ELECT A VICE -CHAIRPERSON COMMISSION Deputy Hylton presented the staff report. FOR THE COMMUNITY SERVICES Motion - A motion was made by Commissioners Engel/Johnson to elect Commissioner Blakeley as the Vice -Chairperson. Motion passed unanimously. 3. RECOMMEND ANNUAL MEMBERSHIP AND DAILY USE FEES FOR THE WELLNESS ADDITION AT THE SENIOR CENTER Supervisor Calderon presented the staff report. Commissioner Engel asked how the $50 compared to Desert Recreation District. Supervisor Calderon noted that the fees will be the same and future memberships will be tracked by staff. Motion - A motion was made by Commissioners Johnson/Blakeley to recommend annual membership fees for residents at $50, with a daily use fee of $5, and non- resident fees at $75, with a daily use fee of $7.50, respectively. CALENDAR OF MONTHLY EVENTS COMMISSIONER ITEMS Commissioner Johnson suggested a talk in the future regarding North La Quinta landscaping issues. Deputy Hylton stated the issue will be discussed at the December Commission meeting. Commissioner Johnson stated the Water District has graded out the trail pathway from the Cove hiking trails property line out to the main property line. Commissioner Johnson stated the California Department of Fish & Wildlife were herding sheep last Wednesday by helicopter and tagging them. COMMUNITY SERVICES COMMISSION MINUTES NOVEMBER 10, 2014 5 Commissioner Johnson noted that the #10 tee at SilverRock has a fence that CVWD is replacing to look better and would like to put a commemorative plaque there in the future. Commissioner Johnson asked what the City's status is of connecting trails with the CV Link. Deputy Hylton stated that Tom Kirk, CVAG, spoke to the Commission last year regarding this project and connecting trails have not been addressed yet. Commissioner Johnson would like to see entrance monuments in North La Quinta at Washington Street and Fred Waring Drive and Washington Street and Miles Avenue. Deputy Hylton suggested these items be brought to the Council during the CIP discussions in March 2015. BACKGROUND AND OVERVIEW: AGENDA CATEGORY: BUSINESS SESSION: 1 CONSENT CALENDAR: STUDY SESSION: PUBLIC HEARING: Commissioner Johnson requested the Community Services Commissioner's roles and responsibilities be expanded to include issues related to the SilverRock resident cardholders. There are currently 4,000 resident cardholders in the system and make up approximately 30% of the play at the golf course. Some of the items that Commissioner Johnson would like to include are: • Future SilverRock resident cards including resident rate fees and card recommendations • Future SilverRock tee time availability Any items of concern about golf course management or maintenance affecting resident players. Currently, resident concerns at SilverRock golf course are handled by Landmark Golf, the management company under contract with the City to manage the course. Residents may also address concerns to City staff, specifically the Golf, Parks and Facilities Manager, Deputy City Manager, or to the City Manager. Any resident may contact a City Council member individually, or at a City Council meeting. To date, this process has worked well with few resident concerns. 7 Each April, the City Council approves the Annual Plan for the SilverRock golf operation including any items affecting the golf course maintenance, pro shop, and the restaurant. Due to the type of golf course operation and its' direct relationship to economic development efforts, this facility is managed as an enterprise fund. This means the goal of the facility is to generate revenue to be self-sustaining without subsidies from the City's' general fund while allowing residents to play at a discounted price. FINDINGS AND ALTERNATIVES: City staff has had few issues with SilverRock residents or golf course operations; therefore staff does not have an alternative recommendation. EXECUTIVE SUMMARY: * The Senior Inspiration Award provides the opportunity to recognize and honor outstanding senior citizens for their community volunteer involvement throughout the Coachella Valley. Each City nominates an individual to be recognized for their volunteerism with the City and/or the Coachella Valley. BACKGROUND/ANALYSIS: The Community Services Commission is being asked to select one outstanding senior recipient who meets the following criteria: • the honoree should be at least 70 years old; • reside in/or volunteer in La Quinta; • demonstrate active involvement in community affairs; and • personify a healthy and active attitude and lifestyle. Staff sent out a letter (Attachment 1) to the following organizations: La Quinta Chamber of Commerce, La Quinta Historical Society, La Quinta Rotary Club, Friends of the La Quinta Library, La Quinta Arts Foundation, Friends of the La Quinta Senior Center, and Soroptomist International of La Quinta requesting nominees for the 2015 Senior Inspiration Award Program. The following nominations were received: Don Adolph submitted by the La Quinta Historical Society; and Dick Anderson submitted by the La Quinta Rotary. 91 The nominees have met the criteria for the award and a brief synopsis is provided in Attachments 2 and 3. The Senior Inspiration Awards Luncheon will be held on Friday, April 10, 2015 at the JW Marriott Desert Springs in Palm Desert. These trailer parks will not be on line with Indio Water for many years and have contaminates in the water including arsenic. Dick secured the funds to install water filters in 4 trailer parks. He is still working with agencies to secure more funds for future trailer parks and ongoing servicing. Dick Anderson is also an important part of a program called the Guatemala Literacy Proiect, which brings badly needed text books and computers to impoverished schools in remote areas of Guatemala. He has been a fund raiser and hands on steward of this project for many years and returns to Guatemala often to help the project. 