BACKGROUND AND OVERVIEW:
The restaurant is in a building which is a part of the original La Quinta Hotel
constructed in 1926-27. While the City has designated the hotel and its grounds as
a local historic development, the original character -defining architectural features of
this portion of the hotel have been irreparably altered. Therefore, it does not
contribute on its architectural merit. However, it is important that the proposed design
be ccmpatible with the overall character of its historic architectural features. The
origintal buildings have set the tone for development of the entire City and therefore,
review of modifications are of importance.
The La Quinta Charter and Municipal Code requires that revisions or additions to
designated historic structures obtain approval from the City Council. This requires
review and recommendation from the Historic Preservation Commission.

Proposed Revisions:
The restaurant is located to the west of the hotel registration area, in front of the plaza
and valet area.- The previous Montanas restaurant is closed and being remodeled into
a seafood restaurant called Azur. The applicant is proposing to modify the entry area
to the restaurant to improve its visibility to guests (Attachment 1).
The proposal is to move the existing double arched wood doors which were installed
in 1988 approximately 12 feet to the north, away from the interior corner of the "L"
shaped' building. In front of the new door location, a freestanding wood trellis
supported by eight smooth plastered columns, similar in design to the one over the
lobby entry without the tile roofing will be constructed. The terra cotta tile walkways
in front of the restaurant and between the lobby entry and fountain will be
reconstructed to correspond with the new entry. Material colors and finishes will
match that used in the existing building and walks, except that small blue tile accents
will be added to the rectangular terra cotta tile walkway beneath the new trellis. A
new false window will be provided to the left of the new door location.
With the revision to the walkways, most of the adjacent landscaping will be replanted.
Plants retained include the large Ficus near the south wall of the restaurant, the Palm
tree at the east end near the lobby entry, and bougainvillea against the west wall of
the restaurant. The color theme of the new landscaping includes plants that are
primarily "blue" or "white".
Discussion:
Pursuant to the La Quinta Charter and Municipal Code Section 7.08.030, the request
can be approved if, and only if, it is determined:
1. That the proposed work would not detrimentally alter, destroy or adversely
affect any architectural or landscape improvement.
RESPONSE: The proposed design modifications are in keeping with the
architectural character of the historic structures on the hotel
grounds. The new landscaping and walkways will not significantly
modify the plaza area in front of the restaurant.
2. If the owner of the designated historic site or landmark demonstrates that such
property cannot be economically used and denial of a permit would deprive the
owner of all or most of his economic interest in the property, the City Council
may issue the permit with an effective date 180 days from the issuance of the
permit to allow time for the investigation of alternatives to the work proposed
in the permit application, such as acquisition of site improvement by the City or
a public interest group.

RESPONSE: The proposed revision to Ithe entry area to a non-contributing
building is in keeping with the character of the historic complex.
3. In the ca_ se, of construction of a new improvement upon a historic site, that the
exterior of such improvement will not adversely affect and will be compatible
with the external appearance of existing historically designated improvements

RESPONSE: The trellis is similar to the lobby entry trellis and therefore,
compatible. The new trellis will be freestanding and not have a
clay tile covering, thus providing differentiation from the original
construction.
4. That the applicant has presented clear and convincing evidence of facts
demonstratingto the satisfaction of the Council that such disapproval 'City will
impose immediate and substantial hardship on the applicant because of
conditions peculiar to the person seeking to carry out the work, whether.this be
property owner, tenant, or resident, or because of conditions peculiar to the
j particular improvement, or other feature involved, and that approval of the
application will be consistent with the purposes of the permit procedures.

minutes are attached for your review (Attachment 2).

1. Planning Manager Christinedi lorio presented the staff report, a
copy of which is on file in the Community Development
Department.

Conquistidor on Horseback would remain.
3. David K. Robbins, Senior Vice President of KSL Development
Corporation replied he did not know the answer to that question,
but said he didn't believe anything on the inside would be
affected.
jj 4. Commissioner Irwin added she'd understood when the mural was
originally installed there were gemstones in it and when the .Hotel
was closed during World War II, the stones were dug out.

5. Doug Yavanian, KSL Director of Community Affairs, replied he

the arbor and asked where the logo or sign for the restaurant was
going to be.
10. Mr. Robbins replied he did not know if that had been determined
yet but it was a good question.

