Your letter on the Plot Plan Approval
Dear Dennis,
Thank you for your recent input into our situation or
problem out here. We do appreciate the help and the
understanding.
As far as the transmittal letter that was given to us by
the city as to the requirements to the modifications to
our Plot Plan at Laguna De La Paz that you deemed
necessary. You will find attached hereto a copy of the
modified Plot Plan that addresses the Fire Protection
issue and gives us adequate protection per the form Fire
Code. The plan provides for a twenty foot hard surface, 2
1/2" A.C. with an approach from Vista Laguna up to the far
end of the Model Complex where a 45 foot diameter cul de
sac with a hard surface exit into the Model adjacent to
the Fire Hydrant which puts the Fire Protection within
150' of every building, less Lots 43 and 44. The second
access for Lots 43 and 44 is from below, as you will see
also by the Revised Plot Plan, hard surface adjacent to
the Fire Hydrant gives access within 150' of those two
units, Lots 43 and 44, as well as Plan 3, Lot 12.
The duration of this Model Complex should not extend past
two years. We anticipate build out within that time and
have permanent facilities in place within that two years.
This Fire Access is temporary and will not be expected to
service this complex indefinitely. Upon the buildout of
the project, the landscaping will be removed and the roads
will be returned to their approved condition and Fire
Protection to the standard acceptable condition.

COMPLEX AT TRACT 20052 -3, LOTS 13, 14, 15, AND
42 THROUGH 45
Dear Mr. Cashman:
This is to inform you that the Planning and Development
Department has approved the above subject plans, in accordance
with the execution of the following conditions:
1. Development of the site shall conform with the
approved exhibits as submitted for the site and
landscaping layouts, floor plans, and elevations as
maintained in the Planning and Development
Department's file for Plot Plan No. 89 -408, except
where changes made by, or the requirements of these
conditions shall take precedence.
2. Applicant shall comply with all requirements of the
City Fire Marshall. The following fire protection
measures are required in accordance with La Quinta
Municipal Code, Uniform Fire Code, and /or
recognized fire protection standards:
a. Schedule A fire protection- approved Super
fire hydrants (6" x 4" x 2 -1/2" x 2 -1/211)
shall be located one at each intersection
spaced not more than 330 feet apart in any
direction, with no lot frontage more than 165
feet from a fire hydrant. Minimum fire flow
shall be 2500 gpm for 2 hours duration at
20 psi.

b. The required water system, including fire
hydrants, shall be installed and accepted by
the appropriate water agency prior to
obtaining final approval for use or
occupancy. During construction a temporary
fire hydrant that provides a minimum 750
gallons per minute for 2 hours duration at
20 psi shall be maintained.
C. Prior to any occupancy certificates or
utility releases, a vehicle access road is
required within 150 feet of all buildings.
Via Amistad shall be improved with A.C.
paving to City of La Quinta Public Works
Department requirements, as per the approved
private street improvement plans for
Tentative Tract 29052. The street shall be
improved in its entirety, or a temporary
cul -de -sac with a minimum 45' radius shall be
provided until Via Amistad is fully improved.
d. A fire extinguisher with a minimum rating of
2A10BC shall be mounted in a conspicuous
location adjacent to the main exit door.
3. The applicant shall submit appropriate bonding, to
the satisfaction of the Planning Director and
Building Official as to form and amount of surety,
to insure that conversion of model facilities to
residential dwelling units is accomplished prior to
establishment of any additional model or other
sales facilities, or any permanent residential
occupancy of the model units. Appropriate surety
shall be on file with the City prior to any utility
release or occupancy certificates being granted.
4. The approved landscaping (Exhibit D) shall be
installed and certified as such prior to any
permanent power or certificate of occupancy
issuances. Prior to any request for landscaping
inspections, a copy of the landscape plans shall be
submitted to the Planning and Development
Department, with approval by Coachella Valley Water
District and the Riverside County Agricultural
Commissioner's office.

