Since then, the property has been secured, outerfenced with two dumpsters (set atop plywood) and one portacan inside the fence. The property still has the utilities of water and sewer and is equipped with waterhoses both front and back areas for dust controls. The General Contractor, First Atrium Construction Inc. will follow these guidelines and rules in this document, keep records reflecting all proper control amounts and type used and report to SCAQMD after the project is completed in April of 2013. First Atrium Construction was contracted to provide the demolition of the damaged interior, main structure repair, renovation and improvement to this Dandelion address. This Dust Plan (SCAQMD Rule 403.1 Coachella Valley) will support the management and control of dust produced from the demolition and construction activities on the 79872 Dandelion Street in the City of La Quinta, County of Riverside, during the months from January, to April of 2013. This Dust Plan will sport the South Coast AQMD (SCAQMD) Rule 403.1, and Sections Mentioned (from the City of Palm desert Municipal Code) requirements for dust control and management, Section 7-8.1 "Cleanup and Dust Control' and 8.20 "Public Nuisance" and Chapter 24.12 "Fugitive Dust (PM10) Control' during the grading & construction activities in any area of Coachella Valley greater than five thousand (5,000) square feet. We will breakdown the construction itinerary for the demolition and construction activities listed below: January to April, 2013 1) Mobilization of equipment, signage including construction zone and speed limit signs, portacan, placement of plywood on driveway and delivery of dumpsters located onto the plywood. 3) During all demolition, the use of waterhose waterspray on all exposed areas and of area of material being deposited into dumpster(s), and maintenance of the waterspray being applied to the materials within the dumpster. page two January to April, 2013 (continued) 4) The removal of materials, when removed will be deposited directly into dumpsters after demolition as no demolition materials that have been removed will be stockpiled or stored outside the dumpsters. 5) The current lawn must be maintained properly (water and maintenance) not to become an eyesore to the neighborhood. 6) Any tracking of demolition materials from residential structure, the skiploader and dumpsters must be watered during the work shift and swept up at the end of each day. 7) When not being filled, the dumpsters must be covered with tarps or adequet covering to prevent any windborne removal of demo materials in the dumpsters when not attended. 8) New construction materials must be stored in an organized manor and covered when not in use. 9) The sidewalk and street in front of this property must remain uncluttered and free from any debris and residual from the demolition activities at all times. 10) Demobilize and final cleanup of construction area. In this section will describe certain tasks and the dust control required to assure compliance with Rule 403.1. Dust Control Methods: 1. Any fugitive emission greater than 20% at the source, following EPA Method IX or any fugitive emission being carried over any property line, the operator must immediately shut down the operation until the fugitive dust issue is legitimately resolved.
