He noted he had seen several events held at the property and they were always well managed and in compliance with the established end time of 10:00 p.m. He said, in his opinion, the project would add value to the surrounding communities. Public Speaker: Mr. Jon Legarza, Applicant, Las Vegas, NV - introduced himself and acknowledged the Commission's concerns regarding parking along Caleo Bay Drive and said that management will work with City staff on obtaining a Temporary Use Permit approval for special events that will address any parking challenges. He gave a detailed description of the project and answered the Commission's questions. Community Development Director Johnson said there would be a change of the staff representative for the Commission from the City's Public Works Department. Principal Engineer Ed Wimmer said it has been his pleasure to serve as the engineering technical advisor for the Commission; however, Principal Engineer Bryan McKinney will be taking over the development services division and will be replacing him. 2. Staff said that the City Council would like to recognize and thank all outgoing Commission and Board Members for their service. This was originally anticipated to occur during the July 15, 2014, meeting; however, it was been postponed to a future date that has not yet been determined. Staff will ensure that the Commission is notified when this item is rescheduled. 3. Staff said that as part of the City's ongoing efforts to improve its permit and application process, on June 30, 2014, the Community Development Department launched Phase I of a new permit tracking software program. The new system allows staff to electronically submit, process, review, and issue permits. The City continues to work towards implementation of Phase 11, scheduled for late August, 2014, which will include an online Customer Service portal and Business Licenses processing. EXECUTIVE SUMMARY: • Verizon Wireless is proposing a fifty-four (54) foot tall "monopalm" telecommunication tower to be located within the La Quinta Country Club. • This is a revision of the previously considered submittal for a sixty-four (64) foot tower. • Other than reduced height, the project components have not changed. • Conditions are proposed to address view concerns raised by area residents. • La Quinta Country Club representatives have expressed support of the proposal but some neighboring resident concerns remain. • As conditioned, the proposal complies with the City's Telecommunication Ordinance and will increase service options in and around this portion of the City. nnini Vcic• A fifty-four (54) foot telecommunications tower and associated equipment is proposed Page 1 of 4 for placement adjacent to an existing maintenance building at the La Quinta Country Club. The tower is designed to resemble a palm tree. Twelve (1 2) panel antennas would attach to the tower and be painted to match the faux palm fronds. The associated equipment structure will be designed to match the design of an adjacent maintenance building. This proposal was originally heard by the Planning Commission on May 14, 2013. At that time, the tower was proposed at a height of sixty-five (65) feet. Five residents either spoke at or submitted comments for the hearing (Attachment 3). Comments provided during the hearing brought into question if the proposal had been fully communicated to residents and the adjacent HOA. The Planning Commission continued the item to June 25, 2013. Further continuances to July 23 and August 27 were granted based on applicant requests. At the August 27 meeting, the item was tabled until the applicant was able to resubmit a revised application. The applicant resubmitted on January 16, 2014 (Attachment 4 and 5) and over the ensuing months solicited input from the property owner (La Quinta Country Club), area residents and neighboring HOA's. Tower Design and Screenin The revised application provided four view simulations, including a projected view of the tower from Mr. Skip Boone's residence, which is in the Haciendas development on the south side of Avenue 50. Staff received an email from Mr. Boone in regard to his simulated view (Attachment 5, View 4). His primary concern is with appropriate screening of the view of the monopalm from his residence. Staff included a condition requiring the applicant work with staff and Mr. Boone to explore installation of potential alternative tree type, size and location to address the aesthetic concern raised. The revised application is the same as the original submittal except the tower height has been reduced by ten (10) feet. The tower still a monopalm design. The twelve (12) panel antennas would now attach to the tower at a height of forty-five (45) feet. As with the original application, the design of the monopalm is intended to mask its appearance as a tower and attempts to match existing palm trees around the site. Antenna arrays and panels will be painted to match the faux palm fronds; helping to blend the equipment with the faux palm. In addition, the tower will contain a faux palm frond skirt which will completely hide the attached parabolic antenna from view. The applicant, per discussions with the La Quinta Country Club Homeowner's Association and as part of the original application, agreed to install two (2) live palm trees near the monopalm tower, flanking the access drive between the maintenance building and the main parking lot. Staff also previously recommended a condition requiring installation of two (2) additional live palm trees, each at a minimum height of thirty (30) feet, to the west of the facility to further screen the view of the tower from Eisenhower Drive. The revised application now provides four (4) live palms, two at 25 Page 2 of 4 feet and two at 34 feet (Attachment 4, Sheet L-2). These are shown as measured by brown trunk height (BTH), which would place them at about 35 feet and 45 feet to top of the fronds, respectively. Equipment Enclosure The enclosure is proposed to be placed adjacent to an existing five (5) foot high block wall and within a landscape planting area surrounding the La Quinta Country Club maintenance building (Attachment 4, Sheets A-2, A-3). Design of the equipment enclosure will resemble the existing architecture of the maintenance building, including faux windows, tile roof, and stucco and paint finish. Placement of the enclosure at this location will not impact existing vehicle and pedestrian circulation; a minimal amount of existing landscaping will be displaced by the proposed enclosure. The applicant proposes to enclose the area with an eight (8) foot high wrought iron fence to ensure security and screening of all equipment. As the maximum wall height within the buildable area of a site is twelve 0 2) feet, the proposed fence is in compliance with the design and height requirements set in the Municipal Code. Staff has conditioned that the applicant plant additional shrubs and/or climbing vines to further screen the equipment in the lease area. Site Justification The Municipal Code requires all new towers first explore opportunities for collocation as a means of maximizing existing tower facilities and minimizing placement of new towers. The applicant has prepared a justification letter and revised radio frequency (RF) maps (Attachment 6), which provides an alternative site analysis explaining why a new tower is preferred versus locating on an existing monopalm tower. The applicant considered the two closest existing tower sites; both being located at the La Quinta Resort. It was determined that while