12. Chairman Wright asked Mr. Robbins if he wished to address any
particular item.
13. Mr. Robbins introduced himself and Doug Yavanian and stated
they were fine with the staff report and were at the meeting to
answer concerns or to address any opposition.
14. Commissioner Mitchell stated he was under -the impression
nothing was going to occur from the inside and was concerned
about changes to the interior. He felt the exterior plan adhered to
the Guidelines of the Secretary of Interior, in that it maintained the
feeling and sensitivity of the structure. He agreed with staff's
recommendations.
15. Commissioner Irwin also agreed it was a beautiful project.
16. Commissioner Sh-arp commented the plans looked very elegant.
He had visited the site the previous day:
17. Chairman Wright also thought it was a beautiful project and a
great presentation but added he would like to see the mural stay
intact.
18. There being no further discussion, it was moved and seconded by
Commissioners Sharp/Mitchell to adopt Minute Motion 2000-019 .

Landscape Entry Concept for Restaurant Renovation
Paving
The paving under the trellis matches the surrounding existing terra cotta tile. The pattern
changes to incorporate small blue tile insets. This paving helps to define the distinctive
qualities of Azur while recalling the heritage of the existing paving.
Landscape
The landscape alternatives build on the garden tradition represented throughout the hotel
grounds and uses the enormous existing fig tree to provide a shady retreat. The plant
palette emphasizes a strong blue and white color theme. The addition of seating and
planting at the existing fountain suggests an oasis of dining and entertainment. Accents of
palms, textural agaves and desert spoons, flowering shrubs and climbing vines help
create an environment that is distinct yet in harmony with the eclectic garden charm of
La Quinta.

The renovation design for the Azur entry respects La Quinta's legendary arrival
landscape and welcoming traditions. The traveler seeking retreat, a charming desert
hideaway and distinctive dining experience finds refuge here. Preserving the qualities and

heritage established in 1926, as well as recognizing renovations added over the years,
establishes an eclectic landscape experience unique to La Quinta. The aim of this
renovation is to contribute thoughtfully to both La Quinta's history and future.
'
The design elements that contribute to the renovation include: the relocation of the
wooden entry doors; shifting the entry walk to form a direct connection from the lobby to
the restaurant; adding columns with trellis; improving the existing fountain circle; and
renovating the existing landscape.
Trellis and Columns
The realigned walk and new vine covered trellis emphasize the existing oversized
wooden doors and strengthen the connection between the Lobby entry and Azur entry.
The arrival to the restaurant is enhanced and framed by the trellis. Flowering vines wind
up round stucco columns reminiscent of the Lobby columns and cascade over the wood
trellis. Soft landscape lighting illuminates the trellis at night.
Doors
The Azur restaurant renovation includes relocating the existing wooden doors. The doors
provide continuity to the past, add old world charm and provide a focal point from the
Lobby entry.

Le Bernardin @ Montanas Restaurant
Montanas Restaurant is going to reopen in season as a gourmet seafood restaurant run by
the owner and chef of Le Bernardin, the renowned seafood restaurant in New York. The
interior of the restaurant will boast a fresh new look, in keeping with the Spanish heritage
of La Quinta. The designer, George Design Studio, is a well respected firm in the
industry and is also of New York.
To afford better visibility to the guest, we propose to keep the existing arched wood entry
doors at the foyer, but to move the doors to the north approximately twelve feet. To
further enhance the visual statement, a plaster column and wood trellis, planted and
gently lit, and reminiscent of the columns at the front Lobby, is proposed at the front
entry court. To reinforce the image of Azur, the surrounding planting is proposed in a
blue theme. The paving under the trellis and leading the guest to the entry, is to be

To maintain the historic charm of the main entry of the hotel, much care has been given
to the selection of appropriate paver and plant materials, trellis elements, and reusing the
entry doors and foyer as they currently exist, in the new location.
The following pictures show the existing entry to Montanas,.as it was reconstructed in
1988. In the first picture the distance of 17' off the front wall is shown. The second
picture shows the existing doors, installed in 1988 and their floor closer, at the wood
frame and plaster wall. The third and fourth pictures show physical investigation into the
foyer walls, displaying the wood and plaster construction.
As always, we plan to enhance our property with the proposed changes, while keeping
the unique historic elements alive for the pleasure of our guests. The prospect of having
such a well known and highly honored restaurant at La Quinta Resort & Club is eagerly
anticipated. We look to the City and the Historic Preservation Commision for partnering
and guidance as we approach this enhancement to the hotel.
