Planning Manager Sawyer led the Committee into the Pledge of Allegiance. ARCHITECTURAL AND LANDSCAPING SPECIAL MEETING REVIEW BOARD MINUTES 1 AUGUST 21, 2013 Mr. Paul DePalaits, AICP, Director of Planning with MSA Consulting, Inc., Rancho Mirage, CA, introduced himself, gave description of the project, and answered the Board's questions. Mr. Tim Jachlewski, President of In-Sie Landscape Architecture, Inc., San Diego, CA, gave a brief presentation on the proposed landscaping and recreational facilities for the Clubhouse including the golf course, putting green, dog park, event lawns, pedestrian walkways, etc., and answered the Boards questions. He said that a condition had been included in the settlement agreement requiring that the proposed Clubhouse design and facilities be unanimously approved by all residents prior to building, and he indicated that all residents had unanimously approved what was currently being proposed. Mr. Scott McFerran, owner's representative with Decatur Advisors LLC., Carlsbad, CA, introduced himself and gave an overview of the history of the project, it's past and current owners, what the original plans had been and how they had evolved into the project that was being presented to the Board today. Mr. Mark Longstaff, Architect with McKinley Associates, San Diego, introduced himself and answered the Board's questions. Staff recommended that Condition of Approval No. 6 be amended not to include the direct reference to non -potable water. Motion - Minute Motion 2013-002 was made by Board Members McCune/Rooker recommending approval of Site Development Permit 2006- 872, Amendment No. 1, and Specific Plan 2004-074, Amendment No. 2, as submitted with staff's recommendations and amending Condition of Approval No. 6 to read as follow: "All water features shall ,be in accordance with LQMC Section 8.13 (Water Efficient Landscape). ARCHITECTURAL AND LANDSCAPING SPECIAL MEETING REVIEW BOARD MINUTES 2 AUGUST 21, 2013 Associate Planner Jay Wuu presented the information contained in the staff report, a copy of which is on file in the Community Development Department. Mr. Michael Shovlin, owner, La Quinta, CA, gave an overview of the proposed building and future tenant, what the potential benefits would be of having the business in the City of La Quinta, and answered the Board's questions. Mr. John Vuksic, Architect with Prest Vuksic Architects, Palm Desert, CA, introduced himself, spoke favorable of the project, explained the proposed building's architectural style, design, height, color palette, etc., and answered the Board's questions. Mr. David Drake, Project Manager with Prest Vuksic Architects, Palm Desert, CA, introduced himself and answered some of the Board's questions. Board Member Rooker suggested the color of the building be changed to something more vibrant in order to draw attention to it. Motion — Minute Motion 2013-003 was made by Board Members Gray/McCune recommending approval of Site Development Permit 2013-925 as submitted with staff's recommendations. Mr. Nick Fullerton, AIA, Architect with NFA Fullerton Architects, PC, Bigfork, MT, introduced himself, gave a brief overview of the project, and answered the Board's questions. Staff noted that the project was brought forth for review to the ALRB subject to resolution of an issue regarding a potential underground utility easement. ARCHITECTURAL AND LANDSCAPING SPECIAL MEETING REVIEW BOARD MINUTES 3 AUGUST 21, 2013 Motion - Minute Motion 2013-004 was made by Board Members Rooker/Gray recommending approval of Village Use Permit 2012-045 as submitted with staff's recommendations. Motion passed unanimously. The proposed architectural and landscaping plans conform to the development standards of the La Quinta General Plan and Municipal Code. BACKGROUND Monterra JR 32742) was approved in 2004. The 14-acre tract, located on Monroe Street between Avenue 54 and Airport Boulevard, consists of 40 single-family residential lots varying in size from approximately 10,000 to 15,000 square feet (Attachment 2 and Attachment 3). A retention basin lot is located at the southeast corner of the site. Access to the tract is on Monroe Street, and will be un-gated. An existing residential community is located to the south of Monterra, a private equestrian residence to the west, and vacant, un-entitled land is located to the north. PROPOSAL & ANALYSIS Architecture: Four prototypical floor plans are proposed, each with two different front elevation treatments that have been designed to reflect Mediterranean and Spanish architectural styles (Attachment 3, Sheet 1.1 - 4.4). All four plan types include four bedrooms (including attached casita), and 4.5 bathrooms. The floor plans range from approximately 3,030 square feet to 3,729 square feet. Architectural features include shutters, decorative iron accents, ornate garage doors, and stone wall facades (Attachment 3, Sheet C1 - C2). Exterior materials consist of stucco walls, stone veneer accents, and various shades of S-tile roofing. Exterior colors vary from light to medium earth tones, with darker trim colors. The architectural styles and layout of the proposed units are well designed, compatible with the existing surrounding residential communities, and are consistent with the development standards in the La Quinta Municipal Code. Landscaping: Preliminary landscaping plans for common area (perimeter, entrance, retention basin) and front yard landscaping plans are proposed (Attachment 3, Sheet LSP - L-7). The perimeter landscape plan primarily consists of shade trees and desert shrubs with pockets of turf meandering along the Monroe Street frontage (Attachment 3, Sheet L- 7). A perimeter wall that matches the existing wall for the community to the south is proposed. The community entrance includes trees and shrubs, a continuation of the proposed perimeter wall, and enhanced pavers for the driveway (Attachment 3, Sheet L-5). The retention basin will primarily consist of turf, with low- to moderate -water use plants and trees utilized around the slopes and perimeter of the basin (Attachment 3, Sheet L-6). Decomposed granite will cover all remaining planting areas. The typical front yard planting plans consists of turf areas with multiple trees, large shrub planter areas, and owner -customized planter areas (Attachment 3, Sheet L-1 - L-4). Plant materials consist of low- to moderate -water use plants and shrubs. Street side yards will be planted entirely with trees and shrubs, with no turf utilized. The proposed landscape plan is acceptable. The assorted species of plants add character to the community and provide diversity, while having the characteristics of being functional and low water users. Accent trees and shrubs are fully -utilized in complementing the architecture and layout of the residential units. Many of the plants are southwest desert species. RECOMMENDATION Recommend approval of Site Development Permit 2013-929 to the Planning Commission, subject to the attached Conditions of Approval. Monterra Site Development Permit Plan Set ARCHITECTURAL AND LANDSCAPING REVIEW BOARD CONDITIONS OF APPROVAL - RECOMMENDED SITE DEVELOPMENT PERMIT 2013-929 MONTERRA SEPTEMBER 18, 2013 Page 1 of 1 LANDSCAPE AND IRRIGATION 1 . The applicant shall comply with LQMC Sections 13.24.130 (Landscaping Setbacks) & 13.24.140 (Landscaping Plans) 2. Landscape and irrigation plans for landscaped lots and setbacks, medians, retention basins, and parks shall be signed and stamped by a licensed landscape architect. 3. All new and modified landscape areas shall have landscaping and permanent irrigation improvements in compliance with the City's Water Efficient Landscape regulations contained in LQMC Section 8.13 (Water Efficient Landscape). 4. The applicant shall submit the final landscape plans for review, processing and approval to the Community Development Department, in accordance with the Final Landscape Plan application process. Community Development Director approval of the final landscape plans is required prior to issuance of the first building permit unless the Community Development Director determines extenuating circumstances exist which justifies an alternative processing schedule. NOTE: Plans are not approved for construction until signed by the appropriate City official, including the Community Development Director and/or City Engineer. Prior to final approval of the installation of landscaping, the Landscape Architect of record shall provide the Community Development Department a letter stating he/she has personally inspected the installation and that it conforms with the final landscaping plans as approved by the City. If staff determines during final landscaping inspection that adjustments are required in order to meet the intent of the Planning Commission's approval, the Community Development Director shall review and approve any such revisions to the landscape plan. 5. The applicant or his agent has the responsibility for proper sight distance requirements per guidelines in the AASHTO "A Policy on Geometric Design of Highways and Streets, 5th Edition" or latest, in the design and/or installation of all landscaping and appurtenances abutting and within the private and public street right-of-way. 6. Front yard landscaping for each dwelling shall consist of, at minimum, 36" box trees (i.e., a minimum 2.5 inch caliper measured three feet up from grade level after planting), 5-gallon shrubs, and groundcover. Double lodge poles (two-inch diameter) shall be used to brace and stake trees. To encourage water conservation, no more than 50% of the front yard landscaping shall be devoted to turf. 7. A no -turf front yard option shall be provided for each plan type. Staff supports the overall site, architectural, and landscaping design of the proposed project, but