BACKGROUND:
This plot plan application was originally approved by the Planning Commission on January 26,
1993, and accepted by the City Council at its meeting of February 2, 1993. The approval was
for one year with a one year time extension available. The applicant has submitted a request
for a one year time extension. The applicant indicates that he has been unable to start
construction due to lengthy delays in dealing with Wal -Mart and Transpacific Development.
However, he feels that he will soon be able to begin construction.

PROTECT DESCRIPTION:
The automotive lubrication center is designed as drive -thru facility with three lubrication bays.
The self service car wash is located on the west side of the lubrication bays and has facilities to
wash three cars at any one time. A detailed description of the operation and building is
contained in the attached staff report to the Planning Commission dated January 26, 1993.
ANALYSIS:
The Planning and Development Department feels that a one year time extension for this request
is acceptable.. The applicant feels he will be under construction within the next year and
extensions of this nature have been granted in the past.
The existing Conditions of Approval have been circulated to the applicable agencies for review.
No modifications have been recommended to the conditions by any outside agencies or other
City Departments. The Planning and Development Department staff feels that the conditions are
acceptable with the exception of minor modifications to wording due to the deletion of the
Design Review Board.
RECOMMENDATION:
By Minute Motion 94- , approve a one year time extension for Plot Plan 92 -494, subject to
the attached conditions.

PLANNING & DEVELOPMENT DEPARTMENT:
1. The development of this site shall be generally in conformance with the exhibits
contained in the file for, Plot Plan 92 -494, unless otherwise amended by the following
conditions.
*2. The approved plot plan shall be used within one year of Planning Commission time
extension and shall expire on January 26, 1995; otherwise it shall become null and void
and of no effect whatsoever. "Be used" means the beginning of substantial construction
which is allowed by this approval, not including grading which is begun within the one
year period and thereafter diligently pursued to completion.
3. All applicable conditions of SP 89 -014 and Parcel Map 25865 shall be complied with as
necessary.
4. An exterior lighting plan for the parking lot area and building shall be approved by the
Planning and Development Department prior to issuance of a building permit. Lighting
fixtures shall be down - shining and shielded to eliminate glare onto adjacent streets for
parking areas.
5. Should mandatory recycling be required at any time in the future, recycling bins shall be
provided within the existing masonry enclosure. If an inadequate enclosure does not
exist, a new enclosure shall be constructed by the applicants /operators.
6. Equipment utilized for vacuum islands shall be reviewed and approved by the Planning
and Development Department. Staff will be looking for architectural compatibility with
structure. Included in vacuum island should be trash can which is architecturally
compatible with the facility.
7. Location of any exterior sinks shall be shown on final working drawings and approved
by the Planning and Development Department.
8. Location and design of handicap stall shall be subject to final approval of City at time
of plan check.

9. The gates on the trash enclosure and storage facility shall be constructed of metal, be
solid, painted to match the adjacent enclosure, and mounted on steel poles embedded in
concrete.
10. End spaces on the south side of the car wash area shall be widened to be 11 -feet wide
as required by Code.
11. Final site plan which is submitted with working drawings shall include parking spaces,
driveway aisles, planters, etc., which are existing or proposed immediately surrounding
the site.
12. Prior to issuance of a grading permit, the Applicant shall prepare and submit a written
report to the Planning and Development Director demonstrating compliance with those
conditions of approval which must be satisfied prior to issuance of a building permit.
Prior to a final building inspection approval, the Applicant shall prepare and submit a
written report demonstrating compliance with all remaining conditions of approval and
mitigation measures. The Planning and Development Director may require inspection
or other monitoring to assure such compliance.
13. Provisions shall be made to comply with the terms and requirements of the City adopted
infrastructure fee program in effect at the time of issuance of building permits.
14. Prior to the issuance of a grading or building permit for construction of any building or
use contemplated by this approval, the applicant shall obtain permits and /or clearances
from the following public agencies:

CITY FIRE MARSHALL:
15. Provide or show there exists a water system capable of delivering 1750 gpm for an hour
duration at 20 psi residual operating pressure which must be available before any
combustible material is placed on the job site.
16. The required fire flow shall be available from a Super hydrant(s) (6" x 4" x 2 1/2 "),
located not less than 25 -feet nor more than 165 -feet from any portion of the building(s)
as measured along approved vehicular travelways.
17. Applicant/developer shall be responsible for obtaining underground /aboveground tank
permits from both the County Health and Fire Departments.
18. Install portable fire extinguisher per NFPA, Pamphlet #10, but not less than 2AIOBC in
. rating. Contact certified extinguisher company for proper placement of equipment.
19. Install Knox Lock Boxes, Models 4400, 3200 or 1300, mounted per recommended
standard of the Knox Company. Plans must be submitted to the Fire Department for
approval of mounting location /position and operating standards. Special forms are
available from this office for the ordering of the Key Lock Boxes. This form must be
authorized and signed by this office for the correctly coded system to be purchased.
20. If the facility requires Hazardous Materials Reporting (Material Safety Data Sheets) the
Know HAZ MAT Date and Key Storage Cabinet, Model 1220 or 1300 with tamper
switches shall be used. If the building /facility is protected with a fire alarm system or
burglar alarm system, the lock boxes will require a "tamper" monitoring.
21. Final conditions will be addressed when building plans are reviewed. A plan check fee
must be paid to the Fire Department at the time building plans are submitted.
PUBLIC UTILITIES:
22. All conditions of the Coachella Valley Water District as noted in their letter dated
December 1, 1992, on file in the Planning and Development Department shall be met.
23. All conditions of Imperial Irrigation District in their letter dated December 1, 1992, in
file in the Planning and Development Department shall be met.
24. Final trash enclosure location and design shall be reviewed and approved by Waste
Management of the Desert. Trash enclosure shall comply with requirements of Waste
Management of the Desert, including provision of concrete pad in front of trash
enclosure.

