BACKGROUND AND OVERVIEW:
As part of the Annual Work Plan, representatives from local agencies have been asked
to present information regarding valley -wide services and services specifically in La
Quinta.
Mr. Tom Kirk, General Manager of the Coachella Valley Association of Government
(CVAG), has been invited to attend the meeting to provide the Commission with the
status of the Coachella Valley Link Trail (CV Link Trail).
The CV Link Trail is a 52-mile multi -purpose trail being planned along the upper portion
of the Whitewater Channel from Palm Springs to the Salton Sea. Utilizing existing
portions of paved trail, CV Link will interconnect the Coachella Valley cities and
provide a continuous concrete pathway for pedestrian, bicycle and neighborhood
electric vehicle modes of "clean and healthy" transportation.

CALL TO ORDER
A regular meeting of the La Quinta Community Services Commission was called to
order at 5:30 p.m. by Chairperson Fitzpatrick.
PRESENT: Commissioners Alford, Blakeley, Engel and Fitzpatrick.
ABSENT: Commissioner Lawrence
STAFF PRESENT: Edie Hylton, Community Services Director; Steve Howlett, Golf
and Parks/Landscape Manager; Tustin Larson, Recreation

Motion - It was moved by Commissioners Blakeley/Engel to confirm the agenda as

Motion - A motion was made by Commissioners Blakeley/Engel to approve the
June 10, 2013 Community Services Commission Minutes as approved. Motion
passed unanimously.

presented.

A Chairperson for the Commission is selected to preside over the meetings. An open
vote will be taken at the Commission meeting to select a Chairperson.
Voting Procedures:
All actions must be taken on a majority vote or by a majority of the quorum present.
On the passage of every motion, the vote shall be taken by voice or roll call as
appropriate. Staff will open and close nominations to the Commission for Chairperson.
The vote will be taken and the Chairperson will be elected.
Tie Votes:
In the case of a tie vote, an additional motion is made which obtains a majority vote to
break the tie. If a tie vote results at a time when less than all members are present,
the matter shall automatically be continued to the Agenda of the next regular meeting,
unless otherwise ordered by the body.
ALTERNATIVES:
The selection of a Chairman is necessary to meet the Municipal Code requirements to
effectively preside over the Community Services Commission meetings; therefore staff
does not have an alternative recommendation.

ITEM TITLE: WELCOME SIGNS INTO THE COVE CONSENT CALENDAR:

RECOMMENDATION:
Recommend two welcome signs into the Cove Neighborhood for City Council
consideration.
EXECUTIVE SUMMARY:
• The La Quinta Historical Society and the Cove Neighborhood Association are
interested in two signs placed in the medians into the Cove neighborhood.
• The La Quinta Historical Society (LQHS) wish to contribute $3,000 and
request that Art in Public Places funding be used.
• The signs will be located in the medians at Avenue 52 and Avenida
Bermudas and Eisenhower Drive and Calle Tampico.
FISCAL IMPLICATIONS:
Dependent upon the Community Services Commission's direction, Art in Public
Places (APP) funding of $6,760 will be used for the creation and installation of the
signs. Funding for these projects is available in the Art in Public Places Budget.
LQHS will donate $3,000 to the City toward the cost of the signs.
BACKGROUND AND OVERVIEW:
The City received a request from LQHS to design and install two welcome signs to
be placed in entry medians in the Cove neighborhood (Attachment 1). The signs
would be designed by local artist, Maria Hunt (Attachment 2).

The signs will be four feet tall by six feet wide with original artwork depicting a
desert landscape. The artwork will be digitally transferred and sealed onto a metal
backed sign (Attachment 3).
Maintenance requirements for these signs require less maintenance than the two
plywood signs that are currently in place on Eisenhower and Avenue 52. The
digital laminate transfer is graffiti resistant and can be easily replaced for
approxiamately $400. If approved by City Council, the City will be responsible for
the maintenance and replacement of the artwork as the signs are located in City
medians.
ALTERNATIVES:
As a result of the community involvement and investment from LQHS and the Cove
Neighborhood Association, staff does not have an alternative recommendation.

Dear Ms. Hylton,
The La Quinta Historical Society is interested in working with the city on a new project
to replace the welcome signs in La Quinta Cove.
The Society has had a thirty year history of maintaining artifacts and collections and
providing local history and cultural education by offering programs, tours and events.
As a part of our ongoing efforts to educate ourselves and highlight the rich history of the
area, we would like the city to consider commissioning the work of a local artist who
could design welcome signs that would identify the historic neighborhood of La Quinta.
Two signs would be created and located at the entrances to the cove. The informational
lettering would be on original artwork. These signs are important to the city of La Quinta
and are of interest to the Historical Society members and those interested in promoting
the city's heritage.
I would like the opportunity to meet with you to discuss the possibility of bringing this
issue to the City Council. We have secured Maria Hunt as the artist who will provide the
artwork. I would also like to request that Art in Public Places be considered for the
funding of these signs. The La Quinta Historical Society is willing to contribute $3000 to
the project to see it through to completion.

