SITE DESCRIPTION:
THE SITE CONSISTS OF APPROXIMATELY 2 ACRES OF AN EXISTING PARKING LOT FOR
THE TRADITION GOLF CLUB HOUSE AND ADJACENT BUILDINGS. THE PROPOSED NEW
CONSTRUCTION IS IS LOCATED IN THE NORTH END OF THE PARKING LOT IN A GRASSY
KNOLL AND A PORTION OF THE PAVED PARKING LOT. A TOTAL OF 12 PARKING STALLS
AND THEIR DRIVING ISLES WILL BE REMOVED SO THAT THE NEW BUILDING CAN BE
BUILT. THIS AREA OF REMOVAL EQUALS 9,355 SQUARE FEET (SF). THE NEW
CONSTRUCTION , SO THEIR WILL BE NO SIGNIFICANT CHANGE IN THE PREVIOUSLY
APPROVED HYDROLOGY REPORT PREPARED BY THE KEITH COMPANIES, DATED
OCTOBER 1996. ORIGINALLY, THIS AREA WAS PROPOSED WITH A TENNIS COURT
ADJACENT TO THE EXISTING NORTHERLY PARKING LOT (PER CLQ DWG #97037 -8). AN
OVERALL DECREASE OF 5,954 SF OF IMPERVIOUS AREA FORM THE ORIGINAL REPORT.
THIS EXPLAINS THE LACK OF SIGNIFICANT INCREASE FORM THE ORIGINAL REPORT TO
THE PROPOSED CONSTRUCTION RUNOFF INCREASE FROM 12.0 (USING THE
PREVIOUSLY APPROVED RAINFALL DATA) TO 12.7 CFS (USING CURRENT CITY
APPROVED RAINFALL DATA).
DRAINAGE AREA & PATTERNS:
THE DRAINAGE AREA WAS DESIGNATED AS C -3 IN THE ORIGINAL REPORT. THE
ACREAGE WAS COMPRISED OF 2 ACRES OF COMMERCIAL. THE 100 -YEAR DISCHARGE
WAS 12 CUBIC FEET PER SECOND (CFS). THE COMBINED AREAS OF "A -D" OF THIS
REPORT EQUAL 12.07 CFS. THE MAIN PROPOSED REROUTED DRAINAGE WILL EXIT
THROUGH THE EXISTING OPEN TRENCH DRAIN AT THE NORTHEAST CORNER OF THE
SITE. THIS AREA AND THE RESIDENTIAL AREA TO THE EAST ALL DRAIN
NORTHEASTERLY ONTO PEERLESS PLACE TO A LOW POINT AT THE END OF THE AREA
DESIGNATED R 21 OF THE KEITH COMPANIES REPORT. THERE IT ENTERS A DOUBLE
CATCH BASIN TO THE GOLF COURSE HOLES DESIGNATED AREA 5. ALL OF THE PROJECT
WATERS ARE RETAINED ON -SITE AND HAVE NO EFFECT ON THE STATE JURISDICTIONAL
WATERS TO THE NORTH. WHILE THE ORIGINAL REPORT USED THE RAINFALL PATTERNS
OF THE RIVERSIDE COUNTY FLOOD CONTROL AND WATER CONSERVATION DISTRICT
MANUAL, THIS REPORT WILL USE THE UP -DATED RAINFALL PATTERNS SETFORTH BY
THE CITY OF LA QUINTA ENGINEERING BULLETIN 06 -16, REVISED 6/1/09, ZONE 4. THESE
INTENSITIES ARE SLIGHTLY. HIGHER THAN THOSE USED BY KEITH COMPANIES.
HOWEVER, THE DRAINAGE NUMBERS ARE RELATIVELY CLOSE IN TOTAL VOLUME
OUTPUT. THE WQMP SUBMITTAL REQUIREMENT WAS DEEMED UNNECESSARY DUE TO
THE REDUCTION OF ASPHALT PARKING AREA OF THE PROPOSED CONSTRUCTION

FROM 9,355 SF ORIGINALLY TO THE PROPOSED 5,164 SF. THE ADDITION OF THE 5,437 SF
BUILDING BRINGS THE TOTAL TO 10,601 SF TOTAL, ACCOUTING FOR THE CLOSENESS
OF THE DISCHARGE NUMBERS. HOWEVER, IT WAS REQUESTED THAT THEIR BE SOME
MEASURE TAKEN TO TREAT THE "FIRST FLUSH" OUTFLOW PRIOR TO ITS DISCHARGE
ONTO PEERLESS PLACE. THERE IS A CATCH BASIN WITH AN OPEN GRAVEL BOTTOM IN
THE PROPOSED DRAINAGE "U" GUTTER WHERE NUISANCE FLOWS WILL BE
INTERCEPTED. AN ANALYSIS OF BOTH THE REMAINING SECTION WITH 6" WALLS AND
THE NEW SECTION WITH 6.5" WALLS IS AT THE END OF THIS STUDY. THE PROPOSED
TROUGH DRAIN IS DIVIDED INTO AN UPPER SECTION AND LOWER S N. THE TWO
COMBINED EQUALS THE PROPOSED DISCHARGE IN THE 100 -YEA , 1 -HOUR STORM OF
10.67 CFS.

