A regular meeting of the La Quinta Community Services Commission was called to
order at 5:32 p.m. by Commissioner Fitzpatrick.

PRESENTATIONS
1. Presentation by the Coachella Valley Volunteers in Medicine (CVVIM)
Director Hylton presented the staff report.
Loretta Moss, Community Liaison, introduced CVVIM as the only free clinic in the
Coachella Valley. CVVIM serves the needs of primary care and dentistry patients
from a state -of -the art, custom built clinic in Indio. CVVIM provides care to those
who do not have health insurance and are not eligible for any government
sponsored healthcare programs. The number of patients served by the clinic has
grown steadily and by the end of 2013 reached over 500 patient visits per month.
Average visits are 30% from Indio; 27% from Coachella; 8 or 9% from La Quinta;
and 8 or 9% from Palm Desert.
APPROVAL OF MINUTES
_Motion - A motion was made by Commissioners Blakeley/Alford to approve the
April 14, 2014 Community Services Commission Minutes as submitted. Motion
passed unanimously.

Elect one member to serve as Chairperson for the Community Services Commission.
BACKGROUND AND OVERVIEW:
A Chairperson for the Commission is selected to preside over the meetings. An open
vote will be taken at the Commission meeting to select a Chairperson.
Voting Procedures:
All actions must be taken on a majority vote or by a majority of the quorum present.
On the passage of every motion, the vote shall be taken by voice or roll call as
appropriate. Staff will open and close nominations to the Commission for Chairperson.
The vote will be taken and the Chairperson will be elected.
Tie Votes:
In the case of a tie vote, an additional motion is made which obtains a majority vote to
break the tie. If a tie vote results at a time when less than all members are present,
the matter shall automatically be continued to the Agenda of the next regular meeting,
unless otherwise ordered by the body.
ALTERNATIVES:
The selection of a Chairman is necessary to meet the Municipal Code requirements to
effectively preside over the Community Services Commission meetings; therefore staff

Approve the 2014/15 Community Services Marketing Plan.
BACKGROUND AND OVERVIEW:
The Community Services Marketing Plan (Attachment 1) identifies methods to
refine and improve communication for programs, services, and special events to
City residents. This plan provides the Community Services Commission with
information regarding growth or reduction in participation rates and marketing and
promotion methods.
This year's plan addresses the recommendations and action items in the
Community Services Master Plan and Work Plan to increase marketing efforts.
This plan seeks to reach more residents through a variety of web, internet, print,
advertisements, and promotional methods. The key components of the plan are
included in the 2014/15 budget.
A monthly insert in the GEM provides a cost effective way to increase marketing
efforts to residents. Residents receive a monthly listing in the mail to keep
programs and events at "top of mind."
The plan includes increasing attendance at the Humana Health and Well -Being
Activities and the Grand Opening of the La Quinta Fitness and Wellness addition.
Monthly email blasts will continue for additional promotion to the households that
have registered previously for programs.
ALTERNATIVES:
The Community Services Marketing Plan was recommended by the 2007 Master
Plan and the 2014/15 Commission Work Plan to strengthen the promotion of
programs and services to residents. Staff does not have an alternative.

COMMUNITY SERVICES MARKETING PLAN
2014/2015
This marks the eighth year the Community Services Department has implemented a
marketing plan in collaboration with the City Marketing Strategies to promote
active lifestyles through quality recreation and cultural opportunities.
The Community Services Marketing Plan is used as a guide for the direct and
indirect communication with residents; keep them informed of important City news
and programs; and promote activities and special events, and enhance the quality
of life in La Quinta.
OBJECTIVES
• Seek new partnerships for promotion and collaboration of health and fitness
opportunities. These events should align with the City's Healthy Eating,
Active Living (HEAL) mission.
• Promote existing event and program partnerships. These include:
o Humana Challenge
■ Continue to improve the partnership with Humana and the
Clinton Foundation by aligning their brand with existing regional
events for sponsorship opportunities.
■ Continue to increase participation and attendance for Humana
Week: including a full week of classes and programs at the
Fitness and Wellness Center, the Well -Being Walk, Healthy Fun
Fair, and Farmers Market, by promoting these events through
the established and new delivery methods.
o Youth Sports Programs such as Y-Rookies Programs, Y-Tri and Desert
Youth Olympics and other events in cooperation with the YMCA of
the Desert.
■ Continue to promote health and fitness for youth. Some
examples include: In monthly e-blast, flyers and GEM
information.
o Patriot Ride for our Heroes
■ Continue to work with the organizers to promote this event
locally through print and web media.
• Promote new event and program partnerships. These include:
o Fitness and Wellness Center
■ Promote the Grand Opening of the La Quinta Fitness and
Wellness Center.

