areas only. Floors under
equipment and coved bases shall be. completely smooth.
C. Where floor drains are utilized, the floor surface shall slope to the floor drains.
2. WALLS
A. Walls shall be smooth, light colored, easily cleanable, non-absorbent.
(Brick, concrete block, rough concrete, rough plaster, grooved paneling,
wall paper or vinyl wall covering finishes are not acceptable).
B. Waitress stations, bussing stations, 'food and beverage serving areas shall
have smooth, light colored, easily cleanable walls throughout the area.
C. Walls behind all sinks and dishwashers must be protected by at least an 8
foot hiQh.water resistant material measured from the top of the cove base,
(e.g. FRP, stainless steel, ceramic tile).

7. ICE MACHNES
A. Ice machines must drain to a floor sink via legal air gap (minimum 1 inch
above the overflow rim of the floor sink).
S. FLOOR SINKS
A. All equipment generating liquid waste shall be drained to a floor sink (located
within 15 feet) via legal air gap, (minimum 1 inch above the. overflow rim of
the floor sink).
B. Floor sinks shall be flush with the finished floor and those located under
equipment shall be at least half exposed for cleaning accessibility. A
protective enclosure will be required around the backside of half -exposed
floor sinks installed under curb or base mounted equipment to prevent any
wastewater back flow under the equipment.
C. Floor sinks in traffic areas or not otherwise protected by overhead equipment
shall be provided with easily removable safety gates.
9. KITCHEN UTENSIL SINK
A. The' minimum compartment size shall be 18" x 18" x 12" deep with minimum
18 x 18" drainboards, however the sink must otherwise be capable of
accommodating the largest utensil to be washed and the drainborads shall be
the largest sink compartment.
B. Sinks installed next to walls. must be equipped with an integral metal back
splash extending up the wall at least eight (8) inches.
C. Sink installations must not have exposed screws or bolts.
D. Provide a water -proof seal between sink backsplash and wall, using approved
sealers.
10. FOOD. VEGTABLE PREPARATION SINKS
A. Food preparation sink(s) must drain to a floor sink via legal air gap.
11. EATING AND DRINKING UTENSIL SINKS

A. Bar sink(s) The minimum compartment size shall be 10" x 14" x 10" deep
(or a minimum 140 square inches surface size) with dual integral drainboards
a minimum of 18 inches long. Bar sinks shall have a quick drain or a 4`h
compartment for disposal of drink waste. Bar sinks shall drain indirectly to a
floor sink via legal air gap.,
16. GENERAL PURPOSE HOT WATER'
A. Install the hot water heater on four inch high integral cove -d platform or curb-,
or on at least 6 inch high round metal legs; or cantilevered from the wall with
a minimum six inches of clear space below.
B. All sinks must be equipped with hot and cold running water through a mixing
faucet.
17. DIPPER WELL
A. Dipper . wells shall drain to a floor sink via legal air gap (minimum 1 inch
above the overflow rim of the floor sink).
18. WINDOW SCREENS
A. All openable windows shall be screened with not less than 16 mesh screening.
19. FOOD OR UTENSIL DISPLAYS
A. Displays of unpackaged food or utensils (glasses, stemware, plates, cups etc.)
shall be shielded so as to intercept a direct line between the customer's mouth
and -the food or utensils .being displayed, or shall be dispensed from approved
self-service containers.
B. Approved self-service food containers shall have self-closing, permanently
attached, tight -fitting lids. Individual securely attached scoops are required.
C. Disposable beverage cups, straws or utensils on display for public self-service
must be stored for use in sanitary dispensers.
20. STORAGE
A. Backup dry food storage shelving shall be a minimum 18" deep and 3 tiers
high.
B. All storage shelving and counters must have smooth and easily cleanable
surfaces. All gaps, voids or raw wood are to be sealed so as to be easily
cleanable and nonabsorbent. Shelves shall be a minimum of F away from at
least 6 inches above the floor with a clear unobstructed area below or be the
upper surface of a completely sealed continuously coved 4 inches high curb.
Any legs used for support shall be smooth round metal equipment legs.
C. Track or channels installed as sliding door guides for storage cabinets may not
be recessed. A minimum 2 inches of the track must be removed from EACH
END of the door guide to facilitate cleaning.
D. Backup storage rooms shall open into the food establishment.

