BACKGROUND AND OVERVIEW:
A Chairperson for the Commission is selected to preside over the meetings. An open
vote will be taken at the Commission meeting to select a Chairperson.
Voting Procedures:
All actions must be taken on a majority vote or by a majority of the quorum present.
On the passage of every motion, the vote shall be taken by voice or roll call as
appropriate. Staff will open and close nominations to the Commission for Chairperson.
The vote will be taken and the Chairperson will be elected.
Tie Votes:
In the case of a tie vote, an additional motion is made which obtains a majority vote to
break the tie. If a tie vote results at a time when less than all members are present,
the matter shall automatically be continued to the Agenda of the next regular meeting,
unless otherwise ordered by the body.
ALTERNATIVES:
The selection of a Chairman is necessary to meet the Municipal Code requirements to
effectively preside over the Community Services Commission meetings; therefore staff
does not have an alternative recommendation.

Approve the Annual Membership and daily use fees as recommended.
EXECUTIVE SUMMARY:
The expansion and renovation of the senior center is a part of the City Council's
vision to expand the health and wellness services in the community. The building
improvements include:
The expansion of approximately 5,900 sq. ft. of new recreation space.
The development of a fitness workout area with cardiovascular and strength
training equipment.
Classroom space for fitness classes and other leisure enrichment programs.
• The annual membership fees for the use of the fitness workout area will be
recommended to the City Council.
FISCAL IMPACT:
The annual cost to operate the expanded portion of the facility is estimated at
approximately $50,000. This includes additional utilities, janitorial, supplies,
maintenance, and additional part-time staff during the early morning, evening and
Saturday hours. The itemizations for these costs are as follows:

Operations and Maintenance $12,000
Grand Total $50,400

Revenues from use of the fitness area and additional programs would fund the cost
to operate the expansion. If 1,000 annual memberships at $50 per person are sold,
the operating cost for the expansion will be covered with no new expenses to the
General Fund. The recommended fees are suggested below:
City residents $50 annual membership $5 daily fee
• Non-residents $75 annual membership $7.50 daily fee
BACKGROUND/ANALYSIS:
The facility was built in 1994 and serves adults in the community with programs in
fitness and wellness, art, dance, special events, social programs and social
services. All daytime classes and programs are open to participants 18 years of
age and older. The average participant age range is 50 to 65. Most current
programs will continue while new activities will be offered. Expanded services will
be offered in health and fitness, nutrition and healthy cooking, social activities,
lifelong learning and cultural arts. Programs will be available for all ages in the
evening and weekends throughout the year. Additional programs for youth will be
added in the summer months.
The new addition will include a 3,000 sq. ft. workout area that provide users with
state of the art fitness equipment and an aerobics room that will offer classes in a
wide array of fitness and health related programs. These classes will be taught by
contract instructors who will establish their class fees.
The fitness center will include expanded hours of operation and will be open
Monday through Friday 5:30 am to 9:00 pm and Saturday 8:00 am to 12:00 noon.
The facility is available for rental when not in use for residents and to local non-
profit groups. The center will to be open in January with a Grand Opening date on
January 17, 2015.
ALTERNATIVES
The City Council desires that fees be established to recover the new cost of
services provided, therefore staff has no alternative.

EXECUTIVE SUMMARY:
® North La Quinta currently has 37 active programs scheduled at six facilities.
Most are youth and adults sports that take occur year round. In October,
fitness and leisure classes began at Colonel Mitchell Paige. Dance, fitness
and martial arts programs are held in the dance room at La Quinta High
School. Special events are also held in the north area.
Central La Quinta currently has 86 active programs that are scheduled for the
year; 55 of these programs are ongoing. The facilities provide various youth
and adult sports, special events, guided walks and hikes, aquatics, and
fitness programs.
FISCAL IMPACT:
Fees are collected from classes that are held at the La Quinta Wellness Center, La
Quinta High School, Colonel Mitchell Paige Middle School, Boys & Girls Club Gym
and Multipurpose Room, Community Classroom and Library. The City uses
contract instructors for these services and receives 30% of the fees collected.
Revenue budgeted this year for recreation programs is $78,000.
Fees are collected from sports associations utilizing field space at various park
facilities. The fees collected from the sports associations are fees based on $5 per
resident player and $10 per non-resident player. The players who receive league
scholarships are exempt from paying player fees to the City. In fiscal year 2013-
14, fees collected totaled $23,595 from the sports associations.

