The above referenced water plans have been reviewed and are:acceptable by the Riverside County Fire
Department with the, following conditions:
The County Fire Department must witness the following tests:
1. A hydrostatic test of 200. -psi pressure for two (2) hours or at 50 psi in excess of the
maximum static pressure when it is in excess of 150 psi shall be witnessed by a fire
inspector prior to covering piping joints. All undergroundmater supplies shall have
"Tracer Wire" put into place at time of pre or post -pour inspection(s).
Test is done from check�valve to fire sprinkler riser and hydrant(s). .
2. _ . System flush inspection at fire sprinkler riser and private hydrants. "
3. - A final inspection is required.
The completed Contractor's, Material and Test Certificate for Underground Pipe shall be
provided to the fire inspector prior to a final inspection.
Blue retro -reflective pavement markers shall be mounted on private streets, public streets and
driveways to indicate location of fire hydrants..
All underground water supplies shall have "Tracer Wire' put into -place at time of pre or post
pour inspection(s).
The required water system including fire hydrants shall be installed and accepted by the appropriate
water agency prior to any combustible building material being placed on an individual lot/construction
site.

Fire Department personnel have reviewed and approved the plans you submitted for the above
referenced project. Please be advised the following conditions apply as a part of the conditions for the
issuance of a building permit.
1) These conditions are for a shell building and will receive a shell final only. No fire and life safety
clearance will be issued. for a tenant space until the. specific occupancy classification has been
established and tenant improvement plans have been reviewed and conditioned by the Riverside
County Fire Department.
2) It is prohibited to use and process or store any materials in the occupancy that would classify it as
a Group H occupancy.
3) Repair work and/or maintenance using open flame equipment, welding or the use of Class I, II, or
III -A liquids are prohibited.
4) The Fire Department is required to set a minimum fire flow for the remodel or construction of all
commercial buildings using the procedure established in the 2007 CFC. A fire flow of 1500 gpm
for a 2 -hour duration at 20 psi residual operating pressure must be available before any
combustible material is placed on the job site.
5) The required fire flow shall be available from 2 Super hydrant(s) (6" x 4" x 21/2" x 21/2") spaced
not more than 450 apart. All Fire Department Appliances such as hydrants, FDCs and PIVs shall,
belocated on the front access side of the building. PIV and FDC appliances shall not be less than
40' from the building or more than 200' from an approved hydrant. .
6) Prior to the issuance of a building permit, applicant/developer shall furnish one blueline copy of
the water system plans to the Fire Department for review. Plans shall conform to the fire hydrant
types, location and spacing, and the system shall meet the fire flow requirements. Plans must be
signed by a registered Civil Engineer and/or the local water company with the following
certification: "I certify that the design of the water system is in accordance With the requirements
prescribed by the Riverside County Fire Department".
7) Provide written certification from the appropriate water company that hydrants will be installed
and will produce the required fire flow.
The following conditions must be met prior to occupancy .
8) Install a complete fire sprinkler system per NFPA 13. PIVand FDC appliances shall not be less
than 40' from the building or more than 200' from an approved hydrant. System plans must be
submitted to the Fire Department for review, along with a plan/inspection fee. The approved
plans, with Fire Department Job card must be at the job site for all inspections. (Fire sprinkler
riser location should be placed within the building in relation to the approved location of the
FDC/PIV.)
9) Whenever sprinkler overhead mains of 4" size or larger are provided, the Riverside County Fire
Department requires documentation from a structural engineer that the roof structural members
will be capable of supporting the weight of the water filled mains and attached lines. Provide
appropriate detailed documentation, with a wet stamp and signature, by the project structural
engineer.
10) Install an alarm monitoring system for fire sprinkler system(s) with 20 or more heads. Valve
monitoring, water flow and trouble signals shall be transmitted to an approved to an approved
central station.An approved audible sprinkler flow alarm shall be provided on the exterior in an
approved location and also in the interior in a normally occupied location. A C-10 licensed
contractor must submit plans, designed in accordance with NFPA 72, 2002 Edition, to the Fire
Department for review and approval prior to installation.

