COMMUNITY SERVICES AGENDA 2 MARCH 10, 2014 APPROVAL OF MINUTES: 1 COMMUNITY SERVICES COMMISSION MINUTES MONDAY, FEBRUARY 10, 2014 CALL TO ORDER A regular meeting of the La Quinta Community Services Commission was called to order at 5:30 p.m. by Commissioner Fitzpatrick. PRESENT: Commissioners Blakeley, Engel, and Fitzpatrick ABSENT: Commissioners Alford and Lawrence STAFF PRESENT: Edie Hylton, Community Services Director; Steve Howlett, Golf/Parks Manager; and Angela Guereque, Senior Secretary. Commissioner Engel led the Pledge of Allegiance. PUBLIC COMMENT — None. CONFIRMATION OF AGENDA Motion - It was moved by Commissioners Blakeley/Engel to confirm the agenda as submitted. Motion passed unanimously. APPROVAL OF MINUTES Motion — A motion was made by Commissioners Engel/Blakeley to approve the December 9, 2013 Community Services Commission Minutes as submitted. Motion passed unanimously. BUSINESS SESSION 1. CONSIDERATION OF SCULPTURES AT THE ENTRY TO LA QUINTA FAIRWAYS Director Hylton presented the staff report. Artist, David Falossi spoke to the Commission about the process of installing the three stone and glass columns. Commissioner Blakeley asked if the Artist anticipated any problems with the structural engineering. Director Hylton stated that structural engineering is required as part of the contract. COMMUNITY SERVICES COMMISSION MINUTES FEBRUARY 10, 2014 3 Diane Barrett, Board of Directors, La Quinta Fairways, explained to the Commission that the Board supports the recommendation but the membership has not looked at the project yet. Motion - A motion was made by Commissioners Blakeley/Engel to recommend the purchase of sculptures at the entry to the La Quinta Fairways subdivision to the City Council. Motion passed unanimously. 2. CONSIDERATION OF TWO COMMISSIONERS TO ASSIST THE CIVIC CENTER ART PURCHASE COMMITTEE Motion - A motion was made by Commissioners Engel/Fitzpatrick to appoint Commissioners Alford/Blakeley to assist the Civic Center Art Purchase Committee to select Civic Center Art during the La Quinta Arts Festival. Motion passed unanimously. 3. PARTICIPATION FOR THE CITY BIRTHDAY PARTY AND COMMUNITY PICNIC Commissioner Blakeley suggested cookies be served instead of muffins. Motion - A motion was made by Commissioners Blakeley/Engel to select Commissioners Alford/Fitzpatrick to work at the City booth for the City Birthday Party and Community Picnic. EXECUTIVE SUMMARY: • The Roundabout was completed in October 2013 and is now operational. • Staff has been working with the Cove Neighborhood Association and they have requested a historic Cahuilla artwork be installed at the location. • A Request for Proposals was sent out to seek artists to design, create, and install a sculpture in the center of the roundabout. The design will be located on the south side of the five foot pony wall and integrated into the roundabout. FISCAL IMPLICATIONS: The City Council has tentatively approved up to $80,000 for this project. Actual budget will be determined by the project. BACKGROUND AND OVERVIEW: The City Council approved a Request for Proposals (RFP) to be sent out for the design and installation of a sculpture located at the Eisenhower Drive and Calle Sinaloa Roundabout (Attachment 1). The Cove Neighborhood Association has been involved with the Roundabout project since the inception and requested that it include a figurative historic Cahuilla theme. 5 On February 24, 2014, proposals were submitted by Artists Marie Barbera (Attachment 2), Nancy and Larry Cush (Attachment 3), and Felicia (Attachment 4). All the artists have been invited to attend the Community Services Commission meeting to describe their designs and outline how the work will be completed. Artists will be ranked on experience, approach to the project, project schedule, qualifications, written proposal, and verbal presentation (Attachment 5). The Commission is being asked to make a recommendation for City Council consideration. It is anticipated that staff will present the Commission's recommendation to the City Council at a City Council meeting in April. ALTERNATIVES: The alternatives available to the Commission are selecting more than one proposal for Council consideration or to not recommend any of the proposals submitted for City Council consideration. Ranking sheet C^ ATTACHMENT 1 CITY OF LA QUINTA REQUEST FOR PROPOSALS FOR THE DESIGN AND CONSTRUCTION OF A SCULPTURE AT THE AVENUE 52 AND EISENHOWER ROUNDABOUT The City of La Quinta (City) is requesting proposals from qualified individuals to provide an originally designed sculpture to be installed in the center of a City owned roundabout located at the intersection of Avenue 52 and Calle Sinaloa in the Historic La Quinta Cove. This proposal will include design, construction, construction management, and materials. A site plan of the roundabout and the area designed for the artwork is included. PROPOSAL: Applicants are encouraged to keep their proposals brief and relevant to the specific services required. The City has set aside a budget for the "turnkey" project including, but not limited to: Design, plans, estimate, professional services, permits, approvals, any and all meetings, and full construction of an original art sculpture that fits with the scale and design of the Cove roundabout. For this proposal, the Artwork is defined as follows: "Originally designed sculpture" means