The original shopping center was approved as Specific Plan 89 -014 on April 17, 1990, by the City Council. At that same time, a plot plan application was also approved for the east and west ends of the shopping center which were called Phases I and III. This application is a portion of the middle part or Phase II. This application includes a 66,450 square foot Phar -Mor store and a smaller major of 14,960 square feet and shops containing 9,700 square feet. These stores are located near the north property line and are a part of the main row of stores. The architecture of the building matches that approved for the earlier Albertsons and adjacent shops. The architectural style is somewhat Southwest with materials consisting of stucco, decorative tile, and precise concrete block with a diamond pattern. The colors utilized will match those already approved for earlier phases of the project. A complete description of the proposed project is contained in the attached Planning Commission Staff report for the meeting of July 14, 1992. PLANNING COMMISSION ACTION: The Planning Commission reviewed this application at their meeting of July 14, 1992. After a short discussion, the Planning Commission approved this item, subject to conditions. The Planning Commission added a condition requiring a wainscot treatment along the wll areas adjacent to the Phar -Mor store. The applicant is now requesting approval of the east portion of the Phase II area. Presently Wal -Mart and Albertsons are under construction on the property. Additionally, a Shell service station, ARCO service station, and Automobile Club office have been approved for the center. PCST.070 1 DESCRIPTION OF SITE: The proposed building under consideration in this application is located near the northerly property line just west of the Wal -Mart and adjacent shops. SITE LAYOUT: With the specific plan approval in 1990 a conceptual site plan was presented and approved. Minor changes have been made to the site plan but the overall concept is still the same. Phar- Mor has submitted plans for a larger sign similar to Albertsons and Wal -Mart. That sign consists of 5' high letters with the overall height being 6'9" due to a logo design and a length of 361. The total square footage of the sign would therefore be 243 square feet. The sign would be internally lit letters with the sign face constructed of a burnt orange plexi-glass and the letter sides being dark bronze. The Municipal Code allows a maximum 50 square foot sign. Since the proposed sign is 243 square feet a sign adjustment is necessary as a part of this approval. For reference, the Albertson's sign is approximately 122 square feet for the 42,630 square foot store with Wal Mart 185 square feet for the 127,154 square foot store. DESIGN REVIEW BOARD ACTION: The Design Review Board reviewed this request at their meeting of July 1, 1992. The Design Review Board recommended approval of the plans including the Phar -Mor sign, as submitted. ANALYSIS: Staff feels that the proposed project is acceptable since it complies conceptually with the previously approved specific plan. Additionally, the architectural style will match the project. The complex will have a significant impact on police services for the City of La Quinta. Traffic congestion, patrol requests and calls for service will impact the Department at least 25 %. This service will require an additional need for police manpower for La Quinta. There are a number of deficiencies on the design of the complex. Those deficiencies are: • Lighting must exceed City of La Quinta requirements to ensure customer safety as within La Quintals standards • Access road to the north of pads I -1 through M -3 must be At least 32 feet to allow safe passing by customers • Parking spots need to be on an angle for easier access • Trim off curb corner for easier turning • Passenger drop -off for theaters is not adequate Eliminate parking on entry roads Eliminate parking on east side of day care, move to north out of entry traffic path • Needs, a drop -off zone for day care A More handicapped parking needed Where's additional parking for Shell gas station customers? Need to place a berm on the east side of day care play area for childrens' safety Keep berms down on the south side of the Shell station for clear visibility Addresses must be consistent with east /west addressing; "No Suite Numbers" • Addresses must be at least 8 inches tall on contrasting backgrounds The conceptual plan is alright. Plot Plan 92 -488: a request of Washington /Adams Partnership for approval of architectural plans for Phase II of the One Eleven La quints, center located north of Highway 111 between Washington Street and Adams Street. Phase II is located to the west of the Wal -Mart project. 1. Principal Planner Stan Sawa presented the information contained in the Staff report, a copy of which is on file in the Planning and Development Department. Staff provided the clarification on the exhibits. 3. Planning Commission Ellson asked Staff to identify the colors to be used throughout the project. Staff explained the colors submitted for the major retailers. Discussion followed relative to colors used, sizes of the different signs, whether signs are illuminated, and what future tenants would be requiring. 4. Curtis asked if there would be additional signs requested from the Center. Staff stated that each of the minor tenants would have their own signage . Discussion followed - - regarding the size of the signs. 6. Boardmember Anderson questioned the use of the double diamond concrete block on the Phar -Mor facia which would affect the signage. Staff stated that most of the majors that have a treatment similar to the one proposed ' and do not use this treatment. 7. Mr. Tom Childers, applicant, presented information as to why they were requesting the approval. 