A regular meeting of the La Quinta Community Services Commission was called to
order at 5:30 p.m. by Commissioner Fitzpatrick.

EXECUTIVE SUMMARY:
• The Senior Inspiration Award provides the opportunity to recognize and
honor outstanding senior citizens for their community volunteer involvement
throughout the Coachella Valley.
• Each City nominates an individual to be recognized for their volunteerism
with the City and/or the Coachella Valley.

BACKGROUND/ANALYSIS:
The Community Services Commission is being asked to select one outstanding
senior recipient who meets the following criteria: the honoree should be at least 70
years old; reside in/or volunteer in La Quinta; demonstrate active involvement in
community affairs; and personify a healthy and active attitude and lifestyle.
Staff sent out a letter (Attachment 1) to the following organizations: La Quinta
Chamber of Commerce, La Quinta Historical Society, La Quinta Rotary Club,
Friends of the La Quinta Library, La Quinta Arts Foundation, Friends of the La
Quinta Senior Center, and Soroptomist International of La Quinta requesting
nominees for the 2014 Senior Inspiration Award Program.
The following nominations were received:
Dick Anderson submitted by the La Quinta Rotary; and
Barbara Paumier submitted by Kay Wolff.
The nominees have met the criteria for the award and a brief synopsis is provided
in Attachments 2 and 3. The Senior Inspiration Awards Luncheon will be held on
Friday, March 14, 2014 at the JW Marriott Desert Springs in Palm Desert.

Coachella Valley have sponsored the annual Senior Inspiration Awards. Each city
selects one recipient (a single man or woman) as their outstanding senior recipient
for this event. This year the event will be held on Friday, March 14, 2014 at the JW
Marriott Desert Springs in Palm Desert.

Reason for nomination:
Barbara Paumier (age 82) has had a long relationship with La Quinta. Her parents built a house
in the Cove when it was very sparsely populated. After retirement in 1973, she moved to the La
Quinta Cove and helped her mother run the family business that produced lettering for athletic
apparel.
Later, Barbara worked part time with the Capra family, acting as "Girl Friday" for Mrs. Frank
Capra over a 20-year period. She has many memories and memorabilia from this tenure with the
famous Hollywood director and writer.
But it didn't take long until Barbara expanded her work into the community where she has
worked with non-profit groups that serve the area's most needy, principally at St. Francis of
Assisi Church, First Book, and in Martha's Village and Kitchen, volunteering that continues to
this day.

2014 Senior Inspiration Awards
CITY NOMINATION FORM
Long before St. Francis church was even a dream, Barbara was part of the Roman Catholic
community in La Quinta that would meet at the old Community Center in the Community Park.
Father Bluett was pastor there, and Barbara became one -person ladies auxiliary for him and the
congregation; did the church bulletin, answered phones, cared for the vestments, banked the
Sunday collection, attended to Father's laundry, ran errands and made sure he had food when he
was ill.
Barbara began her work with Martha's when it operated out of a parish hall and was known as
Martha's Kitchen, serving food to needy people. The dream was to open a full -service residence
for the homeless across the Valley. She was lured into helping out "just a bit" in organizing the
very first golf tournament fundraising event, which has now become an annual affair. The rest,
as we say, is history. Although heavily involved in administrative duties, she is always available
to work in all aspects of the organization, from the kitchen to leading tour groups to working in
the nursery to phoning potential donors for contributions.
Barbara was awarded the Regional Access Project's Volunteer Appreciation Award in 2003 for
her impact on her community. In 2004 she was awarded the "Sharing God's Blessing Award"
for her fundraising and volunteer coordinating activities.
In additional to her ongoing volunteering at the church and Martha's Kitchen, Barbara has more
recently been a volunteer tutor at Las Palmitas Elementary School in Thermal and the First Book
non-profit organization that distributes book to young student in poverty areas of the Valley.

labored as hard on behalf of Martha's and other charities as many of us do during our work

Dick Anderson was the driving force this year to bring clean
water to 4 trailer parks located in Thermal Mecca and Oasis.
These trailer parks will not be on line with Indio Water for man
ears and have contaminates in the water including arsenic.
Dick secured the funds to install water filters in 4 trailer parks.
He is still working with agencies to secure more funds for future
trailer parks and ongoing servicing.
Dick Anderson is also an important part of a program called the
Guatemala Literacy Project, which brings badly needed text
books and computers to impoverished schools in remote areas
of Guatemala. He has been a fund raiser and hands on steward
of this project for many years and returns to Guatemala often
to help the project.

Dick has also secured funds as the grant writer for La Quinta
High School scholarships that La Quinta Rotary gives every yea
to deserving students.

Staff is updating the Commission on the progress of the project and seeking
feedback regarding the proposed facility renovation and expansion.
EXECUTIVE SUMMARY:
The expansion and renovation of the Senior Center is a part of the City Council's
vision to expand the Health and Wellness services in the community. The building
improvements include:
• The expansion of approximately 5,900 sq. ft. of new recreation space.
• The development of a fitness area with cardiovascular and strength training
equipment.
• Classroom space for fitness classes and other leisure enrichment programs.
• Updated reception area with increased visibility of customers.
• Implement Wi-Fi in the expansion; update the finishes and furnishings in the
existing building, and complete the ADA requirements.
• Enhance the outdoor terrace areas with improved seating, shade, and herb
and small vegetable gardens that users will maintain.
This project is part of the 2013/2014 Capital Improvement Program. City Council
has selected the Design -Build Team of Pearson Architects/Doug Wall Construction
to design and build the facility. Renderings of the schematic design plans are
included as Attachment 1.
FISCAL IMPACT:
Expansion and renovation costs of $3,300,000 have been budgeted. Funding is
appropriated from the Community Center Development Impact Fee (DIF) Fund and
Quimby funds for this project.

