The plans are now approved subject to the conditions listed below and the attached compliance sheet
1) The amount of the make up air must be equal to the air exhausted through the hoods. Provide a certified air
balance report of both the exhaust air and make up air.
2) Provide a minimum size hot water heater that is 300 gallons.
3) All sneeze guards will be evaluated on site.
4) All lights shall be evaluated for shatter protection on site.
5) Provide a.grease interceptor letter from the appropriate sewer agency.
CONSTRUCTION INSPECTIONS: Contact the Plan Checker for a Preliminary Inspection when construction is
approximately 80% complete, with plumbing, rough ventilation, and rough equipment installed. Request for
inspection should be made at least five (5) working days in advance.
A FINAL INSPECTION MUST be -made upon completion of ALL work including finished details. APPROVAL to
operate shall not be granted, or remodeled areas approved to operate, until the facility has passed the FINAL
INSPECTION, and "APPLICATION TO OPERATE" has been completed and PERMIT FEES have been paid.
Request for inspection should be made at least five (5) working days in advance.

1) These conditions are for a shell building and will receive a shell final only. No fire and life safety clearance
will be issued.for a tenant space until the specific occupancy classification has been established and tenant
improvement plans have been reviewed and conditioned by the Riverside County Fire Department.
2) Fire Department approval is based upon the 2007 CBC requirements for Group A2 occupancies. it is
prohibited to use, process or store any materials in the occupancy that would classify it as a Group H.
3) Repair work and/or maintenance using open flame equipment, welding or the use of Class I, 11, or iII-A
liquids are prohibited.
4) The Fire Department is required to set a minimum fire flow for the remodel or construction of all
commercial buildings using the procedure established in the 2007 CFC. A fire flow of _1500_ Om for a.
2 -hour duration at 20 psi residual operating pressure must be available before any combustible material is
placed on the job site,
5) The required fire flow shall be available from a Super hydrant(s) (6" x 4" x 2'/2" x 21/2") located not less than
25' or more than 165' from any portion of the building(s) as measured along approved vehicular travel ways.
6) A combination of on-site and off-site Super wet barrel fire hydrants (6" x 4" x 21/2" x 211n ), on a looped
system shall. be -located not less than 25' or more than 165' from any portion of the buildings as treasured
along approved vehicular travel ways. The required fire flow shall be available from any adjacent hydrants
in the system.
7�Prior to the isspance of a building Rarmit, applicant/developer shall furnish one blueline copy of the water
system plans to the Fire Department for review. Plats shall conform to the fire hydrant types, location and
spacbtg, and the system shall meet the fire flow requirements. Plans must be signed by a registered Civil
Engineer and/or the local water company with the following certification: "I certify that the design of the
water system is in accordance with the requirements prescribed by the Riverside County Fire Department".
8) Provide written certification from the appropriate water company that hydrants will be installed and will
produce the required fire flow.
9) Applicant/developer shall be responsible to provide or show there exists conditions set forth by the Fire
Department.

10) Install a complete fire sprinkjer system per NFPA 13. The post indicator valve and fire department
connection shall be located to the front within 25' to 50' of a hydrant, and a minimum of 25' from the
building. System plans must be submitted to the Fire Department for review, along with a planhnspection
fee. The approved plans, with Fire Department Job card must be at the job site for all inspections. (Fire
sprinkler riser location should be placed within the building in relation ao the approved location of the
FDC/P1V.)
11) Fire sprinkler system plats for the tenant improvement area must be submitted to the Fire Department for
review, along with a plan/inspection fee. A licensed C-16 contractor will have to submit plans for review
and approval and modify the fire sprinkler system in accordance with NFPA 13, 1999 Edition. A licensed
C-16 contractor shall do all sprinkler work and certification. The approved plans, with Fire Department Job
card must be at the job site for all inspections.
12) As may be necessary to maintain proper fire sprinkler protection due to constructions changes, fire sprinkler
system plans for the tenant iinprovement area may be required to be submitted to the Fire Department for

