This. correspondence is provided in response to your request regarding the status of the
above referenced plot plan approvals. Please pardon the delay while we researched our
prior approvals and current uses.
As noted in your letter, Plot Plan 95 -562 which replaced the former Plot Plan 89 -410 is
currently used as KSL's corporate offices. The balance of the subject areas of these plot
plans are in various uses, all of which should conform to the approved use. As indicated
in your meeting with our consultant, Forrest K. Haag, we are currently preparing an
application for extension of these uses which will include an illustrative presentation of
same.

RE: Temporary Uses at PGA West
Dear Ms. Dyal:
On September 18, 1995, the City sent out a letter to Mr. Chevis Hosea regarding several temporary
uses, most of which have expired. I have enclosed a copy of that letter for your information.
To date, we have not received a response from anyone affiliated with KSL in regard to this letter or
the items addressed in it. Earlier in the week we received a call from the Riverside County Fire
Marshal's office pertaining to the inadequate fire flow at the addresses noted in our letter. Please note
that, attached to our letter, is a copy of one from the Fire Marshal's office dated August 22, 1995.
This is the letter which initiated our research on all temporary uses out at PGA West. As the fire flow
problem is a life safety issue, any continuing operations at the addresses cited will be subject to the
order of the Fire Marshal. From the perspective of the Community Development Department, new
approvals are required in order to continue any existing temporary uses, as set forth in our September
18th letter. Our chief concern is that there may be additional existing conditions which could
constitute a hazard due to the length of time these uses have been established. For example, the
structures identified by the Fire Marshal have been there for over ten years.
Recently, City staff approved additional temporary construction/administration offices (Plot Plan 95-
567; 79 -995 '/2 PGA Blvd.) for construction of the approved KSL model complex. Although KSL
was not the applicant, it is on property owned by KSL and in conjunction with development by KSL.
City staff will continue to work with KSL staff in order to address this issue, but we do need some
assistance in regard to the status of these temporary uses and what is intended for them in the near -
term future. We would appreciate a written response as requested in our September 18th letter by
November 20th, 1995; until we receive a response, we will be unable to process any further
temporary use applications by KSL or its assigned contractors. You should also be aware that we
have informed the Fire Marshal to take any actions necessary in regard to any existing fire flow
situations.

RE: Temporary Structures at 55-840 and 55-920 PGA Boulevard
Dear Mr. Hosea:
In regards to the above subject, the City recently received a communication from the PGA West fire station #70
(see attached). This letter indicates that the required fire flow standards are not being met at those locations. After
review of our plot plan files for the temporary structures in the resort core of the PGA West project, we have
found that other temporary approvals have also expired:
Plot Plan 85 -183 - Approved 7/2/85; expired 1/31/90. Permitted a 3,800 s.f temporary clubhouse, a
4,560 s.f cart storage building with an attached 720 s.f membership sales office, and a 2,080 s.f
subdivision sales office. This is the site of the structures in question.
Plot Plan 87 -377 - Approved 3/26/87; expired 9/26/88. Permitted a temporary sales office and hotel
room model facility, directly south of PP 85 -183.
Plot Plan 89 -410 - Approved 5/5/89; reissued approval under Plot Plan 95 -562 on 8/15/95.
Although PP 89-410 is expired, the temporary use is allowed to continue under the recent approval for
PP 95 -562. The original approval was for the hotel model room/sales complex; the facility is' now
approved for KSL's temporary offices and will expire on 8/15/96 unless a renewal request is submitted
prior to expiration.
Plot Plan 89 -416 - Approved 7/5/89; expired 7/5/90. Permitted temporary construction trailers and
fencing for the PGA West hotel site. Although no specific expiration date was set forth in the conditions
of approval, the Municipal Code stipulates that plot plans expire one year from the date of approval. In
addition, expiration of the hotel plot plan would make this approval moot.
With the exception of PP 89- 410/95 -562, any structures and uses associated with the above listed projects
should no longer be in existence or operation, as they are temporary uses without valid approvals. Any further
activities regarding these uses would be subject to current review standards of each responsible agency (i.e.,
County Fire Dep't., City Building and Safety Dep't., etc.). This also applies to the following cases, which are
ancillary to the PGA West project but located outside the resort core area:
Plot Plan 89-423 - Approved 8/3/90; expired 8/3/95. Previously approved under Plot Plan 86 -363, this
facility was the customer service and construction offices for Sunrise Company. PP 89-423 re-
established the original approval, during which time Sunrise indicated that the facility would be moved
to the PGA 5th course area. This move never occurred, hence Sunrise requested that the plot plan be
extended for five years, as reflected above, instead of six months as. originally requested.

