Box 1504 78-495 CALLE TAMPICO LA QUINTA, CALIFORNIA 92253 January 31, 2006 BUILDING & SAFETY DEPARTMENT Special Inspection Report RE: 53-501 Avenida Diaz, Permit #06-0474 (760) 777-7012 FAX (760) 777-7011 APN: 774-111-013 On January 31, 2006 at approximately 3:30 PM the following field observations were noted with Code Compliance Officer Moises Rodarte accompanying me to investigate the conditions of a pre-existing non conforming dwelling structure during the review of a proposed residential living room and deck addition permit. Addition permit #05-5577 is reported by Mr. Louis Guilbault, owner, submitted for plan review back check. Riverside County Metro Scan (attached) reports the. structure of 1800 sqft constructed in 1973. No County records are on file for the main structure. County of Riverside Building & Safety Permit #221571 is on file for the 840 square foot detached garage. The detached garage was constructed and approved by the County encroaching into the rear yard set back with zero feet clearance between the neighboring property, a pre-existing non -conformity. City of La Quinta Pool Permit #06-0261 was obtained on 1/30/06 without the identification of an existing septic system. With no permit and/or records on file for this property verifying the dwelling connected to the Coachella Valley Water Districts sewer system, it is highly recommended prior to the excavation of the pool to hire the professional services of a contractor to located the existing septic system to avoid an interruption of private services, public nuisance and added expense to the owner. Verification of the existing septic system will be required prior to the issuance of the proposed residential addition to ensure it is not located between the existing detached garage and dwelling. This may be an additional correction for the plan review in progress and will be forwarded to the Plan Reviewer performing the project review. A 6080 sliding glass door was observed at the second floor bedroom opening onto an unprotected roof. Mr. Guilbault stated he constructed the door approximately four years ago. The un - permitted door opens on to a roof that; 1) has no guard rail protection, California Building Code 509.1 and 2) has not been designed for the uniform and concentrated live and dead loads associated with it's proposed use, California Building Code Table 16-A. The door as observed is not permitted and requires the immediate attention of the owner. Please secure the door from any further use and submit evidence in the plan review in progress and/or by separate application with required information to approve and permit the door as constructed. The following electrical life safety conditions exist and require the immediate attention of the owner; Rear yard light switch and receptacle require damp location protection with GFI protection. Rear yard fluorescent lighting fxture.is not approved for exterior out door use as installed. • Exterior 220 dryer niche receptacle requires damp location protection. vt. Exterior 220 water heater receptacle requires damp location protection. Reconcile water heater location with dwelling addition plan review in progress. . Exterior patio abandon light fixture requires electrical wires exposed to terminate in the wall with a damp location cover plate. Abandoned spa sub -panel requires removal or maintenance and repair to remain in place. The sub -panel shall be rated for exterior use with no openings in the dead front and securely constructed to the structure. Spa equipment shall be properly wired with no exposed romex wiring or removed. A shed structure constructed on the south east corner at the master bedroom is not approved to encroach into the five foot side yard set back or neighboring property. Please remove the sheet metal structure. Additionally, for your safety, please ensure the gated enclosure out side the master bedroom sliding glass door is operational for emergency escape egress. California Building Code 310.4. The north court yard wrought iron fencing has been removed and the owner constructed sliding glass and french doors. The framing and doors are un -permitted and are required to be removed. In summary, La Quinta Municipal Code violations and electrical safety violations exist on this property. The residential addition permit under review requires the coordination of the above noted conditions prior to the approval and issuance of a Building Permit #05-5577. Mr. Louis Guilbault was very cooperative and demonstrated his great desire to improve his property. With the understanding that some of the conditions noted above will be addressed with the construction of the new addition the above noted conditions require the attention and remediation by the owner should the addition permit not be issued.
