Board Member Rooker recused himself from this item because of a professional conflict of interest with the applicant's architect. ARCHITECTURAL AND LANDSCAPING SPECIAL MEETING REVIEW BOARD MINUTES 1 JANUARY 15, 2014 Consultant Planner Nicole Criste presented the information contained in the staff report, a copy of which is on file in the Community Development Department. Mr. John Vuksic, Archtect with Prest Vuksic Archtects, Palm Desert, CA - introduced himself, gave a detailed presentation of the proposed project, and answered the Board's questions. Mr. Chris Hermann, ASLA, Landscape Architect and President with Hermann Design Group, Palm Desert, CA - introduced himself, explained the proposed lighting for the project, and answered the Board's questions. Mr. Doug Franklin, P.E., Vice President with The Altum Group, Palm Desert, CA - introduced himself, explained the proposed drainage for the development, and answered the Board's questions. Motion - A motion was made and seconded by Board Members McCune/Gray recommending approval of Conditional Use Permit 2013-152, as submitted with staff's recommendations and the following suggestions: • Replace the proposed swing doors for the utility closet within the garage to facilitate the full use of the parking space. • Use a cast of the existing on -site rocks in the design of the faux rock wall. • Keep overall site disturbance to a minimum including establishment of the overlook area. Site Development Permit 2013-935 submitted by the City of La Quinta for the consideration of architectural and landscaping plans for the expansion of the existing Senior Center by 6,000 square feet. The expansion will result in the La Quinta Health and Wellness Center, and accommodate expanded services and facilities, including classrooms, a community gym, and expanded bathroom/shower facilities. Consultant Planner Nicole Criste presented the information contained in the staff report, a copy of which is on file in the Community Development Department. ARCHITECTURAL AND LANDSCAPING SPECIAL MEETING REVIEW BOARD MINUTES 2 JANUARY 15, 2014 Mr. Craig Pearson, Principal Architect with Pearson Architects, Inc. - introduced himself, gave a brief overview of the projects, and answered the Board's questions. The Board asked as to the reasons for the proposed expansion of the existing Senior Center. Community Services Director Edie Hylton explained as part of the City's 2007 City Master Plan a survey was completed that identified a large interest in health and fitness throughout the city, including parks, trails development, and both recreational programs and facilities. She noted that the building was built back in 1984-85 and was starting to show its age, as well as it was currently ADA non -compliant. City Consultant and Project Manager Nick Nickerson said the City had prepared an ADA deficiency study for all city-wide facilities. This expansion would ensure that the building is completely ADA compliant. Motion - A motion was made and seconded by Board Members Rooker/Gray recommending approval of Site Development Permit 2013-935 as submitted with staff's recommendations. Motion passed unanimously. The developer has been using approved models for existing homes. The applicant has developed new model types for this portion of the project, which would be built on 39 lots. Three new models are proposed. The new models are consistent with the adopted Andalusia Specific Plan. An amendment to the existing Final Map to widen the lots to accommodate these models is being processed separately. BACKGROUND The Andalusia project is partially developed, including the backbone infrastructure and interior streets. The project area for this application is in the northeastern portion of the site. In response to changes in the market, the applicant has developed three new models, which are longer and wider than the homes currently built within Andalusia. These 39 homes will be built on 11 .21 acres, an area of the project that was designed to accommodate 47 homes. The Final Map is being amended to widen the lots from 55 feet to 65 feet to accommodate the new models. This amendment has been submitted, and is currently being processed. Page 1 of 2 PROPOSAL & ANALYSIS Architecture: The proposed models continue the Spanish architectural style currently in place within Andalusia. The primary difference in these homes is that they are longer, rather than the more boxy layout currently developed. Three models (and their reverse version) are proposed. The models range in size from 3,280 square feet to 3,692 square feet. The homes are proposed to be two story, with only a small second story section above the garage to accommodate a bedroom. The maximum height of the homes is 24'10", well within the 28 foot building height limit allowed in the Specific Plan. Setbacks and density are consistent with the approved Andalusia Specific Plan. The color palette is in desert tones of tan and off white stucco finishes. The accent materials proposed include terra cotta tile on the roofs, stone and brick veneers on the facades, wooden accents and garage