Planning Manager Sawyer led the Committee into the Pledge of Allegiance. ARCHITECTURAL AND LANDSCAPING SPECIAL MEETING REVIEW BOARD MINUTES 1 SEPTEMBER 18, 2013 BUSINESS SESSION Site Development Permit 2013-929 submitted by Monterra Properties, LLC. for consideration of architectural and landscaping plans for Monterra (TR 32742), a 14-acre tract, consisting of 40 single-family residential lots. Location: Monroe Street between Avenue 54 and Airport Boulevard. Associate Planner Jay Wuu presented the information contained in the staff report, a copy of which is on file in the Community Development Department. Mr. Mark Ladeda, President of Desert Coastal Developers, La Quinta, CA, introduced himself as the developer of the project, gave a brief description of the proposed residential development, and answered the Board's questions. Board Member Rooker provided the following suggestions for consideration by the Planning Commission: • Enhanced front door walkway separate from the driveway • Locate a single monument sign within a central island of the driveway instead of the two proposed signs on both sides • Additional use of color in the proposed landscaping palette Motion - A motion was made and seconded by Board Members Rooker/Gray recommending approval of Site Development Permit 2013-929, as submitted with staff's recommended conditions of approval and the addition of a condition requiring the adjustment of the location of the side wall to facilitate use of the golf cart space for Plan No. 1 . The clubhouse is part of the ongoing development of the Andalusia project, and continues the phased development of the site. The clubhouse is proposed to be 33,604 square feet, on a 3.44 acre site. Please see Attachment 3, Sheet S 1 . BACKGROUND The Andalusia at Coral Mountain project encompasses a total of 945 acres on the east side of Monroe, between Avenue 58 and Avenue 60. The project was originally approved through a Specific Plan that allowed for phased development of a number of planning areas. The golf clubhouse was originally planned for a site north of the current project; a Specific Plan Amendment is being processed concurrent with this Site Development Permit to relocate the clubhouse to this proposed location. The proposed clubhouse would occur in the center of the project, and will be adjacent to the existing tennis center and swimming pool. The addition of the golf clubhouse at this location will provide centralized social and community facilities for the residents. The clubhouse is proposed on land which currently accommodates the eastern end of the driving range, on the west side of Marbella, as well as an expansion of the parking lot currently located north of the tennis and swimming pool facilities. A central fountain and roundabout will straddle Marbella and tie all the facilities together. In the future, a 6,000 square foot Spa will be added immediately north of the tennis facilities, but is not part of the current request. PROPOSAL & ANALYSIS Architecture: The clubhouse is proposed to blend with the existing facilities adjacent to the site, and will be of a similar southern Spanish architecture. The building will be two stories in height, but only one story will be above the grade of Marbella. The lower floor will take advantage of the existing grade differential, and will occur below the street level. The architecture emphasizes the Spanish style through its use of red brick and stucco on the exterior walls, with accents of cut stone and stained wood trim and rafters. The roof is proposed to be clay tile, with standing seam copper accents above a central cupola, at the crest of the roof over the men's lounge, and several other roof elements throughout the building. The tile roof is conditioned to be hand -mudded to be consistent with the existing tennis buildings' finish. The plans call for extensive covered outdoor spaces located under arcades framed with cast stone columns. The design of the golf clubhouse is consistent with the high quality of development that occurs in Andalusia, and will continue the theme and character of the project. The mass of the building will generally extend to 25 feet above Marbella. A chimney proposed on the north side of the building will extend to 36 feet above Marbella. The lower floor, which will be below street grade, will be 11 feet in height, for a total building height of 36 feet. The architecture is consistent with the adopted Specific Plan and proposed Specific Plan Amendment, and the standards of the Zoning Ordinance, where applicable. Landscaping: The landscaping plan has been designed to integrate into the existing plantings on the site. Limited turf is proposed, primarily adjacent to the existing tennis facilities. The landscape palette continues the southern Spanish theme, by continuing the use of Olive trees and columnar Cypress. The olive trees consist of some existing trees to be relocated, and some to be added to the plan. In addition, Palo Verde species are included in the palette. Agave, bottlebrush, bougainvillea and rosemary, among others, are used as shrubs and ground cover in clearly delineated planting areas. The landscaping palette is consistent with that already in use on the project site, and will extend the character of the landscaping to the new clubhouse. The use of consistent plantings throughout the tennis, swim and golf clubhouse areas will unify the site and provide an appealing environment for the project's residents. The plant palette is varied and consistent with the theme of the project. The applicant is conditioned to meet the requirements of the City's Water Efficient Landscape ordinance, to assure low water use. RECOMMENDATION Recommend approval of Site Development Permit 2013-927 to the Planning Commission, subject to the attached Conditions of Approval. All trees added to the project site (not trees being relocated) shall have a minimum caliper of 2.5 inches. 5. All new and modified landscape areas shall have landscaping and permanent irrigation improvements in compliance with the City's Water Efficient Landscape regulations contained in LQMC Section 8.13 (Water Efficient Landscape). 6. The applicant shall submit the final landscape plans for review, processing and approval to the Community Development Department, in accordance with the Final Landscape Plan application process. Community Development Director approval of the final landscape plans is required prior to issuance of the first building permit unless the Community Development Director determines extenuating circumstances exist which justify an alternative processing schedule. NOTE: Plans are not approved for construction until signed by the appropriate City official, including the Community Development Director and/or City Engineer. Prior to final approval of the installation of landscaping, the Landscape Architect of record shall provide the Community Development Department a letter stating he/she has personally inspected the installation and that it conforms with the final landscaping plans as approved by the City. If staff determines during final landscaping inspection that adjustments are required in order to meet the intent of the Planning Commission's approval, the Community Development Director shall review and approve any such revisions to the landscape plan. 7. The applicant or his agent has the responsibility for proper sight distance requirements per guidelines in the AASHTO "A Policy on Geometric Design of Highways and Streets, 5th Edition" or latest, in the design and/or installation of all landscaping and appurtenances abutting and within the private and public street right-of-way.