11) Operation of the Knox key switch shall simultaneously open and control the gates for both
directions of travel.
12) Gates shall have either a secondary power supply or an approved manual means to release
mechanical control of the gate in the event of loss of primary power.

13) Install either Knox Key Lock box or a Knox Padlock mounted per recommended' standard of the
Knox Company. Plans must be submitted to the Fire Department for approval of mounting.

roadway and shall open to allow a vehicle to stop without obstructing traffic on the road.
Buildings/facilities
15) Install Knox Key Lockbox, mounted per recommended standard of the Knox Company. If the
building/facility is protected with afire alarm system or burglar alarm system, the lock boxes will
require "tamper" monitoring. Special forms are available from this office for the ordering of the
Key Switch. This form must be authorized and signed by this office for the correctly coded system
to be purchased.
16) Provide keys to the tenant space for inclusion in the main building Knox Box. Key(s) shall have
durable and legible tags affixed for identification of the correlating tenant space.
17) If the facility requires Hazardous Materials Reporting (Material Safety Data sheets) the Knox Haz
Mat Data and Key Storage Cabinet, Model 1220 or 1300 with tamper switches shall be used: If
the building/facility is protected with a fire alarm system or burglar alarm system, the lock box
will require "tamper" monitoring.
Other requirements:
18) Install panic hardware and exit signs as per the 2007 CBC.
19) Prior to final inspection of any building, the applicant shall prepare and submit to the Fire
Department for approval, a site plan designating required fire lanes with appropriate "lane painting
and/or signs.
20) Certain designated areas will be required to be maintained as fire lanes and will require approved
signs and/or stenciling in red with CVC 22500.1 conspicuously posted.
21) Install portable fire extinguishers per Title 19, but not less than 2Al OBC in rating. Contact a
certified extinguisher company for proper placement and spacing of equipment.
22) If the building is used for high piled/rack storage, the building construction and fire sprinkler
system must meet 2002 NFPA 13 and the 2007 CFC.
23) This building has not been reviewed or approved for high pile/rack storage. Prior to such use,
building(s) shall be approved for high -piled storage (materials in closely packed piles or on pallets,
or in racks where the top of storage exceeds 12 feet in height, 6 feet for Group A plastics and
certain other hazardous commodities) or aerosols products. High -piled and aerosol stock shall be
approved by the Fire Department prior,to materials being stored on site. A licensed Fire Protection
Engineer or a Fire Department approved consultant must prepare plans for high -piled storage or
aerosol storage in accordance with the 2007 CFC and NFPA 13, 2002 Edition. Current plan check
deposit based fee is $696.00. "
24) Shelving, counters, etc., must be in place, however, no merchandise may be placed in the building
prior to inspection.
25) Submit to the Fire Department for approval, a Hazardous Materials Management Plan and a "
Hazardous Materials inventory statement as outlined in the 2007 CFC.
26) All fire sprinkler systems, fixed fire suppression systems and alarm plans must be submitted
separately for approval prior to construction. Contractors should contact the Planning &
Engineering office.for submittal requirements.
27) Approved building address shall be placed in such a position as to be plainly visible and legible
from the street and rear access if applicable. Building address numbers shall be a minimum of 12"
for building(s) up to 25' in height Suite numbers or letters must be a minimum of 6" in height.
All addressing must be legible and of a contrasting color with the background and adequately
illuminated to be visible from the street at all hours.
28) Approved building address shall be placed in such a position as to be plainly visible and legible
from the street. Said numbers shall contrast with their background.
29) Electrical room door shall be posted "ELECTRICAL ROOM" on the. outside of door.
30) Fire Sprinkler Riser door shall be posted "FIRE RISER" on the outside of door.
31) Fire Alarm Control Panel door shall be posted "FRCP" on the outside of door.
32) Roof Access door shall be posted "ROOF ACCESS" on the outside of door.
33) Each room with an occupancy load of over fifty people shall be posted in a conspicuous place on .
an approved sign near the main exit from the room.
34) A durable sign stating "This door to remain unlocked during business hours" shall be placed on or
adjacent to the front exit doors. The sign shall be in letters not less than one inch high on a
contrasting background.