Proposal
Welcome Signs for Historic La Quinta Cove
SCOPE:
The creation of replacement signs welcoming visitors into the historic La Quinta Cove. The signs incorporate
early images of the cove with the welcoming text superimposed over the image. The signs will replace the large,
brown wooden signs in place today.
LOCATIONS:
The signs replace existing ones at on Avenue 52 between Washington Street and Avenitas Bermudas, and on
Eisenhauer at Calle Tampico
DESIGN SPECIFICS:
Both signs will be 4' x 6' composed of 4" round aluminum posts painted satin black, supporting a digitally printed
sign panel with a welded decorative aluminum scroll bracket beneath.
Process:
• An original piece of artwork will be created representing an early image of the La Quinta Cove.
• The artwork will be digitally transferred to an adhesive backed, vinyl laminate and attached to a
4'x6' metal sign. The laminate will be UV protected to resist fading and anti -graffiti treated.
• The completed metal sign will be mounted on satin black 4" aluminum posts with decorative
caps and a welded black aluminum scroll bracket.
• The completed signs will be professionally installed at the cove entry locations.
ARTIST:
Maria Hunt, a participant in North La Quinta Public Art Utility Box project, and professional artist, will create the
original artwork and will coordinate the project until completion.
ARTWORK:
The original piece of art is a 19" x 25" watercolor painting. The City of La Quinta will retain ownership of the
original art, copyright will be shared with the City, La Quinta Museum, and the artist.

Turnaround time for the creating the signs is 2-3 weeks from receipt of original artwork. The signs will be
professionally installed, coordinating with Public Safety Department of City of La Quinta. The manufacturing
process should take 2 weeks upon approval from the City of La Quinta. Approximate time for project should
be 30 days once all approvals are made.
MAINTENANCE:
Minimal maintenance of washing with a non abrasive cleaner is sufficient.

Maria Hunt
Personal:
After 30 years as a successful business woman, Maria Hunt took up her childhood passion for art with
classes at College of the Desert, in 2000. To refine her skills, she studied under accomplished Plein Air
artists both privately and through workshops throughout the West. Her love of nature made painting
outdoors the focus of her works (except in the Summer, when watercolor and still life painting
dominate). In addition to painting, Maria has focused her creativity and sensitivity in the classroom,
helping others unlock their creative skills.
Professional Experience:
• Instructor and Demonstrator for adults (Local Watercolor art clubs) and children: LQAF Volunteer at
Cesar Chavez Elementary (Coachella), Boys and Girls Club, (Indio), Art for families of Iraq -bound Marines

Dear Edie,
I am writing in regard to the proposed entry signs that the La Quinta Historical Society will
propose to the Community Services Commission_
The original brown signs that now welcome drivers to the Cove on Avenue S2 and on
Eisenhower were posted at the urging of CNA some years ago. Our intent concerning this new
version is to share costs with the City by soliciting funds via our Cove Association website.
When the project is approved, we will launch our drive to augment the City funding.
On behalf of the Cove Neighborhood Association Steering Committee, I would like to endorse
the conceptual drawing of a new Cove entry sign that Maria Hunt presented to the La Quinta
Historical Society on September 4, 2013.
In addition to several members of the Historical Society Board who also serve on the Steering
Committee, Kay ;Wolff and I were also present for the unveiling of the artwork.
Both Kay .and I were impressed with the quality of the art work, and offered some opinions
and suggestions, which were embraced by the group, including the artist, Ms. Hunt.
Linda Williams has forwarded to us a new image that represents all the suggestions made that
afternoon. The modifications have produced a fine welcome to people entering the Cove
Speaking for our Association, we would like to encourage the Commission to approve the
design and recommend it to the higher powers.

Community Services Updates
For September 2013
The Adopt -A -Park Program has received inquiries and two community groups and
one individual have volunteered for this opportunity. The Family YMCA of the
Desert at Vista Dunes has adopted Adams Park. The La Quinta High School ROTC
has adopted La Quinta Park. A Cove resident has adopted the Bear Creek Trail and
Fred Wolff Nature Preserve. These volunteers will provide service to each of these
facilities for the better enjoyment of all users. The Community Services
Department is still accepting applications for the Adopt -A -Park Program.
The lake aeration, bio-filter, circulation, and center fountain systems are all
functioning following the recent restoration of the Civic Center Campus Lake. The
water clarity continues to improve weekly as the systems continue to function.
Staff is still waiting for the ozone system to be installed. This system is custom
made for its application and will provide treatment for algae without needing
chemicals. Once the ozone system is installed and functioning, staff will have the
fish relocated from the upper lake back to the main lake.
Water from the August 25, 2013 rain storm had undermined a section of sidewalk
behind the Library. A local contractor was hired to remove the 30 foot long
section and install a new sidewalk. The sidewalk repair did not block any access
into the Civic Center Campus.
