VII. BUSINESS SESSION
A. Tract 23935; a request of the GWR Development Company for review of
an additional unit.
1. Associate Planner Glenda Lainis presented the information
contained in the Staff report, a copy of which is on file in the
Planning and Development Department.
2. Commissioner Marrs asked for a clarification of the detailing
requested by Staff.
3. Commissioner Ellson inquired how this unit would compare to the
other units in the area in regard to price and size. Mr. Dennis
Cunningham spoke on behalf of the Applicant and stated the
house would be in the price range of $150- 155,000 and the
current houses are $175 - $215,000.
3. There being. no further discussion, Commissioner Mosher moved
and Commissioner Ladner seconded a motion to adopt Minute
Motion 91 -028 approving the additional unit for Tentative Tract
23935 subject to the Staff recommendations. Unanimously
approved.
B. Plot Plan 91 -442; a request of Wilma Pacific for approval of a new
architectural unit for Marquessa on Lake La Quinta.
1. Principal Planner Stan Sawa presented the information contained
in the Staff report, a copy of which is on file in the Planning and
Development Department.
2. Commissioner Ellson inquired if the garage would need any
additional fire walls due to its location. Principal Planner Stan
Sawa stated that the building codes would be strictly enforced
and this would be addressed at that time.
3. There being no questions of Staff or the Applicant, it was moved
by Commissioner Ladner and seconded by Commissioner Ellson to
adopt Minute Motion 91 -029 approving the new architectural units
for Plot Plan 91 -442. Unanimously approved.
C . Tentative Parcel Map 26525; a request of Chuck Strother for approval
of residential unit on one parcel of the Orchard Dunes.

ON LAKE LA QUINTA

BACKGROUND:
The Applicants are constructing two types of units within Lake La Quinta, adjacent
to the Lake and off Lake. The proposed request is for the lots which are off Lake.
Previously in May, 1990, three single story designs and one two story design were
approved for the off Lake lots. The Applicant is now requesting approval of the
three single story designs which would replace the four previously approved plans.
To date none of the four previously approved plans have been constructed within the
project.
The three new home sizes are 2106, 2325, and 2618 square feet in floor area. The
architectural style of the units is Contemporary Mediterranean/ Spanish in nature.
Each unit would have three different front elevation designs. The side and rear
elevations for each design will be the same. Exterior materials will consist of earth
tone stucco colors and a tile roof.
On the plans labeled 3 and 4, a fireplace adjacent to the sideyard is indicated. It
should be noted that if the sideyard setback provided is a minimum 5 feet, this
fireplace may encroach only one foot into that 5 foot sideyard setback. These
setbacks are shown encroaching two feet beyond the face of the building.
DESIGN REVIEW BOARD ACTION:
The Design Review Board at it's meeting of August 7, 1991, unanimously
recommended approval of the plans as submitted, with Boardmember Walling
abstaining.
RECOMMENDATION:
Based upon the Design Review Board action, Staff would recommend that the
Planning Commission approve the plans as submitted.

STAFF COMMENTS:
Staff has reviewed the submitted plans and would offer the following comments:
1. Except for the front elevations and some portions of the rear elevations, there
are minimal overhangs and shading of glass areas.
2. On Plans labeled 3 and 4, a fireplace adjacent to the sideyard is indicated. It
should be noted that if the sideyard setback provided is a minimum five feet,
this fireplace may only encroach one foot into the five -foot sideyard setback.
RECOMMENDATION:
The Design Review Board should review the plans in light of the above comments and
if deemed acceptable, recommend approval to the Planning Commission.

SUBJECT: PLOT PLAN #90 -442, OFF -WATER MODEL COMPLEX FOR
LAKE LA QUINTA (TRACT 24230)
Dear Mr. Merritt:
The Planning & Development Department has approved the above
referenced subject pursuant to the following conditions:
1. Plot Plan 90 -442 shall be valid for two years as of
the date of this letter. This time period shall
pertain to the development and use of the model
complex as set forth in Exhibits A on file for Plot
Plan 90 -442. Time extensions may be approved by
the Planning Director upon a written request from
the Applicant.
2. Applicant shall post a demolition bond for the
model complex, at a cost of $15,000 per unit, to
ensure that compliance with setback and other
requirements will not be in conflict due to future
recordation of Tentative Tract 26152, currently
being processed.
3. Applicant shall post a conversion bond in the
amount of $3,000 per unit to insure
removal /reconstruction associated with concrete
walks, temporary fencing, parking lot removal,
removal of temporary sales office(s), and any other
items as may be necessary for conversion of the
models to R -1 occupancies.

4. The Planning & Development Department is aware that
the Applicant has a revised tract map for the 281
residential units, of which this model complex is a
part, and that no sidewalks are proposed on
interior & cul -de -sac streets. Applicant shall
maintain all tree stands, irrigation lines, and
other similar items out of street right -of -way and
future utility easements, as may be appropriate.
5. Applicant shall comply with all requirements of the
City Fire Marshal prior to any building permit
issuance. The Building Official shall have
received written verification to this effect prior
to any building permit releases for the
contemplated units.
6. All public access to the model complex, including
parking area, shall be paved, either as temporary
or as per approved street plans for the utilized
streets, prior to release of any utilities for this
complex. Interim roadbeds used during construction
activities, if permitted by the Fire Marshal, and
all other construction access ways shall be kept
wet at all times during any equipment operation.
All paving shall be to the standards of the City
Engineer.
7. Due to the Applicant's filing of revised Tentative
Tract 26152, which will not include sidewalks,
development of the adjacent right -of -way areas
showing sidewalks along the roadbed may be modified
by the Applicant, provided that any proposed
modification is approved by the Planning &
Development Department.
8. All pools shall be designed to be a minimum of
5 -feet from any property lines. Appurtenant
equipment, fountains & similar above - ground
structures (including ponds) must maintain required
yard setbacks for the R -1 zone.

