EXECUTIVE SUMMARY The Community Services Department is proposing the expansion of the building currently used as the Senior Center to become a community -wide health and wellness center. The project will add 5,990 square feet to the existing 10,250 square foot building. BACKGROUND The Senior Center is part of the Civic Center, and currently serves residents 55 years or older with a variety of programs, including exercise and art classes, luncheons, movies and similar functions. As part of the City's Healthy Eating Active Living (HEAL) program, the Community Services Department has commissioned the design of an expansion of the building to accommodate all residents with an expanded facility and program. P:\Reports - PC\2014\PC 1-28-14\PH 1_SDP 13-935 LQ Health & Wellness Ctr\PH 1 (1)_SDP 13-935 PC REPORT - ds.docx Page 1 of 4 PROPOSAL & ANALYSIS Architecture: The existing Senior Center building consists of a stucco structure with a the parapet roof. A porte cochere and tower element comprise the entry area on the western end of the building. The expansion will add space on the eastern and northern ends of the existing building. The addition is planned to blend into the existing structure, so that a uniform appearance will result when the project is complete. The most prominent addition to the building will be a clerestory tower, rising to a height of 20' 10", on the eastern end of the structure. This element will bring additional light into the gym, and could also serve as a thermal chimney. The new building will also include large windows on the east, north and northeast, to improve the indoor -outdoor connection, particularly in the gym area. The windows will be designed to be opened, allowing gym members to work out in fresh air when the weather is pleasant. A metal fencing system, similar to that currently existing at City Hall and the Library, will enclose the patio areas, and provide visual breaks in the wall planes. A two-piece mission tile is proposed for the roof, which will continue to be in the parapet style. It is planned to match the existing roofing in style and color. The stucco color will remain the same as the current building. The building design is consistent with the existing structure and the Civic Center in general, and with the standards of the Zoning Ordinance. Landscaping: The landscaping plan (provided in the Plan Set, Attachment #3), will be an enhancement to the existing landscaping around the building. The landscaping on the southern, eastern and northern sides of the building will be expanded. Desert landscaping is proposed immediately adjacent to the expansion area, to include Yucca and Bougainvillea, as well as Lantana and Fescue. These plantings will provide an attractive view from the gym and classroom areas, particularly given the expanse of windows planned for the addition. A new putting green is also proposed on the north side of the building. The project will be conditioned to comply with the City's Water Efficient Landscaping requirements. Parking: The existing parking adjacent to the building will be re -configured to accommodate the required ADA parking spaces. This will result in the loss of one parking space, and a new total of 37 spaces. In addition, as part of the Civic Center complex, parking is available to the west of the building. These two areas provide a total of approximately 131 parking spaces. The addition of the gym and aerobics room generates a need for 21 parking spaces, which can be accommodated within the existing parking areas, particularly since activities within the building and the near- P:\Reports - PC\2014\PC 1-28-14\PH 1_SDP 13-935 LQ Health & Wellness Ctr\PH 1 (1)_SDP 13-935 PC REPORT - ds.docx Page 2 of 4 by library will occur at different times of the day — senior and classroom activities are weekday daytime activities, while the gym will be most intensely used during the evening and early morning hours. ARCHITECURAL AND LANDSCAPING REVIEW BOARD RECOMMENDATION: On January 15, 2014, the Architectural and Landscaping Review Board considered the proposed expansion, and recommended Planning Commission approval of the site development permit subject to the recommended conditions of approval (Attachment 4). Board members recommended security lighting be placed inside the screened patios to improve security, and that particular attention be paid to the landscaping along the edges of the building, which is currently not in optimal condition. CITY COUNCIL REVIEW: During the January 21, 2014 meeting, City Council considered the proposed expansion as a study session item. Council Members generally supported and provided favorable comments regarding the project. However, some design concerns were voiced, which are summarized as follows: • Clerestory Tower: Council members did not support this element and have asked staff and the design team to remove it due to concern over the additional project cost of approximately $180,000 and questioning the functional value of the thermal chimney, particularly in a fitness center where