Rodent infestation: 55--359 Winged Foot La Quinta, California 92253 Pursuant to our conversation Of 2/28/2000. Dr. James M. Massard, Civil Engineer (OR E-2318,6) and. two Coachella Valley Mosquito S Vector Control technicians with.,Jeffry Garcia in attendance inspected the above property after Dr. R. Hunter had complained to Dr. James Massard 2/26/2000 regardi°ng the foul odor. We were met by Mrs. Hunter, wife of the tenant. Dr. K. Hunter was ` not present, she told us the odor had diminished again. One que$tion has been whether or not there -is. an .access route from the root for rats, but, because of previous lack-of access to the upstairs condominium this had not been checked out.It was found that there is no attic crawl space in that condominium. No other condominium on-Winged Foot .has the problem we are experiencing. The condominium above us is not having a problem. There is now a strong suspicion that the rodents.may be entering from beneath the condominium into the wall and ceiling spaces. However, entry from above.csnnot be ruled out at this time. An additional concern is potential rodent damage to electrical ' wiring- Mr. Garcia. has suggested several - measures that could be taken if the present "exclusionary" method for controlling the entry.' of rodents into the property is not effective. These will be extremely expensive, but unless these measures are taken the condominium will become a health hazard for the entire street.. It's our belief that the condominium_ 55-359 Winged Foot, La Quinta California should be deemed unsafe to occupy at this time. Si r orma A. Miller aka Ellie Property Owners dames M. Massard;-a Professional Engineer (Civil) Registered in Ohio (E-23186, registration form attached) SUMMARY 'A foul odor was detected by tenants in the master bath of 55-.359 Winged.Foot, La Quinta, especially in the toilet compartment. No such odor had occurred before since the property was first purchased in the Spring of 1991 b- Mrs-. Miller who is still the owner. The obvious possible sources included: o A leak in the waste system plumbing, o A dead rodent or rodents .inside wall or ceiling spaces., Note that no evidence of rodents had ever been observed within the living 'space of 55--359 Winged Foot. Valley Plumbing corrected two plumbing problems, a loose master bath toilet and,faulty master bath tub plumbing. After these corrections, they proved '(in my opinion at least) by the tests described below that the. plumbing waste system in 55-359 Winged Foot.was not an ongoing source of foul odors. Note that the plumbing in adjacent units was'not checked (except for the 55--353 under floor waste line) Inspection of the ceiling space above the master bath toilet compartment, by two different persons from two different agencies revealed.rat droppings (details given below). One of the inspectors,.Mr_ Gcmzales of Powerful Pest Management, said that the droppings were not recent and added that the smell frcmi a dead rat can last as long as four -or five weeks. As a result of finding evidence of rat infestation inside the walls and/or' ceiling of 55-359, personnel from PGA West Homeowners II (Greg and a workman) covered all openings giving rats access to interior spaces .of the entire building containing unit 55-359. These included: o All vents or other openings on the roof P. Openings in the exterior walls of the building, o Openings for lines connected to the.A/C machinery outside the building, o, openings into and from the water heater compartments. The "down side" of covering all openings that rats might use is.that any rats inside•the building could not .get out and would die -in time from lack of food and water thereby creating more foul odors. However, as of the time of this writing (2--13-2000) the foul odor is greatly diminished or -is no longer present. DETAILS Dr. and.Mrs.-Kelsey Hunter moved in as tenants on January 5, 2000_ • They .noticed an odor at which time Ar. Hunter, noticed that the toilet in the master bath was loose .on its base. Mr•s Miller immediately contacted Valley Plumbing to investigate the problem. Plumbing System: Note that, attempts to obtain plans for the plumbing system of 55-359 Winged Foot were unsuccessful (see the Addendum below). Possibilities for.plumbing system odor sources (or contributors) include the following; Associated tests and treatments are also described. o The loose toilet: Following the tests described below, the toilet'was reinstalled correctly by Valley Plumbing. o Incorrectly installed tub plumbing: By using a "snif`. the plumber found odor emission from the overflow drain on the bathtub, which should not occur in a correctly installed plumbing system. Upon opening up the wall to expose nhe tub plumbing, faulty alignment and connection .of the tub -Aping 'was found. This was corrected. o Below -floor waste line blockage: This would.cause.sewage backup into the tub and/or shower stall; - not observed and nad never happened since the unit was purchased by Mrs. Miller in 1991. o Street sewer and sewer line partial blockage downstream of the exterior cleanout: As a further attempt at odor reduction, the Coachella Valley Water District was contacted to flush but the sewer. They came out and flushed the street sewer with their large truck mounted system. In.addition, they -suggested using a garden hose to flush the sewer from the exterior cleanout to the street sewer, This was done by letting the hose.run at full force for about one half hour. Note also that probably at least one hundred gallons of water had been drained :through the waste line in the process of filling and emptying the waste line from the exterior cleanout to the toilet flange level (twice). The flushing described above should g-reatly reduce this as a contributor.. o Waste line and drain line leakage; In my presence on 1-13.