doors, and wrought iron accents and fixtures. All the materials are consistent with the materials currently being used within the project. Landscaping: The proposed landscaping plan for the front yards of the homes is consistent with the landscaping within the project currently. The tree species include Palo Verde and Acacia, small palms and oleander. Shrubs and groundcover include flowering species and succulents, including agave and natal plum. The hardscape will be of stained and pattern concrete pavers, also consistent with current development in Andalusia. Lighting: Lighting proposed within the project includes wrought iron sconces at the entry and garages of the homes, and landscape lighting in the front yards (please see individual model elevations for exact location of outdoor lighting). Lighting is typical of a single family home development. RECOMMENDATION Recommend approval of Site Development Permit 2013-934, including the attached conditions of approval, to the Planning Commission. The applicant shall comply with LQMC Sections 13.24.130 (Landscaping Setbacks) & 13.24.140 (Landscaping Plans) 2. Landscape and irrigation plans shall be signed and stamped by a licensed landscape architect. 3. All trees added to the project site (not trees being relocated) shall have a minimum caliper of 2.5 inches. 4. All new and modified landscape areas shall have landscaping and permanent irrigation improvements in compliance with the City's Water Efficient Landscape regulations contained in LQMC Section 8.13 (Water Efficient Landscape). 5. Front yard landscaping for each dwelling shall consist of, at minimum, 36" box trees (i.e., a minimum 2.5 inch caliper measured three feet up from grade level after planting), 5- gallon shrubs, and groundcover. Double lodge poles (two-inch diameter) shall be used to brace and stake trees. 6. The applicant shall submit the final landscape plans for review, processing and approval to the Community Development Department, in accordance with the Final Landscape Plan application process as a minor final landscape plan. Community Development Director approval of the final landscape plans is required prior to issuance of the first building permit unless the Community Development Director determines extenuating circumstances exist which justify an alternative processing schedule. NOTE: Plans are not approved for construction until signed by the appropriate City official, including the Community Development Director and/or City Engineer. Prior to final approval of the installation of landscaping, the Landscape Architect of record shall provide the Community Development Department a letter stating he/she has personally inspected the installation and that it conforms with the final landscaping plans as approved by the City. If staff determines during final landscaping inspection that adjustments are required in order to meet the intent of the Planning Commission's approval, the Community Development Director shall review and approve any such revisions to the landscape plan. BACKGROUND The Orchards JR 36279) was approved in August 2011 but is not yet a recorded map (Attachments 2 and 3). The site was partially developed under a previously approved but now expired map. Beth Circle and Evangeline Way were constructed without City permits or inspections, but the present applicant is working toward the necessary approvals. Beth Circle provides access to the proposed lots from Madison Street. The internal streets will be private and will also provide access to an existing approved tentative map to the south (TTM 33085). An existing wall surrounds the property on the north, east, west, and portions of the south property lines, and will remain as part of the project development. PROPOSAL & ANALYSIS Architecture: Two prototype floor plans are proposed, each with two front elevation treatments (Attachment 4, Sheet A3.0 — A3.6). The homes are a modernist architectural style that evokes a clean and uncluttered design. House 1 is a 3,557 square -foot six - Page 1 of 3 bedroom plan with four -car garage, while House 2 is a 3,530 square -foot five - bedroom plan with three -car garage. All lots will have rear yard pools and fire pits. Both plans are single story; heights are at 10' 6"feet to the main parapet and 14' 6" to the upper clerestory parapet. The chimney is the highest point at 16' 8". Architectural features include decorative wall sconces, smooth stucco finishes, aluminum windows/fascia and white PVC roofs (Attachment 4, Sheet 0.8 - 0.9). Exterior materials consist of stucco walls, aluminum panels, and wood -look ceramic wall tile. Exterior stucco colors include white and varying shades of gray. The architectural style and layout of the proposed units are well designed. While they are not necessarily compatible with existing surrounding residential communities, they are proposed in a gated tract and are consistent with the low density character of the area and development standards in the La Quinta Municipal Code. The building heights are below 15 feet, reflecting a minimal visual impact, if any, to views outside the