temperature control is very important. The design team is currently revising the drawings to represent removal of the clerestory. Due to the limited time between the City Council and Planning Commission meetings, revised drawings were not available for distribution with the meeting packet. However, it is anticipated that revised drawings representing removal of the clerestory will be available at the Planning Commission meeting. • Landscaping: Council members emphasized to the design team their desire to see a water efficient desert scape design. The design team was directed remove the annuals proposed in front of the fitness center windows and replace with perennials. The design team is currently considering the comments provided. • Hallway: Concern was raised with regards to the need for the north hallway (hallway #1) as the value and necessity of such was questioned when the space could be used to increase the size of the adjacent leisure enrichment and art rooms. With two interior hallways currently designed, removal of this hallway would still provide for an interior access to the fitness center and it was suggested that the north patio could provide a second access with the double doors relocated slightly to the northeast. The design team is considering this item. Comments provided encouraged staff to consider using a different accent color for this project. The accent color is not heavily used at the Senior Center. The most prevalent area involves the walls and gates of the outdoor patio spaces. Staff is currently considering different colors with a preference towards the use of either bronze or beige. AGENCY & PUBLIC REVIEW: Public Agency Review: This request was sent to all applicable City departments and affected public agencies on December 12, 2013. All written comments received are on file and available for review with the Community Development Department. All applicable comments have been adequately addressed and/or incorporated in the recommended Conditions of Approval. Public Notice: Notice of the hearing was mailed to all property owners within 500 feet of the Civic Center. To date, no comments have been received from adjacent property owners. Any written comments received will be distributed at the Planning Commission hearing. ENVIRONMENTAL REVIEW The Community Development Department has determined that this project is exempt from the California Environmental Quality Act (CEQA), under Guidelines Section 15301 and 15332, Existing Facilities and Infill Development, respectively. Consistency with the Zoning Code The proposed project is consistent with the Zoning Code, and complies with the development standards of the Major Community Facilities zone. 3. Architectural Design The architecture and layout of the expansion is compatible with, and not detrimental to, the existing Senior Center building, and the other buildings within the Civic Center. The expansion project was reviewed by the City's Architecture and Landscaping Review Board (ALRB) and found to be complementary to the Senior Center's existing architectural style. 5. Landscape Design The proposed project is consistent with and implements the standards for landscaping standards and requirements in the General Plan and Zoning Code. The landscaping plan will improve and expand the existing landscaping, and be consistent with the City's requirements for water efficient landscaping. This Site Development Permit shall comply with the requirements and standards of Government Code § § 66410 through 66499.58 (the "Subdivision Map Act"), and Chapter 13 of the La Quinta Municipal Code ("LQMC"). The City of La Quinta's Municipal Code can be accessed on the City's Web Site at www.la-quinta.org. 2. A. For construction activities including clearing, grading or excavation of land that disturbs one (1) acre or more of land, or that disturbs less than one (1) acre of land, but which is a part of a construction project that encompasses more than one (1) acre of land, the Permitee shall be required to submit a Storm Water Pollution Protection Plan ("SWPPP") to the State Water Resources Control Board. The applicant or design professional can obtain the California Stormwater Quality Association SWPPP template at www.cabmphandbooks.com for use in their SWPPP preparation. B. The applicant shall ensure that the required SWPPP is available for inspection at the project site at all times through and including acceptance of all improvements by the City. C. The applicant's SWPPP shall include provisions for all of the following Best Management Practices ("BMPs") (LQMC Section 8.70.020 (Definitions)): 1) Temporary Soil Stabilization (erosion control). 2) Temporary Sediment Control. 3) Wind Erosion Control. 4) Tracking Control. 5) Non -Storm Water Management. 6) Waste Management and Materials Pollution Control. D. Permits issued under this approval shall be subject to the provisions of the Development Impact Fee and Transportation Uniform Mitigation Fee programs in effect at the time of issuance of building permit(s). 