14 ATTACHMENT 3 Dick has also secured funds as the grant writer for La Quinta High School scholarships that La Quinta Rotary gives every year to deservine students. Staff suggests a realistic sculpture that is multi -generational and includes people and pet(s). EXECUTIVE SUMMARY: The Art In Public Places Strategic Plan recommends more artwork be integrated into locations in North La Quinta. • Direction is requested from the Commission to identify a style or theme for the artwork to be installed at the location. • A Request for Proposals (RFP) will be sent out to artists to design, create, and install a sculpture in the center of the roundabout. FISCAL IMPLICATIONS: Art in Public Places Funding is available for this project. Actual budget will be determined by the project. BACKGROUND AND OVERVIEW: The Art in Public Places Strategic Plan approved by the Community Services Commission outlines the desire to integrate more public art in north area locations. Businesses and public facilities located in proximity to the roundabout are the Homewood Suites and Villas, George and Julia Argyros Eisenhower Medical Center, Pioneer Park and Dog Park and The Palms Senior Living Facility. Artists will be ranked on experience, approach to the project, project schedule, qualifications, written proposal, and verbal presentation. The Commission will be asked to make a recommendation for City Council consideration. ALTERNATIVES: Since staff is seeking direction from the Commission on the style or theme for the artwork in the Seeley Roundabout staff has no alternative recommendation. Request for Proposals for the Seeley Roundabout Sculpture 17 ATTACHMENT 1 CITY OF LA QUINTA REQUEST FOR PROPOSALS FOR THE DESIGN AND CREATION OF SCULPTURE IN THE SEELEY DRIVE ROUNDABOUT The City of La Quinta is requesting proposals from qualified individuals to provide an originally designed sculpture to be installed in the roundabout located on Seeley Drive. This proposal will include design, all materials, creation, installation and lighting. PROPOSAL - Applicants are encouraged to keep their proposals brief and relevant to the specific services required. The City has set aside a budget for the "turnkey," project, including, but not limited to: Design, estimate, professional services, approvals, any and all meetings, and full implementation of an original sculpture that fits with the environment of, the area. For this proposal, the Artwork is defined as follows: "Original designed mural" means art that has been designed by an individual that is recognized as an Artist. The artwork must be little maintenance, 'and in scale to the structure on which it is placed. The artwork includes, but is not limited to: design and construction of original artwork appropriate for a public street location. A plan of the proposed site is included in the packet. The location of this roundabout is near the following amenities: • Argyros Eisenhower Medical Facility • Homewood Suites and Villas • Coral Mountain Assisted Living Facility • Pioneer Park and Dog Park Ten copies of the proposal shall be submitted and should include the project approach, project schedule, construction team (including all professionals companies involved), and a listing of similar projects with references that are relevant to this type of work. In a separate sealed envelope, applicants must submit a cost breakdown for each item and phase of the proposed work. SELECTION PROCESS: The Commission will rank the recommended proposals based upon the artist's experience, approach to the project, project schedule, qualifications, written proposal, and verbal presentation to the Community Services Commission. It is anticipated that interviews will be conducted on February 9, 2015 at 5:30 p.m. Artists will be encouraged to bring a rendering of the proposed artwork. Upon Community Services 18 Commission review, a recommendation will be forwarded for City Council consideration at the February 17, 2015 City Council meeting. The successful artist will be expected to enter into an Art Purchase Agreement. ANTICIPATED PROJECT TIMELINE 2014: Request for Proposal Due Date January 23, 2015 Community Services Commission Review February 9, 2015 City Council Consideration February 17, 2015 CITY RIGHTS AND OPTIONS: This solicitation does not commit the City of La Quinta to award a contract, to pay any cost incurred with the preparation of services of a qualifications statement, or to procure or contract for services or supplies. The City of La Quinta reserves the right to accept or reject any or all submittals received in response to the request, to negotiate with any qualified source, or to cancel in whole or in part this process if it is in the best interest of the City to do so. Subsequent to negotiations, prospective Artists may be required to submit revisions to their statements. All artists submitting proposals should note that any contract pursuant to this solicitation is dependent upon the recommendation of City staff and the approval of City Council. The City of La Quinta reserves the right to postpone selection for its own convenience, to withdraw the Request for Proposals at any time and to reject any and all submittals without indicating any reason for such rejection. As a function of the RFP process, the City of La Quinta reserves the right that specific personnel with specific expertise be added to the team if the City determines that the expertise is lacking in the project team.
