A regular meeting of the La Quinta Financing Authority was called to order at
6:24 p.m. by Chairperson Adolph.

MOTION A motion was made and seconded by Authority Members Evans/
Henderson to approve the minutes of November 19, 2013 as submitted. Motion
passed unanimously.

Revenue and expenditure reports are submitted to the Financing Authority
for review.
The reports summarize year-to-date revenues and expenditures of the
Financing Authority.
FISCAL IMPACT:

BACKGROUND/ANAYLSIS:
Revenue and expenditure reports are submitted to the La Quinta Financing
Authority monthly to review, receive, and file. Attached is the transmittal of the
November 30, 2013 Statements of Revenues and Expenditures for the Financing
Authority.
The La Quinta Financing Authority has collected 87.0% of its projected revenues
through November 30, 2013. Expenditures are at 87.3% of the budgeted
amounts. The revenue and expenditure difference is funded from Financing
Authority reserves. Revenues received are transferred from the General Fund to
pay for the interest and principal payments for the Civic Center bonds.

Receive and file the La Quinta Financing Authority Financial Statements contained
within the Comprehensive Annual Financial Report for the Year Ended June 30,
2013.
EXECUTIVE SUMMARY:
The Financial activities of the La Quinta Financing Authority are contained in
the Comprehensive Annual Financial Report (CAFR) and are reported as a
Debt Service Fund Type on pages 88 and 96 of the financial statements.
The 1996 bonds were issued to construct the Civic Center.
The revenue stream to pay the interest and principal payments on the bonds
originates in the General Fund and is transferred to the Financing Authority
to make those payments.
FISCAL IMPACT:
None.
BACKGROUND/ANALYSIS:
The 1996 Civic Center refunding bond issue is accounted for in the CAFR Debt
Service Fund. During the year, the expenditures were $300 more than the
revenues received, decreasing the fund balance by that amount. This decrease can
be seen on the Combining Statement of Revenues, Expenditures, and Changes in
Fund Balances on page 96 of the CAFR.
ALTERNATIVES:

State Law requires the Financing Authority Board to receive and file the CAFR.
Therefore, staff does not recommend alternatives to the recommended action.