24. DELIVERY DOORS
A. All delivery doors leading to the outside shall be protected with a door
activated overhead air curtain generating a three inch thick (at nozzle) air flow
with an air velocity of no less than 1600 fpm across entire doorway as
measured 3 feet above the ground.
B. Customer entry doors used for deliveries shall be protected by an overhead air
curtain generating an eight inch thick (at nozzle) air flow with a velocity not
less than 600 fpm across entire doorway, measured 3 feet above the ground..
C. An air curtain is not a substitute device to permit a door to remain open.
D. All external opening doors shall open outward and be self-closing.
25. CUSTOMER ENTRANCE DOORS/INSECT AND RODENT CONTROL
'A. All doors leading to the outside shall be tight fitting, open outward and be
self-closing, with no gaps exceeding 1/16 inch in width.
B. Exterior and interior of building shall be constructed to be insect and rodent
proof.
26. GARBAGE AND TRASH AREA
A. Surface areas of trash room or outside area shall be smooth, easily cleanable
and non-absorbent. No wooden slats, porous block or brick surfaces will be
accepted.
B. Inside trash areas shall properly slope to a floor drain.
C. Outside trash areas shall properly drain so as not to create a nuisance.
27. LIGHTING
A. A minimum 'of 20 foot candles of light is required for all food handling and
cleaning activities.
B. Light fixtures in areas where food is prepared, open food is stored or
displayed,- or utensils cleaned shall be of shatterproof construction or shall be
protected with shatterproof shields.

The alarm plans you submitted for the above referenced project have been reviewed by the Riverside
County Fire Department and are approved with the following conditions:
1) NFPA 72, Section 4:5.2: It shall be conspicuously indicated by the prime contractor that the fire
alarm system providing service at a protected premises complies with all the requirements of this
code by providing a means of third party verification, as specified in 5-2.2.3.1 or 5-2.2.3.2.
2) For Central Station monitoring service, provide written documentation, at the time of acceptance
testing, that there is a contract to provide the runner and maintenance services as required per
NFPA 72.
3) 2002 NFPA.72, Sec. 4.3.3: Installation personnel shall be supervised by persons who are .
qualified and experienced in the installation, inspection, and testing of fire alarm systems.
Examples of qualified personnel shall include, but not be limited to, the following:
a) Factory trained and certified personnel
b) National Institute of Certification in Engineering Technologies (NICET) fire alarm level II
certified personnel '
c) Personnel licensed or certified by state or local authority
4) The Fire Department Planning Division staff shall witness the following inspections/tests:
a) Pre=Device Inspection -Wiring and all junction boxes shall be inspected prior to being covered
by wallboards and/or hanging of any devices.
b) Acceptance Test - The alarm installer shall provide all needed testing equipment to complete
the final alarm inspection.

5) Provide a completed NFPA 72 Record of Completion that the system has been installed in
accordance with the approved plans and specifications.
6) The Fire Department Job Card,, approved plans and conditions letter must be at the job site or no
inspection will be performed.

