ARCHITECTURAL AND LANDSCAPING REVIEW COMMITTEE MINUTES 1 JUNE 5, 2013 Associate Planner Jay Wuu presented the information contained in the staff report, a copy of which is on file in the Community Development Department. Associate Planner Wuu introduced Mr. Brandon Fender, Project Manager with the Tall Man Group, Inc., 447 South Gran Street, Orange, CA, and Mr. Jon McMillen, President of the Tall Man Group, Inc., 9548 Vista Aleta, Valley Center, CA, both representing the applicant, and Cathy Cieslikowski, Designer with RGA Landscape Architects, 73-061 El Paseo Drive, Palm Desert, CA, and said they were available to answer any questions the Committee might have. Committee Member McCune noted that the proposed landscaping plans, architectural style, and color palette have the same design as originally proposed back in 2011 for the initial phase of the project. Staff confirmed this notion. Motion - Minute Motion 2013-001 was made by Committee Members Rooker/McCune recommending approval of Site Development Permit 2013- 926 as submitted with staff's recommendations. BACKGROUND Griffin Ranch is a 245 acre, 393 single-family lot subdivision, located on the southeast corner of Madison Street and Avenue 54. The project was originally approved by the City Council in 2004 as a residential community with equestrian themes and amenities. In 2006, Trans West Housing received approval of Site Development Permit 2006-872 to construct a 21,200 square foot clubhouse and mail room facility. To date only the mail room facility, adjoining mail room parking lot, and perimeter landscape and trail network have been constructed. A vicinity map is included as Attachment 1. The current proposal is for a reduced clubhouse size of approximately 10,420 square feet. The applicant has submitted a specific plan amendment and site development permit amendment to address the decrease in clubhouse size and design changes, and has submitted architectural and preliminary landscape plans for entitlement and review by the ALRB. Land use information for the property and surrounding area is provided in the Property Information Exhibit attached as Attachment 2. PROPOSAL Project Overview: The current review includes the construction of a 10,420 square foot clubhouse facility and recreational amenities for the Griffin Ranch residential community. The project includes improvements such as parking areas, a clubhouse building, landscape and other recreational amenities (Attachment 3). The new site plan has the following characteristics (Attachment 3, Sheet 2): • Recreational Amenities: Dog Park, Lighted Game Courts, Putting Green • Parking Areas (64 standard stalls + 14 golf cart stalls) • Three decorative water fountains • Landscape and Turf Areas • Dedicated pool and "court" expansion areas The new clubhouse will have the following characteristics (Attachment 3, Sheet 76): • Club Lounge and Event space • Gym, Pilates Studio, and Cards/Billiards Room • Indoor/Outdoor seating areas • Club Offices, Storage Areas and Restrooms Site Design: The proposed clubhouse facility is located near the southern boundary of the property, adjacent to Griffin Ranch's large retention and open space basin. In order to take advantage of the surrounding mountain views, the clubhouse is oriented towards the southwest. Vehicular access to the clubhouse is provided via Mery Griffin Way, the community's main thoroughfare. The site provides pedestrian connections to the existing sidewalk and decomposed granite trail system in the community and provides pedestrian and vehicular connections to the existing post office facility located at the northeast corner of the site (Attachment 3, Sheet 2). Also included with this proposal are plans for various common areas and amenities throughout the site. These include lighted tennis and pickle ball courts, active -use lawn area, a fenced -in Dog Park, putting green, and areas dedicated for future construction of a community pool and additional game courts. Architectural Design: Included with this proposal are architectural plans for the new clubhouse building, which has been designed to reflect an Andalusia -style architectural theme, described in the approved Specific Plan (Attachment 3, Sheet 73 - 76). This includes architectural elements such as the use of stucco plaster as the primary exterior building finish, concrete roofs tiles, dark decorative iron elements, an embellished entry rotunda with metal spire, colonnades, and arched windows. Additional architectural interest is provided by the use of extensive covered patios and indoor/outdoor rooms, and the articulation of the front building elevation. Landscaping: Landscaping throughout the project site consists of primarily desert and other low- to moderate -water use plants (Attachment 3, Sheet 39). Various trees and shrubs are placed around the building, with many trees planted along pedestrian corridors for added interest and shade. The use of turf is limited to active use recreation areas including the Dog Park and future pool and game court expansion areas. The proposed tree palette includes Acacia, Palo Verdes, Desert Ironwoods, Cascalote, as well as Mediterranean and Mexican Fan Palms. The shrub palette includes Agave varieties, Yucca, Emu Bush varieties, Texas Ranger varieties, and Ornamental Grass