DESIGN CONSIDERATIONS:
*25. The exterior colors utilized on the building shall match those used in the shopping center
and be approved by Staff Planning and Development Department at the time working
drawings are submitted.
*26. A preliminary landscaping plan showing the existing meandering sidewalk shall be
prepared and submitted to the Planning and Development Department for review and
approval prior to final working drawings for the landscaping and irrigation being
prepared. Plant material shall be the same or similar to that used along the perimeter or
parking lots areas of the project. Landscaping immediately adjacent to the building in
high visibility may be modified to reflect the desires of the applicant. The landscaping
plans shall show the location of the power poles and utility lines along the east side of
the site, and all utility pads, transformers, fire hydrants, etc. Irrigation system to use
drip system as much as possible.
27. A screen wall as shown on site plan dated January 15, 1993, shall be installed along the
northeast corner of the site.
28. Business signs for the project shall be approved prior to issuance of a building permit.
Signage shall comply with approved sign program for the shopping center.
ENVIRONMENTAL:
29.. Within 24 hours of approval by the City Council, applicant shall submit to the Planning
and Development Department a check for $25.00 (payable to County of Riverside) for
"de minimis" Notice of Determination to comply with the State Department of Fish and
Game fee requirements.

The site is one of the pad locations approved by Specific Plan 89 -014 (Transpacific Development
Company). The Applicant wishes to construct and operate an automotive lubrication shop and
coin operated self car wash on the property which is located approximately midway between the
new Wal -Mart and Highway 111 adjacent to Adams Street. Presently, the Applicant operates
a similar lubrication shop in Cathedral City. Generally the services consist of oil changes,
checking of vital fluids, chassis lubrications, and maintenance inspections.
J: I i a I mw
The automobile lubrication operation is designed as a drive -thru facility with three lubrication
bays which are entered from the south and exited to the north. There are no automobile hoists
or lifts involved. Cars are driven onto racks and worked on from excavated pits below the cars.
The self service car wash is located to the west of the lubrication bays and is attached as part
of the same building. The cars again enter from the south and exit to the north.. Across the
aisle will be six parking spaces which can be used for drying the automobiles. Additionally,
three vacuum islands are placed adjacent to these spaces.
Due to the nature of the uses, the building is laid out in a long "L" shape with a small office
area at the southeast end of the building. Adjacent to the office portion of the use, there is an
outdoor covered patio area provided. At the northeast end of the building is an outdoor storage
area for used oil and filters (to be recycled). North of the building at the westerly end is an
enclosed trash enclosure in a planter area.
North of the easterly end of the building a six foot high masonry wall is provided to provide
visual screening and buffering from the proposed preschool to the north. This wall is located
within a planter area.
The total building square footage is proposed to be 3,740 square feet with the lubrication shop
portion consisting of 2,560 square feet and the car wash portion consisting of 1,180 square feet.
CIRCULATION PATTERN:
To the south of the site runs a driveway which leads from the parking lot to Adams Street.
Driveway access from this aisle is provided to the site. To the west of the project runs a
driveway aisle running north to south. To both the north and south of the building, driveway
aisles will connect to this parking aisle. To the north of the site, parking spaces and a large
planter area adjacent to Adams Street are to be provided.
ARCHITECTURAL DESIGN:
The building has been designed to be compatible with the shopping center. The architect has
designed it to be architecturally similar to the approved Shell service station at the corner of
PCST.104 2
Adams Street and Highway 111 to the south. Both of these uses will be visible from Adams
Street. The building is basically a flat roof structure which utilizes partial arches and stepped
wall treatment. In the center of the south elevation between the car wash and lubrication shop
is one rounded arch feature which is similar to that utilized within the shopping center. The
exterior materials are proposed to be a combination of stucco and split -face block walls and
facias with split -face columns and some file accents. The three lubrication bays would be
provided with painted roll-up doors to match the adjacent block columns. For the most part,
materials and colors match or are very similar to those used in the shopping center. This project
proposes to introduce split -face block to the shopping center. To date, this material has not been
utilized for any of the projects. The split -face block is proposed to be painted.
LANDSCAPIN G:
As a part of the site plan, the Applicant has shown some conceptual landscaping. The plan
shows locations and species of trees which are proposed to be utilized. The trees utilized 'are
ones that are proposed for use within the shopping center area. The plan shows a curbside
sidewalk. The sidewalk which was recently installed is a meandering sidewalk. Therefore, the
landscaping plans when they are fully prepared will need to take into account the meandering
sidewalk. Additionally, the power poles and utility lines which run adjacent to Adams Street
will need to be shown on the plans and will influence the landscape design with regards to
location of large trees.
DESIGN REVIEW BOARD ACTION:
The Design Review Board reviewed this request at their meeting of January 6, 1993. The
Design Review Board did discuss the architectural style and project but had no major problems
with the proposal. The Design Review Board on a 7 -0 vote moved to recommend approval of
the project subject to conditions pertaining to approval of the sign program, exterior colors,
landscaping plan approval, trash enclosure relocation (this relocation has been done on most
recently submitted site plan), and provision of screen walls (this has been incorporated in most
recently submitted site plan).
ANALYSIS:
The Planning and Development Department feels that the basic project is conceptually
acceptable. Staff does believe that colors utilized on the project should exactly match those used
in the shopping center. The incorporation of split -face block in this project is acceptable to Staff
provided it is approved by the master developer. While it has not been proposed to be utilized
in any previous approvals, Staff does feel that due to the long linear nature of the project it
could be utilized in some of the buildings along the easterly side of the project to improve the
existing architectural look of the easterly end of the shopping center.

