HISTORIC PRESERVATION COMMISSION AGENDA 2 FEBRUARY 20, 2014 HISTORIC PRESERVATION COMMISSION MINUTES THURSDAY, DECEMBER 12, 2013 CALL TO ORDER A special regular meeting of the La Quinta Historic Preservation Commission was called to order at 3:05 p.m. by Commissioner Maevers. Commissioner Maevers led the Commission in the Pledge of Allegiance. PRESENT: Commissioners Kevin Maevers, Leila Namvar, and Maria Puente ABSENT: Chairperson Redmon STAFF PRESENT: Planning Manager David Sawyer and Secretary Monika Radeva PUBLIC COMMENT - None CONFIRMATION OF AGENDA- Confirmed APPROVAL OF MINUTES Motion - A motion was made and seconded by Commissioners Puente/Namvar to approve the Historic Preservation Commission Minutes of February 21, 2013, as submitted. AYES: Commissioners Maevers, Namvar, and Puente. NOES: None ABSENT: Chairperson Redmon. ABSTAIN: None BUSINESS SESSION Review of the 2012/2013 Certified Local Government (CLG) Annual Report. Planning Manager David Sawyer gave an overview of the information included in the 2012/2013 CLG Annual Report, including identifying the Commission's Members, their qualifications, attendance records, training, etc. The report also identified the Commission's accomplishments during the last year, and its new goals for the 2012/2013 year, etc. The Commission thanked staff for preparing the CLG Annual Report. HISTORIC PRESERVATION COMMISSION DECEMBER 12, 2013 MINUTES 1 SPECIAL MEETING Motion - A motion was made by Commissioners Maevers/Namvar to authorize the submittal of the 2012/2013 CLG Annual Report as proposed. Respectfully submitted, MONIKA RADEVA, Secretary City of La Quinta, California HISTORIC PRESERVATION COMMISSION DECEMBER 12, 2013 MINUTES 2 SPECIAL MEETING BI 1 HISTORIC PRESERVATION COMMISSION STAFF REPORT DATE: FEBRUARY 20, 2014 ITEM: HISTORIC & CULTURAL RESOURCES REPORT CONDITIONAL USE PERMIT 2013-152 LOCATION: 77210 LOMA VISTA (WITHIN ENCLAVE MOUNTAIN ESTATES) APPLICANT: CASE and LISA SWENSON CONSULTANT: CRM TECH BACKGROUND: The applicant proposes a single family residence on a hillside lot located within the Enclave Mountain Estates, north of the La Quinta Resort. Because the lot is located on the hillside, a Conditional Use Permit (CUP) is required. The need for a CUP also triggered the requirements of the California Environmental Quality Act (CEQA), and required the preparation of a historic/cultural resources report. DISCUSSION: A comprehensive records search and on -site investigation were conducted on the project site by CRM Tech. The records search determined that the site had previously been partially surveyed, and no resources identified. A number of recorded sites and isolates occur within one mile of the project site, but not in its immediate vicinity. The on -site investigation identified no historic or prehistoric materials within the project area. Because the site has been previously disturbed for the grading of the driveway and the home pad, it is unlikely that resources would occur on the site. CRM Tech also contacted local Tribes, and received no information identifying traditional cultural sites on or in the vicinity of the project site. The consultant does recommend that if a cultural resource were to be uncovered during earth moving activities, all work in the area should stop until a qualified archaeologist can evaluate the significance of the material. Historic Preservation Commission Staff Report February 20, 2014 Page 1 of 2 RECOMMENDATION: 1. Adopt Minute Motion 2014- , accepting the "Historical/Archaeological Resources Survey Report, Swenson Residence, The Enclave Mountain Estates," prepared by CRM Tech for Conditional Use Permit 2013-152, and recommend to the Planning Commission the following requirements: • Should any excavation, grading, trenching or other ground disturbing activity result in the unearthing of a potentially historic or archaeological resource, the contractor shall cease all activity until a qualified archaeologist can determine the significance of the find. The City shall be notified immediately. • If monitoring or resource recovery occurs, a final report shall be submitted to the Community Development Department prior to the issuance of the first Certificate of Occupancy for the project. • Collected archaelogical resources shall be properly packaged for long term curation, in polyethylene self -seal bags, vials, or film cans as appropriate, all within acid -free, standard size, comprehensively labeled archive boxes and delivered to the City prior to issuance of first Certificate of Occupancy for the property. Materials shall be accompanied by descriptive catalogue, field notes and records, primary research data, and the original graphics.