-2000, the plumber did a water test as follows, The waste line was blocked at the exterior cleanout (by a pressurized "-nalloon") and the waste line was filled by adding water at the master bath toilet flange until full. The water level at the flange did not change over a period of at -least one half hour indicating that there was no leak in.the waste line below the flange (floor) level. o Above floor plumbing and vent pipe leakage. -.A "smoke" test was performed by first sealing the waste line again at the exterior cleanout, filling the waste line with water to the toilet flange (floor) level and capping all vents that.pro=_ected through the roof. Then a smoke device was connected to an opened vent pipe. Visual.inspection and use of the "sniffer" did not indicate a leak for unit 55-359 itself. Note that the smoke test did not include unit 55-353 since the test was performed with the waste line full of water to the Level of the floor in 55-359, which would block flow of smoke into the above floor plumbing and vent system for the upstairs unit. Note that the wall behind the toilet and that at the head of the tub were opened up to facilitate inspection of the plumbing.contained therein. There was no evidence of moisture along or at the base of lines accessed by,opening,the walls. This checks both -55-359 and 55-353, the unit directly above. o Plumbing and vent pipe leakage in adjacent units: Not likely since odors would be present in those units, and were not noticed by the respective occupants. o. Vent pipe -blockage: This might result in water being "pulled" out of traps (sink or tub) when a toilet is'flushed. As a check of'this in the master bath, .1 mil plastic was taped over the sinks and tub drain (including overflow opening) in tae master bath and the toilet was flushed several times. If a -went pipe connected with these drains were clogged, the plastic sheet would be "pulled" down indicating that the trap(s), was (were) being emptied. No such '.'pull down" was observed. Potential Rodent Problem: In the attempt to.obtain plumbing plans.and to explore other possibilities, Mrs. Miller came in`touch with the City Engineer for La Quinta, Mr. Howard, and the Coachella Valley Mosquito.& Vector. Control District (pest control for the County of Riverside), Mr. Jeffry Garcia (760)-398-0115. Upon inspection of the building containing 55-359 and, surroundings, Vector Control found rat infestation (about.which Mrs. Miller had notified the , PGA Homeowners Association several years ago - see Postscript`.. Thus, in addition to the waste system plumbing, another possible source of odors is rodent ..infestation of the wall'and/or ceiling space around the master bath toilet compartment. I*suggested to Carol Fuller that this be checked. She said that she would send out their plumbing expert (Greg) to investigate. Mrs. Miller also asked Valley Plumbing to check this out in addition to rechecking vent lines from the roof down. With regard to rodents as a potential odor source, personnel from three agencies have inspected the property as follows:, 1. PGA West Homeowners 11 (Greg). Greg inspected the ceiling space above the master bath toilet compartment by removing the air vent fan assembly -and inspecting the space by flashlight and mirror in the presence of Dr'. Hunter•, the current occupant. -He verballyreported finding rat droppings there according to Dr. Hunter. On 2-2-200 in a conversation with me, he confirmed that he had found rat droppiEgs in the space above the master bath toilet compartment.. 2. Coachella Valley Mosquito & Vector Control District (Mr. Mike Martinez on 1-19-2000 and Jeffry Garcia on 1-21-2000.) They found external evidence of rat infestation. A report by Mr. Martinez is attached. 3. Powerfull Pest Management, Inc. (The owner, Laurie and Mr. Martin Gonzales.)' Mr. Gonzales also visually inspected the space above the master bath toilet compartment and found . rat.droppings. This was done in my presence. Mr. Gonzales said that the,droppings were not recent and added that the smell from a dead rat can last as long as four or five weeks. As a result of finding evidence of rat infestation inside the walls and/or ceiling of 55-359, personnel from PGA West Homeowners IZ (Greg and a workman) covered all.openings giving rats access'to interior spaces of the entire building containing unit 55-359. These included: o All vents.or other openings on the roof , o openings 'in the exterior walls of the building, 0 openings for lines connected to the A/C machinery outside the building, o Openings into and from the water heater compartments. CONCLUSIONS Problems found with the plumbing system have been corrected and tests on the waste system have been performed to the extent that I personally believe that the system.no longer contributes to odors in the living space of 55-359 Wigged Foot. r There is no question that rodents have had access.to the inside wall and ceiling spaces of:55-359 Winged Foot_ 'thus the foul odor could have been caused by a dead rodent inside such spaces. All potential access openings for rodents have been sealed or screened o££ - Unfortunately, rodents trapped inside by this process must ever-tually die from lack of food and water, and thus produce more foul odor. If this is the case, a month or two of such odors must be expected until decay is complete. Note that a,% of the time of this writing (2--13=2000) the "bad" odor is greatly diminished or is no longer present. The walls opened for inspection have.been closed and repainted. ` ames M. Massard, PhD, PE(OH) ADDPNDUM 'In an attempt to obtain plans of the plumbing in the building -_..he followingwere contacted: o Carol Fuller, PGA West Homeowners IT o She referred me to Sunrise,'the original developers. o Sunrise did not have plumbing plans but'suggested that the -City of La Quinta might have them. o The City of La Quinta Suildings'Dept was contacted in the person of Jeffery Howard, who said he would check into it. He called later saying that*no plumbing plans•for the building were f ound _ Inspection at the site.including observations of Valley. Plumbing personnel suggested that the plumbing is'as follows: There are three external cleanouts for wastelines. The center one was confirmed to serve 55-359 and 55-353, the unit above it. That -is,-the waste. lines for these two units are joined on the upstream side of th= cleanout. It is highly probable that the wastelines for the two outside units (upper and lower) on either side are similarly joined upstream of; their respective cleanouts. Note that it is standard practice for the plumbing system for . each .unit to be separate upstream of its•connection.to the waste line below the lower floor slab. As was mentioned above, within 55-359, the walls, in the master bath toilet compartment were opened up for inspection of the plumbing there. The wall behind the toilet contains the four inch stack foe.unit 55-359 and a three inch line that undoubtedly serves the unit directly above.. ThE tub wall contains a 1.5 inch line that is the vent for the tub and a 2 inch line that probably serves the tub in the unit above. POST SCRIPT: Mrs. Norma. ('21li.e) Miller;, the property ,owner of 55-359 Winged foot has diligently fought the rodent problem for years and hasurequested assistance from the Homeowner's.Association at PGA West several times. She has incurred considerable expense both in the past (in re=landscaping to replace rodent harboring vegetation) and in the recent attempt to eliminate odor problem.