5. Appropriate directional signage, in conformance
with Chapter 9.212 of the La Quinta Municipal Code,
shall be placed at the entry to the tennis court
parking area, which is approved for utilization as
model visitor parking for this Plot Plan. Signage
location is to be reviewed with the Planning and
Development Department prior to any sign
installation. The required signage shall be
directional only.
6. Unauthorized deviations from the approved site,
parking and landscape plans, as contained in the
file for Plot Plan No. 89 -408, shall be grounds for
enforcement actions as deemed appropriate by the
Planning Director, to include but not be limited
to, stop work orders, withholding of utility
releases, inspection holds, hold on permit
issuances for the remaining project, etc.
7. Prior to applications being processed for any
further advertising or other signage not expressly
required by this approval, all existing off -site
signage within the corporate limits of La Quinta,
which pertain to the Laguna De La Paz development,
shall be removed (i.e. box signage near the
northwest corner of Highway 111 and Washington
Street).

An inspection conducted'at the construction site for the above referenced project
revealed that the access roads have not been provided and the fire hydrants were not
operational. These are minimum requirements per the Uniform Fire Code as adopted by
the City of La Quinta. These requirements have been communicated to you verbally and
were included in a March 16, 1989 letter, of which a copy has been attached.
Additionally, a Plot Plan requesting approval of the model homes was submitted to the
City of La Quinta (Plot Plan No. 89 -408). The exhibits submitted with the Plot Plan
request were transmitted to the Fire Department for review and comments. A letter
stating the fire protection requirements was provided on April 3, 1989. I suggest
that you contact the Planning Division for the City of La Quinta to determine the status
of your case.
As we discussed, use,or occupancy of any of the model home units is prohibited until
the fire and life safety requirements have been installed and accepted by the Fire
Department. Failure to comply with these requirements will result in legal action.
A permit for the storage of flammable /combustible liquids is required for the fuel
storage tank presently.located at the project site. Please submit your application
to the Fire Department, or remove the tank by June 19, 1989.

An inspection conducted at the construction site referenced.above revealed
that the permanent water system and hydrants located in Phase Two, along Via Hermosa,
were operational. Construction may be resumed in this area. The water system
and hydrants must be operational prior to constructing any units on Vista Cielo.
The primary access road was found to be blocked by employee vehicles that had parked
on Vista Laguna in front of the gate. Please post signs as needed on both sides
of the fence and gates to designate the access as afire lane. Access for Fire .
Department vehicles must be provided to all buildings.
A test of the hydrant installed along Vista Laguna, adjacent to Area 7, revealed
that the pressures and flows were acceptable as a temporary hydrant for use during
construction only. This hydrant will serve the five models being constructed in
Area 7 along Via Amistad with the condition that an access road will be provided
adjacent to the hydrant that connects Vista Laguna to Via Amistad. The connecting
access road must have provisions for crossing any raised curbs, be compacted and
covered with aggregate base material for a minimum twelve foot width. We expect
the road to be installed by March 20th. Water for the temporary hydrant is being
provided from the lake and adjacent irrigation system.. Although the Fire Department
accepts the flows being provided, we will not accept any responsibility for damage
that could result to the irrigation system during firefighting operations. The
permanent water system must be installed prior to final approval from the Building
Department for occupancy or use.
Additionally, prior to final approval of any of the models, Via Amistad must be
improved with A.C. paving to City of La Quinta Road Department standards. The
street should be improved in its entirety or a cul -de -sac with a minimum 45' radius
must be provided.

Applicant /developer shall furnish one blueline copy of the water system
plans to the Fire Department for review. Plans shall conform to the fire
hydrant types, location and spacing and the system shall meet the fire
flow requirements. Plans shall be signed /approved by a registered civil
engineer and the local water company with the following certifications:
"I certify that the design of the local water system is in accordance with
the requirements prescribed by the Riverside County Fire Department."
2. The required water system, including fire hydrants shall be installed and
accepted by the appropriate,; water agency prior to obtaining final approval
for use or occupancy. During construction a temporary fire hydrant that
provides a minimum 750 gallons. per minute for 2 hours duration at 20 psi
shall be maintained.
3. A vehicle access road is required within 150 feet of all buildings. Via
Amistad shall be improved with A.C. paving to City of La Quinta Road Department

4. Access gates located at Vista Laguna and Eisenhower Drive shall be equipped
with power operated opening devices that have an emergency vehicle radio -
controlled over -ride system. Devices shall be automatically unlocked and
openable in the event of a power failure or equipped with backup power
facilities.