13) Whenever sprinkler overhead mains of 4" size or larger are provided, the Riverside County Fire Department

documentation, with a wet stamp and signature, by the project structural engineer.
14) Install a monitoring system designed in accordance with ]FPA 72, which must include a water flow
monitor, control valve tamper and continuous monitoring service. System plans must be submitted to the
Fire Department for review, along with a plan checkhrispection fee.
15) Install an alarm monitoring system for fire sprinkler system(s) with 100 or more heads (20
or more in Group 1, Division 1.1 and 1.2 occupancies). Valve monitoring, water -flow
alarm and trouble signals shall be automatically transmitted to an approved central
station, remote station or proprietary monitoring station in accordance with 2001 CBC,
Sec. 904.3.1. An approved audible sprinkler flow alarm. shall be provided on the exterior
in an approved location and also in the interior in a normally occupied location. A C-10
licensed contractor must submit plans, designed in accordance with NFPA 72, 1999
Edition, to the Fire Department for review and approval prior to installation.
16) Install a Manual and Automatic Fire Alarm per NFPA 72, which must include initiation by manual pull, any
automatic device and activation of fire sprinkler water flow. System shall include occupant notification by
audio/visual devices, and detectors in all unattended spaces. System plans must be submitted to the Fire
Deparvment for review, along with a plan check/inspection fee.
17) Install a system to provide interior notification within each unit upon activation of the fire sprinkler system.

At the request of.Ms. Ingrid Moncrieff Baisch, representing SGPA Architecture and Planning, we
have reviewed the referenced project plans and project manual that include: a site layout,
elevations, foundation plan, structural details, and notes. This review was performed in
conjunction with our geotechnical engineering report, final report of testing and observations
performed during grading, and the precise grading plans for the proposed La Quinta Commercial
Park to be constructed at the subject site (please see References). The site is currently vacant and
has recently been over -excavated and recompacted in accordance with the geotechnical
engineering report. During , grading operations, the building envelopes were established by
over -excavating to a distance of 20 feet outside the building footprint of the structures shown on
the plans available at the time of grading. This overbuild was performed to allow for reasonable
shifts to the actual building location, if necessary. However, we recommend that any potential
shifts maintain at least a 5 -foot setback from the edge of the overbuild.
The preliminary project manual, dated March 12, 2007, was sent to us with the plans dated
March 19, 2007. This preliminary project manual specifically references a set of Building A and
sitework drawings dated January 11, 2007, and the shops drawings dated March 2, 2007.
The preliminary project manual, dated March 12, 2007, in Division 3 — Concrete, 03300 —
Cast -in -Place Concrete, Part 2 — Products, 2.8 — Vapor Retarder, specifies the use of a "Ruffco
Super Sampson 300 Series" vapor retarder. If this type of vapor retarder is an equivalent to the
10 -mil vapor retarder recommended in the referenced geotechnical engineering report, then it is
an acceptable replacement. However, the plans for Building A, Sheet _S2, and the Shops, Sheet
S1.1, foundation note #1, specify the use of a 10 -mil vapor retarder. Clarification of this will
need to be addressed and communicated to the contractor prior to construction.
The shops set of drawings, on Sheet TS -1, general note # 9, lists a different geotechnical
engineering firm and report.

The sitework drawings, Sheet AS 1.3, calls out a retaining wall per civil drawings immediately
northeast of Building D. The civil drawings refer to the same wall in precise grade construction
note #12, which states that this is a screen wall that into be constructed per structural plans (by
separate permit). `
Based on our review of the project plans, geotechnical engineering report, and compaction report,
the foundations will encounter compacted soil within the footing excavations. Except as
otherwise mentioned in this letter, it is our opinion that the plans submitted are in general
compliance with the referenced geotechnical engineering report.
This report is issued with the understanding that the owner or the owner's representative has the
responsibility to bring the information and recommendations contained herein to the attention of
the architect and engineers for the project so 'that they are incorporated into the plans and
specifications for the project. The owner or the owner's representative also has the responsibility
to take the necessary steps to see that the general contractor and all subcontractors follow such
recommendations. It is further understood that the owner or the owner's representative is
responsible for submittal of this report to the appropriate governing agencies.
This report is based on the assumption that an adequate program of client consultation,
construction monitoring, and testing will be performed during the final design and construction
phases to check compliance with these recommendations. Maintaining ESSW as the
geotechnical consultant from beginning to end of the project will provide continuity of services.
The geotechnical engineering firm providing tests and observations shall assume the
responsibility of Geotechnical Engineer of Record.