The annual cost to operate the expanded facility is estimated at approximately
$50,000. This includes utilities, janitorial, supplies, and part-time staff.
Revenues from classes and use of the fitness area would fund the operational costs
of the expansion. If 1,000 annual memberships at $50 per person are sold, the
operating cost for the expansion will be covered with no new expenses , to the
General Fund.
BACKGROUND/ANALYSIS:
The Senior Center was built in 1994 and serves adults in the community with
programs in the areas of health and wellness, social services, art, dance, and leisure
activities. All classes and programs are open to participants 18 years of age and
older. The average participant age range is 50 to 65. The Senior Center offers
classes to the general public Monday through Thursday evenings and the rooms in
the facility are rented when not in use.
The well -attended programs are health and wellness related. The facility offers
classes in Aerobics, Yoga, Pilates, and Zumba. These classes are held throughout
the year.
At a previous City Council meeting, Council Member Franklin suggested a name
change to the Senior Center. Staff is investigating options and will bring
suggestions back at a later date. In discussions with the Friends of the Senior
Center and other users of the facility, several people suggest that "Adult" remain in
the name.

Staff is updating the Commission on the distribution of programs and special events
that occur at various facilities located throughout La Quinta.
EXECUTIVE SUMMARY:
• North La Quinta currently has 29 active programs at six facilities. Most are
youth and adults sports that take place year round. Dance and cheerleading
programs are held in the dance room at La Quinta High School. Special
events are also held in the north area.
• Central La Quinta currently has 73 active programs that are scheduled for the
year; 48 of these programs are ongoing and take place at the La Quinta
Senior Center. Other facilities in this area provide various youth and adult
sports, special events, guided walks and hikes, aquatics, and fitness
programs.
FISCAL IMPACT:
Fees are collected from classes that are held at the La Quinta Senior Center, La
Quinta High School, Boys & Girls Club Gym, Fitness Classroom and Library. The
City uses contract instructors for these services and receives 30% of the fees from
classes held.
Fees are also collected from sports associations who utilize field space at various
park facilities. The fees collected from the sports associations are flat fees based
on $5 per resident player and $10 per non-resident player. The children who
receive league scholarships are exempt from paying player fees to the City.
BACKGROUND/ANALYSIS:
In May of 2007, the Community Services Department completed a Master Plan and
citywide survey of resident needs. The findings indicated that residents wanted

more fitness and wellness programs and facilities. Since then increased programs
and events were developed throughout La Quinta.
In north La Quinta (north of Highway 1 1 1) sports programs are offered at Colonel
Mitchell Paige, Adams Park, Monticello Park, and La Quinta Park. La Quinta Park
has a highly attended adult boot camp program; the instructor is trying to start a
youth boot camp program at this location. At La Quinta High School dance and
cheer classes are offered for youth and adults. Staff is seeking aerobic instructors
to develop more programs in this area. Moonlight Movies will be offered this year
at various park sites. A Dog O'Ween event was held at Pioneer Dog Park and the
Easter Egg Hunt and Chalk Drawing Contest will be held at La Quinta Park this
spring (Attachments 1 and 2).
In central La Quinta (between Avenue 54 and Highway 1 1 1) the majority of classes
are held at the La Quinta Senior Center. During the daytime hours, programming is
provided in fitness, dance, art, music, computers, and other leisure enrichment
topics. These classes are open to the public for adults 18 years of age and older
and are offered year round. In the evening hours classes are available for youth and
adults. Yoga classes are held in the Library and fitness classes are offered in the
former Fitness Center at the Boys & Girls Club. Free open gym basketball and
volleyball programs are held three nights a week. The Fitness Center located at La
Quinta Community Park is highly attended year round with over 2,000
memberships (Attachments 3 and 4).
Throughout the year various special events are held in Old Town, La Quinta
Community Park, Civic Center Campus, Fritz Burns Park and Pool, the Cove Oasis,
and SilverRock Golf Course. The most frequented events are the monthly guided
walks and hikes, disc golf tournaments, and sporting events for the youth. During
the summer months fitness classes are highly attended. The aquatic programs and
the annual Summer Golf Tour are offered to the public and have good attendance
numbers (Attachment 5).
South of Avenue 54 is primarily gated communities with their own programs and
facilities so there are few programs offered. The staff at Lake Cahuilla has worked
with the City to provide special events such as fishing derbies, hikes, and the Civil
War Reenactment. The City promotes this facility on its website.

Parks Activities Updates
For October 2013
The Civic Center Campus, Fritz Burns Park, and the picnic area at La Quinta Park
were over -seeded in October. The rest of the parks will allow the turf to be
dormant through the winter season. Last year, as a cost savings measure, it was
decided that only the facilities that generate revenue through rentals will be over -
seeded. Daily trash clean-up and weekly maintenance will continue at all of the
facilities regardless of the turf being dormant.
Annual facility maintenance has been completed at La Quinta Park and the Sports
Complex. The annual maintenance includes installation of new sports field lights
and fresh paint for the facilities. The fields were closed during the summer months
for aeration and field renovation.
As the night time temperatures continue to drop, the water temperature for the La
Quinta Park interactive water is also dropping. The water for the play feature is
stored in an underground tank without a heating system. Therefore, the water
feature is closed annually on October 31. It will reopen at the end of April,
weather permitting.