Summarized in this report are the results of in-place density tests performed at the subject site
during rough grading along with pertinent observations. The project site is located at 43-632 '
Washington Street in the City of La Quinta, California.
Rough grading included over -excavation of the near surface soil along with the placement of
engineered fill soil throughout the building pad area. Over -excavation extended to a minimum
depth of approximately 2 feet below the bottom of the footings. The underlying native soil was
scarified, moisture conditioned and compacted to a minimum of 90 percent relative compaction
prior to fill placement. The previously removed soil `was then placed in thin lifts at near
optimum moisture .content and compacted to at least 90 percent relative compaction. Rough
grading was performed as recommended within the above referenced Geotechnical Investigation _
report.
Field testing was performed from September 29 through October 1, 2010. Testing indicates that a
minimum of 90 percent relative compaction was attained in the areas tested. -The passing test
results indicate compliance with the project specifications at the tested locations and depth's but
1. are no guarantee or warranty of the contractors work.
Field Tests: In-place moisture/density tests were performed using a nuclear density gauge in,
accordance with Test Methods ASTM D 6938-08. A total, of 6 density tests were performed. Test
results are summarized on the attached data sheet. The approximate test locations are indicated
on the attached site plan.

comply with the California Quality Standards for insulating material, Title 20,
Chapter 4, Article 3.
§ 118(c) All Insulating Materials shall be installed in compliance with the flame spread rating
and smoke density requirements of Sections 2602 and 707 of Title 24, Part 2.
X] § 117(a) All Exterior Joints and openings in the building that are observable sources of air
leakage shall be caulked, gasketed, weatherstripped or otherwise sealed.
FV -1 § 116(b) Site Constructed Doors, Windows and Skylights shall be caulked between the unit

0 §11 Any appliance for which there is a California standard established in the
Appliance Efficiency Regulations will comply with the applicable standard.
§115(a) Fan type central furnaces shall not have a pilot light.
§123 Piping, except that conveying fluids at temperatures between 60 and 105 degrees
Fahrenheit, or within HVAC equipment, shall be insulated in accordance with
Standards Section 123.
§124 Air handling duct systems shall be installed and insulated in compliance with
Sections 601, 602, 603, 604, and 605 of the 2001 CMC Standards.
Controls
§122(e) Each space conditioning system shall be installed with one of the following:
r§122(e)1A Each space conditioning system serving building types such as offices and
manufacturing facilities (and all others not explicitly exempt from the
requirements of Section 112 (d)) shall be installed with an automatic time switch
with an accessible manual override that allows operation of the system during
off -hours for up to 4 hours. The time switch shall be capable of programming
different schedules for weekdays and weekends and have program backup
capabilities that prevent the loss of the device's program and time setting for at
least 10 hours if power is interrupted; or
❑ §122(e)1 B An occupancy sensor to control the operating period of the system; or
§122(e)1C A 4 -hour timer that can be manually operated to control the operating period of
the system.
§122(e)2 Each space conditioning system shall be installed with controls that temporarily
restart and temporarily operate the system as required to maintain a setback
heating and/or a setup cooling thermostat setpoint.
F] §122(g) Each space conditioning system serving multiple zones with a combined
conditioned floor area more than 25,000 square feet shall be provided with
isolation zones. Each zone: shall not exceed 25,000 square feet; shall be
provided with isolation devices, such as valves or dampers, that allow the supply
of heating or cooling to be setback or shut off independently of other isolation
areas; and shall be controlled by a time control device as described above.
§122(a&b) Each space conditioning system shall be controlled by an individual thermostat