If these uses are to be continuing operations, or have changed from the originally approved use, then they will
have to be reviewed as new submittals due to their expired status. In order to make a more definitive assessment
as to the appropri ate process, we will need more information relating to the current uses at these facilities, and
what KSL intends to do with these facilities in the near future. Specifically, each of the plot plans referred to in
this letter should be addressed in a written response to this department, briefly explaining the current and future
use of each site. At that time, we will outline a specific procedure to follow for application to extend approvals
on these sites, should that be your intent.

This letter shall serve to inform you that the Planning &
Development Department has approved the above referenced
subject, pursuant to satisfaction of the following conditions:
1. The additional installations to the existing facilities
shall be accomplished as set forth on- Exhibit A for Plot
Plan 89 -423, except where these conditions take
precedence in the event of conflict with the approved
Exhibit A.
2. This Plot Plan approval shall be valid for five years
from the date of this letter, after which time the use
shall be terminated. The Planning & Development Director
may grant subsequent time extensions; however, the total
of such extensions shall not exceed three years.
Therefore, irregardless of the number of extensions
granted, the use shall not be continued past eight years
from the valid approval date.
3. The Applicant receives this approval with the knowledge
that this portion of 54th Avenue is being vacated.
Applicant shall provide /obtain the appropriate
easement(s) over the vacated portion of 54th Avenue to
permit public access. Any required private improvements
shall be installed by the Applicant, as may be directed
by the City Engineer and City Fire Marshal, in order to
provide adequate.access.

4. Applicant shall comply w-th the following conditions of
the City Fire Marshal:
a. Applicant /Developer shall be responsible to submit
written certification from the water company noting
the location of the existing fire hydrant and that
the existing water system is capable of delivering
2250 gpm fire flow for a 2 hour duration at 20 psi
residual operating pressure. If a water system
currently does not exist, the Applicant /Developer
shall be responsible to provide written
certification that financial arrangements have been
made to provide them.
b. The required fire flow shall be available from a
Super hydrant(s) (6" x 4" x 2 1/2" x 2 1/211)
located not less than 25 feet nor more than 165
feet from any portion of the building(s) as
measured along approved vehicular travelways.
C. Install portable fire extinguishers per NFPA,
Pamphlet #10, but not less than 2A10BC in rating.
Contact certified extinguisher company for proper
placement of equipment.
d. Applicant /Developer shall be responsible for
obtaining flammable /combustible liquid storage
permits from the Fire Department.
e. Building address shall be plainly visible and
legible from the street.
5. All trailers (new & existing) shall maintain a minimum of
5 feet from any side property lines, and shall adhere to
all other setback requirements of the R -2 Zone District.

With respect to the condition of approval regarding the above referenced Plot Plan,
the Fire Department requires the following fire protection measures be provided in
accordance with La Quinta Municipal Code and /or recognized fire protection standards:
1. Applicant /developer shall be responsible to submit written certification from
the water company noting the location of the existing fire hydrant and that the

Dear Mr. Herman:
Attached are copies of the proposed site plan for the above
referenced facilities on Ave. 54. We will comply with the Fire
Marshal's requirements (his letter dated Sept. 7, 1989) regarding
the submittal of a Hazardous Materials Inventory Statement, the
removal of any above ground fuel tanks, the removal of vegetation
along the westerly fence, and the installation of a fire hydrant
and appropriate fire extinguishers.
Sunrise's Safety Director, Bill Cooke, will be submitting the
Hazardous Materials Inventory Statement directly to Dennis Dawson,
County Fire Marshal, under separate cover. In addition, he has
already submitted to the Fire Marshal's office a business plan
indicating the location of all of the proposed facilities and the
various fire protection measures.
We propose to install a "Convault" type above ground fuel tank as
indicated on the site plan. This type of fuel tank has been
previously approved by the Riverside County Fire Dept. and is in
use in several locations in the Coachella Valley. Enclosed are
copies of the manufacturer's literature regarding this type of fuel
tank. Mr. Cooke, has contacted Dennis Dawson to discuss our use
of this type of tank and has obtained an approval from Mr. Dawson
for its installation (copy attached).
A "Super" fire hydrant has been installed in compliance with the
specifications of the Fire Marshal's letter.
Since it has become apparent that we will not be relocating our
construction facilities in the near future, we respectfully request
that the approval of this plot plan be for a minimum period of five
years with provisions for subsequent time extensions upon request
to the Planning Dept.