collocating on the existing sites was possible, it would not be sufficient due to limited lease space available for ground and tower equipment placement. Therefore, the applicant has proposed a new facility, which is capable of facilitating future collocation. The proposed height of the antennas will not cause significant RF interference with existing and approved telecommunication services in the area. The proposed antennas will increase service options for customers within this portion of the community. The RF mapping for the revised tower height provides a visual representation of service improvement for this company's customers; green areas show the greatest amount of improvement, while blue and red show areas of marginal service improvement. PUBLIC COMMENT: Subsequent to the revised submittal, the applicant was requested to expand on their outreach efforts with the commenting residents and the HOA's in and surrounding the Page 3 of 4 La Quinta Country Club. Based on that direction, the applicant submitted additional information on May 15, 2014, which included a second informational letter and flyer, certified mailings to the Haciendas, Club La Quinta, and Santa Rosa Cove HOA's, as well as to the individual commenting parties present at the May 13, 2013 Planning Commission meeting (Attachment 7). Also provided was a fifth view simulation from Mr. Jimmy Powell's residence in the Lago La Quinta neighborhood, east of the monopalm location (Attachment 5, View 5). To date, staff has not been contacted by Mr. Powell, though the applicant has indicated he did meet with him April 24, 2014. Staff received the previously referenced email from Mr. Boone and one additional comment in opposition to the project from Ms. Annie Nathenson, 50135 Valencia Court in The Haciendas development (Attachment 8). AGENCY & PUBLIC REVIEW: Public Agency Review: This request was originally sent to all applicable City departments and affected public agencies on April 17, 2013. It was not re -transmitted for comment, as all originally applicable agency comments were adequately addressed in the recommended Conditions of Approval, except where they pertain to the revisions made. Public Notice: This project was re -advertised in The Desert Sun newspaper on July 11, 2014, and mailed to all property owners within 500 feet of the site. All previously received correspondence and that received to date of this report are incorporated; any further comments received will be provided at the Planning Commission hearing. ENVIRONMENTAL REVIEW The Community Development Department has determined that this project is exempt from environmental review pursuant to Section 15332 (Class 32, Infill Development). Consistency with the General Plan: The design and improvements of the proposed monopalm tower and equipment enclosure are consistent with the La Quinta General Plan (Chapter 5) that requires utilities and communication facilities to be available, adequate and convenient for all residents. The applicant has determined that a need for this type of service, in this general area, exists and providing such a facility will ensure that the public has access to such services. The placement of the monopalm tower at this site will have a negligible impact on the surrounding public thoroughfares and land uses. 2. Consistency with the Zoning Code: The placement of the monopalm tower and equipment enclosure are consistent with current standards of the Zoning Code (Chapter 9.90 and 9.170) in that the potential adverse visual effects have been mitigated, and all perimeter setback requirements have been met. 3. PROPERTY RIGHTS 8. Prior to issuance of any permit(s), applicant shall acquire/confer easements and other property rights necessary for construction or proper functioning of the proposed development. Conferred rights shall include irrevocable offers to dedicate or grant access easements to City for emergency services, maintenance, construction and reconstruction of essential improvements. Said conferred rights shall also include grant of access easement to City of La Quinta for the purpose of graffiti removal by City staff or assigned agent in perpetuity and agreement to the method to remove graffiti and to paint over to best match existing. The applicant shall establish the aforementioned requirements in the CC&R's for the development or other agreements as may be approved by the City Engineer. Pursuant to the aforementioned, the applicant shall submit and execute an "AUTHORIZATION TO REMOVE GRAFFITI FROM PRIVATE PROPERTY" form located at the Public Works Department Counter prior to Certificate of Occupancy. IMPROVEMENT PLANS As used throughout these Conditions of Approval, professional titles such as "engineer," "surveyor," and "architect," refer to persons currently certified or licensed to practice their respective professions in the State of California. 10. Improvement plans shall be prepared by or under the direct supervision of qualified engineers and/or architects, as appropriate, and shall comply with the provisions of LQMC Section 13.24.040 (Improvement Plans). 1 1 . The submitted preliminary plans appear to propose no or minimal grading and may not require a grading permit (see exceptions in Municipal Code Section 8.80.040). If a grading permit is required, a precise grading plan prepared by a Civil Engineer registered in California and a Soils Report prepared by a professional registered in California must be approved by the City Engineer prior to the commencement of grading. Other engineered improvement plans prepared for City approval that are not listed above shall be prepared in formats approved by the City Engineer prior to commencing plan preparation. The applicant shall prepare an accessibility assessment on a marked up print of the building floor plan identifying every building egress and note the applicable California Building Code accessibility requirements associated with each door. The assessment must comply with submittal requirements of the Building Division. A copy of the reviewed assessment shall be submitted to the Public Works Department in conjunction with the Site Development Plan when it is submitted for plan checking. "On -Site Precise Grading" plans shall normally include all on -site surface improvements including but not necessarily limited to finish grades for curbs & gutters, building floor elevations, parking lot improvements, and ADA requirements including ADA accessibility from public right of way to the proposed equipment. 