As part of the Annual Work Plan, representatives from local agencies have been asked
to present information regarding valley -wide services and services specifically in La
Quinta.
Ms. Judy Tobin May, Executive Director of the Big Brothers Big Sisters of the Desert,
has been invited to attend the meeting to provide the Commission with information
and answer questions. Ms. Tobin May plans to speak on the "Ready to be Matched
Mentoring Program." The City has provided funding through the Community Services
Grant Program in support of this non-profit organization.

STUDY SESSION
1. Discussion of thetDesert Recreation District Master Plan
Ms. Barb Adair, Assistant General Manager presented the 2012 Master Plan
Survey.
Methodology
The purpose of this study was to gather public feedback on how well the Desert
Recreation District (DRD) is meeting the needs of the residents with respect to
trails, parks, recreation, programs, facilities, services and other community

investments provided by DRD. This feedback and subsequent analysis was
designed to assist DRD in the creation of a Cost Recovery Model and Master Plan
for existing and possible future enhancements, facilities, and services.
The survey was conducted using three methods: 1) a mail -back survey, 2) an
online invitation only survey, and 3) an open link online survey for members of the
public who did not receive a randomly selected survey in the mail. Unless stated
otherwise, the analysis herein focuses primarily on surveys received via the first
two methods.
Important DRD Functions to Provide
Asked what park and recreation functions are important for DRD to provide,
residents ranked the following functions as most important (using a scale from 1 to
5, where 1 =Not at All Important and 5=Verylmportant):- .µ
• Operate and maintain existing park\Ufacilities (4.5 average rating; 90% of
respondents rating a 4 or 5)
• Provide positive activities foryouth(4.4 rating, 9EN6 rating 4 or 5),;
• Promote healthy active lifestyl6s�(4.3 rating; 92%;rating 4 or 5)
Second tier of functions:
• Provide recreation. programs and" services�,'for,all aged -groups (4.2 rating; 92%

Usage Frequency
Of all amenities within pa&Jacilities provided by DRD, residents have most often
used trails and walking.. -path d weight and cardio rooms most frequently over
the past .year (at least,,12 times',over the past 12 months, or about once per
month). However, there',, is a "la'rge disparity between the percentages of
households who,use these=facilities. Fifty six percent of all DRD households have
used trails and 'Walking paths, whereas, only 22% have used weight and cardio
fitness rooms. This,showsthat while fewer households use cardio fitness rooms,
comparatively, those' who�do use them do so often.
Importance of Current Services and Facilities
Respondents indicated the importance of current facilities to their household on a
scale of 1 to 5, where 1 = Not at All Important, 3 = Neutral, and 5 = Very Important.
The following facilities rated the highest averages and the most frequently reported
4 or 5 ratings:
• Trails and walking paths (with an average rating of 4.0, 71 % of respondents

Top Three Current Services and Facilities to Add, Expand, or Improve
When asked to rank the top three facilities that are important to their household to
add, expand, or improve in their community, by far, respondents indicate that trails
and walking paths are most important. Community recreation center (22%),
children's playgrounds (22%), picnic areas (20%), and golf courses (20%)•
Second tier priorities include bike trails and paths, weight/cardio fitness rooms,
driving range, swimming pool, and splash pad/water playground/water features.

SUBJECT: Sports Field Maintenance Update
In addition to the landscape maintenance contract for the City parks, the sports
fields are aerated and top dressed during the summer months using equipment and
personnel from SilverRock Golf Course. This year's cost to use the golf course
equipment and personnel will be $1,960.
During the summer months, the sports fields at La Quinta Park, the Sports
Complex, and Colonel Paige Middle School are closed for annual field renovation.
This renovation is necessary due to the excessive amount of wear these fields are
subject to from the fall, winter, and spring youth and adult sports programs.
In May of 2007, PRZ Consulting was contracted to provide an assessment of the
sports fields at La Quinta Park and the La Quinta Sports Complex. PRZ Consulting
is an international company that specializes in evaluating existing athletic fields,
teaching athletic field maintenance, and designing cost effective athletic fields.
The assessment was completed in October 2007 and included the current field
conditions, the annual usage, and maintenance recommendations. The report
identified wear as being the biggest problem for La Quinta's sports fields, especially
at La Quinta Park. Additionally, these fields were unable to fully recover from the
wear because the peak use is during the season when the turf is dormant. PRZ's
recommendation for this problem was to over -seed in the winter using a slit -seeder
and increasing the fertilization. This was done but proved to be less effective
because of the continued heavy field use and the sports associations needing to
play soccer during the winter months. Staff then worked with the local youth
sports associations to reduce some of the heavy use at La Quinta Park by providing
additional playing fields at Colonel Mitchel Paige Middle School. A joint use
agreement between the City and Desert Sands Unified School District allows the La
Quinta AYSO to divert a portion of their play from La Quinta Park to the sports
fields at Colonel Paige.

The PRZ assessment also recommended using equipment that most landscape
contractors do not provide. However, this type of equipment is used by golf
courses so staff turned to SilverRock to utilize the golf course equipment that is
owned by the City. The sports fields at La Quinta Park and the Sports Complex
have been aerated and top dressed each summer using SilverRock Golf Course
equipment and personnel. Since the golf operations are an enterprise fund and
managed by a golf course management company, the cost for the use of golf
course equipment and staff is paid back to the golf operations through the parks
maintenance budget. This year will be the second year that the summer aeration
and top dressing will also be applied to the fields at Colonel Paige.
The parks landscape contractor aerates all turf areas multiple times throughout the
year, but the SilverRock equipment provides deeper aeration at the sports fields for
better results. Top dressing is a practice that is used by golf courses to level the
turf surface, relieve compaction, and improve drainage. This practice has been
applied to the sports fields as part of the summer maintenance program. After the
fields have been aerated and top dressed by the golf course crew, the parks
maintenance contractor is then responsible for the watering, fertilizing, mowing,
and seeding of the sports fields during the summer recovery period.
Staff has informed the various sports associations that the fields will be closed for
athletic use beginning June 24, 2013. The golf course maintenance crew will be
scheduled to aerate and top dress the playing fields in early July. The fields will
remain closed for recovery and grow -in until the fall sports season beginning in
September 2013.