Fire Department personnel have reviewed and approved the plans you submitted for the above referenced project.
Please be advised the following conditions apply as a part of the conditions for the issuance of a building permit.
1) These conditions are for a shell building and will receive a shell final only. No fire and life safety clearance
will be issued for a tenant space until the specific occupancy classification has been established and tenant
improvement plans have been reviewed and conditioned by the Riverside County Fire Department.
2) Fire Department approval is based upon the 2007 CBC requirements for Group M occupancies. It is
prohibited to use, process or store any materials in the occupancy that would classify it as a Group H
occupancy..
3) The Fire Department is required to set a minimum fire flow for the remodel or construction of all
commercial buildings using the procedure established in the 2007 CFC. A fire flow of 1625_ gpm for a 3 -
hour duration at 20 psi residual operating pressure must be available before any combustible material is
placed on the job site.
4) The required fire flow shall be available from a Super hydrant(s) (6" x 4" x 21/2' x 21/2") located not less than
25' or more than 165' from any portion of the building(s) as measured along approved vehicular travel ways.
5) A combination of on-site and off-site Super wet barrel fire hydrants (6" x 4" x 2'/2" x 2'/2"), on a looped
system shall be located not less than 25' or more than 165' from any portion of the buildings as measured
along approved vehicular travel ways. The required fire flow shall be available from any adjacent hydrants
in the system.
6) Prior to the issuance of a building permit, applicant/developer shall furnish one blueline copy of the water
system plans to the Fire Department for review. Plans shall conform to the fire hydrant types, location and
spacing, and the system shall meet the fire flow requirements. Plans must be signed by a registered Civil
Engineer and/or the local water company with the following certification: "I certify that the design of the
water system is in accordance with the requirements prescribed by the Riverside County Fire Department".
7) The existing water mains and fire hydrants will provide sufficient fire protection for the proposed project.
The following conditions must be met prior to occupancy
8) Install a complete fire sprinkler system per NFPA 13. The post indicator valve and fire department
connection shall be located to the front within 25' to 50' of a hydrant, and a minimum of 25' from the
building. System plans must be submitted to the Fire Department for review, along with a plan/inspection
fee. The approved plans, with Fire Department Job card must be at the job site for all inspections. (Fire
sprinkler riser location should be placed within the building in relation to the approved location of the
FDC/PIV.)

9) Commercial and industrial occupancies, speculative use buildings, (Spec Buildings) with potential for high -
piled storage (HPS) and/or wherein no specific use has been identified at time of plan review submittals, the
fire sprinkler design density shall be a minimum density of .45 GPM/square foot for a 2,000 square foot
design area. Fire sprinkler heads shall be 268°F for these building areas.
10) Fire sprinkler system plans for the tenant improvement area must be submitted to the Fire Department for
review, along with a plan/inspection fee. A licensed C-16 contractor will have to submit plans for review
and approval and modify the fire sprinkler system in accordance with NFPA 13, 2002 Edition. A licensed
C-16 contractor shall do all sprinkler work and certification. The approved plans, with Fire Department Job
card must be at the job site for all inspections.
11) As may be necessary to maintain proper fire sprinkler protection due to constructions changes, fire sprinkler
system plans for the tenant improvement area may be required to be submitted to the Fire Department for
review, along with a plan/inspection fee. The sprinkler system will have to be modified and designed in
accordance with NFPA 13, 2002 Edition. A licensed C-16 contractor shall do all sprinkler work and
certification. The approved plans, with Fire Department Job card must be at the job site for all inspections.
12) Whenever sprinkler overhead mains of 4" size or larger are provided, the Riverside County Fire Department
requires documentation from a structural engineer that the roof structural members will be capable of
supporting the weight of the water filled mains and attached lines. Provide appropriate detailed
documentation, with a wet stamp and signature, by the project structural engineer.
13) Install an alarm monitoring system for fire sprinkler system(s) with 100 or more heads (20
or more in Group I, Division 1.1 and 1.2 occupancies). Valve monitoring, water -flow
alarm and trouble signals shall be automatically transmitted to an approved central
station, remote station or proprietary monitoring station in accordance with 2007 CBC.
An approved audible sprinkler flow alarm shall be provided on the exterior in an approved
location and also in the interior in a normally occupied location. A C-10 licensed
contractor must submit plans, designed in accordance with NFPA 72, 2002 Edition, to the
Fire Department for review and approval prior to installation. .
14) Install a system to provide interior notification within each unit upon activation of the fire sprinkler system.
Plans must be submitted to the Fire Department for review, along with a plan check/inspection fee.
Buildings/facilities
15) Provide either a separate Knox Key Lock box, Model 4400, 3200 or 1300, mounted per recommended
standard of the Knox Company or provide key(s) for inclusion in the general building Knox Box. If the
building/facility is protected with a fire alarm system or burglar alarm system, the lock boxes will require
"tamper" monitoring. Special forms are available from this office for the ordering of the Knox Box. This
form must be authorized and signed by this office for the correctly coded system to be purchased
16) If the facility requires Hazardous Materials Reporting (Material Safety Data sheets) the Knox Haz Mat Data
and Key Storage Cabinet, Model 1220 or 1300 with tamper switches shall be used. If the building/facility is
protected with a fire alarm system or burglar alarm system, the lock box will require "tamper" monitoring.
Other requirements:
17) Directory display boards will be required adjacent to each roadway access to the development. These shall
be an illuminated diagrammatic representation of the actual layout that shows the name of complex, all
' streets, building designators, unit numbers and fire hydrant locations within the complex. These directories