12. The applicant shall have all approved mylars previously submitted to the City, revised to reflect the as -built conditions. The applicant shall employ or retain the Engineer Of Record during the construction phase of the project so that the FOR can make site visits in support of preparing "Record Drawing". However, if subsequent approved revisions have been approved by the City Engineer and reflect said "Record Drawing" conditions, the Engineer Of Record may submit a letter attesting to said fact to the City Engineer in lieu of mylar submittal. UTILITIES 13. The applicant shall comply with LQMC Section 13.24.1 10 (Utilities). MAINTENANCE 14. The applicant shall comply with the provisions of LQMC Section 13.24.160 (Maintenance). Any disturbed areas including landscaping shall be replaced in -kind. BUILDING 15. The applicant shall obtain a building permit from the Building Division prior to construction. During the permitting process the applicant will submit documentation to address the following items: A. A structural analysis that demonstrates that the monopalm and equipment shelter structures comply with the current California Building Codes. B. An analysis of any openings in the existing exterior wall of the existing maintenance building and the proposed equipment shelter shall comply per CBC Table 705.8 (Maximum area of wall openings). When two structures are on the same lot, an assumed property line shall occur between the structures to determine the separation distance. C. An analysis of the fire rating of the exterior walls (existing Maintenance Building & proposed shelter) shall be performed to PLANNING COMMISSION RESOLUTION 2014 - CONDITIONAL USE PERMIT 2012-148 CONDITIONS OF APPROVAL - RECOMMENDED JULY 22, 2014 Page 5 of 6 determine compliance to the minimum requirements per 2010 CBC Section 602.1 and Tables 601 and 602. PLANNING 16. The applicant is permitted to install a single fifty-four (54) foot tall monopalm tower consistent with the revised plans, as approved and on file as part of this Conditional Use Permit approval. The monopalm tower is permitted for three (3) antenna arrays, attached to the tower at a height of forty-five (45) feet. Each array shall accommodate up to four (4) panel antennas. 17. The panel antennas shall be mounted securely to the monopalm tower. All antennas and antenna arrays shall be painted to match the faux palm fronds and shall be shielded from view by the tower's faux palm fronds. 18. The applicant shall install a total of four (4) live palm trees in accordance with the approved landscape plans. The applicant shall also work with the homeowner and other affected properties to present alternative sight -line screening options (i.e. tree type, size and location) for the Skip Boone residence in the Haciendas development (50095 Valencia Court). If feasible and agreeable to all parties involved, the applicant shall install the appropriate landscape material(s). Prior to final inspection(s), the applicant shall provide the City with written confirmation, that either, such improvements have been completed to the satisfaction of all parties, or reason and evidence that such improvements are considered infeasible. 19. The equipment enclosure shall architecturally match the existing maintenance building, including stucco finish and paint color, roof tiles and faux windows. 20. The applicant shall secure the lease area with installation of eight (8) foot high wrought iron fence. The fence enclosure shall conform to the plans on file as part of this application. The wrought iron fence shall have a black painted finish. 21. The applicant shall plant additional shrubs and/or climbing vines, around the wrought iron fence. The applicant shall submit a landscape plan showing irrigation improvements and plant schedule, in accordance with Conditions 21 and 24, prior to issuance of a building permit. 23. The applicant shall negotiate in good faith for shared use by third parties; an owner generally will negotiate in the order in which requests for information are received, except an owner generally will negotiate with a party who has received an FCC license or permit before doing so with other parties. 24. Verizon Wireless shall have a continuing obligation to respond to and resolve any and all complaints associated with any potential interference with frequencies related to residential and/or life safety communications and operations. Response shall be within 48 hours of receipt of notice of any such complaints. 25. The placement of the monopalm pole shall not interfere with the existing infrastructure and improvements at this location. The pole shall not be placed on public paths -of -travel and must be located in the proposed lease enclosure. 26. The entire facility shall be maintained in a condition consistent with the conditions of this approval and, if the facility is not so maintained this approval is subject to revocation or other correcting actions as determined appropriate by the City. Chairperson Barrows declared the PUBLIC HEARING OPEN at 8:42 p.m. Mr. James Rogers, representative of the Applicant, Verizon Wireless, introduced himself and said the Applicant was willing to comply with staff's recommended condition of approval for the placement of two additional trees to the west of the proposed cell tower to provide better screening from Eisenhower Drive. Mr. Rogers explained the exact location and size of these additional palm trees would be identified in the landscaping plans and submitted to staff for review prior to obtaining a building permit. Public Speaker: Donna Reed Martin, La Quinta - Ms. Martin said there were twelve homeowner associations within the La Quinta Country Club and she belonged to the largest one, La Quinta Golf Estates Homeowners Association, encompassing 184 properties. Stated that the President of the HOA had informed the homeowners of the proposed monopalm tower in December 2012; however, the tower had been identified as being only thirty feet high instead of sixty-four. Noted that she coordinated the trimming of the trees within her HOA and no tree exceeded forty feet, thus the proposed sixty-four foot tower would substantially exceed existing trees. She further noted that the residents were generally in support of the proposed monopalm tower; however, they were under the impression that it was only thirty feet high. Ms. Martin said she was in opposition of the proposed sixty-four foot tower, but would be in support of a tower if it were a more reasonable height. PLANNING COMMISSION MINUTES 3 MAY 14, 2013 Public Speaker: Skip Boone, La Quinta - Mr. Boone suggested that the Commission encourage the applicant to consider alternative locations for the proposed monopalm tower. If the tower were to be placed where currently proposed, the applicant should provide a better design and more comprehensive screening of the tower from all sides. Mr. Boone asked the Commission to stipulate in the conditions of approval that Verizon Wireless be required to revamp the design of the monopalm tower every so many years to keep it updated with current aesthetical designs and technological advances. Chairperson Barrows noted for the record that there were three comments received for this item after the preparation of the staff report. All three were in opposition of the proposed monopalm tower and they were from Ms. Wendy Johnson, Mr. Jimmy Powell, and Mr. Skip Boone. Public Speaker: Bruce Zahn, General Manager of La Quinta Country Club - Mr. Zahn said the applicant had attended an annual owners' meeting in March 2013, during which the owners of the club were notified of the proposal. The height of the monopalm tower had been identified as being forty-five feet. The lease agreement with the applicant had not yet been finalized and it stipulated that the owners of the club would have to approve the tower's location and placement of additional trees for screening. The board was in general support of the project given that there was no opposition from the residents and the applicant was in compliance with the City's requirements. But the original height discussed was at forty-five feet and not sixty-four, which would be likely to raise concerns. Vice Chairman Wright said that a continuation of the project should be considered until a reasonable tower height is identified and all parties affected are in support of it. Commissioner Weber said the applicant should identify the exact height of the proposed monopalm tower, should propose heights for the staff -recommended four additional palm trees for screening, as well as identify their specific locations, should do a more comprehensive community outreach, and incorporate requirement for future alterations of the tower's design. This consideration should also include the potential of colocation. Reduced property taxes have had a negative impact on city and state revenues. The fees generated for the city by tower placement ultimately could be less than that property taxes derived from a robust housing market. 