CALL TO ORDER
A special meeting of the La Quinta Architectural and Landscaping Review Board was
called to order at 10:00 a.m. by Planning Manager David Sawyer.
PRESENT: Board Members Richard Gray, Kevin McCune, and Ray Rooker

APPROVAL OF MINUTES
Motion - A motion was made and seconded by Board Members Rooker/Gray to
approve the Architectural and Landscaping Review Board Minutes of April 2, 2014 as
submitted. Motion passed unanimously.
BUSINESS SESSION
Site Development Permit 2013-937 submitted by West Coast Housing Partners,
LLC. for the consideration of architectural and landscaping plans proposing the
construction of 74 units on 28.3 acres within the existing Canyon Ridge
Specific Plan. Location: on the west side of Washington Street, north of
Avenue 48 (extended).
Consultant Principal Planner Nicole Criste presented the information contained
in the staff report, a copy of which is on file in the Community Development
Department.

Mr. Whit Hollis, Project Manager with West Coast Housing Partners, LLC.,
Westlake Village, CA - introduced himself, gave a detailed presentation of the
proposed project, and answered the Board's questions.
Mr. Vance Graham, AIA, Architect with Bassenian/Lagoni, Newport Beach, CA
- introduced himself, explained the proposed lighting for the project, and
answered the Board's questions.
Ms. Faye Pokletar, Landscape Architect with C2 Collaborative, San Clemente,
CA - introduced herself, explained the proposed drainage for the development,
gave detail on the type and number of trees proposed along Washington Street,
discussed the landscaping palette, and answered the Board's questions.
Board Member Rooker suggested that the sidewalks providing access from the
street to the front doors of the bungalows be curvilinear.
Board Member Gray suggested the applicant consider widening one of the
bathrooms to facilitate its conversion into a handicap accessible bathroom if it
was ever needed.
Motion - A motion was made and seconded by Board Members McCune/Gray
recommending approval of Site Development Permit 2013-937, as submitted
with staff's recommendations and the following additions:
• The retaining wall located at the western boundary of the property will
be tiered with landscaping within the tiers.
• The central recreation area (Lot N) will include benches and dog park
improvements, including a water fountain and clean-up facilities.
• All doors leading from the garage into the side yards shall swing
outwards.
Motion passed unanimously.
2. Site Development Permit 2014-940 submitted by GHA Companies for the
consideration of architectural and landscaping plans for Darby Estates (TR
31087) proposing the construction of 19 new single-family homes on an
approximately five acre tract. Location: on Darby Road between Palm Royale
Drive and Adams Street.
Associate Planner Jay Wuu presented the information contained in the staff
report, a copy of which is on file in the Community Development Department.

Mr. Mario Gonzales, President and CEO with GHA Companies, Cathedral City,
CA - introduced himself, gave a brief overview of the projects, and answered
the Board's questions.
Motion - A motion was made and seconded by Board Members Rooker/Gray
recommending approval of Site Development Permit 2014-940 as submitted
with staff's recommendations and the addition of the following condition of
approval:
"A pedestrian pathway shall be offered to homeowners that provides direct
access from the street to the front door areas of the homes. These pathways
shall be reviewed and approved by the Community Development Department as
part of the Final Landscaping Plan process. "
Motion passed unanimously.

Correspondence from Board Member Ray Rooker suggesting that the
Architectural and Landscaping Review Board make a recommendation to the
Planning Commission to direct staff to amend the La Quinta Municipal Code in
regards to front yard pathways.
Motion - A motion was made and seconded by Board Members Gray/McCune
recommending to the Planning Commission to direct staff to amend the La
Quinta Municipal Code to require additional pedestrian access be provided from
the street to the entrance of individual residential units. Motion passed
unanimously.

EXECUTIVE SUMMARY
The proposal is the expansion of an existing hotel use, from 11 approved rooms to 24
rooms. The proposed architectural and landscaping plans are consistent with the
existing building areas, and conform to the development standards of the La Quinta
General Plan and Municipal Code.
BACKGROUND
The 0.96 acre property was originally developed as a bed and breakfast use under a
Conditional Use Permit (CUP 95-020, July, 1995), which approved the site for 11
guest rooms and an innkeeper's residence. All site improvements are completed and
only the expanded portion of the building itself, and upgraded landscaping of the
parcel, will be constructed.
PROPOSAL & ANALYSIS
Site Plan: Attachment 3; Sheet A1.0
The site plan illustrates a revised parking area, which is needed to accommodate the
additional parking required for the expansion. The existing parking stalls have been
modified to provide 24 spaces from the existing 17 spaces, with no changes to the
existing circulation pattern. The applicant has also provided a parking agreement to
use additional spaces in the recently constructed Alzheimer care facility to the south

