At the request of.Ms. Ingrid Moncrieff Baisch, representing SGPA Architecture and Planning, we have reviewed the referenced project plans and project manual that include: a site layout, elevations, foundation plan, structural details, and notes. This review was performed in conjunction with our geotechnical engineering report, final report of testing and observations performed during grading, and the precise grading plans for the proposed La Quinta Commercial Park to be constructed at the subject site (please see References). The site is currently vacant and has recently been over -excavated and recompacted in accordance with the geotechnical engineering report. During , grading operations, the building envelopes were established by over -excavating to a distance of 20 feet outside the building footprint of the structures shown on the plans available at the time of grading. This overbuild was performed to allow for reasonable shifts to the actual building location, if necessary. However, we recommend that any potential shifts maintain at least a 5 -foot setback from the edge of the overbuild. The preliminary project manual, dated March 12, 2007, was sent to us with the plans dated March 19, 2007. This preliminary project manual specifically references a set of Building A and sitework drawings dated January 11, 2007, and the shops drawings dated March 2, 2007. The preliminary project manual, dated March 12, 2007, in Division 3 — Concrete, 03300 — Cast -in -Place Concrete, Part 2 — Products, 2.8 — Vapor Retarder, specifies the use of a "Ruffco Super Sampson 300 Series" vapor retarder. If this type of vapor retarder is an equivalent to the 10 -mil vapor retarder recommended in the referenced geotechnical engineering report, then it is an acceptable replacement. However, the plans for Building A, Sheet _S2, and the Shops, Sheet S1.1, foundation note #1, specify the use of a 10 -mil vapor retarder. Clarification of this will need to be addressed and communicated to the contractor prior to construction. The shops set of drawings, on Sheet TS -1, general note # 9, lists a different geotechnical engineering firm and report. 7/5i,'77.5;, i April 5, 2007 File No.: 07762-03 07-04-726 The sitework drawings, Sheet AS 1.3, calls out a retaining wall per civil drawings immediately northeast of Building D. Except as otherwise mentioned in this letter, it is our opinion that the plans submitted are in general compliance with the referenced geotechnical engineering report. This report is issued with the understanding that the owner or the owner's representative has the responsibility to bring the information and recommendations contained herein to the attention of the architect and engineers for the project so 'that they are incorporated into the plans and specifications for the project. The owner or the owner's representative also has the responsibility to take the necessary steps to see that the general contractor and all subcontractors follow such recommendations. It is further understood that the owner or the owner's representative is responsible for submittal of this report to the appropriate governing agencies. This report is based on the assumption that an adequate program of client consultation, construction monitoring, and testing will be performed during the final design and construction phases to check compliance with these recommendations.
