MOTION A motion was made and seconded by Authority Members Adolph/

EXECUTIVES SUMMARY:
Revenue and expenditure reports are submitted monthly to the La Quinta
Housing Authority for review.
The reports summarize year-to-date revenues and expenditures of the
Housing Authority.
FISCAL IMPACT:
None.
BACKGROUND/ANAYLSIS:
Revenue and expenditure reports are submitted to the La Quinta Housing Authority
monthly to review, receive, and file. The transmittal of the November 30, 2013
Statements of Revenues and Expenditures for the Housing Authority are attached
(Attachments 1 and 2, respectively).
The La Quinta Housing Authority has collected 35.4 percent of its projected
revenues through November 30, 2013. Revenues consist mainly of rental income
for City-owned properties in the Cove and Federal Government Assistance
payments for the Washington Street Apartments Project. Expenditures are at 35.5
percent of the budgeted amounts. The expenditures consist mainly of costs related
to maintain the housing program.

Receive and file the La Quinta Housing Authority Financial Statements contained
within the Comprehensive Annual Financial Report for the Year Ended June 30,
2013.
EXECUTIVE SUMMARY:
The La Quinta Housing Authority Financial Statements are included in the
Comprehensive Annual Financial Report (CAFR). Project Area No. 1 is listed
on pages 86 and 94 and Project Area No. 2 is listed on pages 20 and 24.
The fund balance of the Housing Authority decreased by approximately $7
million, mainly due to funding the Coral Mountain apartment project.
FISCAL IMPACT:
None.
BACKGROUND/ANALYSIS:
The La Quinta Housing Authority was established on September 15, 2009. The
purpose of the Housing Authority is to provide safe and sanitary housing
opportunities for La Quinta residents. Although the Housing Authority is legally
separate, it is reported as if it were part of the City because the governing board of
both entities is identical. Therefore, the financial activities of the La Quinta
Housing Authority are contained within the CAFR and are reported as a Special
Revenue Fund type.
The Housing Authority is accounted for in two separate funds; Project Area No. 1
and Project Area No. 2. During the year, fund balances in both funds decreased by
approximately $7 million. During the year, the Housing Authority received $17

million of contributions from other agencies and $24 million was placed in an
escrow account to fund the construction of the Coral Mountain apartment project.
ALTERNATIVES:
State Law requires the Housing Authority Board to receive and file the CAFR.
Therefore, staff does not recommend alternatives to the recommended action.

EXECUTIVE SUMMARY:
On September 15, 2009, the City Council established a Housing Authority.
The Housing Authority approved a resolution, which adopted by-laws
establishing the procedure for electing the Chair and Vice-Chair.
The by-laws state that the Authority shall annually, at its first meeting held
after December 30, vote to elect one of its members as Chairperson and
elect another as Vice-Chairperson. The by-laws also state that the Mayor
may not be selected as the Chairperson.
FISCAL IMPACT:
None.