WHEREAS, the Board has established, pursuant to Sections 39600.

southerly of the extension of PGA Blvd. It is currently in the
County's jurisdiction, however, it is within the area being
processed for annexation to the City.
Since it is estimated that the annexation will not be complete
until approximately late summer, we will be processing a plot
plan for approval by the County. Due to the time required to
prepare and process the plot plan, prepare the site, and relocate
all of our facilities, we respectfully request a time extension
of six (6) months (until August 29, 1990) on our current plot
plan to accomodate our move.

Prior to approval of the above referenced plot plan, measures shall be taken to
comply with the following in accordance with the La Quinta Municipal Code and
the Uniform Fire Code:
1. Submit a Hazardous Materials Inventory Statement for all materials stored
on site and inside the storage trailers. The HMIS shall include the following
information for each hazardous material listed.
a. Generic chemical name
b. Common /trade name
C. Formula or major constituents
d. Manufacturer
e. UN or NA identification number
f. Manufacturer's Safety Data Sheet
g. Maximum quantity stored at any one time.
2. Remove above ground fuel tanks from property.
3. Remove all vegetation along the fence adjacent to the buildings located on
the west side of.the.property.
With respect to the conditions of approval, the Fire Department requires the following
fire protection measures- to-be-:provided:
1. Install a Super fire hydrant (6" x 4" x 2J" x 2} ") located not less than 25'
nor more than 165' from any portion of the buildings. Minimum fire flow shall
be 1500 gpm for 2 hours duration at 20 psi. NOTE: If the conditions of approval
for this plot plan does not have any provisions for time extensions and the
buildings are to be removed within twelve months, this requirement will be
waived.
2. Install portable fire extinguisers per NFPA 10 as follows:
a. In all buildings with a minimum rating of 2A1OBC.
b. In a conspicuous location within 50 feet of all storage areas with a minimum
rating of 2A40BC.

Dear Mr. Herman:
We respectfully request approval of the attached plot plan for
our Construction and Customer Service Offices at Oak Tree West.
Attached is the Plot Plan Application, a check in the amount of
$75.00 for the filing fee, and the required number of prints of
the site plan for our existing Construction Offices and Yard and
the Customer Service Offices located at the end of Ave. 54
westerly of Jefferson Street. Also attached are copies of the
previously approved landscape plan for this site. Please note
that the plan reflects the conditions and trailer locations as
they presently exist, i.e., we are not proposing to modify the
currently approved plot plan.
We propose to remain in this location for approximately one (1)
year, at which time we anticipate the need to relocate the
facilities due to the start of golf course construction in this
area. At that time, we will submit plans and a new application
for the new location of the facilities. However, we respectfully
request that the current plot plan approval contain provisions
for time extensions in the event that the golf course
construction is delayed.

Re: Sunrise Company Construction Compound
Extension of Time Approval'
Dear Mr. Levin:
This letter is to inform you that your request for a one year
time extension for the above referenced project has been
approved. This time extension, therefore, expires on September
17, 1989. All previous Conditions of Approval for the subject
project apply and must be maintained as specified in the
attached letter dated May 7, 1987. You should also note in the
attached, that a related encroachment permit likewise, expires
on September 17, 1988. A separate extension request is needed
to continue this approval.
Please be aware that in accordance with Condition No. 2 of the
attached letter, this is the final extension of time for the
subject use. Further, we observe that the originally approved
use (construction compound) has evolved into other activities
(customer service and general office.uses), and is becoming, in
effect, a more permanent facility.
Therefore, if it is the desire of Sunrise Company to continue
the use as presently constituted, a new plot plan application
will need to be submitted. The application may be subject to
specific improvement conditions related to the typical and
contemplated duration of use. This new application must be
submitted a minimum of thirty (30) days pr -ior to current
approval expiration to avoid any interruptions in operation.