5. Approval of this Site Development Permit shall not be construed as approval for any horizontal dimensions implied by any site plans or exhibits unless specifically identified in the following conditions of approval. PROPERTY RIGHTS 6. Conferred rights shall include property rights necessary for construction and proper functioning of the proposed development not limited to access rights over proposed and/or existing private streets that access public streets and open space/drainage facilities. 7. The applicant shall furnish proof of easements, or written permission, as appropriate, from those owners of all abutting properties on which grading, retaining wall construction, permanent slopes, or other encroachments will occur. PARKING LOTS and ACCESS POINTS 8. The design of parking facilities shall conform to LQMC Chapter 9.150 and in particular the following: A. The parking stall and aisle widths and the double hairpin stripe parking stall design shall conform to LQMC Chapter 9.150. B. One van accessible handicapped parking stall is required per 8 handicapped parking stalls. F. Drive aisles between parking stalls shall be a minimum of 26 feet with access drive aisles to public streets a minimum of 30 feet as shown on the Site Development Plan site plan or as approved by the City Engineer. G. General access points and turning movements of traffic are limited to the following: Primary Entry (Avenida La Fonda): All turning movements H. Improvements shall be designed and constructed in accordance with City adopted standards, supplemental drawings and specifications, or as approved by the City Engineer. Improvement plans for parking areas shall be stamped and signed by engineers registered in California. 9. The applicant shall submit current mix designs (less than two years old at the time of construction) for base, asphalt concrete and Portland cement concrete. The submittal shall include test results for all specimens used in the mix design procedure. For mix designs over six months old, the submittal shall include recent (less than six months old at the time of construction) aggregate gradation test results confirming that design gradations can be achieved in current production. The applicant shall not schedule construction operations until mix designs are approved. 10. "Site Development" plans shall normally include all on -site surface improvements including but not limited to finish grades for curbs & gutters, building floor elevations, wall elevations, parking lot improvements and ADA requirements. 14. The City maintains standard plans, detail sheets and/or construction notes for elements of construction which can be accessed via the "Plans, Notes and Design Guidance" section of the Public Works Department at the City website (www.la- quinta.org). The applicant shall furnish a complete set of all approved improvement plans on a storage media acceptable to the City Engineer (currently mylars). 16. Upon completion of construction, and prior to final acceptance of the improvements by the City, the applicant shall furnish the City with reproducible record drawings of all improvement plans which were approved by the City. Each sheet shall be clearly marked "Record Drawing" and shall be stamped and signed by the engineer or surveyor certifying to the accuracy and completeness of the drawings. The applicant shall have all approved mylars previously submitted to the City, revised to reflect the as -built conditions. The applicant shall employ or retain the Engineer Of Record during the construction phase of the project so that the FOR can make site visits in support of preparing "Record Drawing". However, if subsequent approved revisions have been approved by the City Engineer and reflect said "Record Drawing" conditions, the Engineer Of Record may submit a letter attesting to said fact to the City Engineer in lieu of mylar submittal. GRADING 17. The applicant shall comply with the provisions of LQMC Section 13.24.050 (Grading Improvements). Prior to occupancy of the project site for any construction, or other purposes, the applicant shall obtain a grading permit approved by the City Engineer. 19. To obtain an approved grading permit, the applicant shall submit and obtain approval of all of the following: A. A grading plan prepared by a civil engineer registered in the State of California, B. A preliminary geotechnical ("soils") report prepared by a professional registered in the State of California, C. A Fugitive Dust Control Plan prepared in accordance with LQMC Chapter 6.16, (Fugitive Dust Control), and D. A Best Management Practices report prepared in accordance with LQMC Sections 8.70.010 and 13.24.170 (NPDES Stormwater Discharge Permit and Storm Management and Discharge Controls). All grading shall conform with the recommendations contained in the Preliminary Soils Report, and shall be certified as being adequate by soils engineer, or engineering geologist registered in the State of California. The applicant shall furnish security, in a form acceptable to the City, and in an amount sufficient to guarantee compliance with the approved Fugitive Dust Control Plan provisions as submitted with its application for a grading permit. Additionally, the applicant shall replenish said security if expended by the City of La Quinta to comply with the Plan as required by the City Engineer. 