The player fees will increase by $5 per player for the 2014-15 fiscal year; these
fees will collected in November and are estimated to generate approximately
$42,000.
BACKGROUND/ANALYSIS:
In May of 2007, the Community Services Department completed a Master Plan and
citywide survey of resident needs. The findings indicated that residents wanted
more fitness and wellness programs and facilities. Since then increased fitness
programs and events were developed throughout La Quinta. The largest number of
programs is offered in central La Quinta where the majority of residents live. The
second largest is in north La Quinta (Attachment 1).
In north La Quinta (north of Highway 1 1 1) sports programs are offered at Colonel
Mitchell Paige, Adams Park, Monticello Park, and La Quinta Park. La Quinta Park
has a well -attended adult boot camp program for over five years. This year the city
has partnered with the YMCA of the Desert and the National Community
Renaissance's Hope Through Housing Foundation to offer a Zombie Out Run event
this October. At La Quinta High School dance and martial arts classes are offered
for youth and adults; additional fitness classes are planned for this location.
Moonlight Movies will continue to be offered at Adams, Monticello, Colonel Mitchell
Paige and La Quinta Park. Fitness and leisure classes are offered at Colonel
Mitchell Paige along with preschool programs for children 3-5 years of age by the
La Quinta Library. A Dog O'Ween event was held at Pioneer Dog Park and the
Easter Egg Hunt and Chalk Drawing Contest will be held at 'La Quinta Park this
spring (Attachments 2 and 3).
In central La Quinta (between Avenue 54 and Highway 1 1 1) the majority of classes
are held at the La Quinta Wellness Center. During construction some classes have
been relocated to the La Quinta Library, Museum and John Adams Elementary; and
will resume at the center after the first of the year. During the daytime hours, staff
will continue to provide programming in fitness, dance, art, music, computers, and
other leisure enrichment topics. These classes are open to the public for adults 18
years of age and older and are offered year round. In the evening hours classes are
available for youth and adults. Currently programs are being planned for children
during the summer months at the Library, Museum and Wellness Center in the
afternoon hours. Women's Kickboxing class is offered twice a week in the
multipurpose community room at the Boys & Girls Club. At this location there are
free open gym basketball and volleyball programs that are held three nights a week.
La Quinta Community Fitness Center located at La Quinta Community Park is well
attended with over 2,000 memberships (Attachments 4 and 5). This facility and
park are owned and operated by the Desert Recreation District.

Throughout the year special events are held in Old Town, La Quinta Community
Park, Civic Center Campus, Fritz Burns Park and Pool, the Cove Oasis, and
SilverRock Golf Course. The most popular events are the monthly guided walks
and hikes, disc golf tournaments, and sporting events for the youth. During the
summer months fitness classes are highly attended as more residents come inside
to exercise. The aquatic programs and the annual Summer Golf Tour are offered to
the public and have healthy attendance numbers (Attachment 6).
South of Avenue 54 is comprised of gated communities, many with their own
programs and facilities so there are few programs offered. Riverside County staff at
Lake Cahuilla work with the City to provide special events including hikes, and a
Civil War Reenactment and fishing derbies. The City promotes this facility on its
website and at City Hall.

Community Services Updates
September 2014
The needed repairs, as a result of the September 8, 2014 flooding, were handled
on a priority basis with safety issues being repaired first and then addressing
cosmetic issues. The Seasons Dog Park and playground were not accessible for
two weeks after the event because of standing water in the retention basin. The
lower field at La Quinta Park was also flooded because its' a retention basin for the
park. The interactive water feature was also closed because of mud in the water
storage tank. The pool maintenance contractor cleaned the tank and the feature re-
opened the next weekend.
City Hall, the Library, Senior Center, and YMCA were also damaged during the
flood event. Clean-up crews that were assigned by the insurance company and
spent three weeks cleaning the floors and replacing damaged sections of the walls
and ceilings. Lab samples for mold and bacteria were taken and all of the facilities
had clear test results.
Over -seeding started on the last week of September for the Civic Center Campus.
The schedule was moved up to accommodate for the Italian Festival that will be
using the Campus November 1 & 2, 2014.
Signs were posted at each dog park to inform users about the October closures for
over -seeding. The dog parks will remain closed through the month of October for
the new winter grass to become established. The City of Palm Desert will also be
closing their dog parks in October for winter over -seeding.

Community Services Updates
October 2014
Pioneer Dog Park was opened on November 1, 2014. The Seasons and Fritz Burns
dog parks were opened late on November 2. They were closed during the month of
October for winter over -seeding. The dog parks were not seeded last year because of
budget cuts. The heavy use of the dog parks wore the turf down to bare dirt in
certain areas. During the dormant season, the turf is unable to recover. The fiscal year
2014/15 budget provides for annual over -seeding of the dog parks so the turf is
continually growing and has a better ability to recover from the continual use.
The washed-out walking trails -at Adams Park and La Quinta Park have been repaired.
The Library landscape and adjoining Calle Tampico landscapes have also been repaired.
These landscapes were part of the damage from the September 8, 2014 flood event.
There are still more landscapes in the parks that are in need of repair and will be done
on a priority basis. The Nature Preserve Trail along Avenida Montezuma will be the
most labor intensive repair because of the amount of decomposed granite that will be
required.
The Civic Center Campus was closed October 31, 2014 thru November 2, 2014. The
41h annual Italian Festival was held for the first time at the Campus.