3) Finally, and most importantly, I am concerned about the potential health impact of electromagnetic radiation emanating from the tower. While the negative health effects of EMR have not been unequivocally proven, they have not been disproven either. 4) Lastly, I object to the timing of the discussion of a very important issue taking place when many seasonal homeowners are out of the area. We are in a residential/resort area with the full expectation of an environment of beautiful vistas, vacations and recreation. Commercial/Industrial objects do not fit the skyline. Although we understand there may be a need for these towers, it is my opinion they should be placed far enough away from neighboring property owners to not be substantially in their views. Moving the tower another 400 feet northeast would accomplish just that. A lesser alternative for us would be a placement of palm trees on the 50th avenue perimeter approximately 100-110 feet east of Eisenhower. Though they would be located in that same view, we would still have a limited view of the mountains with natural vegetation. SECTION 02810 IRRIGATION SYSTEM PART I - GENERAL ID SUMMARY A. This section covers the furnishings of all materials and performing all operations to provide a complete operable landscape irrigation system as shown on the drawings including the following: I. Trenching, stockpiling excavated materials and refilling trenches. 2. Irrigation system components including but not limited to: piping, backflow prevention devices and enclosures, valves, fittings, rotors, spray heads, controllers, wiring and final adjustments as determined by the architect to insure efficient and uniform distribution. 3. Pipe connections to pump stations, water meters and backflow prevention devices. 4. Testing and inspection of irrigation system. 5. Clean-up and maintenance B. The conditions of the Contract and Division I apply to this section as fully as if repeated herein. 2.0 GENERAL REQUIREMENTS A. Code Requirements shall be those of State and Municipal Codes and Regulations locally governing this work, providing that any requirements of the Drawings and Specifications, not conflicting therewith but exceeding the Code Requirements shall govern, unless written permission to the contrary is granted by the Architect. B. Conform to the requirements of the reference information listed below except where more stringent requirements are shown or specified in the most current set of construction documents: 1. American Society for Testing Material (ASTM), for test methods specifically referenced in this section. 2. Underwriter's Laboratories (UL), for UL wires and cables. C. Work involving substantial plumbing for installation of copper piping, backflow prevention devices and other related work shall be executed by a licensed and bonded plumbing contractor. Any necessary permits shall be obtained prior to beginning work D. Specified depths of pressure supply lines, laterals and pitch of pipes as stated in this section are minimums. Settlement of trenches lower than grades specified on the final grading plans is cause for removal of finish grade treatment, refilling trenches, recompacting and repairing of finish grade treatment. E. Follow current printed manufacturer's specifications and drawings for items or information not specified or graphically indicated in the most current set of construction drawings. F. Scaled dimensions are approximate and at times it is not possible to indicate offsets, fittings and other related equipment graphically on the construction drawings. Contractor shall be responsible for minor changes caused by actual site conditions. Before proceeding with any work, the Contractor shall carefully check and verify all dimensions of related architectural elements, utilities and landscaping and furnish and install required fittings. G. Do not install the irrigation system as shown on the construction drawings when it is obvious that actual field conditions such as physical obstructions, grading discrepancies and field dimensions vary from those recorded on the construction drawings. Immediately bring any such discrepancies to the attention of the architect prior to proceeding with work If immediate notification is not given and such discrepancies exist, the contractor shall assume full responsibility for necessary revisions, as determined by the architect. 3.0 EXISTING FIELD CONDITIONS A. Preserve and protect all existing trees, plants, monuments, structures, hardscape and architectural elements from damage due to work in this section. In the event that damage does occur to inanimate object and structures, the contractor will repair or replace such damage to the satisfaction of the owner or owner's representative. Damage or injury to living plant material will be replaced by the contractor at the contractors expense. B. Trenching or other work required in this section under the limb spread of existing trees shall be done by hand or by other methods so as to prevent damage or harm to limbs, branches and roots. C. Trenching in areas where root diameter exceeds 2 inches shall be done by hand. Exposed roots of this size shall be heavily wrapped with moistened burlap to avoid scarring or excessive drying. Where a trenching machine is operated in proximity to roots that are less than 2 inches, the wall of the trench shall be hand trimmed , making clean cuts through roots. D. Trenches adjacent to or under existing trees shall be closed within 24 hours , and when this is not possible, the side of trench closest to the tree or trees affected shall be covered with moistened burlap. E. Protect, maintain and coordinate work with other contracts, specifications, trades, and utilities. Extreme care shall be exercised in excavating and working in the area due to existing utilities. Contractor shall be responsible for damages caused by their operations. In the event that damage does occur, the costs of such repairs shall be paid by the contractor unless other arrangements have been made with the owner. F. Use caution where trenches and piping cross existing roadways, sidewalks, hardscape, paths or curbs. In the event that damage does occur, the contractor will repair such damage at the contractor's expense. 4.0 REQUIRED DOCUMENTS A. Submittals I. Submit (6) six sets of all irrigation equipment to be used, manufacturer's brochures, service manuals, guarantees, and operating instructions for approval to the architect prior to beginning work Submittals should be in a bound form complete with table of contents. The contractor shall not proceed with work in the field until this submittal is approved in its entirety by the architect. 5.0 MAINTENANCE A. The maintenance period for irrigation shall begin after a certificate of completion is provided by the architect to the owner. B. The Contractor shall warrant materials against defects and guarantee workmanship for the period specified under the maintenance agreement. The Contractor shall be responsible for coordinating warranty Items with manufacturer/distributor and owner. C. Settlement of trenches which may occur during the maintenance period will be repaired by the contractor at no expense to the owner. D. Repairs required due to vandalism before the end of the maintenance period will be performed at the contractor's expense. E. Prior to a release of responsibility at the end of the maintenance period, the contractor shall schedule a walk through with the owner or owner's representative and disclose and provide the following: I. Current watering schedule requirements. 