project. Landscaping: Preliminary landscaping plans for common areas (perimeter, entrance, retention basin) and front yard landscaping plans are proposed (Attachment 4, Sheets L-1 to L-3). The perimeter landscape plan for Madison Street (Attachment 4, Sheet L-1) incorporates existing citrus trees, which will be supplemented with new trees where needed. Accent vines and shrubs include Bougainvillea, Green Carpet, Gold Lantanas, and Little Johns. California Fan Palms will be placed at the entry and in the Beth Circle islands, while Mexican Fan Palms will be in the four Evangeline Way islands; all of these islands will incorporate a mix of Desert Spoon and Gold Lantanas as accents. Decomposed granite will cover all remaining planting areas throughout the plan. Mexican Fan palms and Hybrid Palo Verdes will anchor the interior common area landscaping, with desert friendly shrubs and cacti such as Green Carpet, Regal Mist and Golden Barrel cactus (Attachment 4, Sheet L-11). The retention basin will primarily consist of these low- to moderate -water use plants and Hybrid Palo Verde trees utilized around the slopes and perimeter of the basin The existing perimeter wall will remain and matching sections will be added along Beth Circle to the community entry gates. A scored block will be used for the interior lot walls (Attachment 4, Sheet L-3). The typical front yard planting plans incorporate Mexican and Mediterranean Fan Palms and Hybrid Palo Verdes trees. Pockets of turf traverse the individual lot frontages and make up about 14 percent of the total landscaped area (Attachment 4, Sheet L-11). Plant materials consist of low to moderate -water use plants and shrubs, including Ocotillos, Texas Sage and Desert Spoon. The proposed architectural and landscaping plans conform to the development standards of the La Quinta General Plan and Municipal Code. BACKGROUND The 4.9 acre La Quinta Professional Plaza was approved as a 53,500 square -foot commercial office complex in April 2001 (Attachment 2). The proposed office building is sited on the last vacant pad in the complex, and the same building was approved for this site under SDP 2005-849 in January 2006. All site improvements are completed and only the building itself, and landscaping of the parcel, will be constructed. PROPOSAL & ANALYSIS Architecture: This proposed building incorporates the Desert Modern/Contemporary architectural theme set forth in the approved La Quinta Professional Plaza Specific Plan. The building's highest point at the copper -roofed turret feature on the east elevation is 21 ', 8.5" from finish grade. Architectural features and materials include decorative wall sconces, smooth cement plaster finishes, copper and two pieces clay tile roofing Page 1 of 3 materials, aluminum storefront framing and clay pipe projections (Attachment 3, Sheet 7 and material board insert). Exterior stucco will be a smooth trowel and sponge finish, in darker earth tone colors consistent with the existing buildings in the Plaza. This proposed building incorporates the general architectural theme set forth in the approved La Quinta Professional Plaza Specific Plan, and is consistent with the design of other buildings previously approved for this complex. Landscaping: A preliminary landscaping plan for the immediate areas surrounding the building and existing parking is proposed (Attachment 3, Sheet 6). Limits of the existing turf along Avenue 47 will be changed, with a slight increase in turf. Two Honey Mesquites and a Hybrid Mesquite will replace existing Mesquite trees along Avenue 47. The plan will incorporate six existing date palms which will be relocated in the same general area as they exist now. California Fan Palms will be added along the north and west sides, which will be supplemented with accent shrubs including Purple Prickly Pear, Pale Leaf Yucca, Mexican Oregano, Turpentine Bush and Mexican Bird of Paradise. Three Trichocereus pasacana, a South American cactus similar in size and shape to the Saguaro, will be placed in the northeast corner of the site at heights of 3.5, 4 and 6 feet. Gray 3/8" gravel will cover remaining planting areas, and decorative boulders at diameters between 3 and 7 feet are set throughout the plan limits. The proposed landscape plan is acceptable, but the Trichocereus pasacana cactus is non-native, and no other examples are presently used in the complex. The ALRB may want to consider recommending a suitable replacement. The rest of the plant species are compatible with or native to the southwestern desert, and are consistent with the existing landscaping in the complex. The proposed palette of trees and accent shrubs are fully -utilized in complementing the building architecture. Lighting: The lighting plan consists of low -intensity building lighting only (Attachment 3, Sheet 5). Exterior building lighting consists of wall -mounted decorative LED sconces and recessed canopy lighting at the building entry. A detail sheet for the sconce lights is in the plan set. The proposed lighting is acceptable and will not create any significant light wash or other impacts.
