Subject: Building Permit #0078 for a Block Wall Located at 77-395 Avenida
Durango; Paul Norway, Applicant
Cn March 16, 1983, Paul Norway applied for a building permit to construct a block
wall as shown on plans submitted by him. Due to the probability of an ordinance
change on fencing regulations, a permit was issued for 120 lineal feet of block
wall to be erected on the south and east sides of Mr. Moiway's property. At that
time, Mr. Morway agreed to wait until the new ordinance was approved in order to
see if it would be less restrictive before applying for a permit for the rest of
the wall.
Approximately two days before the March 22nd Planning Commission meeting, it was
observed by myself and the Code Enforcement officer, Frank Mazza, that the wall on
the west side of Mr. Norway's property was almost complete. That same day, Mrs.
Morway was given verbal and written notice that the wall constructed on the west
side of the property was in violation of the present code. She was also notified
that there had been no permit issued for this portion of the wall.
During the evening at the March 22nd Planning Commission meeting, Mr. Morway informed
me that he and his wife were away from the house and when they came home the wall was
up. He said his contractor must have misunderstood the instructions to wait on this
portion of wall.