an art piece that has been designed by an individual that is recognized as an Artist. The artwork must be structurally sound in order to withstand the natural elements with little maintenance, and in scale to the structure on which it is placed. A pedestal will need to be part of the artwork as the pad is located behind a five foot high pony wall. The artwork includes, but is not limited to: design and construction of original artwork appropriate for a City street intersection. A plan of the proposed site is included in the packet. The location of this artwork in is the Historic La Quinta Cove. The La Quinta Cove is one of the first residential areas in the City. Additional items specific to the Cove can be viewed on the La Quinta Cove Neighborhood Website at www.laquintacove.org which demonstrates the unique homes and landscapes of the community. The Cove Neighborhood Association has requested that the artwork be representative of the area's unique history and incorporate a Cahuilla Indian sculpture. Artists are encouraged to visit the location if possible. Ten copies of the proposal shall be submitted and should include the project approach, project schedule, construction team (including all professional and construction companies involved), and a listing of similar projects with references that are relevant to this type of work. In a separate sealed envelope, applicants must submit a cost breakdown for each item and phase of the proposed work. 7 SELECTION PROCESS: The Community Services Commission will rank the proposals based upon the artist's experience, approach to the project, project schedule, qualifications, written proposal; and verbal presentation to the Community Services Commission. It is anticipated that interviews will be conducted on March10, 2014 at 5:30 p.m. Artists will be encouraged to bring a maquette of the proposed artwork. Upon Community Services Commission review, a recommendation will be forwarded for City Council consideration at the April 1, 2014 City Council meeting. The successful artist will be expected to enter into an Art Purchase Agreement. ANTICIPATED PROJECT TIMELINE 2008: Request for Proposal Due Date February 24, 2014 Community Services Commission Review March 10, 2014 City Council Consideration April 1, 2014 CITY RIGHTS AND OPTIONS: This solicitation does not commit the City to award a contract, to pay any cost incurred with the preparation of services of a qualifications statement, or to procure or contract for services or supplies. The City reserves the right to accept or reject any or all submittals received in response to the request, to negotiate with any qualified source, or to cancel in whole or in part this process if it is in the best interest of the City to do so. Subsequent to negotiations, prospective Artists may be required to submit revisions to their statements. All artists submitting proposals should note that any contract pursuant to this solicitation is dependent upon the recommendation of City staff and the approval of City Council. The City reserves the right to postpone selection for its own convenience, to withdraw the Request for Proposals at any time and to reject any and all submittals without indicating any reason for such rejection. As a function of the RFP process, the City reserves the right that specific personnel with specific expertise be added to the team if the City determines that the specific expertise is lacking in the project team. The City reserves the right to abandon the RFP process and/or change its procurement process for the contract at any time if it is determined that abandonment and/or change would be in the City's best interest. In the event of an abandonment or change, the City will not be liable to the Artist for any costs or damages arising out of its response to the RFP. Happy [on the corner of Highway111 and Washington St.] when we viewed a piece of art which was [and still is] absolutely amazing. The piece is a full size bronze sculpture of the "Cahuilla Family". It took us several months to find who was the creator, because we had to see who could produce a piece which was as touching as this one. I still marvel at how the faces and the eyes of the "family" can be so lifelike and yet so simple. It is a piece that both Liz and I had to view and touch repeatedly. We discovered the creator to be Felica, and we arranged a meeting to view her other pieces. We were in the process of building a summer home in Rancho Mirage, and found her "Water Bearer" to be perfect as a focal piece for our new house. The Water Bearer is a life size sculpture which was delivered on time, at a fair price, and the quality has proven to be excellent and enduring. After 10 years it is still the highlight of our water feature [which is a 20' by 10' water fall]. Since acquiring the Water Bearer we have added to our collection of Felica bronzes and they are displayed in our permanent residence in Washington State and in our summer home in Rancho Mirage. Each one of Felicia's pieces has a real "spirit", and always demands us to pause and view them as we pass them in our houses. Liz and I have received untold hours of pleasure from the art which Felica has created. She is a unique talent who has shared her pieces with us. Our experience and skill allow us to work in a variety of mediums including restoration and repair. We often work