■ Promote daily activities at the center including: fitness classes,
fitness center, educational and leisure programs, special events,
and other recreation programs.
■ Advertisements will include: GEM, e-blast, social media
postings, and other established delivery methods.
• Expand and increase classes and programs through the established delivery
methods. In 2013/2014 the department interacted with over 34,000
participants.
• Promote Outdoor Recreation programs including the popular Nature Walks
provided by the Stewards of the Fred Wolff Nature Preserve, Guided
destination hikes led by Philip Ferranti, Volunteers from Friends of the Desert
Mountains, and Cove Neighborhood Association.
• Promote and seek new and continued participation from community groups
in the Adopt -A -Park program.
• Promote Facilities and Park Rentals on the City website to include a listing of
all the parks and facilities, photos, their amenities, and provide information
on-line to check facility availability for rentals.
• Market facility rentals by advertising in The Gem while also marketing via
web media such as City website, La Quinta Cove website, and monthly
department email blasts.
• Market activities to older adult participants by mail and email through the LQ
Active newsletter which is accessible on the City website.
• Identify new program opportunities through City partners, surveys, and user
feedback.
• Promote museum programs to families and school children about the
resources available to them at the Museum.
• Expand programs and events at the Library and continue to host Dia de los
Ninos & Dia los Libros/Day of the Child, Day of the Book, Evening with
Friends programs.
® Work with the School District to encourage teachers to schedule a class visit
for their students at the Museum and Library.
• Market summer activities for children that encourage library use and reading
during the summer months.

Currently the Community Services Department and program partners use the
following advertising delivery methods:
PRINT / MEDIA
The Gem. A monthly publication produced by the La Quinta Chamber of
Commerce featuring the "La Quinta City Scene," including news and
information directly from the City, and "Monthly Activities" pages including
classes, events, and featured programs.
• Circulated to all households via United States Postal Service.
• Self -serve racks placed in community buildings and other areas.
• Produced by the Chamber of Commerce
LQ Active Newsletter. A monthly newsletter produced by the Senior Center
that has information on free seminars, classes, special events, movie times,
and listing of all the dates and times for classes beginning that month.
• Self -serve racks at La Quinta Senior Center.
• Available online and emailed to user list.
• Produced by the City
Maps. The City offers five stylized, full color maps. Maps are available for
free at City Hall or downloadable on the City's website.
• Bicycle map outlining the approved bike routes along City
streets. Includes a list of rest stops with shade, benches, and
drinking fountains.
• Art in Public Places map outlining locations throughout the City
of Art in Public Places pieces.
• Trails map for the Top of the Cove was developed to show trail
directions and information about desert hiking.
• Park map that shows the parks, open space areas and trails
within the City.
• Historic Places in La Quinta map shows places of historical
interest.
• Produced by the City
Light Pole Banners. The City uses light pole banners in the Village to
promote the healthy and cultural lifestyle of La Quinta.
• Over 80 banner locations.
• Light poles with banners have been installed at Fritz Burns Park,
La Quinta Park, and Adams Park for additional promotions.
• Produced by the City
Promotional Items. The City is very active in marketing programs and utilizes
promotional premium items to spread the word. Over 8,000 giveaway items
are distributed annually.

Flyers. The City has created new templates for creating flyers. Templates
are color coded for Programs, Events, Sports, Library, and Museum. Each
template includes the City logo, a photo, and all pertinent information about
the activity.
• Self -serve racks placed in community buildings.