is recommending redesign of the Community Building as it exceeds the approved specific plan height limit. BACKGROUND The 41.95 acre project site comprises the former resort core area within PGA West, designated as Planning Area III of the PGA West Specific Plan (Attachment 2). Properties adjacent to the site are developed with golf course and high -end residential uses, with the Palmer private clubhouse to the west, across PGA Boulevard, and the Stadium clubhouse immediately to the east of the subject property. The site was previously approved in 2008 for a 264-unit project known as Eden Rock at PGA West. That approval remains valid; however, the applicant has submitted a revised project based on changes in market conditions. Although the project's product design is changing, the specific plan's development standards remain applicable to the new proposal. PGA Boulevard is a major street, built as a 4-lane roadway, but it is private and therefore not designated in the Circulation Element of the La Quinta General Plan. PROPOSAL & ANALYSIS Project Overview: The project consists of 230 total dwelling units with revised site design and unit products. The applicant has filed Tentative Tract Map and Site Development Permit applications for the project Attachment 3). The SDP consists of building plans for three unit types; The Estates (64 single family detached units), The Haciendas (66 single family detached lots) and The Villas (100 single family attached condominiums). Depending on layout options, unit sizes range from 2,553 to 3,343 s.f. for The Estates; 1,916 to 2,447 s.f. for The Haciendas; and 1,458 to 2,261 s.f. for The Villas. In addition, a community pool, building and entry gatehouse are proposed. The site, architecture, landscaping, lighting and other components of the project are addressed below. Site Design: The overall site plan and circulation is illustrated on the cover sheet for Attachment 3. The Estates lots are located along the northern edge of the site, with The Hacienda lots primarily located along the southerly boundary of the project area. The Villas units are set in the central portion of the project. Overall, the site is graded in a terraced configuration similar to the original approval. The street system provides for the primary entry off PGA Boulevard at the west end of the project, with a secondary one-way egress only into the roundabout to the southeast at Spanish Bay. A golf cart access is also provided at the east end of the project, into what will be an expanded Stadium Clubhouse parking area at Lot 136 (Attachment 3, Sheet C1 1). The site slope falls generally from north to south. Various common areas and amenities are provided throughout the site. These include a community building with swimming pool, BBQ area and bocce ball court. There are additional open spaces along meandering pedestrian paths throughout the site. The proposed tentative grade elevations are generally consistent with those established under the specific plan, as based on the Eden Rock approval. Grade variations occur where the product areas interface with each other; the applicant has provided sections to represent the more significant grade variations between products (Attachment 3, Sheet C12 and Section 2, Sheet L-1 1). These interface variations are consistent with the originally approved specific plan, and will not create a significant increase in the number or extent of the grade variations beyond the originally approved site conditions. These variations are internal to the project and do not affect the project perimeters. The applicant has been working with homeowner groups on several issues, one of which is a concern for view impacts along PGA Boulevard. To address this, the project provides for deeper lots along PGA Boulevard for the Hacienda lots, to provide an average of 45 feet of additional setback. The units are also designed to load the second story elements toward the front of lots, which orients the Hacienda and Estate unit second story elements toward the interior of the project. This siting configuration will help mitigate the appearance of height viewed from outside the project. Architectural Design: Architectural plans are included for the residential units, as well as the gatehouse, community building and a pedestrian portal (Attachment 3, Sections 4 through 8). The architectural elements combine as mild Tuscan and Spanish Colonial/Andalusian architectural themes. These include the use of stone, ceramic tile, simulated wood shutters, garage and pedestrian doors, decorative iron, multi -pane windows, and similar materials combined with appropriate architectural detailing like exposed rafter tails/beams and precast trim. The primary exterior building finish use is stucco. While each unit type employs elements of both architectural styles, Spanish Colonial and Tuscan, the common buildings exhibit a more general