2. Two (2) sets of the required tools for removing disassembling and adjustfng each type of rotor or sprinkler head, and electric control valve used on the project. 3. Two (2) keys for each controller unit. 4. Four (4) quick coupler keys and matching swivels for each type of quick coupler used on the project. PART 2 - PRODUCTS 2.0 PIPING General Piping: A. Pipe sizes shown are nominal inside diameter unless otherwise noted I. Pipe shall be identified with the following indelible markings: a) Manufacturer's name. b) Nominal pipe size. c) Schedule or class. d) Pressure rating. e) NSF (National Sanitation Foundation) seal of approval. 0 Date of extrusion. B. Non -Pressure Lines: I. Non -Pressure Lines: (downstream of electric remote control valve) PVC Class 200, conforming to ASTM D1185-83. 2. Fittings: Standard weight , Schedule 40, injection molded PVC, complying with ASTM DI184 and D2466, cell classification 12454-5. C. Threads- Injection molded type (where required) I. Tees and Ells- side gated 2. Threaded Nipples: ASTM D2464, Schedule 80 with molded threads. D. Joint Cement and Primer: Type as recommended by manufacturer of pipe and fittings. a) Manufactured of flexible vinyl chloride compound conforming to ASTM D2855M, D380 and D1599. b) Fittings: Type and make as recommended by tubing manufacturer. E. ELECTRIC CONTROL VALVES 1. Electric Remote Control valves: As specified on drawings. R VALVE BOXES I. Isolation Ball valves, Flush Valve Assemblies, Flow Sensors, Grounding Rods, Communication Cable Splices, and Wire Splices: Carson "910-12. 2. Electric Control valves, Drip valve Assemblies, Master valves and Manual Drain valves: Carson 0141E-135. G. AUTOMATIC CONTROLLER UNIT 1. Automatic Controller unit as specified on drawings. H. ELECTRIC CONTROL VALVE WIRE I. Low voltage: 2. AWG OF UL approved No. 14 direct burial copper wire for all control wires and No. 14 direct burial copper wire for all common wires. 3. Wire Colors: a) Control Wires- Red. b) Common Wires- White. c) Master valve Wires- Blue. d) Spare Wires- Green (labeled at termination) 4. Wire Splice Connectors: Rainbird Pentite Connectors or approved equal. PART 3 - EXECUTION 3.0 PREPARATION A. Examine field conditions prior to beginning work described in this section. Grading operations shall be completed and approved prior to beginning work- 5. Verify all sleeve locations prior to beginning work in this section. Flag all existing sleeves and conduits installed by other trades. Report any conflicts and discrepancies to the architect immediately. C. Irrigation system shall be constructed to the sizes and grades at the locations shown on the drawings. D. Install sleeves, to accommodate pipes and wires, under paving, hardscape areas, sidewalks, and paths prior to asphalt and concrete operations. Compact backfill around sleeves to S5q Modified Proctor Density within 2% of optimum moisture content in accordance with ASTM DI557, E. EXCAVATION AND BACK FILL OF TRENCHES 4.0 Trench excavation shall as much as possible follow the layout shown on the drawings. Trenches shall be straight in alignment and support pipe continuously on bottom of trench. Remove rocks and debris greater than i' in diameter. Over excavate as required for bedding material. A. Depth of Trench (in landscape areas): I. Pressure Supply Line: 18' from top of pipe to finish grade. 2. Control Wiring: directly at side and bottom of pressure supply line. B. Depth of Trench (under asphalt paving or concrete): I. Pressure Supply Line: 24' from top of pipe to aggregate base. 2. Non -Pressure Line: 24' from top of pipe to aggregate base. a) Piping located under asphalt paving or concrete shall be installed with the appropriate sized sleeve and back fill with sand bedding (6' below pipe and 6' above pipe). b) Compact back fill material in 6' lifts at SO maximum density determined in accordance with ASTM DI551 using manual or mechanical tamping device. 3. Set in place, cap, and pressure test piping in the presence of the owner or owner's representative prior to back fill. C. Width of Trench: I. Pipe Greater than 3': 14' minimum. 2. Pipe Less than 3'. 1' minimum. D. Width between Trenches: I. Irrigation Trench to Irrigation Trench: 6' minimum. 2. Irrigation Trench and other Trade Trenches: 12' minimum. E. Boring: Boring will only be permitted where pipe must pass under an obstruction that cannot be avoided or removed. Back fill shall match surrounding soil density and grain. Boring under existing paving, sidewalks, or hard-scape may be permitted at contractor's own risk Contractor is responsible for any repairs or damage to such items at their own expense. F. Back fill: Back fill of trenches may not be done until all required testing for the irrigation system has been completed. G. Material: Excavated material is generally considered to be adequate for backfill operations. Before beginning the back fill operation, insure that backfill material is free from debris and rocks greater than I' in diameter, and is not mixed with topsoil. These materials after separated from back fill, shall be legally disposed of at contractor's expense. H. Bedding: Bed pressure supply line with construction grade sand 6' above and 6' below pipe. Remaining back fill may be as described above 1. Bed all electrical control wire and communication cable wire, trenched separate from pressure supply line, with construction grade sand 6' above and 6' below wires. 2. When back fill, slightly mound filled trenches for settlement after back fill is compacted. Compact back fill to a SO9 maximum density in accordance with ASTM DI551 with a mechanical tamper. Do not leave trenches open for a period greater than 46 hours. Open trenches shall be protected in accordance with current OSHA regulations. 3. Smooth trenches to finish grade prior to requesting a walk through for substantial completion with the architect. 5.0 POINT OF CONNECTION(S) A. Point of connection shall be approximately as shown on drawings. Connect new underground piping and valves and provide all flanges, adapters, or other necessary fittings. B. INSTALLATION OF SOLVENT WELD POLYVINYL CHLORIDE PIPE (PVC) I. Polyvinyl chloride pipe shall be cut with an approved PVC pipe cutter designed only for that purpose. 2. All plastic -to -plastic solvent weld joints shall use only the solvent recommended by the pipe manufacturer. Do not install solvent weld pipe when temperature is below 407 F. 3. Pipe ends and fittings shall be wiped with MEK, or approved equal, before welding solvent is applied. Welded joints shall be given a minimum of 15 minutes to set before moving or handling. 4. Pipe shall be snaked from side -to -aide on trench bottom to allow for expansion and contractions. 5. All changes of direction over 15 degrees shall be made with appropriate fittings. 6. When pipe laying Is not in progress at the end of each working day, close pipe ends with tight plug or cap. 1. Install pressure supply line locating tape along the entire length of pressure supply line. 8. Coordinate pressure supply line with sand bedding operations. S. No water shall be permitted in the pipe until inspections have been completed and a period of at least 24 hours has elapsed for solvent weld setting and curing. 