varieties, among others. The proposed landscaping plan is similar and compatible to the already -installed landscape within the community and is consistent with the approved plant palette listed in the Specific Plan. ANALYSIS Staff supports the overall style and design of the proposed project. Staff has no significant issues with the proposed clubhouse building and common areas. Site Design: The design of the vehicular access points, internal circulation, and parking areas is generally acceptable. Within the project, all applicable turning radii for large vehicles, loading/unloading areas, and pedestrian connectivity meet the La Quinta Municipal Code development standards. The vehicular and pedestrian paths of travel are sufficiently separated. Parking standards for the Clubhouse are set in the Griffin Ranch Specific Plan. The total number of full vehicle stall (64) and golf cart stalls (14) meet the Specific Plan requirement for parking. The proposed on -site lighting is acceptable as well, as the proposed fixtures are consistent with the City's outdoor lighting ordinance. Pedestrian walkways and entries will be adequately lit using decorative fixtures or landscape lighting. Game court lighting will also be provided in accordance with LQMC Lighting Standards and the lighting standards contained in the Griffin Ranch Specific Plan. All lighting will be designed and located so as to confine direct light within the community boundaries. The photometric plan confirms that the project will be properly illuminated, without excess light and no illuminated hotspots (Attachment 4). Architectural Design: The Andalusia -style architecture of the clubhouse building is compatible with the overall design theme of the Griffin Ranch community, which identifies architectural varieties of Italian Farmhouse, Cotemporary Mexican, Spanish Colonial, and Andalusia, for community design. The building's design elements (pop -outs, varying rooflines, arches, etc.) enhance the overall appearance and quality of the clubhouse by providing sufficient architectural articulation and character. The building's height, mass, and scale are compatible with the design theme and development standards set forth in the specific plan. Landscaping: The proposed landscape palette matches the existing landscape palette for the Griffin Ranch development. The assorted species of plants provide diversity and add character to the proposed building, and are consistent with the previously -approved landscape palette contained in the Griffin Ranch Specific Plan. The use of Acacia, Desert Ironwoods, Palo Verdes, as well as Fan Palms, among others, properly reflects the Desert Contemporary architectural style, while providing sufficient screening and accents around the project site, including the parking lot area, pedestrian circulation areas, and outdoor use areas. In addition, turf areas are minimized and, as such, are acceptable as it will be utilized as an active -use area. Sustainability: Landscaping will meet or exceed Coachella Valley Water District water budget requirements. RECOMMENDATION That the Architectural and Landscaping Review Committee recommend approval of Site Development Permit 2006-872, Amendment 1, to the Planning Commission, subject to the attached Conditions of Approval. The applicant shall comply with LQMC Sections 13.24.130 (Landscaping Setbacks) & 13.24.140 (Landscaping Plans). Landscape and irrigation plans for landscaped lots and setbacks, medians, retention basins, and parks shall be signed and stamped by a licensed landscape architect. 2. All new and modified landscape areas shall have landscaping and permanent irrigation improvements in compliance with the City's Water Efficient Landscape regulations contained in LQMC Section 8.13 (Water Efficient Landscape). 3. Community Development Director approval of the final landscape plans is required prior to issuance of the first building permit unless the Community Development Director determines extenuating circumstances exist which justifies an alternative processing schedule. NOTE: Plans are not approved for construction until signed by the appropriate City official, including the Community Development Director and/or City Engineer. Prior to final approval of the installation of landscaping, the Landscape Architect of record shall provide the Community Development Department a letter stating he/she has personally inspected the installation and that it conforms with the final landscaping plans as approved by the City. If staff determines during final landscaping inspection that adjustments are required in order to meet the intent of the Planning Commission's approval, the Community Development Director shall review and approve any such revisions to the landscape plan. 5. The proposed building conforms to the development standards and design guidelines of the La Quinta General Plan, Municipal Code, and One Eleven La Quinta Specific Plan. BACKGROUND The One Eleven La Quinta commercial center is located on the north side of Highway 1 1 1, between Washington Street and Adams Street. The center's Specific Plan, approved in 1996, consists of retail, restaurant, and other commercial uses (Specific Plan 1989-014 Amendment 2). Although most of the center is developed, one parcel was graded and improved with parking spaces only, leaving the identified building pad for future review and development (Attachment 1). Recently, a Tentative Parcel Map was approved in order to subdivide the parcel into multiple development pads. PROPOSAL & ANALYSIS Site Design: The commercial retail the existing drive along the rear of commercial trash with 10-foot proposal includes the construction of a 55,445 square foot building for Hobby Lobby (Attachment 2). The building will utilize aisle along the front of the building and the existing service road the building (Attachment 3, Page 07). A loading dock area and enclosure are proposed at the rear of the building, both screened screen walls (Attachment 3, Page 12). 