PLOT PLAN APPLICATIONS MUST INCLUDE SUCH INFORMATION AND DOCUMENTS AS
MAY BE REQUIRED BY THE PLANNING DIRECTOR, IN ADDITION TO THE
FOLLOWING:
1. A plot plan, drawn to scale, that shows the following:
a. Boundary and dimensions of property.
b. Topography of the property.
C. Location of adjacent streets, drainage structures,
utilities, buildings, signs, and other features that
may affect the use of the property.
d. Proposed development, including planned buildings and
structures, access, drainage, yards, drives, parking
areas, landscaping, signs and walls or fences, with
dimensions.
2. A complete set of elevations of the proposed buildings.
3. A landscape plan showing size, type (botanical and common
name), and location of proposed plant material.
4. A list of the exterior materials and colors to be used,
including identification of where each will be painted or
used; also, an 8" X 13" color and materials board which
contains color swatches.and representative likeness of the
materials to be used.
5. The net and gross square footage for each proposed use and
building.
6. The square footage allocated for sidewalks /walkways,
parking, landscaping, and building.
7. If the application requires a public hearing:
a. One complete set of colored renderings for the
elevations, plot plan and landscape plan.
b. A list of the names and addresses of all owners of real
property located within 300 feet of the exterior
boundaries of the property to be considered, as shown
on the last equalized assessment roll and any update
issued by the City Assessor. The list must be
certified by a title company, architect, engineer, or
surveyor.

Dear Mr. Bierek:
Your application to locate a Christmas Tree sales lot as noted
above is approved subject to the following conditions:
1. The sales activity shall be only conducted between
December 2, 1988, and December 24, 1988.
2. Access to the property on Washington Street between
Highway 111 and Simon Drive is prohibited. Car parking
is limited to Simon Drive. Temporary "No Parking" signs
will be installed along Washington Street.
3. The cost of locating the temporary "No Parking" signs
shall be paid by the Applicant to the City prior to
establishing the use. The cost is $100.00.
4. An electrical permit must be secured from the Building
Division prior to connecting to any electrical source.
5. Prior to establishing the use, a $100 cash refundable
bond shall be posted with the City to asdure site clean
up. The bond will be forfeited if the site is not
cleared of any Christmas tree debris by December 31, 1987.
6. The 16 square foot temporary sales sign can be erected on
the site no sooner than December 1, 1987, and must be
removed by December 22, 1987. The sign cannot be located
closer than 10 feet to the back of the sidewalk, at a
height not to exceed 8 feet.
7. Complance with the following Fire Department conditions
is required:

B. Provide fire extinguishers located so that travel

D. All sales and storage areas to be cleaned of waste
and debris daily.
E. All electrical cords and wiring to be protected
from public and approved by Fire Department.
F. Prior to start of sales, contact Fire Department
for inspection.

Dear Father Brennan:
Your application to locate a Christmas tree sales lot at the
southeast corner of Washington Street and Highway 111 is
approved, subject to the following conditions:
1. The sales activity can be conducted between December 1,
1987 and December 22, 1987.
2. Based upon consensus of the Engineering Department, use
of the existing access to the property on Washington
Street between Highway 111 and Simon Drive is
prohibited. Car parking is limited to Simon Drive.
Temporary "No Parking" signs will be installed along
Washington Street.
3. The cost of locating the temporary "No Parking" signs
shall be paid by the Applicant to the City prior to
establishing the use. The cost is $100.00.

You have requested that I elaborate on my initial response
concerning the above subject.
As I stated, the operation of a Christmas tree sales lot as
proposed would add significantly to an already difficult traffic
problem. Washington Street currently carries in the order of
20,000 vehicles per day, and these vehicles are allowed to travel
at the prim facie speed limit of 55 m.p.h. Across from the
proposed ingress - egress driveway at the tree lot are two driveways
in close proximity, both of which allow right and left turns.
There is insufficient stacking distance in the left turn lanes for
both Highway 111 and the shopping center. In the general area of
the tree lot driveway, there also is the beginning of a right turn
lane for traffic intending to proceed eastbound on Highway 111.
All of these produce the following problems in using the lot for
tree sales:
1. Left turns out of the tree parking lot will be very
dangerous and at times impossible because of interference
from cars backed up in the Washington left turn lanes.
2. Left turns from Washington to the tree lot will be
hazardous because of oncoming northbound traffic in what
amounts to three lanes, as well as vehicles exiting the
shopping center, the Pt. Happy Ranch and the tree lot
itself.
3. Some of the vehicles which, if allowed to do so, park
parallel on the east side of Washington between Highway
111 and Simon Drive will either arrive there or attempt to
leave by making a U -turn on Washington, a potentially
disastrous movement.

4. It is conceivable that some vehicles would park parallel
on the west side of Washington south of the shopping
center entrance and attempt to walk across Washington
where there are no protected pedestrian crosswalks.
As a consequence, I cannot endorse the proposal as it has been
presented, and as I mentioned to you in conversation about this
matter, I believe the Sheriff's Department would share my concerns
and perhaps add some of their own, due to their experiences in that
section of Washington.
While it also would produce some serious safety considerations, an
alternative of tree lot ingress and egress from Simon Drive only
with parking prohibited on Washington would be a superior scheme.
There would still be problems in making left turns into and out of
Simon Drive, but those problems presently exist.