10. Center load pipe with small amount of back fill to prevent arching and slipping under pressure. Leave joints exposed for inspection during testing. C. ELECTRIC CONTROL VALVES I. Install each electric control valve in a separate valve box so that cross handle is 3' min. below valve box cover as specified on the detail drawings. 2. Group electric control valves together as specified on the drawings allowing a maximum of 12 ' between each valve box. Install valve boxes in the same direction and parallel with one another and perpendicular to paving, hardscape, sidewalks and paths. D. VALVE BOXES I. Install valve boxes with each type of irrigation equipment so that top of valve box is above finish grade as specified on the detail drawings. valve box extensions are not acceptable except for master valves and manual drain valves. 2. Place gravel sump below and around each valve box prior to installing valve box as specified on the drawings. Place remaining portion of gravel inside valve box allowing full access in and around all fittings. valve box shall be fully supported by gravel sump. No brick or wood supports are allowed. E. AUTOMATIC CONTROLLER UNIT I, verify electrical power at location of automatic controller unit prior to installation of automatic controller unit. Notify architect immediately if power source is not available. 2. Hardwire controller to the on/off switch and existing power source. Controller shall not be plugged into socket provided for other equipment. 3. Install automatic controller unit where shown on drawings per manufacturer's specifications. Controller shall be tested with complete electrical connections. The Contractor shall be responsible for temporary power to the Controller for operation and testing purposes. 4. Connect electric control valve and drip valve assembly wiring to controller unit In the same numerical sequence as indicated on the drawings. 5. Connect flow sensing and master valve wiring to controller unit. 6. Install a separate ground wire for each controller unit as specified on the drawings. 1. Above ground conduit shall be rigid galvanized pipe with the appropriate fittings. Below ground conduit shall be PVC SCH 40 pipe with appropriate fittings. 8. Label each automatic controller unit with the letter or number designated on the drawings. Letter or number shall be located in a visible location on the inside panel cover with 3' high vinyl letters. S. Each automatic controller unit shall be completely operable prior to scheduling a walk through for substantial completion. F. ELECTRICAL WIRE 1. Low voltage Wiring: 2. Bury control wiring in same trench as pressure supply line as specified 3. Bundle all 24 volt wires at 20' intervals with electrical tape. 4. Provide expansion loops at every pressure supply line angle fitting, inside each electric remote control valve box, drip valve assembly valve box, and at 250' length intervals along routing. Form expansion loop by wrapping wire a minimum of 10 times around a 3/4' pipe and withdrawing pipe. 5. Limit splicing of electrical wiring. Provide each splice made at intervals or in electric control valve and drip valve assembly valve boxes with Rainbird Petite connectors or approved equal. 6. Wire splices occurring at intervals outside electric control valve box and drip valve assemblies shall be installed in a separate valve box. 1. Provide (1) one electrical control wire for every electric remote control valve and drip valve assembly. Piggy backing like zones on the same electrical control wire is not allowed. 8. Install (2) two spare 014-1 electrical control wfres from the automatic controller unit pedestal to the last electric control valve on each leg of pressure supply line. Locate the spare wires in their own valve box as specified. In addition to these spare wires, check the drawings for any additional wires that may be required and locate them in the same valve box as the spare wires. LEGEND I. Contractor shall furnish all labor, material, equipment, and services necessary to install all landscape planting, as indicated on the approved drawings and as specified herein, and shall perform all other incidental work necessary to carry out the intent of this specification and drawings including the following: 1) Fine grading, soil preparation, planting of trees, shrubs, vines, ground covers and lawn, guying and staking trees, and weed abatement. 2) One hundred -day maintenance. 3) Provide guarantee. b. All irrigation work shall be approved by the Landscape Architect prior to any work in this section being performed. 2. Agronomic Soils Report a. After completion of rough grading and prior to soil preparation, the Contractor shall provide the testing of planting soils, and composted organic humus materials by an independent agronomic soils testing laboratory (member of the California Association of Agricultural Labs). Representative soil samples shall be taken in the field and a written report shall be prepared by the soil scientist and shall include recommendations for applications, preplant fertilization, hydromulch slurry, and post -maintenance fertilization program. b. Soil preparation specifications shall be prepared based on the test results and recommendations and shall be approved by the Landscape Architect prior to soil preparation. c. Soil tests shall be performed after soil preparation to confirm that soil preparation was performed in compliance with preplant soils report and specifications. Landscape 3. Protection of Existing Trees and Plants to Remain a. Contractor shall not store materials or equipment, permit burning, operate or park equipment under the branches of any existing plant to remain. b. Contractor shall provide barricades, fences or other barriers as necessary at the drip line to protect existing plants from damage during construction. c. Contractor shall notify Landscape Architect in any case where Contractor feels grading or other construction called for by the plans may damage existing plants. d. If existing plants to remain are damaged during construction, Contractor shall replace such plants of the same species and size as those damaged at no cost to the Owner. Determination of extent of damage and value of damaged plant shall rest solely with the Owner. value loss will be calculated using the method established by the International Society of Arboriculture. Determination of whether to accept compensation through tree replacement or monetary settlement shall rest solely with the Owner. 4. Substitutions a. Specific reference to manufacturers names and products specified in this Section are used as standards± this implies no right to substitute other materials or methods without written approval of the Landscape Architect. b. Installation and warranty of any approved substitution shall be contractor's responsibility. Any changes required for installation of any approved substitution must be made to the satisfaction of the Landscape Architect without additional cost to the Owner. Approval by the Owner of substituted equipment and/or dimension drawings does not waive these requirements. 5. Submittals a. Prior to installation, the Contractor shall submit to the Landscape Architect two copies of manufacturers literature, receipts of sale, and laboratory analytical data for the following items: (i)Organic Amendments (2)Topsoil (3)Commercial Fertilizer (4/r lulch (5)PIant Material b. Refer to irrigation specifications for additional submittal requirements. 