SUBJECT: Certificate of Compliance for Lot 10, T.P.M. 27784
T.P.M. 27784 overlays Parcel Map 25865. The City has a lien agreement with
Transpacific Development Company for several parcels of P.M. 25865.
The relation of T.P.M. 27784 or any other subsequent land division or
reconfiguration to the original P.M. 25865 has never been clearly shown on maps
provided by the applicant. Because of this, it is increasingly difficult to evaluate
potential developments with respect to the parcels subject to the lien agreement.
The lien agreement was signed by both parties. However, the responsible title
• company neglected to record the document. At this time, the title officer claims
that the document cannot be recorded without updated signatures and
notarizations. Without recordation, potential buyers of parcels have no way to
discover underlying liens.
The Public Works Department requests that the following two conditions be
satisfied prior to issuance of this Certificate of Compliance:
1. The applicant shall provide the City with a drawing clearly showing the
relationship of T.P.M. 27784 and all other land reconfiguration actions to the
underlying Parcel Map 25865. The drawing shall include dimensions
necessary to calculate overlaps of individual lots.
2. The applicant shall enter into a new lien agreement, or provide updated
signatures and notarizations for the existing lien agreement, as necessary, for
recordation of that document with the Riverside County Recorder.
