Professions Code Section 5536.(Architects) and Section 6735 (Civil Engineers).

REQUESTED PUBLIC WORKS CORRECTIONS (2nd Round Check):
(Items 2; 3, 4, 5, 6, 7, 8, 10, 13, and 15 are pending comments that must be addressed
prior to proceeding to entitlement). The other items (1, 9, 11, 12, and 14) may be dealt with
during the precise grading plan check process.
Hydrology Report (HR): Please also include a table of contents. For the
permeable pavers' please provide technical information on the walk - ability and
ADA-acceptability, for the ADA path of travel. Paver separations should not be
greater than '/2 which includes beveled section.
2. HR, please clarify the method of calculation to determine the 100 year 1 hour
storm flow rates in cfs. That is, .Rational or Synthetic Unit Hydrograph:
3. HR, please provide plan view of the proposed permeable pavers with proposed
.pedestrian path of travel outlined.
4. HR, please show the 24 hour Synthetic Unit Hydrograph with a low loss rate not to
exceed 0.5.
5. HR, please provide a hydrology map and calculation .sheets that obtain RCFC
values for Runoff Index (RI) and Impervious (IMP) values. City check values.= 56
and 90% for street improvements.
6. Concept Plan Sheet C4, please provide on plan view the volume of the
underground storage and open end.storage for storm water runoff on Washington
Street.
7. Concept Plan Sheet C4, please provide the following information:
a. Bottom Elevation of the Retention Basin
b. Estimated WSE 100 at the Retention Basin
c. Elevations of all tope lines making the retention basin.
8. HR, permeable interlock paver section, please provide actual and allowed 1 hr, 3hr,
6hr, and 24hr retention volumes in the permeable paver areas. Note, continuous
infiltration through the pavers is not validated until volumes show that continuous
infiltration can occur during the specified storms. If this can not be shown, then use
infiltration for a Type B soil and a retention volume under the parking area equal to
the actual volume calculated based on porous media used. Note impervious area
in the pavers may be reduced from 100% impervious to 88 %, (100 - 1288 %). If
actual volume is inundated,. please use the Synthetic 3hr storm with retention to
determine the actual flow rate because the Rational Method may not provide this
especially if the volume inundated takes at least 75% of the length of the storm to
be exceeded (could be higher).
9. Sheet C4 (precise grading plan issue), please provide a Maxwell Plus system at
this retention basin.
10. Sheet C4, please provide a Manhole at Junction #3. We recommend that this
manhole include the diversion pipe to the Maxwell Plus Drywell or show inline
concept of 100 year flow through the proposed Maxwell Plus Nuisance handling
water device.
11. Sheet C4 (precise grading plans issue), please use max bends of 11 -1/4 degree
bends or connect into main pipe with 45 degrees.
12. Sheet C4 (precise grading issue), please use 11 -1/4 degree bends at this location.
13. Sheet C4, please provide minimum setback of the underground storage unit from
the proposed building. Note Engineering Bulletin 06 -15 requires min 30ft and
recommendation per the Geotechnical report is required.
14. Sheet C4, (Precise Grading), please show the typo of inlet at this low point at the
entrance.

original project design. Further hydrology comments could be made following determination of Washington Street access
changes, if any.

8/4/2008 - Meeting held at City with Developer (Dick Talbert) and Attorney (Robert Bernheimer) regarding hydrology and
assumptions:
Per City Engineer and EOR:
Developer must pick up 1/2 street water at frontage (Washington and Lake La Quinta) and provide storage or transport
system that abates condition. FOR states that 2/10 ft backup occurs at Lake La Quinta Drive above right of way. Storm
drain system may be undersized at Lake La Quinta. FOR to develop Washington Street collection facility and consider
use of permeable pavers for storm water handling. FOR reports that thick (2ft) granual base material below pavers will
absorb and buffer storm water flows. FOR agrees to assume no percolation into native material below pavers. Planning
will allow limited parkway retention.

8/11/08 - Tony started 2nd round (still 2nd because pavers introduced and flow are now issues) plan review and got the
following:
Note 1, based on zero percolation of the retention systems, the runoff from Washington Street is governed by the
24 hour storm at 6460 cuft using RI = 56, IMP = 90 %, and Area = 0.66 acres as shown on the EOR's report.
Note 2, the city run hydro volumes do not match EOR's probably because of the fact the FOR is not using correct
Street RI and /or IMP values required by RCFC calculations for flood volume.
1. Hydrology Report (HR), for the permeable pavers, please provide technical information on the walkability (seems difficult
on high heels) and ADA acceptability regarding wheel chair vibrations. Please also include a table of contents.
(POSSIBLE ENTITLEMENT ISSUE)
2. HR, please clarify the method of calculation to determine the 100 year 1 hour storm flow rates in cis. That is, Rational or
Synthetic Unit Hydrograph.

