REQUEST: CONSIDERATION OF ARCHITECTURAL AND LANDSCAPING PLANS FOR TRACT 30834 (STONE CREEK RANCH) LOCATION: NORTH SIDE OF AVENUE 58, ± 1 /2 MILE WEST OF MADISON STREET EXECUTIVE SUMMARY The construction of 70 homes is proposed in a previously -approved tract, where five homes currently exist (Attachment 1). The proposed architectural and landscaping plans conform to the development standards of the La Quinta General Plan and Municipal Code. Staff has worked with the applicant and existing homeowners within the tract to incorporate specific revisions that are agreeable to all parties. BACKGROUND Stone Creek Ranch (TR 30834) was approved in 2003. Architecture and landscaping plans were subsequently approved that same year, and again in 2005 for Toll Brothers after they purchased the tract from the original developer. The 29-acre tract consists of 76 single-family residential lots, five of which have existing homes built by the original developer (Attachment 2 and Attachment 3). One vacant residential lot is owned by an individual and is not a part of this request. Existing PGA West residential areas are located to the north and west of the project. PROPOSAL & ANALYSIS Architecture: Five floor plans are proposed, each having three different front elevation treatments referred to as Tuscan, Santa Barbara and Contemporary/Desert Contemporary architectural styles. The Contemporary and Desert Contemporary elevations differ only in that Desert Contemporary incorporates stone facade treatments. The floor plans range from approximately 2,779 square feet to 3,976 square feet. Architectural features vary based on style, but typically include shutters, decorative iron accents, and stone wall facades. Exterior materials consist of stucco walls, stone veneer accents, and various shades of concrete S-tile roofing. Exterior colors vary from light to medium earth tones, with darker trim colors. The proposed units provide less detail and architectural depth than the originally approved Stone Creek units as the five existing homes incorporate high quality design elements, such as mudded two-piece clay tile, exterior plaster finish, exposed rough - sawn roof beams, four-color split face cultured stone veneer, and decorative items such as carriage lantern fixtures, ornamental wrought iron, wooden window shutters and French doors. Based on staff and existing resident concerns with the level of architectural detail between certain models of the proposed units and the existing homes and improvements at Stone Creek Ranch, staff requested that Toll Brothers work with the residents to address the compatibility concerns, specifically related to two-story units and concerns with the Contemporary/Desert Contemporary architectural elevations. Staff requested Toll Brothers provide, in writing, evidence that the homeowners are in concurrence with their proposed plans. As a result, staff has received a letter from Toll Brothers which incorporates correspondence, signed by the homeowners, that sets forth their preferences regarding specific siting and building design parameters related to unit types that may be built (Attachment 4). These include items such as where additional two-story units and certain architectural styles may be sited, upgrades, and accents/finishes. To the extent they are appropriate and enforceable, these items have been incorporated with the recommended conditions of approval and agreed upon by the applicant.. The Tuscan and Santa Barbara styles, and color/material schemes will blend with the existing units at Stone Creek as they are consistent in massing, size and basic appearance. The applicant made revisions to the Contemporary/Desert Contemporary style based on resident comments, which are acceptable to the residents and staff, and have been incorporated into the plan review set. The architectural styles and layout of the proposed units are well designed, compatible with the existing surrounding residential communities, and are generally consistent with the development standards in the La Quinta Municipal Code. Unit Siting: Building height limitations of the Zoning Code restrict the location of the proposed second story units within the tract. Because there are five existing one-story units at Stone Creek Ranch, new two-story units will be restricted on lots that border these units. Conditions on Toll Brothers prior SDP approval have been incorporated into their preliminary siting plan (Attachment 5; Site Plan Sheet 1). All siting related conditions from the prior approval are being retained, along with additional siting conditions as a result of Toll Brothers' agreement with the existing homeowners. Landscaping: The project infrastructure, common area landscaping and other permanent improvements have all been completed and accepted by the City; the applicant only proposes landscaping plans for the individual unit front yards (Attachment 5; Sheets L- CS through LD-1). These plans incorporate a mix of Tipuana and California Pepper trees (24" box), and Fan Palms as their major elements. Shrubs and groundcover consist of a mix of several commonly used materials such as Lantanas, Red Yucca and Texas Ranger. Desert Gold decomposed granite is the primary inert cover. Two of the five plans allow for small sod areas as an accent. The proposed landscape plans are acceptable, with exception of the use of California Peppers. The ALRB and Planning Commission have previously expressed concern with this tree, as it is prone to wind damage and increased maintenance. Staff recommends that the ALRB suggest an alternative tree type. Staff also recommends tree sizes be increased to 36' box, with a minimum caliper of 2.5", which is consistent with current requirements. Otherwise, the assorted species of plants are functional and low water users, as many are southwest desert species. The landscape palettes complement the architecture and layout of the residential units. RECOMMENDATION Recommend approval of Site Development Permit 2013-930 to the Planning Commission, subject to the attached Conditions of Approval. The applicant shall comply with LQMC Sections 13.24.130 (Landscaping Setbacks) & 13.24.140 (Landscaping Plans) 2. Landscape and irrigation plans for landscaped lots and setbacks, medians, retention basins, and parks shall be signed and stamped by a licensed landscape architect. 3. All new and modified landscape areas shall have landscaping and permanent irrigation improvements in compliance with the City's Water Efficient Landscape regulations contained in LQMC Section 8.13 (Water Efficient Landscape). 4. The applicant shall submit the final landscape plans for review, processing and approval to the Community Development Department, in accordance with the Final Landscape Plan application process. Community Development Director approval of the final landscape plans is required prior to issuance of the first building permit unless the Community Development Director determines extenuating circumstances exist which justifies an alternative processing schedule. NOTE: Plans are not approved for construction until signed by the appropriate City official, including the Community Development Director and/or City Engineer. Prior to final approval of the installation of landscaping, the Landscape Architect of record shall provide the Community Development Department a letter stating he/she has personally inspected the installation and that it conforms with the final landscaping plans as approved by the City. If staff determines during final landscaping inspection that adjustments are required in order to meet the intent of the Planning Commission's approval, the Community Development Director shall review and approve any such revisions to the landscape plan. 5. The applicant or his agent has the responsibility for proper sight distance requirements per guidelines in the AASHTO "A Policy on Geometric Design of Highways and Streets, 5th Edition" or latest, in the design and/or installation of all landscaping and appurtenances abutting and within the private and public street right-of-way. 6. Front yard landscaping for each dwelling shall consist of, at minimum, 36" box trees (i.e., a minimum 2.5 inch caliper measured three feet up from grade level after planting), 5-gallon shrubs, and groundcover.
