Lopez Robert Stewart Wright BACKGROUND /ANALYSIS: Notices calling for applications were published in The Desert Sun newspaper on April 10, 2013, in the April 2013 issue of the La Quinta Gem, and posted on the City's website and the City's three public bulletin boards for two months. All existing Board and Commission Members whose terms were expiring this year, as well as applicants from the last round of appointments who were not seated, were contacted and invited to reapply. The deadline for application submittal was May 31, 2013. Several changes to the Board and Commission chapters of the Municipal Code have been adopted by Ordinance 516, which will take effect on August 16, 2013. At its next meeting after Ordinance 516 takes effect, it is the intent of the City Council to take action to apply all provisions of Ordinance 516, with the exception of Section 2.06.030 (E), to all existing Boards and Commissions. Furthermore, it is the intent of the City Council to apply Section 2.06.030 (E) to 2014 appointments and all appointments thereafter. Section 2.06.030 (E) reads: "After serving two consecutive three -year terms, or a total of six consecutive years, on a specific board or commission, that member shall rotate out of that board or commission and shall not be considered for reappointment to that specific board or commission until one year has elapsed." ALTERNATIVE: Delay appointments to one or more positions, direct staff to continue to accept applications and set a new deadline for submissions.