20. Prior to the issuance of a building permit for any building lot, the applicant shall provide a lot pad certification stamped and signed by a qualified engineer or surveyor with applicable compaction tests and over excavation documentation. Each pad certification shall list the pad elevation as shown on the approved grading plan, the actual pad elevation and the difference between the two, if any. Such pad certification shall also list the relative compaction of the pad soil. 21. This development shall comply with LQMC Chapter 8.11 (Flood Hazard Regulations). Stormwater handling shall conform with the approved hydrology and drainage report or as approved by the City Engineer. Nuisance water shall be disposed of in an approved manner. 23. Storm drainage historically received from adjoining property shall be received and retained or passed through into the historic downstream drainage relief route. UTII_ITIFS 24. The applicant shall comply with the provisions of LQMC Section 13.24.110 (Utilities). 25. The applicant shall obtain the approval of the City Engineer for the location of all utility lines within any right-of-way, and all above -ground utility structures including, but not limited to, traffic signal cabinets, electric vaults, water valves, and telephone stands, to ensure optimum placement for practical and aesthetic purposes. LANDSCAPE AND IRRIGATION 1. The applicant shall comply with LQMC Sections 13.24.130 (Landscaping Setbacks) & 13.24.140 (Landscaping Plans) 2. Landscape and irrigation plans shall be signed and stamped by a licensed landscape architect. 3. ARCHITECTURAL AND LANDSCAPING SPECIAL MEETING REVIEW BOARD MINUTES 2 JANUARY 15, 2014 Mr. Craig Pearson, Principal Architect with Pearson Architects, Inc. - introduced himself, gave a brief overview of the projects, and answered the Board's questions. The Board asked as to the reasons for the proposed expansion of the existing Senior Center. Community Development Edie Hylton explained as part of the City's 2007 City Master Plan a survey was completed that identified a large interest in health and fitness throughout the city, including parks, trails development, and both recreational programs and facilities. She noted that the building was built back in 1984-85 and was starting to show its age, as well as it was currently ADA non -compliant. City Consultant and Project Manager Nick Nickerson said the City had prepared an ADA deficiency study for all city-wide facilities. This expansion would ensure that the building is completely ADA compliant. Motion - A motion was made and seconded by Board Members Rooker/Gray recommending approval of Site Development Permit 2013-935 as submitted with staff's recommendations. Motion passed unanimously. The City has already decided to assess all property owners and make them pay for maintaining the common area landscaping around their neighborhoods. False. After initially being contacted by some residents about what could be done to improve the look of the common area landscaping around their neighborhoods, City staff reached out to 11 North La Quinta neighborhoods to gage the interest of homeowners in a beautification program. Because of the age of the landscaping and irrigation systems, in many cases, replacement is the most cost effective solution. Since the City no longer has a dedicated funding source for capital improvements, it cannot replace all landscaping in North La Quinta. Instead, it must explore new funding mechanisms such as an assessment district. However, only the homeowners, not the City, can approve a new landscape district or increased fees by a majority of those affected by the assessment district or fee increase approving such. This vote has not taken place. Myth No. 2: My $35.60 contribution to Citywide Landscape and Lighting (L&L) District already pays for the perimeter and entrance landscaping of my neighborhood and therefore should also pay for any replacement cost. False. The $35.60 that every property owner in La Quinta pays is intended for maintenance of medians and parkways on major roads such as Highway 111, Washington Street, and Jefferson Street. Except for these 11 North La Quinta subdivisions, homeowners associations (HOA's) throughout the community maintain the parkways and entrance landscapes adjoining their own neighborhood. Homeowners in neighborhoods with HOA's also pay the $35.60 per year for the Citywide L&L District in addition to paying for the maintenance of their own parkway and entrance landscapes. Myth No. 3: 1 moved into my neighborhood because there was no HOA and no requirement to pay extra for maintaining the landscape surrounding my neighborhood. False. The requirement to pay for the landscape maintenance has existed since your home was