GENERAL INSTALLATION NOTES
1.SPRINKLER IRRIGATION PLAN IS DIAGRAMATIC. FINAL LOCATION OF PIPING
WILL BE DETERMINED AT TIME OF' INSTALLATION. MAINLINE AND LATERALS
SHALL BE PLACED IN SAME TRENCH WHEN POSSIBLE. EQUIPMENT SHOWN IN
PAVED AREAS IS FOR DESIGN CLARIFICATION ONLY AND SHALL BE
INSTALLED IN PLANTED AREAS.
2.INSTALL ALL EQUIPMENT AS SHOWN IN DETAILS. ALL EQUIPMENT REQUIRED
BUT NOT SPECIFIED ON THE DRAWING SHALL BE PROVIDED BY THE
IRRIGATION CONTRACTOR.
3.ALL EQUIPMENT SHALL BE INSTALLED IN ACCORDANCE WITH MANUFACTURER'S

PVC PIPE. LATERAL PIPING GOING UNDER HARDSCAPE SHALL BE SCHEDULE

7.ALL VALVE CONTROL WIRE SHALL BE INSTALLED IN SAME TRENCH WITH
MAINLINE WHEREVER POSSIBLE AND SHALL BE SOLID COPPER, AWG #14,
TYPE OF, DIRECT BURIAL WIRE USING SNAPTITE OR SCOTCH -LOG WIRE
CONNECTORS . --
8.ALL TRENCH BACKFILL SOIL SHALL BE CLEAN, FREE OF kOCKS, TRASH,
GLASS, SOLVENT CEMENT CONTAINERS AND RAGS. CONTRACTOR SHALL
COMPACT ALL TRENCHES TO A DENSITY EQUAL TO THE UNDISTURBED SOIL
AND SHALL BE RESPONSIBLE FOR BRINGING ANY SETTLED TRENCHES BACK TO
FINISH GRADE.
9.CONTRACTOR SHALL FLUSH ALL PIPE LINES PRIOR TO INSTALLING IRRIGATION
HEADS.
10.CONTRACTOR SHALL INSTALL VALVE BOXES AT GRADE OVER ALL ELECTRIC
VALVES AND INSTALL ANTI -DRAIN VALVES AS NECESSARY TO PREVENT LOW
HEAD DRAINAGE EROSION OR DAMAGE.
11- CONTRACTOR SHALL ADJUST ALL SPRINKLERS, VALVES, AND PRESSURE
REGULATORS FOR PROPER OPERATION AND COVERAGE. CONTRACTOR SHALL USE
ADJUSTABLE ARC SPRINKLERS AS NEEDED FOR ODD SHAPED AREAS.
SPRINKLERS SHALL BE INSTALLED ACCORDING TO DETAILS. ALL SPRINKLERS
SHALL BE ADJUSTED SO THAT NO WATER IS, THROWN ONTO STRUCTURE OR
NATURAL FACED MASONARY WALLS. NO OVERTHROW IS' PERMITTED ON ANY
HARDSCAPE.
12. 120 VOLT POWER FOR CONTROLLER IS TO BE PROVIDED BY OTHERS ON A
SEPARATE CIRCUIT BREAKER. IRRIGATION CONTRACTOR SHALL BE
RESPONSIBLE FOR MAKING CONNECTION TO CONTROLLER. CONTROLLER FINAL
LOCATIONS SHALL BE DETERMINED BY OWNER'S AUTHORIZED
REPRESENTATIVE.
13.IRRIGATION DESIGNER SHALL APPROVE ALL DESIGN CHANGES DUE TO SITE
PLAN CHANGES, LANDSCAPE PLAN CHANGES, OR SCALING ERRORS IN
IRRIGATION PLAN TO GUARANTEE 100% SPRINKLER COVERAGE. IRRIGATION
CONTRACTOR SHALL ASSUME FULL RESPONSIBILITY FOR 100% COVERAGE WHEN
IN -FIELD CHANGES ARE MADE WITHOUT APPROVAL.