8/14/2008 - Paul & Tony discussed porous paver ADA standards with Greg Butler. Pavers may have only 1/2" gap across
the direction of the ADA path of travel. Condition may reduce allowable area of pavers at cross walks and ADA stalls.
8/1412008 - Paul met with Dave Cooper (BV) to assigned 2nd round check hydrology & precise grading review
(entitlement). Staff augmentation time budget 8 hrs with 2nd round redlines due no later than August 21, 2008.
8/22/08 - Tony and Dave went over 2nd round comments and got the following:

PLANNING FOR ROUTING TO APPLICANT (2nd Round Check):
The 2nd Round Plan check for the Preliminary Hydrology and Hydraulics Report was a
limited review. The Developer and Traffic Division are reviewing the ultimate geometry
and access points. The ultimate geometry and access points will dictate final
hydrology assumptions and requirements. Additional tributary area and impervious
value modifications may be applicable if a new Washington Street access point and
deceleration lane are installed (Second Request Item).
Washington Street drainage adjacent to project was last reviewed during the original
Lake La Quinta project design. Further hydrology comments could be made following
determination of Washington Street access changes, if any:

The existing 30 inch and 36 inch storm drain is reported to be undersized, but
insufficient documentation is provided to substantiate this conclusion. If the storm
drain is undersized, please include project specific improvements to address this
condition.
Further, the Preliminary Hydrology and Hydraulics Report for the project incorrectly
states that the City requires dry streets for the 100 year storm event. The City
Hydrology policy is stated within Engineering Bulletin 06 -16. Item 15 of Bulletin 06 -16
allows the loss of 1 lane of roadway (in each direction) in a 10 year storm event.

4) Please assure that each sheet of the resubmitted Plans and the title, cover or
signature sheet of the Documents, Specifications, Calculations or Reports
include the preparer's name and telephone number and are wet - signed and
stamped by the licensed preparer as prescribed by California Business and
Professions Code .Section 5536 (Architects) and Section 6735 (Civil Engineers).
Resubmittals will not be accepted with signatures missing.

REQUESTED PUBLIC WORKS CORRECTIONS (2nd Round Check):
1. Hydrology Report, page 4, Please call out #8 stone as indicated in the
manufacturer's recommendations. Please clarify the stone stabilization method to
prevent long term erosion of the stone system at the surface of the pavers.
2. Hydrology Report, page 5, Please provide a map or equal which clarifies areas A,
B, C and D. Areas A, B, 'C and D each utilize differing thicknesses of stone (24 to
39 inches of thickness).
3. Hydrology Report, Page 6 & 68, Please show the total volume requirements and
sum the columns as applicable for. the Washington Street and Parkway dual
retention facilities.

4. Conceptual Grading Sheet C4, Please provide a'note on the grading plan. indicating
the specific requirements of the. pavers and stone base (30% void ratio is required).
5.. Conceptual Grading Sheet C4, Please clarify that the grate is located in a low point
(LP) instead of the shown HP callout, or add a project note defining the design
concept.
6. Conceptual Grading Sheet C4, Please correct the error at the redlined volume
callout relative to the value stated in the hydrology report.
7. Conceptual Grading Sheet C4, Please provide soils engineer confirmation of the
acceptability of a 30 ft building setback from the retention areas.
8. Conceptual Grading Sheet C4, Please provide an additional section detail as
redlined.
9. Conceptual Grading Sheet C4,.Please recheck the storm drain inlet design as
configured at Caleo Bay and Via Florence. Use of a grated manhole in this location
is questioned. Review use of across gutter /channel drain system.
10. Conceptual Grading Sheet C4, Please callout all. storm drain pipe sizes.
Project hydrology is acceptable for entitlement. The FOR is requested to fully address
the 2nd round Hydrology Report and Conceptual Grading redline comments in the first
submittal of the post entitlement Precise Grading plan to Public Works. Redlines are
transmitted by Public Works through the Planning Department for return to EOR.

PUBLIC WORKS COMMENTS TO PLANNING /BUILDING:
1) Pass -by reduction used for turning movements at Caleo Bay /Ave. 48 are actually
diverted links. Lower reduction rate should be used.
2) There is a significant impact at Caleo Bay /Ave. 48 per Table 19 (over 5 vehicles
added to critical movements)
3) Westbound Ave. 48 at Washington is also a critical movement with more than 5
vehicles added and should be included in queuing study.
4) Based on expected delays for southbound lefts out of Caleo Bay it is anticipated that
fewer cars will be attempting this movement. Distribution. pattern should be modified to
reflect this.

PUBLIC WORKS COMMENTS TO PLANNING:
Traffic Engineering has reviewed the latest submittal for the Shoppes of La Quinta
Traffic Impact Analysis and has the following comments;
1) Table 2 should read Unsignalized Intersections.
2) On Table 3, "lanes" column should indicate if the capacities shown are for
divided or undivided roadways.
3) On Table 3, the capacities listed for the Secondary Arterial are for a 4 lane
undivided roadway while Exhibit 7 shows 4 lane divided roads.
4) On Table 3, the capacities listed for the Major Arterial do not match the ones
shown in the Master Environmental Assessment (E = 54,000) referred to as the
source for the Table.
5) The developer has included a right turn deceleration lane for the driveway on
Washington Ave. into his site. While it does not meet the recommended
guidelines for installing a right turn deceleration lane, the report should discuss
the benefits of such a pocket based on the volumes and speeds experienced on
Washington
6) The study needs to substantiate, in both text and tables, why impacts are not
significant to intersections and road segments projected to be deficient (LOS E or
F).