as a team bringing our abilities and services to the project. Larry Cush have been producing ceramics and art for the past 35 years. My current work in etched glass is installed in many custom homes and businesses as doors, windows, room dividers and back splash's. Recent work in steel, aluminum, fused glass and ceramics have allowed me to move into Public Art wall pieces and sculpture. I find my inspiration in nature, plants and the interaction with all creatures great and small. I try to look at the world as a Shaman interpreting what I see and translating those feelings into visual expressions. I always search for artifacts, signs and events to guide me on my artistic quest. Nancy Cush I have been hand painting ceramic tile murals in Hawaii and California for the past 25 years. You will find my work in many fine homes and commercial settings. My art tiles are beautiful as well as durable and can be used in both exterior and interior installations. Nancy's background as a fiber artist and her love of color has influenced her batik like style of painting, giving her work a unique and fresh appearance. Sincerely yours, Nancy and Larry Cush www.cushartstudio.com 42 Cush Art Studio February 24, 2014 Team Cush Art Studio: Nancy and Larry Cush Artist Proposal: Eisenhower and Sinaloa roundabout APP Artistic concept: "Singing the Birds" Our desert landscape and its relationship to the indigenous Cahuilla Indians is the essence of our design approach for this project. We have chosen the Cahuilla Bird Songs, water and desert plants and birds to express the unique character of the La Quinta Village. Many of us find comfort in the shade of a palm tree oasis and the trickle of water. We know that water is the source of our ability to live and call this valley home. Approach: We have chosen to use hand painted and kiln fired ceramic tile and hand sculpted and wheel thrown pottery clay for our mural designs. The clay and tile pair nicely with the deserts harsh environment and provide a strong long lasting medium with color fast qualities. Ceramic mediums are strong and durable and can take the weather, hot and cold rain or shine! The Art Tile Mural will be designed glazed and finished in our studio and installed onsite. Sanded grout, color to be selected and finished with quality penetrating sealer. Design Title: "Singing the Birds" We have provided a design concept for the art piece based on the Cahuilla Indian people who were indigenous to this area. It speaks to their "Bird Songs" and the Cahuilla tribe's spiritual connection to this land. We have designed an obelisk form, 4 sides, 3 feet square at the base and 12 feet high. With the 5'x5' concrete base 36 inch above grade it will finish to approximately 15 feet. This is a familiar form used on many street corners in the Cove. The frame will be welded steel covered with metal lathe and floated with mortar cement to form a base for the application hand painted tile, mosaics and sculpted clay. We are using a combination of ceramic techniques to bring this sculpture to finish. Hand Painted and cut tile, cracked tile mosaic techniques and sculpted bas relief, and wheel thrown spiral plates. This frame and the art work will be completed in our La Quinta studio. On completion it will be trucked to the site and set in place with the use of a crane. The onsite work will consist of the 5x5 foot square base and footing cast in place concrete form and imbedded 1 inch bolts to secure the welded obelisk frame to the base. (This concrete footing base and welded Obelisk will be approved by engineer prior to construction.) 43 Cush Art Studio February 24, 2014 Lighting: 4 up lights will be installed as per the lighting plan. This includes running the electrical from Sinaloa junction box using existing 2 inch buried cable conduit to the sculpture base and connecting lights. Landscape: The existing landscape is complimentary to the wall setting. No landscaping is included in this proposal. Maintenance: Tile Murals are very low maintenance materials. We will install a quality penetrating grout sealer during our finishing phase. We recommend quarterly visual inspection. Yearly hand cleaning with a PH neutral soap would be beneficial. In the unlikely event of vandalism the glazed surfaces resist most paint applications and are a very easy to clean off with low tech solutions. Budget: Based on the RFP Budget page, 2014 We have assumed a budget of $80,000 dollars and have sized our designs and contract work to meet that total budgeted amount. Sub- contractors will be used to provide electrical services, concrete base and crane service. These contractors will be licensed and have business permits for work in the City of La Quinta. I will verify the contractors' license prior to requesting final bids for services. I normally get at least 2 bids per project. The group discussed the advantages of the trail system and how it can serve the students. High School staff discussed concerns with campus security. CV Link is committed to working with the High School to not only provide student access but provide tubular fencing along the backside of the school for security. The current design _for the trail system through La Quinta has the trail on both sides of the levy along the top of the Whitewater Channel. The paved surface will have separate pedestrian and vehicle (bicycle, cart) lanes.