15. Provide or show there exists a water system capable of delivering 1750 gpm for an hour
duration at 20 psi residual operating pressure which must be available before any
combustible material is placed on the job site.
16. The required fire flow shall be available from a Super hydrant(s) (6" x 4" x 2 1/2 "),
located not less than 25 -feet nor more than 165 -feet from any portion of the building(s)
as measured along approved vehicular travelways.
17. Applicant/developer shall be responsible for obtaining underground /aboveground tank
permits from both the County Health and Fire Departments.
18. Install portable fire extinguisher per NFPA, Pamphlet #10, but not less than 2AJOBC in
rating. Contact certified extinguisher company for proper placement of equipment.
19. Install Knox Lock Boxes, Models 4400, 3200 or 1300, mounted per recommended
standard of the Knox Company. Plans must be submitted to the Fire Department for
approval of mounting location /position and operating standards. Special forms are
available from this office for the ordering of the Key Lock Boxes. This form must be
authorized and signed by this office for the correctly coded system to be purchased.
20. If the facility requires Hazardous Materials Reporting (Material Safety Data Sheets) the
Know HAZ MAT Date and Key Storage Cabinet, Model 1220 or 1300 with tamper
switches shall be used. If the building /facility is protected with a fire alarm system or
burglar alarm system, the lock boxes will require a "tamper" monitoring.
21. Final conditions will be addressed when building plans are reviewed. A plan check fee
must be paid to the Fire Department at the time building plans are submitted.
PUBLIC UTILITIES:
22. All conditions of the Coachella Valley Water District as noted in their letter dated
December 1, 1992, on file in the Planning and Development Department shall be met.

PLANNING & DEVELOPMENT DEPARTMENT:
1. The development of this site shall be generally in conformance with the exhibits
contained in the file for Plot Plan 92 -494, unless otherwise amended by the following
conditions.
2. The approved plot plan shall be used within one year of Planning Commission approval;
otherwise it shall become null and void and of no effect whatsoever. "Be used" means
the beginning of substantial construction which is allowed by this approval, not including
grading which is begun within the one year period and thereafter diligently pursued to
completion.
3. All applicable conditions of SP 89 -014 and Parcel Map 25865 shall be complied with as
necessary.
4. An exterior lighting plan for the parking lot area and building shall be approved by the
Planning and Development Department prior to issuance of a building permit. Lighting
fixtures shall be down - shining and shielded to eliminate glare onto adjacent streets for
parking areas.
5. Should mandatory recycling be required at any time in the future, recycling bins shall be
provided within the existing masonry enclosure. If an inadequate enclosure does not
exist, a new enclosure shall be constructed by the applicants/operators.
6. Equipment utilized for vacuum islands shall be reviewed and approved by the Planning
and Development Department. Staff will be looking for architectural compatibility with
structure. Included in vacuum island should be trash can which is architecturally .
compatible with the facility.
7. Location of any exterior sinks shall be shown on final working drawings and approved
by the Planning and Development 'Department.
8. Location and design of handicap stall shall be subject to final approval of City at time
of plan check.
9. The gates on the trash enclosure and storage facility shall be constructed of metal, be
solid, painted to match the adjacent enclosure, and mounted on steel poles embedded in
concrete.

Dear Mr. Sturgeon:
The Planning and Development Department has reviewed the plan check corrections required
for our Department. All corrections with the exception of one pertaining to a light fixture
are acceptable. With regards to light fixture "K" (Jet - Phillips Cornice Icon), this light
fixture which would be on the north side of the building wall is not acceptable as it shines
outward at an angle. This creates a glare which will be visible from the parking lot as well
as Adams Street and can create a traffic hazard. We would suggest that you replace it with
either light fixture "J" which is a down shining fixture or another similar type of fixture.
Please submit information on a revised light fixture that you wish to use for our review. We
have notified the Building and Safety Department for the need for this correction.

HOUSING - The housing of the Del Rio II is
constructed from a single piece of heavy gauge
aluminum. It is precision cut, die formed, seam
welded and sanded smooth. The process
assures a weathertight housing without the use
of sealants while providing crisp architectural
lines. All internal steel components are
galvanized.
FINISH - The fixture is sanded smooth then
cleaned & etched with a three stage acid base
phosphatizing process to insure optimum paint
bonding. A finish coat of acrylic - polyester base
enamel is applied then baked to produce a
hard, durable finish that is corrosion and abra-
sion resistant.
MOUNTING - A standard 7 inch extruded alum-
inum arm with bolt guides is provided for
mounting direct to the side of the pole with no
visible hardware.