1he design of the site is generally acceptable. All applicable turning radii for large vehicles and loading/unloading areas meet Municipal Code development standards. Existing parking spaces will be utilized (Attachment 3, Page 06). Seven new ADA- accessible parking spaces are proposed along the main drive aisle. The proposed parking spaces will accommodate the proposed use. The Municipal Code requires 222 parking spaces. There are 243 parking spaces on the parcel (236 existing spaces; 7 proposed ADA-accessible spaces). Furthermore, an existing reciprocal access and parking agreement exists between all parcels within the One Eleven La Quinta commercial center. The proposed parking spaces near the entrance of the building do not meet Municipal Code standards, as they require backing out into a major access drive. However, this condition is consistent with other existing development approved under the Specific Plan within the center, and is a preferred location for ADA-accessible parking. The proposed on -site lighting is acceptable as the proposed fixtures are consistent with the City's outdoor lighting ordinance and the One Eleven La Quinta Specific Plan. Pedestrian walkways, entries, and service areas will be adequately lit using decorative fixtures or landscape lighting. Wall -mounted down -light fixtures are proposed on the east, west, and north building elevations. Wall -mounted pyramid up -light fixtures, consistent with the standard fixtures used throughout the center, are proposed on the southern building elevation. The photometric plan confirms that the project will be properly illuminated, without excess light and no illuminated hotspots (Attachment 3, Page 13 - Page 14). As proposed, pedestrian connectivity is inadequate for the building. A condition of approval is recommended requiring a sidewalk connecting the proposed building pad to the existing sidewalk areas to the east and west. Shopping cart storage areas are located inside the proposed building (Attachment 3, Page 08). Outdoor cart collection areas are proposed in the parking lot; however, specific design characteristics were not submitted (Attachment 3, Page 07). Also, the cart collection areas do not meet Municipal Code standards as they are not arranged so that pedestrians with carts do not cross major internal driveways, and no crosswalk is provided at crossing points with textured paving preceding the crosswalk to alert drivers. A condition of approval is recommended that will require a delineated pedestrian crossing area that meets Municipal Code standards. Architectural Design: The building has been designed to reflect a "Regional Big Box Retail" architectural theme, similar to the existing retail buildings within the One Eleven La Quinta commercial center (Attachment 3, Page 11 - Page 12). This includes architectural elements such as the use of concrete tilt -up panels as the primary exterior building finish, pre -finished metal copings, stucco accents, and diamond reveals. The height of the proposed building is approximately 28'-8", with an approximately 35'-4" tower feature. The architecture and layout of the building is compatible with the existing surrounding commercial land uses, and is consistent with the development standards in the Municipal Code and One Eleven La Quinta Specific Plan. The building is concluded to be appropriate for the proposed building location, and supplemental design elements (tower feature, split -face CMU veneer, column pop -outs, etc.) appropriately enhance the architecture of the building. Landscaping: Landscaping is proposed near the front entrance of the building, and consists of primarily desert and other low- to moderate -water use plants (Attachment 3, Page 10). The proposed tree palette includes Date and California Fan Palms. The shrub palette includes Agave, Yucca, and Lantana, among others. Two existing buildings will be demolished, and replaced with an approximately 4,700 square foot building. The proposed building conforms to the design guidelines and standards of the La Quinta General Plan and Municipal Code. BACKGROUND The Village Market currently consists of an approximately 1,600 square foot market and gas station (Attachment 1). A vacant 1,100 square foot building, formerly a restaurant, is located on an adjacent parcel and is included in the proposed development site. PROPOSAL & ANALYSIS Project Overview: The proposal includes the merger of two parcels and the expansion of the Village Market (Attachment 1). The two existing buildings are proposed to be demolished, and a new approximately 4,700 square foot building is proposed to