built, but the developer and City failed to take the proper actions. The developer installed the common area landscaping, and the developer was to form either an HOA or an assessment district to pay for the on- going maintenance of the common area landscaping, but this was never done. Instead, the City has been funding these costs. Since these costs exceed the income generated by the L&L District, the City's General Fund (which funds all City operations) has funded the shortfall. Myth No. 4: The City should continue to pay for the landscape maintenance because an assessment has never come up before, and it's unfair to bring it up now. False. The L&L District and related issues are discussed every year during a public hearing. By law, the City has to prepare a detailed accounting of L&L District revenues and expenditures, and adopt an annual budget after a public hearing. The L&L District's annual expenditures have exceeded annual revenues for well over a decade. However, given the City's financial stability, the City Council opted not to pursue measures to eliminate the L&L District's annual deficits. Things changed due to the recession; City revenues decreased substantially, the State eliminated the City's redevelopment agency which once funded City infrastructure improvements, and the State reallocated $41.3 million of City General Fund reserves (the City's savings account). The City has taken a number of steps to reduce its costs such as cut staff by 25%, and lower salaries and benefits and other expenses. Another step the City is taking is eliminating operating deficits in service areas such as the L&L District. Myth No. 5: 1 don't want my property taxes to increase. I already pay the City enough on my tax bill. False. The City of La Quinta is a low property tax city, meaning only 7C of every dollar of property taxes that property owners pay actually goes to the City. The rest of the property tax bill is paid to support schools, the county, and other special districts. An assessment district charge would not be a tax; it would be a payment for landscape maintenance services (it's like paying your gardening bill). Myth No. 6: The City deliberately decreased the level of service and let the landscaping deteriorate in North La Quinta to make a better case for an assessment district. False. This is not the case. In response to the recession, the City elected not to fund annual plantings nor overseed retention basins. Further, the landscape materials and the irrigation systems are old and in need of replacement. Since the City no longer has a dedicated revenue source to fund capital improvements (such as replacing this landscaping and irrigation) it cannot afford to replace these items. The City also rebid its median landscape maintenance contract in the spring of 2013, as part of its public bidding process. By law, the City was required to hire the lowest qualified bidder, Kirkpatrick Landscape. This landscaper is not only in charge of maintaining the landscaping for North La Quinta neighborhoods, but also the public medians and parkways of the entire City —this is their main job. Unfortunately, the transition from the former landscaper to Kirkpatrick took longer than expected and wasn't fully completed until late fall 2013. Myth No. 7: Homeowners will have no say in the amount of the assessment or the improvements. False. Ranges have been set for each zone (each zone is made up of like neighborhoods in terms of landscaping and required work). The proposed assessment rate would require a majority approval of the homeowners to go into effect. Any enhancements and/or improvements such as plant types, decomposed granite, cobblestone, boulders, etc. would be voted on by the homeowners as well. Myth No. 8: If I don't vote for an assessment district, the City will turn off the water and stop maintaining my neighborhood's parkways and entryways. False. The City Council has never included this as an option for addressing the L&L District deficit. If no assessment district is approved, the City will need to identify the means to continue maintenance at the current service level; however, no large-scale plant replacement or renovation to these areas would occur for the foreseeable future. Myth No. 9: If a district is approved, the City will raise my assessment every year. False. As part of any proposed assessment, the City Council would have to consider if an adjustment should be included for inflation, which would ultimately require homeowner approval. Myth No. 10: The City did not contact homeowners properly about the community workshops and zone meetings, and didn't really want to spread the word. False. City staff encouraged participation and used all available means to get the word out. The main piece was a post card mailed directly to the property owner addresses (for both the individual neighborhood workshops and Saturday zone meetings) using address information from the County Assessor's Office. Articles appeared in The Gem newspaper and a webpage was developed on the City's website.