shall be a minimum of 4'x 4' in dimension. Addressing of buildings and units shall conform to the Riverside
County Addressing Policy. Additional information and details may be obtained by contacting the Fire
Department Planning staff.
18) Rolling door in area separation wall must be self-closing. (Fusible link type)
19) Install panic hardware and exit signs as per the 2007 CBC.
20) All egress doors shall comply with 2007 CBC for proper door hardware and as noted on the building plans.
21) Prior to final inspection of any building, the applicant shall prepare and submit to the Fire Department for
approval, a site plan designating required fire lanes with appropriate lane painting and/or signs.
22) Certain designated areas will be required to be maintained as fire lanes.
23) Install portable fire extinguishers per Title 19, but not less than 2AIOBC in rating. Contact a certified
extinguisher company for proper placement and spacing of equipment.
24) Install a dust collecting system as per the 2007 CBC Sec. and 2007 CFC. A carpenter or woodworking shop
is considered one of several industrial processes requiring dust collection.
25) If the building is used for high piled/rack storage, the building construction and fire sprinkler system must
meet 2002 NFPA 13 and the 2007 CFC.
26) This building has not been reviewed or approved for high pile/rack storage. Prior to such
use, building(s) shall be approved for high -piled storage (materials in closely packed piles
or on pallets, or in racks where the top of storage exceeds 12 feet in height, 6 feet for
Group A plastics and certain other hazardous commodities) or aerosols products. High -
piled and aerosol stock shall be approved by the Fire Department prior to materials being
stored on site. A licensed Fire Protection Engineer or a Fire Department approved
consultant must prepare plans for high -piled storage or aerosol storage in accordance
with the 2007 CFC and NFPA 13, 2002 Edition. Current plan check deposit based fee is
$696.00.
27) Shelving, counters, etc., must be in place, however, no merchandise may be placed in the building prior to
inspection.
28) Comply with Title 19 of the California Administrative Code.
.29) The Fire Alarm System plans submitted with this plan are not a part of this plan review.
30) All fire sprinkler systems, fixed fire suppression systems and alarm plans must be submitted separately for
approval prior to construction. Contractors should contact the Planning & Engineering office for submittal
requirements.
31) Approved building address shall be placed in such a position as to be plainly visible and
legible from the street and rear access if applicable. Building address numbers shall be a
minimum of 12" for building(s) up to 25' in height, and 24" in height for building(s)
exceeding 25' in height. In multi -tenant buildings, businesses shall post the business
name and suite number on back doors as well as the front. Suite numbers or letters must
be a minimum of 6" in height. All addressing must be legible and of a contrasting color

32) Approved building address or suite/unit number shall be placed in such a position as to be plainly visible.
Said numbers shall contrast with their background.
33) Electrical room door shall be posted "ELECTRICAL ROOM" on the outside of door.
34) Room capacity shall be posted in a conspicuous place on an approved sign near the main exit from the room.
Please contact the Fire Department Planning & Engineering staff for final inspection prior to occupancy.
Applicant/installer shall be responsible to contact the Fire Department to schedule inspections.
Requests for inspections are to be made at least 72 hours in advance and may be arranged by calling (760) 863-