DOOR FRAME AND LENS - The heavy duty
aluminum doorframe contains a flat heat - tempered
and impact resistant clear glass lens. The
assembly is fully gasketed to protect the internal
components from moisture and atmospheric
contaminants. The door frame hinges toward the
pole for unobstructed access to electrical
components.
OPTICAL SYSTEMS - Primary specular and
secondary semi - specular aluminum reflectors
are precision die formed to provide forward
throw optics' A heavy duty mogul base socket is
mounted on a sturdy galvanized steel bracket to
prevent vibration and to maintain consistent
photometry.
ELECTRICAL COMPONENTS - Ballast tray will
lower on support rods for hands -free accessibili-
ty. Ballasts are high -power factor constant -
wattage autotransformer type with 18000 Class
H insulation and capable of starting at —20 °F
(- 290C). All ballasts undergo a five -stage test to
insure adherance to specification tolerances and

The following corrections or clarifications are required prior to issuance of a building permit:
1. Provide 8" X 8" concrete curb around the inside of the trash enclosure as required by
the Waste Management of the Desert.
2. Submit a sample of "Frazee" 4273M, red earth to the Planning and Development
Department, since this color was not originally submitted for color approval.
3. Submit a manufacturers cut sheet specifications and information for exterior lighting
fixtures "F" (Halo), "J" (Jet - Phillips Del Rio II), "K" (Jet - Phillips Cornice Icon). These
lights are required to be down shinning lights which have a recessed light source which
will not glare towards adjacent properties public streets, or parking areas.
4. As required in Condition #6, submit the manufacturers information on the equipment
used for the vacuum islands for review and approval including information on trash cans
utilized as part of the vacuum islands.
5. Submit a preliminary landscaping plan pursuant to Condition #26 for approval by the
Planning and Development Department.

I am requesting an extension on the city council's approval
of the building plans for a Lube Shop and coin operated car
wash in the One Eleven La Quinta Shopping Center Plot Plan
92 -494.
We have been unable to start construction under the term of
the Council's approval due to lenghty delays dealing with
Walmart and Transpacific Development.
We are however moving along rapidly now towards constuction.
Our building plans are almost completeand we will be submitting
them to the city for permits shortly.
I am requesting an extension therefore of one (1) year to
allow us time to go through the permit and bid process.

GENERAL IRRIGATION NOTES
1.01 SCOPE OF WORK
A. Work In this section includes providing all labor, material, equipment,
tools, permits, and transportation necessary to furnish and install a
complete Irrigation system with 100% coverage of designated areas as
shown on the drawings and specified herein.
B. The Landscape Contractor shall visit 04 Construction Site, take all
mhasurements, and obtain any other info*t,i,or• necessary for a complete
and conclusive.bid.
1.02 4UALITY ASSURAI -E r'
A.` Codes and Standards
1. Work, materials, and installation shall comply with all pertinent
codes,
turer s in regulatFions, industry standards of workmanship, and manufac-
t
s ructions and specifi cations.
2. The Landscape Contractor shall promptly notify the Landscape Archi-
tect /General Contractor of any Mork outlined on the plans or specl-
flcations that is not in accordance with applicable laws, codes, and
regulations. Without such notice and appropriate modifications by
the Landscape Architect, the Landscape Contractor shall assume full
responsibility bllit Y for any work executed tea which is contrary
to such laws,
codes, and regulations.
B. License
All work shall be persormed by a C -27 California licensed Landscape
Irrigation Contractor.
C. Permits and Inspections
The Landscape Contractor shall obtain, coordinate, and pay for any per-
mits,, fees, and agency inspections as required and submit all certifi-
cates of approval upon completion of work.
D. Insurance
The Landscape Contractor shall carry all Workers' Compensation, public
liability and property damage insurance as required by all applicable
codes, regulations, and the General Contractor.
E. Site Verification.
Prior to commencement of work, the Landscape Contra ctol'•jbaII verify, at
the site, all conditions and dimensions shown-on the ,p1,4¢,S necessary to
achieve the intended design of the is lgation•system ",fy discrepancies
shall be reported immediately to Ahe indscape Architect /.General Con-
tractor.
F. Coordination '
The Landscape Contractor -is responsible for coordinating this work with
all other trades:' This includes, but Is not limited to, provisions for
raceways and sleeving as well as water and power sources. All irriga-
tion work shall be coordinated with and approved by the General Contrac-
t tor.
6. Scheduling
The Landscape. Contractor shall notify the Landscape Architect /General
Contractor not less than two (z) working days in advance of any request-
ed observation.
H. Adherence to Drawings /-On Site Adjustments
1. The Landscape Contractor is responsible for. adherence to the con-
tract documents relative to equipment type,' 'size, installation, and
location. 'However, the Landscape Contractor .shalI make mEnor ad-
justments, modifications, and revisions to the,'system, as required,
to conform to site conditions and to provide consistent 1010% cover -
age of all Irrigated areas.
2. Any deviation from the contract documents.shall be verifiead with the
Landscape Architect /General Contractor prior: to installatilon. The
'., Landscape Contractor shall take full responsibility for adjustments
to any material or work that is not approved.
I. Guarantee
1. All materials and workmanship shall be guaranteed and shaill perform
to the complete satisfaction of the Owner.for -a minimum of one year
after completion and acceptance of the, job. During this guarantee
period, all required repairs and adjustments, including adijustment
to grade, shall be made,k(thout additional expense to the Owner,
including resultant expe(1,g :,for repairs to other, work."
2. All damage to paying pXAfifing.'structures, and. other improvements
due to settlement of'lmproperly compacted trench backfill or damage
from overspray shall be promptly repaired to the satisfacttion of the
Owner and without expense to the Owner.
3. This guarantee excludes theft, vandalism, natural disaster, or work
on the system by others, After final acceptance. The Lands5cape Con-
tractor shall check, clean, and adjust sprinkler heads and otherwise
insure adequate operation 'of the system throughout the guairantee
period.
.2.00 MATERIALS
All equipment shall be as listed in the legend, details, and speciified here-
in. Install all <equipment.per details and specifications or.manuffacturer's
recommendations'. Any substitutions ihall'be approved by Landscape Archi-
tect /General Contractor in writing. Any unapproved equipment shall be re-
placed at Landscape Contractor's expei•si.