on Caleo Bay. The combination of the expanded onsite parking and the available off -
site parking meets the anticipated demand of the expanded hotel use.
Architecture: Attachment 3; Sheets A2.0 — A6.0
The proposed expansion affects the north wing of the existing building, which was
originally the single story innkeeper's residence and garage area. The expansion
involves adding six rooms in a new second floor and the conversion of the
Innkeeper's residence and garage into an additional seven rooms for total of thirteen
new rooms to be added to the original eleven. The addition will maintain the original
architectural design, incorporating a stone veneer treatment which will also be
extended to the existing entry. The original main building highest roof line is 28' 0"
from grade. Architectural features and materials conform to the existing building,
utilizing the same plaster finish and flat concrete roof tiles. Overall, this proposed
building expansion maintains the architectural theme as established with the main
building for the project.
Landscaping: Attachment 3; Sheets 5.00, 5.01
A preliminary landscaping plan is proposed, which addresses redesign of the lakefront
open areas and minor retrofitting of areas affected by the building expansion. The
most significant revisions are to the north and east lake -fronting portions of the site,
where new hardscape will replace the majority of existing turf. Along the east
lakefront, the remaining turf area is redesigned to incorporate a terraced design, with
new stairways and a decomposed granite path connecting upper and lower areas on
either side. The plan will add/replace seven African Sumac trees, and add six new
Honey Mesquites at the main entry and parking area. Accent shrubs consist of low to
moderate water use plantings, including Sky Flower and Desert Spoon at 15-gallon
size, supplemented with 5-gallon Red Yucca, English Lavendar, Coral Fountain, and
Rose. Huntington Carpet and Wedelia will be used as a ground cover.
The proposed landscape plan is acceptable, incorporating plant species compatible
with the southwestern desert, and consistent with existing project landscaping. Staff
recommends replacing the proposed Honey Mesquite with Palo Verde, Tipuana Tipu, or
similar species, due to ongoing concerns with maintenance and durability associated
with Mesquite trees.
Lighting:
No specific area lighting improvements are proposed, and no parking area pole lighting
exists for the site. Existing lighting consists of exterior building lighting fixtures and
low-level landscape lighting. The applicant will extend existing building and landscape
lighting to the expanded portions of the project. Conditions require that proposed new
lighting be reviewed as part of building permit review.
RECOMMENDATION
Recommend approval of Site Development Permit 2013-931 to the Planning
Commission, subject to the attached Conditions of Approval.

1 The applicant shall comply with LQMC Sections 13.24.130 (Landscaping Setbacks)
& 13.24.140 (Landscaping Plans).
2. Landscape and irrigation plans for landscaped lots and setbacks, medians, retention
basins, and parks shall be signed and stamped by a licensed landscape architect.
3. Site and building lighting and electrical plans shall be provided for any new or
replacement lighting as part of the building plan check review process.
4. All new and modified landscape areas shall have landscaping and permanent irrigation
improvements in compliance with the City's Water Efficient Landscape regulations
contained in LQMC Section 8.13 (Water Efficient Landscape). Irrigation plans shall
provide for an appropriately designed deep watering system for all tree wells.
5. The applicant shall submit the final landscape plans, to include all proposed
landscape area lighting, for review, processing and approval to the Community
Development Department, in accordance with the Final Landscape Plan application
process. Community Development Director approval of the final landscape plans is
required prior to issuance of the first building permit unless the Community
Development Director determines extenuating circumstances exist which justifies an
alternative processing schedule.
NOTE: Plans are not approved for construction until signed by the appropriate City
official, including the Community Development Director and/or City Engineer.
Prior to final approval of the installation of landscaping, the Landscape Architect of
record shall provide the Community Development Department a letter stating he/she
has personally inspected the installation and that it conforms with the final
landscaping plans as approved by the City.
If staff determines during final landscape inspection that adjustments are required in
order to meet the intent of the Planning Commission approval, the Community
Development Director shall review and approve any revisions to the landscape plan.
6. The applicant or his agent has the responsibility for proper sight distance
requirements per guidelines in the AASHTO "A Policy on Geometric Design of
Highways and Streets, 5th Edition" or latest, in the design and/or installation of all
landscaping and appurtenances abutting and within the private and public street
right-of-way.
7. The final landscape planting plan shall be revised to replace the Honey Mesquite trees
with a suitable lower maintenance species (Desert Museum Palo Verde, Tipuana Tipu
or similar).