THE OFFSET OF THE OLD PARKING LOT REMOVAL AND THE NEW CONSTRUCTION OF
THE PROPOSED BUILDING AND REPLACEMENT PARKING SPACES ARE EQUAL IN THEIR
EFFECT UPON THE AMOUNT OF THE 100 -YEAR DISCHARGE OF 12 CFS GOING ONTO
PEERLESS PLACE FOR AREA C -3 (AREAS "A -D" OF THIS REPORT). PEERLESS PLACE IS
FRONTED BY RESIDENTIAL ON THE SOUTH AND EAST AND FRONTED ON THE NORTH BY
THE GOLF COURSE DESIGNATED AS AREA 4 OF THE KEITH COMPANY REPORT. THIS
REPORT PROVIDES A STREET CAPACITY CHART FOR THE 32' WIDE STREET DESIGN
SHOWING IT HAVING A CAPACITY OF 24.56 CFS AT A SLOPE OF 0.0055 WITH A VELOCITY
OF 2.36 FPS AND 25.65 CFS AT A SLOPE OF 0.0060 AND A VELOCITY OF 2.46 FPS. NODE
1476 -1477 OF THE ORIGINAL REPORT REPRESENTS AREA C -3 AND NODES 1477 -1480
REPRESENTS AREA R -21. 22.74 CFS IS CALCULATED FOR THESE TWO FLOWS. THE
ADDITIONAL 0.07 CFS CALCULATED FOR THE REVISED AREA C -3 IS WELL WITHIN THE
CALCULATED CAPACITIES OF THE TWO STREET GRADES THAT EXIST ON PEERLESS
PLACE FRONTING THESE DRAINAGE AREAS. THE BASIN DESIGNATED AREA 5, LYING
SOUTH OF THE LOW POINT AT PEERLESS PLACE TO THE EAST, RECEIVES THE
STORMWATER FLOWS FOR THE ABOVE NOTED AREAS AS WELL AS AREAS FARTHER
EAST ALONG THE TOE OF THE MOUNTAINS. THE KEITH COMPANY REPORT SHOWS THE
BASIN CAPACITY AT 27.40 ACRE -FEET OF AVAILABLE STORAGE AND ONLY 15.54 ACRE -
FEET(AC-FT) OF IN -FLOW. THIS REPRESENTS A 76.3% ADDITIONAL CAPACITY OVER
WHAT IS REQUIRED BY THE REPORT. THE BASIN HAS 39.74 AC -FT TO AN ELEVATION OF
36.0 WITH THE WATER SURFACE OF THE LAKE BEING 32.84 AT THE TIME OF THE LAST
AREIAL TOPOGRAPHY. THE 1,246 ADDITIONAL SF OF IMPERVIOUS AREA PROPOSED HAS
NO SIGNIFICANT EFFECT ON THE STORAGE AREA 5, ESPECIALLY WHEN CONCIDERED
THE TENNIS COURT THAT WAS NEVER BUILT ON THE PROPOSED SITE (PER CITY PLAN
97037 -8) WHICH WOULD HAVE ADDED 7,200 SF OF IMPERVIOUS AREA TO THE ORIGINAL
REPORTS Q100 CALCULATIONS. THIS FACTOR WOULD ACCOUNT FOR THE CLOSENESS
OF THE DISCHARGE NUMBERS TO WITHIN 0.07 CFS OR 0.6% OF THE ORIGINAL REPORT.
THE DISCHARGE FROM THE SITE HAS NO SIGNIFICANT EFFECT UPON THE EXISTING
RETENTION BASIN DESIGNATED AREA S.
LIKE ALL DRAINAGE DESIGNS, THE MAINTENANCE OF THE INTERCEPT FACILITIES IS
CRITICAL IN THE LONG -TERM PROTECTION OF THE BUILDINGS FROM ANY FLOODING.
THIS NEW PROPOSED CONSTRUCTION WILL NOT EFFECT THE CAPACITY OF THE
EXISTING FACILITIES OR ROADWAY, SO LONG AS THEY ARE MAINTAINED CORRECTLY.

Long range master plans for the County and incorporated cities
should be reviewed to insure reasonable land use assumptions.
2. Recommended values are based on average conditions which may not
apply to a particular study area. The percentage impervious may
vary greatly even on comparable sized lots due to differences in
dwelling size, improvements, etc. Landscape practices should also
be considered as it is common in some areas to use ornamental grav-
els underlain by impervious plastic materials in place of lawns and
shrubs. A field investigation of a study area should always be made,
and a review of aerial photos, where available may assist in estimat-