approved direct burial wire and connectors.
2.04 SLEEVING
All sleeving' required 5ha:l be PVC pipe and shall be a minimum two) sizes
larger than lateral or mainline piping.
3.00 IMPLEMENTATION
3.01 GENERAL'

3.02 BACKFLOW PREVENTER
Provide and - Install' :backflow protection unit•per State and Local Hiealth
Department codes and current listings. Backfiow protection unit sshall be
located in such' a- manner as to allow for screening by plant maternal.

3.03 SLEEVING
Landscape Contractor shall provide ail Irrigation sleeving unless other-
wise coordinated with General Contractor.
3.04 TRENCHING
.A.. Trenches shall be free of all rocks, debris, and Sharp articles. Back-
filling Shall be accomplished in a manner to insure, no further s(ettle-
ment of•ditch and to match adjacent grades. No backfilling shalll be
done. until.scheduled observations are made.
B. 'instal Vmalnline pipes, lateral _pipes, and wiring in common trenlch wher-
ever possible.,. Mainline pipe shall have a minimum 'of 24" cover 1(30"
cover under-roads and streets). Lateral pipes shall'have a minilmum of
12" cover (18" cover under roads and streets). Provide a minimulm of 4"
of sand'all around pipe for runs under streets, driveways, and vfehicular
access •areas. .Provide a mini11A 25" cover for all. wiring. Tape: and
bundle wiring At 10' intervals, Tie a loose 20" loop in all wiring at
changes of direction greater than 301. Untie all loops after al',I con -
nections'have been made.
3.05 IRRIGATION LINES
A. Entire system shall be capped and pressurized to 100 PSI and shall
remain so for a.two (2) hour period. Check all joints and connections
for leaks. Repair and correct as necessary.
B. The entire system shall be flushed prior to installation of sprinkler
heads. Where necessary, Landscape Contractor shall install anti -drain
valves to alleviate low head drainage /erosion.
3.06 VALVES
A. All valve locations are shown schematically on plan and need to be veri-
fied with and approved by Landscape Architect /General Contractor. Irri-
gation valves will not be allowed in•Qrass.,Areas unless approved by
Landscape Arch ec neral Contractor. •
B. Provide all quick couplers on plan with corresponding valve key and a
Champion inverted garden valve to'fit key.
3.07 IRRIGATION HEADS
A. Sprinkler heads along street curbs.sha11 be installed at a 4" to 6"
setback from the inside edge of the curb. Set heads a minimum of 4 II
from the edge of any walk, drive or path.
B. Irrigation heads on a riser will not be permitted along flatwork: Refer
to legend for height of -all pop -up sprinklers.
C. Adjust entire system as necessary, Including locations of the'heads,
radius of throw, and adding heads if necessary for the intended opera-
tion and 100% coverage of all planted areas.
3.08 CONTROLLER
A. The Landscape Contractor shall be responsible for the final electrical
connection from tte power source (by others) to c- strollers as Indicated
on plan. Final Controller lopation shall be verified with and approved
by Genera) Contractor.
B. Attach a typewritten legend Inside each controller door, stating the
areas covered ti'y each•remote control valve.
3.09 CLEAN UP
A. During construction, the.Landscape Contractor shall keep premises as
clear as possible of materials-and debris.
8. Upon completion of the work under this section, the Landscape Contractor
shall remove from the premises all surplus materials, tools, equipment,
rubbish, and debris resulting from his work, and shall leave the instal-
lation site in a clean, neat condition.

4. WORKMANSHIP

all irrigated areas and shall make any necessary minor
adjustments at no additional cost to the Owner.
c. Any major revisions to the irrigation system must be submitted
and answered in written form, along with any change in
contract price.
Contractor will maintain all warning signs, shoring,s. e
barricades, flares and red lanterns as required by the
Safety Orders of the Division of Industrial Safety and any
local ordinances.