6. Product Handling a. Contractor shall furnish standard products in manufacturer's standard containers bearing original labels showing quantity, analysis, and name of manufacturer. All containers, bags, etc., shall remain on site until work is completed. b. Contractor shall notify Landscape Architect -1 days prior to delivery of plant material and submit itemization of plants in each delivery. 1. Clean Up a. Upon completion of each phase of work under this section, the Contractor shall clean up and remove from the area all unused materials and debris resulting from the performance of the work The site shall be left in a broom -clean condition, and wash down all paved areas within the project site. Leave walks in a clean and safe condition. 5. PRODUCTS I. Plant Material a. All plants shall be of the size, variety, age, and condition as shown on the drawings and as specified herein. b. Qua I i ty 1) Plants shall be in accordance with the California State Department of Agriculture's regulation for nursery inspections, rules, and grading. c. Roots shall be sufficiently developed to the perimeter of the root ball to hold the root ball together, but should not display roots of 1/4' diameter or larger, visible on the perimeter of the root ba I I. The root ball sha I I be free of roots 1/5 the trunk diameter visibly circling the trunk, and free of roots protruding above the soil. In the event of disagreement as to condition of root system, the root condition of the plants furnished by the contractor in containers will be determined by removal of earth from the roots of not less than two plants of each species or variety. Where container grown plants are from several sources, the roots of not less than two plants of each species or variety from each source will be inspected. In case the sample plants inspected are found to be defective, the Landscape Architect reserves the right to reject the entire lot, or lots, of plants represented by the defective samples. d. Plants shall be true to species and variety in accordance with the American Association of Nurserymen Standards. Each group of plant materials delivered to the site shall be clearly labeled as to species and variety and nursery source. e. There shall be no substitution of plants or sizes For those listed on the accompanying plans except with approval of the Landscape Architect. F. Container stock shall have grown in the containers in which delivered for at least six months, but not over two years. Samples shall show no root - bound conditions. Container plants that have cracked or broken balls of earth when taken from container sha I I not be planted except upon special approval by the Landscape Architect. g. Plants not conforming to the requirements herein specified will be considered defective and such plants, whether in place or not, will be marked as rejected. Contractor shall immediately remove rejected plants from the premises and replace with new acceptable plants at his expense. 2. Topsoil a. Soil to be used as planting medium for the project shall be fertile, well drained, of uniform quality, free of stones over I -inch diameter, sticks, oils, chemicals, plaster, concrete, and other deleterious materials. b. Imported topsoil shall be from sources approved by the Landscape Architect which meet the standards specified above. c. The Contractor shall provide for the testing of proposed topsoil by a certified agronomic soils testing laboratory and shall submit soils analysis, recommendations and topsoil sample to the Landscape Architect for approval. Import topsoil shall not be delivered to the site prior to Landscape Architect approval. The Landscape Architect may request additional testing of imported topsoil at the site to determine conformance to the approved report. Rejected topsoil shall be removed at no cost to the Owner. d. If stockpiling is requested, locations and amounts of stockpile shall be approved by the Owner. 3. Soil Amendments and Fertilizer Recycled materials shall be used unless unavailable or cost prohibitive. a. Provide standard, approved and first -grade quality materials, in prime condition when installed and accepted. Deliver commercially processed and packaged material and manufacturer's guaranteed analysis. Supply a sample of all supplied materials accompanied by analytical data from an approved laboratory source illustrating compliance, or bearing the manufacturer's guaranteed analysis to the Landscape Architect. d. Fertilizer 1) Fertilizer shall be pelleted or granular form consisting of the percentage by weight of nitrogen, phosphoric acid and potash as recommended by the approved agronomic report. Pesticides and Herbicides a. If underground structures or utility lines are encountered in the excavation of planting areas, other locations for planting shall be approved by the Landscape architect. c. The MonoPalm and standby generator will be enclosed by an eight (8) foot high wrought iron fence for security. Additionally, the parabolic antenna mounted below the fronds will be covered by a skirt of "dead palm fronds" to visually obscure the antenna. Access to the project site will be via a 12-ft wide non-exclusive all weather travel access route from Avenue 50. Two (2) live palm trees will be planted adjacent to the proposed cell -site enclosure to provide additional screening and to further blend the proposed MonoPalm with the surrounding palms. Project Site and Surrounding Properties The proposed Verizon Wireless cell site (MonoPalm) is located on private property (La Quinta Country Club) at 7775o Avenue 50 in the City of La Quinta. The proposed cell site is located in an existing landscape area in the southern portion of the of the subject parcel. The project property consists of a single parcel of approximately 17.18 acres located at the northeast corner of Eisenhower Drive and Avenue 50. The project property is zoned GC (Golf Course), and is developed with a golf course, club house and ancillary uses. The proposed project site is located immediately north of the existing golf maintenance yard. The project property is surrounded by single-family residences to the west (across Eisenhower Dr.) and south (across Avenue 50), by the Golf Course driving range to the east and the Clubhouse & parking to the north. The proposed cell site (MonoPalm) is located in excess of 150ft from the rights -of -way for Eisenhower Drive and Avenue 5o as required by the La Quinta General Plan for the primary image corridor. Project Objectives and Search Ring Verizon Wireless has determined that a radio signal strength of greater that 75 dBm is necessary to provide reliable and consistent voice and data services to customers both outdoor and in -building. Additionally, as nearby sites become overworked due to increasing voice and high-speed data services, new cell sites are needed to maintain coverage and prevent new gaps in service. The Verizon radio frequency (RF) engineers have identified a significant gap in coverage and capacity in the communities.(La Quinta Resort and Club, La Quinta Country Club, etc) surrounding Eisenhower Drive and Avenue 50. Alternative Site Analysis The following alternate properties, including existing towers, were identified and evaluated as potential cell site locations and/ or for collocation. The reasons for not selecting each alternate location are also addressed: • 49499 Eisenhower Drive (Sprint/SBA MonoPalm): This alternate site is located on the La Quinta Resort and Club property approximately one-third mile northwest of the proposed cell site. The collocation alternate is an existing 60' MonoPalm. The MonoPalm design was not suitable for collocation, and ground space was not sufficient for a end MonoPalm or alternate structure. This location was acceptable to Page 2 of 4 Project Description & Project Justification 12.27.12 RF Engineering for covering the primary coverage gap, but was determined to be unfeasible from a land use entitlement and construction viewpoint. 