Here is a summary of the conditions as of July 31, 2009. 1. There is a building permit (9512-088) for septic abandonmentisewer connection, issued in December 1995, but never finaled. As part of a Special Inspection Permit, this record can be completed and closed. 2. There are two building permits for window replacement (07-1977 for two windows, 08-0612 for one window), issued in July 2007 and April 2008, respectively. No inspections were requested. As part of the Special Inspection Permit above, both of these records can be completed and closed. 3. There is a building permit (13045) for enclosure of the breezeway, issued in June 1993. A framing inspection is recorded, but no other inspections. The approved drawings include space conditioning and electrical outlets, but no plumbing. As part of the'Special Inspection Permit above, the enclosed space can be compared with the approved drawings and, if they match, this record can be completed and closed. 4. No permit exists for the carport structure west of the garage door. My opinion is that it cannot be permitted and must be removed. 5. No permit exists for the living space constructed within the garage. My opinion is that two options exist to correct this. First, a demolition permit may be issued and the unpermitted improvements completely removed. Second, if the Planning Department is able to make a finding that the living space is allowedto exist in that location, an application for a building permit, along with complete plans may be submitted to the Building & Safety Department for review. Once the plans meet the technical requirements of the current California Building Standards Code and La Quinta Zoning Code, a permit (separate from the Special Inspection Permit, above) may be issued. The owner would then be responsible to provide a means to view all required inspection items (which may include the partial removal of finishes). If the plans ultimately approved require modifications to the as -built condition, the owner or a properly licensed contractor must perform the work, calling for progress inspections as needed. Per the 2007 California Building Code (CBC), Appendix Chapter 1, Section 106, "construction documents shall be dimensioned and drown on suitable material" and "shall be of sufficient clarity to indicate the location, nature and extent of the work proposed a:•.d show in detail that it will conform to the provisions of this code and relevant laws, ordinances, rules and regulations, as determined by the building official." If the applicant chooses to pursue permitting of the converted garage area, the drawings accompanying the application for a building permit must include all information required above, but should also include the following: A. A dimensioned si'e plan showing the building outline, distances from all property lines, and identifying the area(s) of the structure where the proposed work will occur. B. Plan views (floor, electrical, etc.) should show the entire garage, the entire enclosed breezeway, and at least a portion of the kitchen to illustrate the relationship of those portions of the structure.