be constructed (Attachment 1, Sheet A1.2). The new building will include retail areas, a walk-in cooler area, and other standard neighborhood market amenities (Attachment 1, Sheet A4.1). The existing gasoline service is grandfathered in as part of the market's original approval and will remain unchanged. Site Design: The proposed building is situated along the western property line (Attachment 1, Sheet Al .1). The existing fuel dispensing islands, canopy, and planting area on the northeast corner of the site will remain. A pedestrian walkway is proposed that connects the front of the building to the existing sidewalk along Avenida Montezuma. Vehicular access to the site will be provided on Avenida Montezuma and Avenida Bermudas. A single 44-foot wide driveway is proposed on Avenida Montezuma, which will replace three existing driveways across the two existing parcels. A single 35-foot wide driveway is proposed on Avenida Bermudas, which will replace an existing 40-foot wide driveway. The design of the vehicular access points and internal circulation is acceptable. All applicable turning radii for large vehicles, loading/unloading areas, and pedestrian connectivity meet Municipal Code development standards. A total of nineteen parking spaces are proposed. Eight parking spaces are existing fuel pump spaces. Three parallel parking stalls are located along the southern property line. The remaining eight parking spaces are located in front of the proposed building, including a single ADA-accessible parking space, and an air/water kiosk space. The proposed parking area design and spaces provided will accommodate the proposed building. The existing market (1,666 square feet) and existing adjacent building (1,092 square feet) equate to a total of 2,758 square feet of existing building floor area. The total floor area of the proposed building is 4,728 square feet, which results in a difference of 1,970 square feet between existing floor area and proposed floor area. Therefore, per the Municipal Code, the expanded retail space requires eight additional parking spaces, for a total of nineteen parking spaces for the site (1,970 square feet at 1 space/250 square feet). Including the eight existing fuel pump spaces and credit for three existing non -conforming spaces along the southern property line, nineteen parking spaces have been provided, which satisfies the parking requirements for the proposal. The proposed on -site lighting is acceptable, as the proposed fixtures are consistent with the City's outdoor lighting ordinance (Attachment 1, Sheet PP-1). Circulation and parking areas will be illuminated with two existing relocated light poles, and a single street lamp on Avenida Montezuma that will match an existing street lamp. All on -site lighting will be designed and located so as to confine direct light within the parcel boundaries. The photometric plan confirms that the project will be properly illuminated, without excess light and no illuminated hotspots. Parcel Merger and Right -of -Way Vacation applications have been filed and are in process with the Public Works Department in order to merge the two existing parcels and adjust the property line along Avenida Montezuma. Architectural Design: The architectural plans are designed to reflect a "Mediterranean Revival" architectural theme (Attachment 1, Sheet A2.1 — A2.2). This includes the use of cement plaster as the primary exterior building finish, pre- cast colored concrete accents, and two-piece clay tile roofing. At the highest ridgeline, the height of the proposed building is approximately 19'-6". Including the architectural chimney element, the maximum structure height of the building is 23'-6". Including all retail, cooler, interior circulation areas, and ancillary uses, the building totals approximately 4,700 square feet. The architectural style and layout of the building is well designed, compatible with the surrounding commercial land uses, and is consistent with the development standards in the Municipal Code. The height, mass, and scale of the building are concluded to be appropriate for the proposed building location (Attachment 1, Sheet A2.4). Landscaping: Landscaping throughout the project site consists of primarily desert and other low- to moderate -water use trees and shrubs (Attachment 1, L1.1). Existing landscaped areas with California Fan Palms, Ficus trees, and shrubs will remain and proposed new landscaping include Mediterranean Fan Palms, and a variety of small shrubs and accent plants. The proposed landscape plan is acceptable. The assorted species of plants add character to the proposed building while providing sufficient screening and accents around the project site, including the parking lot area, pedestrian circulation areas, and planter areas. The utilization of existing trees and shrubs is resourceful and effective. Sustainability: The proposed project design should result in an environmentally - sustainable building. All interior lighting will utilize LED lighting, and energy efficient equipment and appliances will be used. Landscaping will also meet or exceed Coachella Valley Water District water budget requirements. RECOMMENDATION Recommend approval of Village Use Permit 2012-045 to the Planning Commission, subject to the attached Conditions of Approval.