Television / Radio. From time to time local news and radio stations will allow
a special program or exhibit to be featured on programs such as "Eye on the
Desert" and others. These requests are considered free public service
announcements and not part of a paid advertising program.
• Media programs distributed throughout the valley via television
or radio media.
Rack Cards. These cards are used primarily for the Museum and Library to
promote exhibits and upcoming events.
• Self -serve racks placed in community buildings.
• Produced by the Museum and Library
WEB MEDIA
City Website. The City website has been re -designed to showcase the
services in La Quinta. The Community Services Department page includes
links to Programs, Facilities, Parks, Golf Tour, Events, Library, Museum, and
Senior Services to provide users with information in just a few clicks. Users
have the ability to register for programs online, search for available facility
rentals, view a photo gallery of public art, download important documents,
flyers, and pictures from the City.

PlayinLaQuinta.com - The City°s tourism website is re -designed to feature
Large-scale Local/Regional events, Shopping, Dining, Healthy Living, Staying,
and Playing in La Quinta. The website hosts links to multiple hotels,
restaurants, shopping centers and events.

Facebook. This social networking membership website connects the City
directly with other members who include citizens, businesses, and other
agencies. This site allows the City to post news, event listings, event photo
albums, discussion items, status updates, and program reminders and
updates. To date the Facebook page has over 35,000 fans.

Twitter. This social media network connects the City directly with other
members who include citizens, businesses, and other agencies. This site
allows the City to post news, event information, event photos, interesting
links, and more in 140 characters or less. To date the Twitter account has
approximately 7,000 followers.

Pinterest. This social media network is a pinboard-style photo -sharing
website that allows users to create and manage theme -based image
collections such as events, interests, and hobbies. It allows people who are
interested in various categories (Recreation, Travel, Golf, Vacations, etc) to
share images of these categories including places and activities in La Quinta.
To date the Pinterest account has approximately 600 followers.

"Quail Mail." This feature of the City's website allows users to subscribe to
the calendar and news listings. Once subscribed, users will receive email
updates from the City when new calendar and news items are posted.

LaQuintaCove.org. This website is maintained by the La Quinta Cove
Association, a neighborhood group that advocates for the largest
neighborhood in the City. Users can post news articles, promote events and
other programs, post pictures and video, and blog about happenings in the
community.

Email blasts. The Community Services Department and Library maintain
large email databases and send out an email blast monthly to promote
upcoming events and programs. For a more targeted marketing approach, the
City, Library, and Museum collaborates with many non-profit service
providers and their email databases to promote activities.
• Non -Profit Service Providers include: La Quinta Boys and Girls
Club, La Quinta Chamber of Commerce, La Quinta Arts
Foundation, La Quinta Historical Society, YMCA of the Desert,
La Quinta Cove Association, Friends of the Library, and Desert
Recreation District
AGENCY PARTNERSHIPS
The Community Services Department works with non -profits and local businesses
to share in the costs of event supplies, staffing, production, and marketing.
Examples of this include:

• Community Picnic and Birthday Party — Numerous Non -Profits and
local business support.
• Distinguished Artists — La Quinta Arts Foundation and Library.

BACKGROUND AND OVERVIEW:
The City Council will be dark for the second meeting in August and the first meeting in
September. As a result of these meeting cancellations, staff is requesting that the
August Community Services Commission meeting be cancelled.
ALTERNATIVES:
Do not cancel the August 11, 2014 Community Services Commission Meeting.

Community Services Updates
June 2014
The sports fields at La Quinta Park, the Sports Complex, and Colonel Paige are scheduled for
their annual field renovation. Each summer, the fields are closed to re-establish the Bermuda
grass and to get the turf as health as possible in preparation for the busy fall and winter months
when the grass is dormant. The fields are scheduled to be aerated and top -dressed during the
second week of July. Top dressing is a practice used by golf courses to smooth the playing
surface by applying a layer of sand. Additionally, the new sand modifies the existing soil
structure to allow more air and nutrients to enter the root zone. There will be multiple
applications of fertilizer to stimulate active turf growth into thin and worn-out areas of the
fields. Sod will be used in early September for any bare areas that remain in the fields.