1. Install remote control valves where shown and group
together where practical; place no closer than 12" to walk
edges, buildings and walls. Place in planting areas

2. Plastic pipe and fittings shall be solvent welded using

the pipe, except where screwed connections are required.
Pipe and fittings shall be thoroughly cleaned of dirt, dust
and moisture before applying solvent with a non- synthetic
bristle brush.
3. Pipe may be assembled and welded on the surface. Snake
pipe from side to side of trench bottom to allow for
expansion and contraction.

valves or steel pipe with threaded fittings using plastic
male adapters.

c. Sprinkler Heads:
1. Sprinkler heads along street curbs shall be installed at a
4" setback from the inside edge of the curb. Set heads
'at 4" from the edge of any walk, drive, or path.
2. Irrigation heads on a riser will not be permitted along
flatwork. Refer to legend for height of all pop -up sprink-
lers.
3. Adjust entire system as necessary, including locations of
the heads, radius of throw, and adding heads if necessary
for the intended operation and 100% coverage of all
planted areas.
4. Install all sprinkler heads on rnarlex street ells and risei s
as indicated on plan. Set top of shrub heads as indicated
in detail and notes.
5. Use pipe joint compound,on galvanized iron fittings, and
Teflon based compound on 1PVC threaded connections.
d. Closing of Pipe and Flushing Lines:
1. Cap or plug all openings as soon as lines have been
installed to prevent the entrance of materials that would
obstruct the pipe. Leave in place until removal is
necessary for completion of installation.
2. Thoroughly flush .out all water lines before installing heads,
valves and other hydrants.
3. Test in accordance with paragraph on Hydrostatic Tests.
4. Upon completion of the testing, the Contractor shall
complete assembly and adjust sprinkler heads for proper
distribution.

1. The Landscape Contractor shall be responsible for the
final electrical connection from the power stub -out, at
the controller location, to the controller. The power
source will have been brought to the controller location
by others. The final controller location shall be verified
in the field by the Landscape Architect.
2. Connect remote control valves to controller as shown on
the plan being sure lawn and shrub stations are in running
sequence as indicated on irrigation valve key. `
g. Automatic Control Wiring:
1. Install control wires, sprinkler mains and laterals in
common trenches wherever possible.
2. Install control wires at least 18" below finish grade and lay
to the side and below main line. Provide looped slack at
valves and snake wires in trench to allow for contraction of
wires. Tie wires in bundles at ten foot intervals.
3. Control wire splices will be allowed only on runs more
than 500 -feet. Crimp wires together with Sta -Kan No. PT-
70 Connector. Seal connection with Seotchlok #3576
sealing pack. Location of splices shall be indicated on "as
built" drawings.
h. Backfill and Com �acting,
1. After system is operating and required tests and
inspections have been made, backfill excavations and
trenches with clean soil, free of rubbish.
2. Backfill for all trenches, regardless of the type of pipe
covered, shall be compacted to minimum 90% density.
3. Compact trenches in areas to be planted by thoroughly
flooding the backfill. Jetting process may be used in those
areas.
4.' Dress off all areas to finish grades.
6. CLEAN -UP.
Remove from the site all debris resulting from work of this
section.
7. FINAL INSPECTION shall be made at the time of landscape
planting and construction inspection.
8. GUARAN"T"EE
a. The entire irrigation system shall be warranted against
defects in material and workmanship for a period of one
year from the date of acceptance. Should any trouble
develop within the time specified due to faulty material
and /or workmanship, the trouble shall be corrected by the
Contractor to the entire satisfaction of the Landscape
Architect and at no expense to the Owner.
b. The Contractor shall also warrant to repair or replace any
part of the Owner's plant materials, any landscape -
construction work, and /or underground obstruction
damaged during his contract.
c. This` guarantee_ does not include theft, vandalism, acts of
God, or work on the system by others after final except-
ance.
d. All Guarantees and Warranties shall be put in writing to the
Owner and sent to the Landscape Architect:

1. The Landscape Contractor shall be responsible for the
final electrical connection from the power stub -out, at
the controller location, to the controller. The power
source will have been brought to the controller location
by others. The final controller location shall be verified
in the field by the Landscape Architect.
2. Connect remote control valves to controller as shown on
the plan being sure lawn and shrub stations are in running
sequence as indicated on irrigation valve key. `
g. Automatic Control Wiring:
1. Install control wires, sprinkler mains and laterals in
common trenches wherever possible.
2. Install control wires at least 18" below finish grade and lay
to the side and below main line. Provide looped slack at
valves and snake wires in trench to allow for contraction of
wires. Tie wires in bundles at ten foot intervals.
3. Control wire splices will be allowed only on runs more
than 500 -feet. Crimp wires together with Sta -Kan No. PT-
70 Connector. Seal connection with Seotchlok #3576
sealing pack. Location of splices shall be indicated on "as
built" drawings.
h. Backfill and Com �acting,
1. After system is operating and required tests and
inspections have been made, backfill excavations and
trenches with clean soil, free of rubbish.
2. Backfill for all trenches, regardless of the type of pipe
covered, shall be compacted to minimum 90% density.
3. Compact trenches in areas to be planted by thoroughly
flooding the backfill. Jetting process may be used in those
areas.
4.' Dress off all areas to finish grades.
6. CLEAN -UP.
Remove from the site all debris resulting from work of this
section.
7. FINAL INSPECTION shall be made at the time of landscape
planting and construction inspection.
8. GUARAN"T"EE
a. The entire irrigation system shall be warranted against
defects in material and workmanship for a period of one
year from the date of acceptance. Should any trouble
develop within the time specified due to faulty material
and /or workmanship, the trouble shall be corrected by the
Contractor to the entire satisfaction of the Landscape
Architect and at no expense to the Owner.
b. The Contractor shall also warrant to repair or replace any
part of the Owner's plant materials, any landscape -
construction work, and /or underground obstruction
damaged during his contract.
c. This` guarantee_ does not include theft, vandalism, acts of
God, or work on the system by others after final except-
ance.
d. All Guarantees and Warranties shall be put in writing to the
Owner and sent to the Landscape Architect:

3. SCHEDULE OF WORK
A. Upon award of the contract, submit a work schedule
satisfactory of the Landscape Architect for carrying out the
work. No modifications shall be made to this schedule which
have not been approved by the Landscape Architect.
B. Contractor shall submit list of all sub - contractors with
telephone numbers, names of responsible superintendents or
foremen, to Landscape Architect's office seven (7) days after
contract is approved.
C. In general, the work shall proceed as rapidly as the indicated
portions of the site become available, consistent with the
unavoidable seasonal limitations for landscape work. Cooperate
with other contractors working in and adjacent to their areas
included in this contract, with a view to determining the scope
and relationship of these contracts and coordinating the work
to be done under each.
4. SAMPLES, ANALYSIS AND STANDARDS
A. Submit to the Landscape Architect for approval before delivery,
samples and certified analysis of fertilizer and grass seed; also
soil amendments, stating source, composition and quantity
available.
B. For standard products, the manufacturer's analysis will be
acceptable; for all other materials, analysis shall be by a
recognized laboratory. Analysis shall'be made in accordance
with the current methods of the Association of Official
Agricultural .Chemists.
C. Grass seed - shall meet the tolerance for germination and purity
of the Official Seed Analysis of North America. °
D. Nursery stock shall meet the current. edition of "Agriculture
Code of California" and the "Regulations of the Director of
Agriculture Pertaining to Nursery Stock" as to grading and
quality,
E. No substitutions will be permitted without the written approval
of the Landscape Architect. The Landscape Architect reserves
the right to take samples of materials and analyze them for
comparison with the specifications. Rejected materials shall
be removed from the site by the Contractor.
5. PERSONNEL
Planting and - seeding shall be performed by personnel familiar
with planting procedures and under the supervision of a qualified
planting foreman.. The planting foreman shall be on the job at the
site whenever planting is in progress.
6. MATERIALS
It is the intent of this specification that all materials as- herein - -- -
specified and shown in the drawings shall be of the highest quality
available and meeting the requirements specified.
A. WATER; Suitable water for the execution of this work and
maintenance shall be provided by the Owner. The Contractor
shall, however, be required to furnish his own hose and. hose
connections from the outlets where the water will be
furnished.
B. FERTILIZER;
Commercial Products: Shall be an approved standard brand
delivered in standard size containers showing weight, analysis
and name of manufacturers, and stored in a weatherproof
�- storage place and in such a manner that effectiveness will not
be impaired.
Commercial Fertilizer: Shall be a complete fertilizer, part of
the elements of which are derived from organic sources.
� r
Commercial Planting Tablets: Shall be a 12 month slow-
-vi release compressed tablet, 7 gram in size. Follow
manufacturer's recommendations.. (So. Calif. Organic
Fertilizer Co., Inc., 213/245- 6849)..
Fertilizer/ Soil Conditioner: Shall be a humus base
fertilizer and soil conditioner consisting of: 50% humus,
15% humic acids, bacterial stimulators, and 1.25% soil
penetrant, 5% nitrogen, 3% phosphoric acids and 1%
potash. Product 'shall be Gro -Power Plus or approved
equal. Apply at manufacture's recommended rate,
C. BONE MEAL; As available from Bandini Co., or approved equal.
D. PLANTING MIX: As available from Bandini Co. planting mix
and mulch, or approved equal.
E. LAWN MATERIAL;
1. May to September - Tiffgreen Bermuda sod or stolons,
planting rate, Hydromulch 6 lb. per 1000 s.f., hand
spreading rate 10 lb. per 1000 s.f.
October to April - Sunrye Perennial Rye at the seeding rate
of Hydromulch 10 lb. per 1000 s.f., hand spreading rate .
15 lb. per 1000 s.f. Seed available from Foster Turf
619/341 -2233 or approved equal. A note specifying outer
turf may be on the drawings which will supersede this
information. If sod is specified on the drawings, sod shall
be Tiffgreen Bermuda grass overseeded with Perennial Rye
(as the season allows).
2. Furnish dealers guarantee statement of composition,
mixture, percentage, of purity and germination of each
variety.
F. PLANT MATERIAL; Within 7 days after award of Contract
submit to the Landscape Architect documentation that all plant
material as herein specified has been ordered-.
1. All plants shall be nursery grown in accordance with good
horticulture practices, and shall be grown under climatic
conditions similar to those in the locality of the project for
at least 2 years.
2. Plants shall be typical of their species or variety and shall
have normal habits of growth. They shall be sound, healthy
and vigorous, well branched and densely foliated when in
leaf. They shall be free of disease, insect posts, eggs or
larvae, and shall have healthy, well developed root systems.
3. 'Trees shall have straight trunks with the leader in tact,
undamaged and uncut. All old abrasions and cuts shall be
completely calloused over. Trees shall be tied securely to
stakes on delivery.
4. All trees and shrubs shall be measured when their
lbranches are in a normal position. Weight and spread
dimensions when specified refer to the main body of the
plant and not from branch or root tip to tip.
,.; 5. All lants shall conform to the measure_merrts specified, in -_