Spanish influence. The project proposes architectural styles consistent with the approved specific plan, and typical of the architecture seen in La Quinta. The site's orientation within the PGA West project allows for an internalization of design, without negatively impacting the existing architecture. In addition, the varied number of merchant builders and their products has resulted in a fragmentation in architectural continuity over the years at PGA West. These Spanish Colonial and Tuscan influenced designs are prevalent throughout most projects in the City. Supplemental design elements (pop - outs, varying rooflines, etc.) appropriately enhance the buildings by providing sufficient architectural articulation and character. The height, mass, and scale of the buildings are appropriate for each proposed building location, and are consistent with the approved specific plan. Each of the unit types proposed is slightly reduced in height from the previously approved project. The Hacienda and Villas units utilize concrete tile roofing, where the Estates units show a clay tile material. Staff recommends that clay the be used for all units, and that a mudded effect be employed. This is consistent with the requirements of the existing specific plan approval for Eden Rock. The proposed height of the Community Building, at 40' 9", exceeds the specific plan height limit of 29 feet and will need to be reduced accordingly (Attachment 3, Sheet A7.02). This revision will be required before moving on to the Planning Commission. Staff also has a concern with the height of the pedestrian portal, at 20', and the gatehouse at 27' 1 ". These structures appear excessively tall for their purposes and proximity to PGA Boulevard, and could be reduced in height. Staff has no specific recommendation on a height reduction for those two elements, but would advise the ALRB to take this under consideration. Landscaping/Lighting/Walls: Landscaping throughout the project site is consistent with the approved specific plan, and consists of primarily desert and other low to moderate -water use plants (Attachment 3; Section 2, Sheets L-0 through L-19). There is a noticeable use of turf as an accent element throughout the common areas. The proposed tree palette includes several commonly used species, including Acacia, Palo Verdes, Fruitless Olive and Pepper trees, as well as Date Palms. The shrub palette includes Yucca, Bird of Paradise, Texas Ranger, Bougainvillea, Oleanders and Lantana, among others. Accents are primarily desert varieties, including Agave, Yucca Desert Spoon and Aloe. An off - site landscape plan has also been prepared for the perimeter landscaped setback along PGA Boulevard. Primary landscape elements for this area include California Fan Palms and Japanese Blueberry trees, with Pink Powder Puff along specified wall sections. Accents include desert compatible grasses and succulents, such as Deer Grass, Mexican Feathergrass, Agave and Century plants, with Dwarf Rosemary as a groundcover. In general, the proposed landscape palettes are consistent with the existing approved specific plan for PGA West. The assorted species of plants provide diversity and a consistent desert character to the site and proposed buildings. The use of Acacia, Citrus, Palo Verdes, and Palm species, among others, properly reflects a desert landscape architectural style, while providing sufficient screening and accents around the project site. Staff recommends the amount of turf be reduced in areas where it is used strictly as an accent. The PGA Boulevard landscaping has been designed based on input from the PGA West Master HOA, and Many species are not listed in the project specific plan palette, but the area involved is not actually part of It is designed to be low maintenance Lighting plans are provided and primarily address the common parking areas at the Villas unit locations (Attachment 3; Section 3, Sheets L-1 through L-6). No other lighting is shown. The parking area lighting consists of a 16' high pole -mounted LED luminaire, from a series designed to replicate an old world gas lantern (Attachment 3, Sheet L-6). A total of 31 pole locations are shown. The proposed on -site lighting is consistent with the City's outdoor lighting ordinance. Parking areas will be adequately lit using decorative fixtures or landscape lighting with strategically placed poles and carport lights. All lighting will be designed and located so as to confine direct light within the community boundaries. The photometric plans confirm that parking areas will be properly illuminated, without excess light and no illuminated hotspots. Staff recommends the two parking areas serving Villas 44 through 51 be shielded to minimize light wash into northerly adjacent Estate lots Wall plans provided primarily relate to interior areas, as the existing perimeter wall along PGA Boulevard has already been established (Attachment 3, Sheet L-9). Along the northern edge of the site, a combination masonry and tubular steel wall is proposed. At the main entry, curvilinear masonry walls with stone veneer will be constructed to a height of 3 to 4'. These will also be located at intersections along Street A. Interior walls separating the different unit types will be masonry, with plaster finish and pilasters set where property lines occur. Staff will require detailed lighting and wall plans for all project aspects as part of final landscaping plan review. The design of vehicular access points, internal circulation, and parking areas is generally acceptable. The proposed walkways sufficiently provide connectivity throughout the project site. Where such walkways are interrupted or otherwise limited by the vehicular circulation system, sidewalks have been provided to allow connectivity. Based on the specific plan parking requirements, adequate parking has been provided for the residences. Streets A, B, C and E allow on -street parking, and several off- street parking areas are provided near the Villas. All units have a two car garage, and guest parking is only needed for the Villas units, which are similar to a condominium/townhome design and are adequately parked. Sustainability: The proposed project design does not provide any specific environmentally -sustainable community features, such as active solar, hydronic heating/cooling systems, LEED design, etc. The applicant should incorporate more passive solar design into the proposed units, which can be required as part of the building permit process. The project will be required to meet the CalGreen Building Code, Title 24 requirements. The final landscaping plans will be required to meet or exceed the City's Water Efficiency Ordinance and Coachella Valley Water District water budget requirements. RECOMMENDATION That the Architectural and Landscaping Review Board recommend approval of Site Development Permit 2013-924 to the Planning Commission, subject to the attached Conditions of Approval. All landscape areas shall have landscaping and permanent irrigation improvements in compliance with the City's Water Efficient Landscape regulations contained in LQMC Section 8.13 (Water Efficient Landscape). Final landscape plans shall reflect a significant effort to reduce turf areas in all landscaping, common and private. 3. All rooftop mechanical equipment shall be completely screened from view. Utility transformers or other ground mounted mechanical equipment shall be fully screened with a screening wall or landscaping and painted to match the adjacent buildings. 4. The applicant shall submit final landscape plans for review, processing and approval to the Community Development Department, in accordance with the Final Landscape Plan application process. Community Development Director approval of the final landscape plans is required prior to issuance of the first building permit, unless the Community Development Director determines extenuating circumstances exist which justify an alternative processing schedule. NOTE: Plans are not approved for construction until signed by the appropriate City official, including the Community Development Director and/or City Engineer. Prior to final approval of the installation of landscaping, the Landscape Architect of record shall provide the Community Development Department a letter stating he/she has personally inspected the installation and that it conforms with the final landscaping plans as approved by the City. If staff determines during final landscaping inspection that adjustments are required in order to meet the intent of the Planning Commission's approval, the Community Development Director shall review and approve any such revisions to the landscape plan. 5. A detailed lighting plan shall be submitted, to include area lighting for pedestrian and other common areas. Pole lighting at the two parking areas serving Villas 44 through 51 shall be shielded to minimize light wash into the northerly adjacent Estate lots. Any walls at street intersections shall be limited to 30" in height, or as may be permitted based on sight distance review. 7. Front yard landscaping for each dwelling shall consist of, at minimum, 36" box trees (i.e., a minimum 2.5 inch caliper measured three feet up from grade level after planting), 5-gallon shrubs, and groundcover. Double lodge poles (two-inch diameter) shall be used to brace and stake trees. To encourage water conservation, no more than 50% of the front yard landscaping shall be devoted to turf. A no -turf front yard option shall be provided for each plan type. 8. All water features shall be filled and replenished in accordance with LQMC Section 8.13 (Water Efficient Landscape). All tile roofs shall be Mission clay, and incorporate a built-up mudding effect. All stucco coverings shall be a smooth, hand -trowel finish. 9.