SUBJECT: ARCHITECTURE FOR MARQUESSA ON LAKE LA QUINTA;
OFF WATER UNITS
Dear Mr. Viggiano:
On May 22, 1990, the La Quinta Planning Commission took action
to approve the above subject, pursuant to the revised
elevations and exhibits on file with the Planning and
Development Department. Please be advised that the model
complex for these units has not yet been approved. An approval
letter will be prepared in the next week or so. Also, Building
Plan Check is still in process on these units.
Additionally, we have received the plans for the clubhouse
architecture and recreation lot landscaping as of May 22,
1990. The recreation area landscaping and clubhouse
architecture will go before the Design Review Board on June 6,
1990. Please be aware that a formal plot plan application for
the site layout, accessory structures, setbacks, parking and
other specific elements is still required. The following fees
will apply:
Environmental Review Fee: $ 256.00 ( +2 acre site)
Plot Plan Fee: 760.00 (Public Hearing required)
TOTAL $1,016.00
I understand that your engineers are preparing this application
(form enclosed). Please be aware that the application needs to
include the detailed landscaping based upon the Design Review
Board's modifications (if any) and, similarly, the detailed
architectural provisions (all elevations, floor plans &
dimensions, heights, etc.) for the Planning Commission
hearing. All Design Review Board revisions must be
incorporated into the plot plan application; we will need 20
sets of all plot plan application exhibits (floor plans,
elevations, site plan, landscape, etc.).

BACKGROUND:
The subject unit types were before the Design Review Board on
May 2, 1990. At that meeting, the Applicant was requested to
revise the side and rear elevations and resubmit the changes
for Planning Commission review and no later than May 14. The
resubmittal was made along with a separate new submittal, and
was not discovered until after agendas were prepared and
distributed; hence, this memo is prepared to address the
revisions.
ANAT.VCT C • -
1. The main concern of the Design Review Board was with
window shading at the side and rear elevations. The
Applicant has addressed this to some degree.
2. The - Applicant has deleted some window areas, increased or
added overhangs /eaves at remaining window areas, and
added soffit and shadow box treatments to address the
Design Review Board concerns.
3. Overall, the Applicant has met the intent of the Design
Review Board's revision requirements.
RECOMMENDATION•
By minute motion, approve the off -water unit types for
Tentative Tract 24230 as per the floor plans and revised
elevations exhibits.

Dear Mr. Viggiano:
On May 2, 1990, the La Quinta Design Review Board took action
to recommend to the Planning Commission that the above subject
be approved, with the following provisions:
1. Side and rear elevations need to provide eyebrows-
or other treatment(s) to achieve an - effective
shading at window areas, or reduction in amount of
window area, or effective combination of the two.
2. The Board noted that all required information is to
be submitted as a complete package to the Planning
Commission.
This item is scheduled for Planning Commission review on May
22, 1990. We have your current exhibits on file, but you will
need to address the required revisions in the side and rear
elevations exhibit. Please submit eight copies of that revised
exhibit, with one additional colored exhibit for Planning
Commission display. This must be submitted no later that 5:00
p.m. on May 14, 1990, so as to allow time to prepare the staff
report and agendas for the Planning Commission by May 18, 1990.
A submittal received after May 14, 1990, will place the
application on the June 12, 1990, Planning Commission agenda.

BACKGROUND:
Marquessa on Lake La Quinta was approved by the
City Council as Tentative Tract #24230 on December
5, 1989. The Applicant proposes two separate
concept themes; a lakefront product consisting of
four one -story unit designs and an off -water
product consisting of three single -story designs
and one two -story design (see accompanying
exhibits).
ANALYSIS:
A. Lakefront Units
1. No scale or statistical information is given
with regards to the unit floor plans.
2. A siting plan showing keyed location of unity
types has not been submitted, though one is
not required at this time, as all units are
single story.

3. Unit elevations are all single- story. No
dimensions are given as to height or overall
dimensions.
4. Left and front side elevations at street C -6,
and right elevation at Street B -8 appear to
lack detail. Some additional treatment
should be provided to further break up
prolongation of walls.
B. Off -Water Units
1. No side or rear elevations are provided.
Initial appearance of front elevations are
consistent with design styles seen in the
past and present.
2. Building heights and dimensions are not
indicated.
3. A siting plan has not been provided to verify
location of two -story unit design; however,
one will be required prior to issuance of any
model permits in order to verify compliance
with Condition #24 of Tentative Tract 24230.
RECOMMENDATION:
Recommend to the Planning Commission approval of
architectural- concept for Marquessa on Lake La Quinta,
subject to the Applicant preparing the following for
Planning Commission review as well:
1. 4 -point detailed architectural elevations for
the off -water units;
2. Provide, at a minimum, dimensions to
illustrate building heights and over all
dimensions for all units;
3. Provide more detailing or other treatment to
address the left and front side of Unit 6
(street C -6) and the right side of Unit 8
(street B -8).