49499 Eisenhower Drive (AT&T MonoPalm): This alternate site is located on the La Quinta Resort and Club property approximately one -fifth mile northwest of the proposed cell site. The collocation alternate is an existing 6o' MonoPalm. The MonoPalm design was not suitable for collocation, and ground space was not sufficient for additional radio equipment. This location was acceptable to RF Engineering for covering the primary coverage gap, but was determined to be unfeasible from a land use entitlement and construction viewpoint. Required Findings of Approval The following findings shall be made by the planning commission and/or planning director prior to approval of any wireless telecommunication facility: A. Consistency with General Plan. The wireless telecommunication facility is consistent with the goals, objectives and policies of the general plan; The proposed Wireless Telecommunication Facility will provide communication services to the surrounding residential neighborhoods and travelers passing through the area. The proposed use therefore will provide increased emergency & safety communications, and strengthen the economic basis of the community. The General Plan requires a150 ft primary image corridor along Eisenhower and Avenue 50. The wireless facility is located beyond the 150 ft corridor as required by the General Plan. The property on which the proposed use will be located is developed as a Golf Course and Clubhouse, which consistent with both the General Plan and Zoning designation of Golf Course. The proposed wireless facility is an allowed land use within the designation, with approval of the Conditional Use Permit and is therefore consistent with the General Plan. B. Public Welfare. Approval of the wireless telecommunication facility will not create conditions materially detrimental to the public health, safety and general welfare. The proposed wireless telecommunication facility use will provide enhanced communication services to the surrounding area, including emergency and public safety communications, and in -residence data, internet and voice services. The proposed wireless facility will be located adjacent to the existing golf maintenance yard, and well away from public rights of way or residential dwelling. Therefore, the proposed wireless facility will not adversely affect or be materially detrimental to the surrounding uses and buildings. C. The proposed wireless telecommunication facility minimizes adverse visual impacts through careful design and site placement; Page 3 of 4 Project Description & Project justification 12.27.12 The proposed wireless facility utilizes 845 square feet of the 17.18 acre golf course parcel. The wireless facility is proposed as a "stealth' MonoPalm similar to others in the City of La Quinta. The project site has been located so it is screened by the existing golf maintenance yard buildings and walls, thereby minimizing the visual impact of the equipment building. Also, the proposed equipment building will be custom designed and built to match the existing architectural of the adjacent golf buildings. Therefore, any adverse visual impacts of the proposed facility have been minimized as much as possible. D. The proposed -wireless telecommunication facility is designed at the minimum height to achieve the service provides objectives for coverage within this portion of the community; The proposed wireless facility is designed to provide an antenna rad center of 55 ft, which is the minimum height identified by Verizon's radio frequency engineers as necessary to meet the coverage objectives of this site location. The 64 ft height of the proposed wireless facility is consistent with the height of other carrier facilities in this portion of the City, and well below the maximum allowable height of ioo ft. E. All radio equipment will be located in a tile -roofed and stucco equipment building, matching the design of the adjacent Maintenance building. Four (4) live Date Palms varying in height from 30' to 50' will be planted to create additional screening and context for public views. The previous design reviewed by the Planning Commission in May 2013 was for a 64-foot high MonoPalm. At the request of the La Quinta Country Club and residents the MonoPalm height was reduced to 54 foot The 54-foot high is as measured to the top of the palm fronds. The actual antennas are mounted at 48 feet. On that corner there is a beautiful view of the mountains why would the City of LaQuinta allow Verizon Wireless to construct a Monopalm Tower. I am sure Verizon and LaQuinta Country Club can find a more discreet location than this proposed site. My neighbor, Skip Boone who lives on that corner will be able to see the Monopalm Tower with it's fake greenery from his beautiful property. My opposition is to not have the Monopalm in that location and hope City of a LaQuinta will not allow this to take place and consider our neighborhoods in this area. A you know I've been asked to comment on this Mono -palm project at the La Quinta Country Club proposed by Verizon Wireless through James Rogers. My first desire, of course, would be that there be no tower installed at all. In the event one is erected at the proposed position and height, I would request that a palm tree, matching the others at the entry on 50th Avenue, be installed to obscure that line of sight between my property and the tower. When we purchased our property we felt the surrounding properties and enterprises would continue to afford us a spectacular view and ambience. A cell tower, however disguised, is a cell tower. In some ways, a cell tower itself may be dismissed from our view (by our brain) more than a weak attempt to disguise it. Nonetheless the towers are unsightly and commercial in appearance. As you drive through the valley and see other dressed up towers, you can tell some are showing their age. If the city were to permit this installation, I might suggest they have Verizon replace and update the facade every 7 years. Replace Condition 18 with the following: 18. The applicant shall install a total of four (4) live palm trees in accordance with the approved landscape plans. The applicant shall also work with the homeowner and other affected properties to present alternative sight -line screening options (i.e. tree type, size and location) for the Skip Boone residence in the Haciendas development (50095 Valencia Court). If feasible and agreeable to all parties involved, the applicant shall install the appropriate landscape material(s). My concern is that the Applicant may consider planting date palms matching the others in the entry too expensive and thereby infeasible. I just need reassurance that this language doesn't give the Applicant an "out". If cost is an issue, I'd like to know up front what the limit is. Heretofore, the Applicant has not been proactive in getting my input (except as prompted by your department) and has shown no concern or empathy. It's clear that his job is to get the tower in at the least cost to the phone company; I understand that. I see your job as an objective facilitator, and I thank you so much for your help and cooperation in this matter. The commissioners seem very proactive in protecting the interests of the residents.