Architect. Use of such plants shall not increase the

6. Specified size shall be before pruning.
7. Plants shall not be pruned prior to delivery except upon

8. Container stock: Shall have grown in the containers in
which delivered for at least. 16 months but not over 2 years.
Samples must be shown to prove no rc of bound condition
exists.
9. No container plants that have cracked or broken balls of
earth when taken from the, container shall be planted
except upon, special approval. Canned stock shall be
removed carefully from cans after containers have been cut
on 2 sides with tin snips or other approved cutter. A
spade may = be used to, cut cans. Do not lift or handle
container plants by the tops, stems, or trunks -at any time.
10. No plant shall be bound with wire or rope at-any time so as
to damage the bark or break branches.
11. Quantities necessary to complete the work shown in the
dJrgMdnga shall be. furnished. Airy, discrepancy in the
quantities given in the Plant List shall not entitle the
Contractor to additional remuneration.
12. The Landscape Architect reserves the right to make
substitutions, additions and deletions in the planting
scheme, when he deems necessary as the work
progresses on the site. Such substitutions, additions and
deletions shall be accomplished by an equitable adjustment,
of the contract price when necessary. All plant material
acquired through additions ,or substitutions shall be subject
to all conditions and guarantees as herein specified.
13. All ground covers shall be installed at the spacings
indicated on the plans. Contractor shall be responsible for
his own plant count.
14. Skin all Washingtonia Palm trees to within 3 feet of crown
unless otherwise directed on the drawings.
G.ANSPECTION OF PLANT MATERIAL;
1. Plants shall be subject to inspection and approval at place
of growth or upon delivery for conformity to specification
requirements as to quality, size and variety. Such
approval shall not impair the right of inspections and
rejection at the site during the progress of the work for
size and condition of balls or roots,' diseases, insects and
latent defects or injuries. Rejected plants shall be
remove( immediately from the site.
2. All specimen trees shall be selected and tagged by the
Landscape Architect at their place of growth, unless
arrangements are made otherwise.
3. No plants shall be delivered to the site until the required
inspections have been made and the plants approved.
4. Certificates of inspection of plant materials shall be
furnished as may be required by Federal, State. or other
authorities to accompany shipments.
5. Substitutions will not be permitted. If proof is submitted
to the Landscape Architect that any plant specified is not
obtainable, a proposal -will be considered for us"f nearest
equivalent size or variety with an equitable adjustment of
contract price. Such proof shall be su'jstantiated and
submitted in writing; within 7 days after the signing of the
contract.
7. PLANTS PITS AND BEDS
Plant pits shall be excavated with vertical sides to the following
sizes: '
A. One and five (5) gallon containers - 5 inches wider and deeper
than the size of the root ball,
B. Fifteen (15) gallon containers and all boxes - large enough to
allow one foot of space around the ball in all directions.
8. EXCAVATED MATERIAL
Shall be removed and material shall be disposed on or off the site
as directed by the Landscape Architect.
9. WORKING OF TOPSOIL AND FINISH GRADING
Topsoil shall be worked sufficiently so that after light rolling the
complete work will conform to the limes, grade and elevations
shown on the plans and as (directed by the Landscape. Architect,

The Contractor shall bear final responsibility for proper surface
drainage of the site and the features thereon. Any discrepancy in
the drawings or specifications, obstructions on the site, or prier
work done by another party, which the Contractor feels precludes
establishing proper drainage shall be brought to the attention` of
the Landscape Architect in writing for correction or relief of said
responsibility.
11. PLANTING
A. Planting Mixtures: Planting mixture for plant pits shall consist
of three parts, of native :on-site soil, one part of planter mix, 17
lbs. of Gro -Power 'Plus per cubic yard of mix (at-- Manufacturer S
specifications) with bone meal added at the rate of 3 lbs, per
cubic yard,
B. Planting Operation:
1. Do not permit roller, ]bulldozers, trucks or other heavy
equipment to pass. over underground utilities, heating, and
electrical conduits, et(c. Maintain- all trench or grade
stakes set 'by others until their removal is approved by the
Landscape Architect.
2, Before digging plant holes, plants in containers shall be
placed as indicated on the Planting plans. The Landscape
Architect shall check the position in the field and, indicate
the exact position before proceeding with the planting.
3. Set trees in center of pits, plumb and straight. Except in
lawn areas, plant. at such a level that after settlement the
crown of, the plant will be 2" below finished grade and
forining a shallow trough directly over the ball of earth and
slightly smaller than the pit to facilitate watering. (See
detail for tree basin).
4. Before plants are set, compact soil around base of ball to
fill all voids.
5. Before plant pits have been backfrlled, water thoroughly
before installing plant mixture to top of pit. When
backfilling is partially completed by use of high lift:or
other mechanical means, extra care shall be taken to see
that soil is worked under ball and around roots. Avoid air
pockets! Backfilling shall be completed by jetting process
on all boxed materials, Olives, Palms, etc.
6< A mound of earth shall be formed as directed around each
shrub and tree so as to produce a shallow basin to` retain
water - the diameter to exceed the diameter of the root
spread.
7. All trees shall be double staked exactly as shown on the
plans and in detail. Note the direction of the stapes; No
other means of staking shall be acceptable except as
shown in detail, Staking shall be done immediately after
planting. Trees shall stared plumb after staking. The top
of the stake must not interfere with branches of the head
of the tree.
8. Staking and /or guying shall be done immediately after
planting. Plants shall stand plumb after staking or guying
in accordance with the detail drawing.
C. Pruning, Mulching, and Spraying:
