The next regular meeting of the Historic Preservation Commission will be held on
November 20, 2014 commencing at 3:00 p.m. at the La Quinta Study Session
Room, 78-495 Calle Tampico, La Quinta, CA 92253.

that the foregoing Agenda for the Historic Preservation Commission meeting was

CALL TO ORDER
A regular meeting of the La Quinta Historic Preservation Commission was called to
order at 3:02 p.m. by Chairperson Redmon.
PRESENT: Commissioners Leila Namvar, Maria Puente, Peggy Redmon and
Chairperson Kevin Maevers
ABSENT: None
STAFF PRESENT: Planning Manager David Sawyer and Executive Assistant

Commissioner Namvar led the Commission in the Pledge of Allegiance.

APPROVAL OF MINUTES
Motion - A motion was made and seconded by Commissioners Puente/Namvar to
approve the Historic Preservation Commission Minutes of June 26, 2014, as
submitted. AYES: Commissioners Namvar, Puente, and Chairperson Maevers.
NOES: None. ABSENT: None. ABSTAIN: Commissioner Redomn.
BUSINESS SESSION
La Quinta Museum Update - Anne Philips, Museum Manager.
2. City of La Quinta Budget Update - Fiscal Year 2014-2015.
Planning Manager Sawyer said the annual California Preservation Foundation
Conference will be held from April 29 through May 2, 2015, in San Diego,
CA, and the City will be able to provide some financial assistance in order to
enable the Commission to attend.
3. City of La Quinta Website Update - Ideas for Additional Historic Preservation
Pages.
There was commission discussion and suggestions regarding potential
creation of additional website pages for some of the City's landmark
properties such as the La Quinta Resort, Hacienda Del Gato, Point Happy,
the La Quinta Museum, etc.
4. Historic Preservation Commission Planning Calendar 2014-2015.
The 2014-2015 Historic Preservation Commission Planning Calendar was
reviewed.
5. Historic Preservation Commission Educational and Training Opportunities -
Discussion of Potential Topics.
Potential topics included onsite tours of the Coachella Valley History
Museum in Indio, the Cabot's Pueblo Museum in Desert Hot Springs, along
with continued use of the California Preservation Foundation topical
webinars.

TO: HONORABLE CHAIRMAN AND MEMBERS OF THE HISTORIC
PRESERVATION COMMISSION

SUBJECT: REVIEW OF 2012/13-2013/14 WORK PROGRAM AND DISCUSSION
OF WORK TOPICS FOR 2014/2015
The purpose of this memorandum is to provide a brief status of the key work
program items the Historic Preservation Commission identified as work items for
the past Certified Local Government reporting period (October through September)
and to identify items for inclusion in the work program for 2014/15. In this
instance, a separate work program was not prepared for the 2013/14 reporting
period and consequently, the 2012/2013 program was carried forward through the
2013/14 reporting period.
CORE OBJECTIVES
Core objectives of the Historic Preservation Commission are:
♦ To serve in an advisory capacity to the City Council on identifying matters
pertaining to historic resources;
♦ To coordinate with staff on review and approval of archaeological, cultural
and paleontological resources of the City of La Quinta;
♦ To consider new Archaeological and Paleontological reports;
♦ To review and protect archaeologically -sensitive sites; and
♦ Assist the City in the promotion of public education about the City's history
and its historic resources.

MEETING ACTIVITY
Over the past two year period the Commission held a total of 12 regularly
scheduled meetings (six in each reporting period) and one special joint meeting with
the City Council and other City appointed boards and commissions.
2012/2013-2013/14 WORK PROGRAM PROJECTS
Historic Sites Brochure
Objective: Review and revise, as necessary, to keep up-to-date on the City's
historic sites.
Report: The brochure has been very popular and the initial printing of brochures
has nearly run out. A new printing will be necessary during this reporting
period.
Digitized Historic Surveys And Interactive Database and Map
Objective: Review and revise, as necessary, to keep up-to-date on the City's
historic properties.
Report: No updates or revisions were performed during the subject reporting
periods.
Enhanced Website
Objective: Continue to monitor and update City's new historic webpages.
Report: During the subject reporting periods, the completed a comprehensive
redesign of the City's entire website. While the Historic Preservation Pages'
remain as previously constructed with their original content and functionality,
some minor color adjustments need to be addressed. This along with the
potential of new content should be addressed in the next reporting period.
Local Training and Educational Opportunities
Objective: Research and suggest any training, or education, opportunities and
make available to staff and Commissioners.
Report: As a result of the budget constraints of the past few years, it became
imperative to explore and utilize a variety of local and low cost training and
education opportunities for Commission members. As a result this topic
became a primary objective and was successfully obtained through the
incorporation into the Commission's scheduled meeting agendas use of
California Preservation Foundation online webinars on a variety of historical
preservation subjects along with several presentations from local and
regional historical organizations and experts on related topics.
Curation
Objective: Consider application for State Grant to hire a professional to set up
City's Curation Plan.

Report: Due to constrained resources, this objective was not pursued.
Historic Context Statement
Objective: Research and request assistance from State of California to revise
and update current Draft Historic Context Statement.
Report: Due to constrained resources, this objective was not pursued. It is
hoped, this objective can be pursued in this next reporting period.
Mitigation and Monitoring
Objective: Follow-up and report on sites which require annual monitoring.
Report: During the past year, several previously approved and commenced
development projects which had ceased activity during the recent economic
downturn once again became active either as previously approved and
conditioned or with a modified or even a completely new proposal. For these
projects, staff has continued to monitor the original historic, cultural,
archaeological and paleontological mitigation measures to ensure their proper
application to the new projects and when appropriate to bring them back to
the Commission for review. In addition to the continuation of ongoing
monitoring of active development projects, development of a more
comprehensive inventory and review of past and current project mitigation
and monitoring compliance is still needed.