8. Chairman Harbison asked the Applicant if he knew what Phar -Mor and other tenants would be requesting regarding the size of their _ signs. Mr. Childers stated that they preferred the 5' letters for the 70,000 sq. ft. range, Albertson's at 40,000 sq. ft. and Payless Drugs is 25,000 sq. ft. with 36 -48 inch range, and a super major which is over 60,000 sq. ft. the five feet is adequate. Wal -Mart being 110,000 sq. ft. is considerably larger but Phar -Mor would be getting the same size sign. 9. Boardmember Curtis expressed his concern that the other smaller tenants would want the larger sign. Mr. Childers stated they are strictly kept at the smaller size. 10. Boardmember Anderson expressed his concern that with the competition between the tenants that a war could take place for each to out do the other in sign size. PHASE II IS LOCATED TO THE WEST OF THE WAL -MART PROJECT. The new phase is located in Specific Plan 89 -014 which was approved in April, 1990. A copy of the original conditions attached. DESIGN PROPOSAL: The June 4, 1992, submittal is attached. The plans indicated approximately 151,110 square feet of commercial leasable space on the project site. The tenant spaces proposed are: 1 A -2 Phar -Mor 66,450 sq. ft. 2 K -3 Major 14,960 sq. ft. 3 J -3 Shops 9,700 sq. ft. 4 I -3 Major 30,000 sq. ft. 5 H -3 Major 30,000 sq. ft. TOTAL 151,110 sq. ft. NOTE: The freestanding pad sites are not a part of this review. The building complex is laid out with the long axis of the building parallel to Washington Street. The main public entryways into the building complex will be along the south side of the building. The architecture of the building utilizes many of the architectural features as reviewed and approved for the Wal -Mart buildings. Additionally, all colors and materials match those used in the project. The south side of the building is provided with a covered walkway feature to match that used in the shopping center. The architecture of the proposed building complex is very similar to the shopping center and will be compatible. 2. Glass store -front areas are shaded by building overhangs on the south side of the building. 3. Although the Applicant has indicated where the Phar -Mor sign is to be placed and letter style, the Applicant submitted no material samples or attached dimensions for the signs. The approved sign program requires that the internally illuminated individual letters have matt black return or trim. The sign program allowed the Albertson's sign to have 36 to 48 inch high letters and the Wal -Mart sign to have 60 inch high letters. The in -line tenants are 24 inch high letters. Staff feels that the sign proposed for the south elevation is conceptually acceptable. CONDITIONS TO BE CONSIDERED FOR APPROVAL: 1. Final landscaping plans shall be approved by Agricultural Commissioner and Coachella Valley Water District, prior to issuance of a building permit. 2. The final landscape and pedestrian arcade design should be reviewed during plan check by the Design Review Board. 3. Signage shall be in conformance with the approved sign program for the center. The lettering height for the Phar -Mor sign shall not exceed 60 inches since they are a major tenant of the proposed shopping center, and to be consistent with the other past approvals. Review of the Phar -Mor sign package should be subject to final approval by the Design Review Board and Planning Commission if the sign is granted more than 50 square feet in area. Parking lot stripping plan including directional arrows, stop signs, no parking areas, parking spaces shall be approved by Planning and Development and Engineering Departments prior to issuance of building permits. 35. Plot Plan or Conditional Use Permit applications, as deemed necessary by C -P -S Zone requirements, shall be processed for each pad site. 36. The Planning Commission shall conduct annual reviews of this Specific Plan. During each annual review by the Commission, the Deve lope r /Applicant shall be required to demonstrate good faith compliance with the terms of the Specific Plan. The Applicant /Developer of this project hereby agrees to furnish such evidence Of" compliance as the City, in the exercise of its reasonable discretion, may require. Buildings shall be constructed so that the required fire flow does not exceed 3500 gallons per minute, or additional mitigation measures approved by the Riverside County Fire Department and the City of La Quinta will be required. ENGINEERING DEPARTMENT: 45. The Applicant shall have a registered civil engineer prepare the grading plan. The engineer who prepares the grading plan shall: A. Provide written certification prior to issuance of any building permits that:.the constructed rough grade conforms with the approved grading plans and grading permit. B. Provide written certification of the final grade and verification of pad elevations prior to receiving final approval of the grading. 46. Applicant shall accept responsibility for preparation-of street plans at locations determined by City Engineer. 57. Applicant shall participate in 50% of the cost to design and construct a low water crossing through the Whitewater Channel on Adams Street; half of the Applicant's cost responsibility is eligible for reimbursement. 58. The City reserves the right to- add additional public facilities as needed to the Mello -Roos District being formed to fund the public facilities in the project area. The Applicant has no fiscal responsibility for improvements added to the District by the City that are not a Condition of Development for this Specific Plan. 59. Traffic signals, including interconnect, are required at the following intersections; the Applicant shall pay a proportional share for the design and construction of these signals as follows: A. The Applicant shall provide subterrain storm drain facilities that will remove run -off from the 100 -year storm without causing ponding or flooding of the on -site parking lots and access roads, Highway 111, Washington Street, and Adams Street. 62. Applicant shall provide 20 -foot wide drainage easement(s) as required by the City Engineer that cross the site from Highway 111 to. the Whitewater Channel to permit installation of a subterrain storm drain pipe to drain the property south of Highway 111. Easement(s) will not interfere with any structures shown on the approved Specific Plan. 63. The Applicant shall relocate all existing overhead utility lines that are adjacent to the site on the "development" side of the street centerline, or cross the site, to underground facilities. All future utilities that will serve the site shall also be located underground. Power lines rated above 12,500 volts are excluded from the undergrounding requirement. 64. Applicant shall design loading docks that front along the Whitewater Channel in a manner that ingress to the docks occurs only from Adams Street and egress occurs only at Washington Street. 65. Trash dumpsters located in within public view shall be partially recessed below grade and aesthetically landscaped on three sides and aesthetically gated on the fourth, or as otherwise approved by the Planning and Development Department. 66. Those deficiencies are: A Lighting must exceed City of La Quinta requirements to ensure customer safety as within La Quintals standards A Access road to the north of pads I -1 through M -3 must be at least 32 feet to allow safe passing by customers A Parking spots need to be on an angle for easier access A Trim off curb corner for easier turning A Passenger drop -off for theaters is not adequate A Eliminate parking on entry roads A Eliminate parking on east side of day care, move to north out of entry traffic path A Needs a drop -off zone for day care A More handicapped parking needed A Where's additional parking for Shell gas station customers?
